Subject / The House of the Girls' Charitable Sewing Association
His Excellency the President of the Respected Jewish Community
Baghdad
Greetings and respect, thereafter:
The subject of the house that belonged to the Girls' Charitable Sewing Association is not
unknown to your Excellency, yet I found it appropriate to submit this report summarizing
the matter for the records and for the information of the specialized men who were not previously aware of it.
The house numbered with door number 177/38 and Land Registry sequence 251 located in
Ras al-Qarya neighborhood belonged to the late benefactor Eliyahu bin Ibrahim Tweig, and he
had registered it in the Land Registry in the name of (Girls' Charitable Sewing Association). Since this
association has become dissolved, and for the purpose of liquidating the association's assets, the Baghdad Court of First Instance
placed the mentioned house in an auction. During that time, and with the hope that the community would benefit from the
sale proceeds, and after consultation with your Excellency, you wrote to His Excellency the Judge of the Baghdad Court of First Instance -
Letter No. T 56/3676 dated 3/7/1956, which among other things stated
therein (that the late Eliyahu Tweig had endowed this house and registered it in the name of the association
for the purpose of making it a location for a school where sewing, embroidery, reading, and writing are taught
to poor girls according to the association's curriculum, and requested His Excellency the Judge liquidating this
association to observe the will of the endower regarding his house and to state this matter to the
venerable Council of Ministers when considering the matter of distributing the assets of this association).
In addition to the above, and on 5/9/1956, Mr. Salim Daoud Tawfiq, in his capacity
as the trustee of the mentioned house, submitted a petition to the court to the effect mentioned above. During
the month of July 1956, the house was initially awarded for an amount of two thousand dinars to
Mr. Rashid Al-Haj Muhammad Jandeel. When I found that the amount was very small and the
community could not benefit from it in any significant way, I stepped in and placed from my own pocket a deposit of three hundred dinars
under receipt number 185636 dated 7/29/1956 and entered the auction. As a result,
the auction value reached an amount of (7200/-) dinars and I withdrew my hand.

Upon completion of the liquidation, it was found that the court was unable to instruct on the method of liquidation, therefore
we agreed to submit a petition explaining the method, and we submitted the petition numbered / T 416 / 57
dated 1/3/1957, which you were kind enough to sign along with Mr. Salim Daoud Tawfiq, and the judge
was kind enough to refer it to the Ministry of Interior immediately.
When the papers reached the Ministry of Interior and were reviewed, it was found that the Associations Law No.
63 of 1955 did not allow the distribution of the balance except to a similar association, and the community does not have
such an association.
It was necessary to consult the Director of Legal Affairs in this regard, and I requested your Excellency to introduce me to him,
and you did so by telephone, and I was also very pleased to hear that your Excellency went personally to him
on the occasion of his promotion. As a result of these reviews, a recommendation was obtained to distribute a portion of the balance
to one of the community's associations, and the Hebra Qadisha Association was chosen. Accordingly, the approval of
the esteemed Council of Ministers was obtained, and the venerable Ministry of Interior issued to the aforementioned association the letter numbered
F. S. / 4480 dated 2/5/1957.
With highest respect to your Excellency.
Sincerely,
Lawyer Sion Gigi
