The Directorate of Jewish Hospitals has previously submitted to the Directorate of Social Affairs a request for
medicines from the medical storehouse that were not found in the storehouses and pharmacies of Baghdad, and the answer was "with
regret, it is impossible for the medical storehouse to supply these materials under the present circumstances as what is available
hardly suffices to meet the needs of government institutions. We have learned from the Directorate of the Medical Storehouse the possibility of obtaining
them from Bombay or Palestine at prices that do not differ from the storehouse prices."
It is not hidden from Your Excellency that the health institutions managed by the Jewish community in Baghdad are
among the public charitable institutions that serve the community and ensure the public benefit that the
country lacks. For example, Meir Elias Hospital always contains 130 beds occupied at all times, and in the
Rima Khedouri Eye Hospital there are 32 beds, while the average number of those who visit for eye treatment is 750 - 800 patients
daily, all of whom are poor from all religions. This is besides the Dar al-Shifa dispensary for the poor, which provides medical
service to patients at an average of 200 - 220 visitors daily and provides them with medicines for free, and there are eye
dispensaries in all schools.
The Jewish community in Baghdad spends huge sums on these extensive institutions, which it collects
from the yield of endowments and from the donations of benefactors. In doing so, besides providing health service to a large number of
citizens, it undoubtedly greatly relieves the government's burdens in this regard.
In such a case, the recourse of these institutions to request the assistance of the venerable government in
critical times is a natural matter, and it is expected that they will receive all sympathy and assistance that encourages them to continue
performing the share they have taken upon themselves of public service, including providing them with the medicines
they need at the prescribed prices as long as obtaining them from the market is difficult.
We have firm hope that Your Excellency will appreciate these representations of ours and instruct the medical storehouse to deliver the quantities
of medicines requested in the attached list to Meir Elias Hospital after paying their prices. To Your Excellency, highest

We have previously submitted a request to the Central Import Committee in Baghdad for the purpose of
granting us a license to import some medicines that we are in dire need of, however the committee
mentioned above struck out the Quinine substance from the list and granted us a license to import
the other medicines. Upon our follow-up with them regarding this matter, they informed us that this substance
meaning Quinine, no one is allowed to import it from abroad except for the
Government Interest itself, which in turn supplies health institutes according to
need, based on their letter numbered 2721 and dated 7/22/1944
a copy of which is attached for your information.
Therefore, since our health institutions, including Meir Elias Hospital,
are in dire need of this substance, we kindly ask you to supply us with the quantities
listed below, and with ⟦utmost⟧ respect.

The Israeli Hospitals Committee has previously submitted a request to the Central Import Committee
in Baghdad for the purpose of obtaining an import license for medicines that are in dire need, however
the Import Committee struck the Quinine item from the list and authorized the import of other medicines. Upon follow-up
it appeared from the letter numbered 3731 dated 12/24/942 received from the Import Committee that Quinine is not
allowed to be imported from abroad except for the interest of the government itself, which in turn supplies health
institutes with it according to need. Attached is a copy of the mentioned letter for your information.
Since our health institutions, including Meir Elias Hospital, are in dire need of this ⟦substance⟧
we hope that you will order our supply with the quantities of Quinine listed below.

Greetings,
1 - The sons of Ibrahim Shalom, who are the persons tasked with transporting the deceased to the cemetery, have become accustomed
to taking out stretchers and other items from the hospital when they come in the event of a person's death,
under the pretext of covering them on the road and other excuses. We have drawn their attention
to this repeatedly but to no avail. It happened in recent days that they took a coffin with a deceased child
without the knowledge of the administration or any person in the hospital. Then, when we learned of it and sent the servant
to bring it back, they apologized for its presence with them and promised to return it, but they have not returned it until now despite the passage of
ten days and despite the servant's daily insistence. Therefore, we request that you kindly send
1/150 Dinars to the hospital administration as compensation against a receipt from us for the price of the mentioned coffin,
because the aforementioned persons are affiliated with your esteemed society. Please be informed that we will take measures
regarding the hospital gatekeepers to not allow them entry at all if they continue these shameful acts
of theirs. On the other hand, the administration will itself make the necessary arrangements to send the deceased
from the hospital to the cemetery.
2 - They have also become accustomed to demanding an amount ranging between 400 - 600 fils from the administration
for the death of a small child in the event that his family is unable to pay anything due to their poverty, and as
you know, the arrangement of such cases is the responsibility of your society.
Therefore, we hope that you will take the necessary measures regarding what is stated above, and the matter is yours.

Due to the general rise in prices, the revenues of the Jewish hospitals
in Baghdad are no longer sufficient to cover their expenses, which have expanded significantly, such that the deficit
has begun to overtake its fund in a manner that has disrupted the timely payment of salaries, and debts
have begun to accumulate on the hospital in a way that makes one fear the consequences.
The health institutions managed by the community are:
1) Meir Elias Hospital
2) Rima Khedouri Hospital
3) Dispensary for the Poor
4) Dar al-Shifa Pharmacy
It has been decided, in order to alleviate this financial distress that these institutions are going through,
to submit to Your Excellency a request for permission for the Community Presidency to open a public subscription for the benefit of the Jewish hospitals
in the amount of two thousand dinars.
It is our firm hope that Your Excellency will grant us the required permit at the earliest opportunity so that we may manage
the affairs of these beneficial public institutions.

