of Meir Elias Hospital regarding the request to exempt Ezra bin Haskel Yasfan from the Kanwiya fee.
Since the matter is official and since the Director, along with other administrative staff, is prohibited
from communicating with authorities and departments directly as stated in the specific clause of the Internal
Regulations, we have come with this letter to present to your Excellency - in response to your letter -
that according to the text of the resolution dated 28 August / 60 signed by all the Rabbis
and the notables of the community and its councils, it is not permissible to exempt any person from the Kanwiya fee except the Rabbis
themselves, as well as the owner of the Kanwiya whose amount does not exceed 3750 Ghrush Sagh.
While we would have liked to provide this requested assistance, we find ourselves bound by the ruling
of the aforementioned resolution. We believe it is more appropriate to refer such matters to the Ozre
Dalim Society, given its specialization in providing such assistance. With our further respect to your Excellency.

With reference to your letter No. 1208 / H dated July 7,
1930 regarding the case of Rahmin bin Nassim.
Upon investigation, it became clear to the committee that the sick wife of Rahmin bin Nassim
had entered the hospital and remained there for two nights and one day, and on the following day
she was examined by the hospital's chief physician, Dr. Kani Bey, and Dr.
Senanus, the hospital's internal physician, and they decided by agreement that she is not afflicted with any disease
whatsoever, and there is no need for her treatment inside the hospital as she requires
tonic medicines and can use them outside the hospital in any manner. Therefore, she was discharged
with the approval and order of Dr. Kani Bey, and her departure from the hospital was at eight o'clock
in the morning. With our utmost respect to your Excellency.

In view of the warning received from the Baghdad Land Registry Department regarding the watercourse, the Great River, and the lands
of the Kurds belonging to the property of the Meir Elias Hospital, as the Awqaf Department has encroached upon them and intends to create
constructions and buildings on them and thereby obtain a new deed, the aforementioned department must be prevented by applying to
the court within a period of thirty days from the date of the mentioned warning, otherwise the aforementioned department
will register this land in the name of the Awqaf Department according to its request. Therefore, I hope you will kindly open the lawsuit
against the encroaching department and issue the order to sign the two attached petitions so they can be submitted

Subject: — Employment of two foreign doctors for Meir Elias Hospital.
Greetings, in response to your letter No. 2354 dated August 8, 1933.
I have studied the subject of the request submitted by the management committee of Meir Elias Hospital, which includes
the aforementioned hospital's need to employ two foreign doctors, and based on your endorsement of this request,
I found it appropriate to personally audit the request from all its aspects.
I personally took interest in studying the case of this existing hospital and reviewed
all the circumstances surrounding it, its management methods, and its annual budget. I was very surprised by the state
of chaos I witnessed in the management of this charitable hospital and the private benefits enjoyed
by some of those in charge of its management. I do not wish to elaborate on describing the fluctuation I found in
how it is managed, and it is sufficient to mention to the respected Jewish Community administration that its annual income
exceeds three thousand Dinars annually, while its technical efficiency and the benefit from its status
as a hospital are almost non-existent or nothing.
Therefore, I saw it as my duty to work on reforming the state of this hospital so it can perform
the duties assigned to it as much as possible. After looking closely into the matter, I submitted my recommendation to
the Ministry of Interior to approve the employment of the German Dr. Süstmann in the aforementioned hospital.
Yesterday, I received the Ministry's reply containing its approval for the employment of the mentioned doctor
via its letter No. 15178 dated September 13, 1933.
The conditions I set for approving the employment of the aforementioned doctor, which were approved
by the Ministry, are:
1 — This Directorate shall ratify the terms of his employment agreed upon between the Community
and him.
2 — (a) Dr. Süstmann's work shall be confined to the service of Meir Elias Hospital,
and he shall remain in the hospital as an internal physician, and he shall not have the right
to practice his profession for anyone other than the aforementioned hospital in any form.
(b) Dr. Süstmann shall manage the hospital from both administrative
and technical aspects, and he shall be the director responsible for all its actions towards the Public Health
administration regarding the implementation of laws, regulations, and instructions, and receiving
correspondence and responding to it; meaning that this doctor shall be the one responsible
for the management of this hospital towards the Government.

(c) The aforementioned doctor shall pay the legal registration fee amounting to (37/500)
dinars before commencing his duties.
3 - The administration of the community shall implement everything requested of it by the Directorate of Public Health regarding reforms
in the management of the aforementioned hospital and the organization of its budget and affairs, based on the following
foundations:
(a) Reconsidering the hospital's staff establishment.
(b) Introducing the necessary technical elements into it.
(c) Organizing its administrative body and reforming its internal affairs.
(d) Completing the hospital building and expanding it on the basis it is currently following
with diligence and assistance.
After we have studied what was stated above, we would like to remind you that the approval to employ Dr.
Sustman, the German, at Meir Elias Hospital is in accordance with the conditions mentioned above, and we inform you that
the Directorate of Public Health will monitor the work of this hospital continuously and will also monitor
the reforms that the community administration will carry out in it in accordance with the Health Protection Law of 1929, and in
the event that the necessary reforms are not carried out in the aforementioned hospital within a period we specify for you, this
Directorate will withdraw the license of the aforementioned doctor.
After we studied the conditions of this hospital and its needs, we did not see a necessity for employing the second
