Subject - Consumption Fees
After greetings and respect
We wish to present to Your Excellency that Meir Elias Hospital, whose management belongs to
the Presidency of the Jewish Community, has been requested by the General Revenue Directorate to pay consumption fees
for the subsistence materials consumed therein starting from 15 / 10 / 948, given that they are not supported
by consumption forms confirming their taxation. Since it has been the custom to purchase what
the aforementioned hospital needs in terms of food supplies since its establishment in 1924 directly from the markets
similar to families and heads of households, the hospital administration did not support all purchases
with consumption forms that confirm the taxation of the materials it purchases.
The demand for this fee means considering all purchases of Meir Elias Hospital
of products subject to consumption fees as untaxed (i.e., smuggled), while all
our purchases were made from known shops where there can be no doubt about the validity of their transactions
and the taxation of the items sold therein according to the laws in force. It is not possible for consumption inspectors
and specialists to verify the truth of our claim; furthermore, it is inconceivable that a humanitarian
institution like Meir Elias Hospital - which bears the burden of treating no less than 150 internal patients
for free at all times - would think of breaking the law and allowing itself to accept materials without ensuring
that they are taxed and meet all legal conditions.
The hospital administration has, as of 10 / 12 / 948, after the ⟦alerting⟧
of the officials regarding the necessity of supporting all its purchases with forms according to the condition stated in the circular
of the Ministry of Finance No. 12799 dated July 15, 1944, despite the difficulties of the methods of expenditure
and the process of collecting them to implement the instructions of this circular.
Therefore, we submit to Your Excellency this petition, requesting a careful look with an eye of
kindness and mercy regarding the approval to exempt this humanitarian institution from paying
consumption fees for the expenses consumed in the period between 15 / 10 / 1948
and 10 / 12 / 1948, considering that they were purchased from grocers and retail vendors who had previously
paid the consumption fee for them, as it is not hidden from Your Excellency that the failure to support these purchases
with the required forms was done in good faith and nothing else.

We wish to present to Your Excellency that Mir Elias Hospital, whose management belongs to the Presidency of the Community, has been requested

1/15/1948, given that they are not supported by consumption forms confirming their taxation. Whereas the practice
has been to purchase what the aforementioned hospital needs in terms of food supplies since its founding in 1932 from
the markets directly, similar to hotels and homeowners, the hospital administration did not support all purchases with consumption
forms that confirm the taxation of the materials it purchases.
The demand for this fee means considering all purchases of Mir Elias Hospital of products subject
to the consumption fee as untaxed (i.e., smuggled), while all its purchases were made from known shops
where there can be no doubt about the validity of their transactions and the taxation of the sales materials therein according to the laws in force, and it is not
impossible for the specialized consumption inspectors to verify the validity of our claim, in addition to the fact that a
humanitarian institution like Mir Elias Hospital - which bears the burden of treating no less than 1500 inpatients
for free at all times - cannot think of breaking the law and allowing itself to buy materials without ensuring they are taxed and meeting
all legal conditions.
The hospital administration has, as of 12/1/1948, after the officials therein understood the necessity of supporting
all its purchases with forms due to the requirement for that in the Ministry of Finance circular No. 12769 dated
July 15, 1946, despite facing many practical difficulties in implementing the instructions of this circular.
Therefore, we submit to Your Excellency this petition, pleading for your kind and merciful consideration of our request regarding
approval to exempt this humanitarian institution, whose budget suffers from a large financial deficit, from paying consumption fees
for the products consumed therein for the period between 1/15/1948 and 12/1/1948, considering that they
were purchased from grocers and retail sellers who had previously paid the consumption fee on them, as it is not hidden from
Your Excellency that the failure to support these purchases with the required forms was done in good faith and nothing else.
Please accept, Your Excellency, the assurances of our highest gratitude and respect.

No. (7) taken at meeting No. (48) on 19 / 1 / 1948 regarding the fee exemptions
decided to be granted to community employees at Meir Elias Hospital for accommodation, surgeries, analyses, and X-rays. After
deliberation on the subject, it was decided to cancel the two aforementioned resolutions and grant allowances as listed below to all
community employees (as well as persons they are legally obligated to support personally), provided that the costs of necessary medicines
are collected from them in full:-

As for the employees of the Jewish health institutions, they are personally entitled (excluding servants) to accommodation
free of charge as follows:-
In the first class for those who receive 15/- Dinars or more
In the second class for those who receive less than 15/- Dinars down to 5/- Dinars
As for the persons they are personally responsible for supporting, they are granted the same rates decided to be granted above to other
employees of the community.
