Subject - Statement of Account for Mr. Hamazaki
To His Excellency the Director General of Health, Respected
Reference to Your Excellency's letter No. 4370 dated 26 February 1941
We wish first to clarify to Your Excellency that the case was not merely a matter of childbirth, but was much more important
than that. Mr. Hamazaki's wife had initially consulted Dr. Hantiha privately
in his capacity as the family doctor. The aforementioned decided that her delivery would be abnormal and consulted Dr. Cruickshank.
As a result, both agreed that the mother required a Caesarean section. She was admitted to the hospital by
Dr. Hantiha for this purpose. Indeed, the birth was one of the difficult deliveries as it lasted
in the operating room for a period of nearly three and a half hours, attended by Dr. Cruickshank, Dr.
Strauss as the anesthetist, another assistant doctor, and a nurse. Through the efforts of the obstetrician and the use of
special instruments, the birth occurred without the need for a Caesarean section. Furthermore, Dr.
Cruickshank used to attend once or twice daily specifically and continuously to examine the mother throughout her stay
in the hospital.
Before we respond to Your Excellency's inquiries, we wish to emphasize that this hospital did not present to Mr.
Hamazaki more than one bill, not two, and it is the second bill only. Also, we are unable to provide
the requested information regarding what Dr. Hantiha received from Mr. Hamazaki in his capacity as the private family doctor
because the aforementioned is not an employee of ours and we have no knowledge of the amount paid to him.
As for the amount received by Dr. Cruickshank for this difficult delivery, including the fees for his daily
visits during the mother's stay in the hospital, it is appropriate in our opinion if we take into
consideration the number of private visits and the importance of the delivery under discussion, and the mentioned amount has been returned

Twenty dinars were requested personally by Dr. Cruickshank, and the management of this hospital has no involvement
in the matter except that it received it from Mr. Hamazaki and in turn handed it over in cash to the doctor. Also, the amount
paid as nurse's fees, amounting to seven dinars, was spent on a private nurse sent by Dr. Hanafiha
to stay with the mother day and night in addition to the hospital midwife throughout the wife's stay in the hospital.
This management did not charge in this regard except 2/500 dinars for feeding the aforementioned nurse
for ten days in the first class, noting that the mentioned fees of seven dinars were received
personally by the referred nurse in cash from the hospital fund.
After detailing the amounts listed above from the total of the list, the result is as follows:
Dinar | Fils

Deduct | Dinar | Fils
20 | | To Dr. Cruickshank (received in cash)

Dinar Fils
2 500 for feeding the private nurse for ten days
3 500 for blood and urine tests in the hospital laboratory, including the fees for the electric
heater of 2000 candles in the bedroom for 12 hours a day
throughout the mentioned period (it was inadvertently not mentioned independently in the list, amounting to
2/500 dinars)
10 for first-class room fees for ten days

The amount collected for the two doctors, the anesthesiologist and the assistant, as well as the amount received in the name of the operating room
and the two midwives, if they draw attention, the hospital has charged them in view of the importance and danger of the birth
and its duration, and Mr. Hamazaki was fully aware of the importance of the birth. Note that we took
into consideration when presenting the list the prices of medicines, gauze, and cotton that the wife received upon
her discharge from the hospital, which are estimated at about two dinars. Likewise, the fees for washing and ironing the wife's
and the child's private clothes throughout the mentioned period.
As for the amount of 12 dinars recorded at the end of the list for service fees, this
administration has no knowledge of it, as we did not actually receive it and it was not included in the account submitted to him by the administration, but rather
it was placed in the list at the request of Mr. Hamazaki himself, and it consists of the amounts that the aforementioned person informed us
that his wife had distributed herself to the nurses, servants, doormen, and others as tips, and he intended
to include this amount at the bottom of the list so that Mr. Hamazaki could recover it from the Japanese company
he represents. We confirm to Your Excellency that we have never before included in any list amounts of this
kind, and we have never actually received amounts for service fees and the like. On this occasion, we confirm to Your Excellency
that the administration's regulations prevent servants, nurses, and others from demanding any amount from patients as a tip
or otherwise, whether while the patient remains in the hospital or upon their departure, as the work and services
they perform in this regard are in exchange for the wages and salaries paid to them by the administration as