Thirteen — If the slaughterhouse butchers go on strike and refrain from slaughtering based on sectarian differences, and
the Council takes upon itself the slaughtering process in the slaughterhouse based on the strike arising from the aforementioned sectarian differences,
then the contractor has the right to demand from the Council the daily contract fee for the duration of the strike only (the daily contract fee is
the quotient of the total contract fee divided by the number of days on which slaughtering is carried out during the year).
Fourteen — The Lay Council reserves the following points:
(a) The Council may organize the contract on the aforementioned bases within the regulations in order to secure its rights on the bases of
the commitment.
(b) All necessary expenses such as the half-percent brokerage fee, the notarization of the commitment contract by the notary public, the value of stamps,
and other fees shall be the responsibility of the contractor only, and the Council shall not participate in them.
(c) What is relied upon regarding this commitment is the written contract only.
(d) The Council has the option to extend the period of the final award if it deems it necessary, and it alone has the right to confirm the final
award, cancel it, or accept other guarantees within three full days starting from the day following the aforementioned
award.
(e) Half of the brokerage fee mentioned in paragraph (b) of this article is due to the broker appointed by the Council, who is
⟦line⟧ and the other half to the broker who brings the final bidder and through whom the commitment contract is
concluded and definitively awarded to him. The full brokerage amount shall be collected from the contractor and given to the two aforementioned
brokers by the Council.
Addendum: Slaughtering must be restricted to the city of Baghdad alone, and no slaughtering may take place in
Karrada or Adhamiya except after the approval of the Council.

We wish to state herewith that the house of Ibrahim Shalom, who are the persons
tasked with transporting the deceased to the cemetery, have become accustomed to demanding from the administration of Meir Elias
Hospital an amount ranging between 500 - 1000 fils for transportation fees
and other expenses when the death of a young child occurs in the event that
their family is unable to pay anything due to their extreme poverty. We have previously informed you
of this in our letter numbered 2/292 and dated 13/7/1944. Since the arrangement of
such matters falls under your society, we kindly ask you to make the necessary arrangements
and inform us.

Jewish Hospitals in Baghdad regarding the charitable health institutions under its management

dated 16 / 9 / 1933 addressed to us by the Directorate of Public Health in
the esteemed Ministry of Social Affairs was the incentive for that good start in
reforming Meir Elias Hospital, as Your Excellency will perceive from reading this bulletin.

We list below a copy of the decision of the Jewish Hospitals Committee in Baghdad dated
12 / 2 / 1945 regarding the fees collected from the community's employees when they are forced to stay
at Meir Elias Hospital. Please circulate it to all community employees (except for teachers and staff
of the schools, as it has already been circulated to them) for their information.

Community employees, as well as persons they are legally obligated to support, must stay at
Meir Elias Hospital in the classes listed below according to their salaries, and 50%
fifty percent of the fees for accommodation, surgeries, and analyses prescribed for the relevant class shall be collected from them, provided that
the full cost of consumable medicines is collected from them according to the regulations.
1. Special Class for those receiving 25/- Dinars per month and above
2. First Class for those receiving from 15/- Dinars to 24/- Dinars per month
3. Second Class for those receiving from 5/- Dinars to 14/- Dinars per month

His Excellency the Minister of Social Affairs, the Respected
I present to your Excellency that my late sister Lulu bint Hasqeel Hanna Qattan had entered
Meir Elias Hospital under the name Lulu Cohen Hilal (her husband's name) according to receipt number 2601 and dated
16 / 4 / 1945, and she was in good health to undergo surgery in the aforementioned hospital, and according to what
I received, her illness was definitively diagnosed as HERNIA. Since the aforementioned operation, I do not
believe it should have caused death, therefore I request the favor of ordering the formation of a committee of doctors to investigate
the causes of her death and whether there was negligence by the doctor responsible for performing the aforementioned operation, who is
Dr. Süstmann, or the doctor who administered the anesthesia, and the reason that led to giving full anesthesia instead
of local anesthesia, given that the aforementioned operation is simple, or the reason that prompted the responsible doctor
to perform the aforementioned operation if he believed that the deceased could not tolerate undergoing this
operation, and whether this negligence occurred because care or medical comforts
and others are missing in the aforementioned hospital.
2 - I learned that after the operation was performed on her, GANGRENE formed in her, which is what
caused her a severe fever and vomiting, which indicates that there was an error when performing the operation
on her, and that the responsible doctor did not use the necessary means until it was too late and it was not
possible to save her or reduce her temperature, which indicates that medical care in the aforementioned hospital
is missing. I visited Meir Elias Hospital on 2 / 5 / 1945 requesting to see the papers of the progress of
her illness to confirm that or otherwise, but the responsible doctor, Dr. Süstmann, refused this
request, from which it is concluded that the information I mentioned above was correct and does not accept
hesitation. Therefore, I ask your Excellency to kindly order a thorough investigation of this case in light of
the public interest and the interest of myself, her children, and her other relatives who are directly affected, and to inform me
of the result of this investigation. Please accept my highest regards to your position.