that they are employees or workers for it, however, we cannot effectively at the same time prevent the patient from
giving a tip to the nurses and servants directly when he sees good treatment from them that earns his satisfaction.
It may be inferred from what has been presented that the information provided by Mr. Hama Zaki to Your Excellency in this regard was
not entirely consistent with the reality of the situation. We did not receive the amount of the invoice under discussion for the hospital's account, but rather
it included significant amounts paid to a doctor from outside the hospital for the work he performed
at his request, and the wages of a private nurse he brought himself, and the amounts of tips that he saw fit at the time
to donate to the nurses and servants directly.
Furthermore, we assure Your Excellency that those in charge of this hospital aim for nothing other than the service of
humanity. In addition to the hundreds of poor patients who benefit from its services for free, the specialized committee often
authorizes us to make significant reductions on the prices scheduled to be collected from paying patients when we are certain
of their weak financial status. All of this is in fulfillment of the noble purpose for which this hospital was founded.
With Your Excellency's utmost respect.

After greetings and respect,
We inform you that your late father had endowed shops and houses in the Sheikh Ishaq neighborhood for
the hospital of your late uncle, Meir Elias. However, one of these shops remained endowed in the name of
your father until today because there was a dispute regarding it with the neighbors, Hawki Yusuf Ishaq, concerning the boundaries.

and the shop shall return to the hospital. Therefore, it is necessary to grant a power of attorney in this regard, and we have now provided you with a power of attorney

It is requested that you sign it in the presence of the Notary in your area, have it certified by the competent authority, and send it at the

To His Excellency, the Honorable Mayor of Baghdad
After offering appropriate respect
Based on the desire of the Alliance School administration to open a night school for artisans and workers from the community
Due to their large numbers and the dispersion of their locations, it has been decided to open a second branch in the Abi Saifayn neighborhood in the Rima Khedouri school building
Under the name Alliance Night School for Artisans and Workers No. 2. Since this school, like School No. 1 opened in the building of
the Alliance School in the Al-Tawrat neighborhood, is a purely charitable night school whose purpose is to teach workers and artisans
reading, writing, English, Arabic, arithmetic, religion, and literature for free and without any compensation
from the students who are from the very poor class. Accordingly, we request Your Excellency to kindly order those concerned
to disburse the prescribed aid for the aforementioned school and to allocate a share of oil and water for this school, similar to the school
No. 1 mentioned above and the rest of the schools and charitable societies in Baghdad. This is what was necessary, and the matter is for Your Excellency to decide.

To the Honorable President of the Hebra Qaddisha Society
After greetings,
We have discussed with your society several times in the presence of His Excellency the President of the Community regarding the issue of organizing,
shrouding, and preparing the children of the poor who pass away in Meir Elias Hospital and transporting them to the cemetery.
It happens that some of these children are left at the hospital, so the hospital administration takes it upon itself
to provide the necessary cloth for their shrouding and pay 150 fils <del>⟦illegible⟧</del> as a mourning fee to deliver them to the cemetery. It also happens
that the families of these children are present and they bear the hardships of transporting the deceased to the cemetery.
It occurred this week before me that a child from the people of Fallujah died in the hospital,
his age not exceeding six years. A person named Salman Elias, sent by the
Hebra Qaddisha Society, arrived for his shrouding and preparation, and he demanded one dinar from the poor father of the deceased in exchange for four cubits
of cloth, the price of which does not exceed two hundred fils. Due to the father of the deceased being unable to pay any amount, however small,
I actually provided the necessary cloth from the hospital store, which is 4 cubits. This amount increases only for you instead of 14 curtains
which the aforementioned person demanded. Naturally, this situation must be addressed by your society
out of mercy for these poor, miserable people.
I request you to inform us urgently whether your society will take the necessary measures in this regard,
because the hospital, in the event that you do not take the initiative to put an end to this situation, will itself undertake the purchase of
the necessary cloth for such cases and deliver the deceased to the cemetery. As for the necessary expenses
of the effort, I will collect them myself from the generous. May you remain in peace.
