With reference to your letter No. 582 dated May 20, 1930, addressed to the Director of Meir Elias
Hospital.
We draw the attention of your honorable committee to our letter No. 484 dated February 24, 1930,
submitted to the previous Lay Council, requesting approval to dispense with the
services of the Hospital Director, Sassoon Effendi, in accordance with Article Nine of the Committee's
Internal Regulations.
The aforementioned article entrusted the matter of dispensing with the services of the Hospital Director to
the Lay Council alone. Since the Lay Council has not yet approved the
Committee's request mentioned in its aforementioned letter, we find that what was stated in the letter referred to
at the beginning of this message, in which you dismiss the Hospital Director from his position, does not comply with
the authority granted to your committee under its internal regulations. We believe it is necessary
to postpone the decision on this matter until the new Lay Council convenes
and decides what it deems appropriate.

With reference to your letter No. 1163 / H dated 1 / 6 / 1930.
The Lay Council has approved the contract concluded between the Committee
and Dr. Sinanis, which includes the appointment of the latter as a permanent doctor for Meir Elias Hospital
and its director. Consequently, the position of the former director, Sassoon Effendi, has become cancelled by virtue of
the decision of the Council referred to above. As for our letter which you mention dated 24 February
1930, it was before the approval of the aforementioned contract, so there is no longer a need to decide on it
after the Council's ratification of the new director's contract. In any case, the matter rests with the Committee
and the Lay Council. The Committee regrets its inability to change its decision in this regard
as keeping two directors in the hospital necessitates spending sums without justification and exceeding
the budget and the endowment together, and entails responsibility. The former director, Sassoon Effendi, must
wait for the formation of the new Lay Council, and we are ready to assist him in that.

Regarding the termination of the services of the Director of Meir Elias Hospital

Reference to your letter No. 584 dated June 1, 1930
The approval of the Lay Council of the contract concluded between your committee and Dr.
Sinans does not dispense with the need for another decision to terminate the services of the hospital director. Furthermore,
since the aforementioned director manages the hospital's accounting affairs himself at present, there is
no justification for your committee, in this situation, to hand over this position to someone whose competence and certificates do not qualify them to perform
it, just as the appointment of an accountant to handle the affairs of this position inevitably requires the approval of the Lay
Council.
There is no doubt that your esteemed committee agrees with us that dismissing an employee who has served in his position for over thirty
years, with his competence witnessed by all successive Lay Councils and hospital committees,
is not fair at all. This is exactly what prompted the previous Lay Council to delay
considering your committee's decision to terminate the services of the aforementioned director.
Furthermore, we draw your esteemed committee's attention to the following important points, which we hope you will take
into consideration:
a) This department sees no justification for appointing a foreign director for Meir Elias Hospital.
b) Given the financial crisis gripping the sect's treasury, the termination of Dr. Sinans' contract has become
obligatory for your committee; if you persist, the Lay Council will handle it on its behalf at the first meeting.
I do not think your committee finds it wise to prolong the discussion of this case, which costs the sect
precious efforts, time, and money wasted to no avail.
I hope your esteemed committee will kindly note that it is necessary to take the wishes of this
department, which represents the sectarian councils at present and is the trustee of Meir Elias Hospital,
into consideration. Your committee may not take negative measures against it as long as these wishes do
not exceed the scope of the regulations.

1- The approval of the Lay Council on the contract concluded with Doctor
Sinan is sufficient to dispense with the services of the former hospital director Sasson Effendi
for the reasons explained to your Excellency in our previous letter.
2- After dispensing with the services of the former accountant Munir Effendi Basri,
the committee was satisfied with making one of the hospital employees, who was keeping the account books
previously, a clerk, and the accounting matters are under the supervision of the committee itself, and this does not require
the approval of the Lay Council.
3- It is not hidden from your Excellency that the appointment of a permanent doctor for the hospital is
among the necessary and mandatory matters for the hospital, as the Directorate of Public Health has stated to us
that the institution may not be named as a hospital without that, and current laws do not permit
the continuation of this situation, and we think that the Health Administration would be forced to close the hospital without the
permanent doctor, and the appointment of the current doctor was with the consultation and approval of the Directorate of Public Health.
So we do not think your Excellency sees it as correct to terminate the contract based on the tightness of the fund, but rather duty
requires us to cover the doctor's allocations from savings and from the existing staff.

On the occasion of the construction and equipping of the Rima Kadoorie Nursing Hospital at the Jewish Hospital in Baghdad named
after her. And on the occasion of her desire that the nurses who will be appointed in the aforementioned hospital be
competent nurses ready to carry out the duties of the Rima Kadoorie Hospital before they leave England and go to Baghdad.
Therefore, an agreement has been reached with three nurses as shown below, and this agreement was signed pursuant to an authorization
from the aforementioned hospital and according to certain conditions as shown in their contracts signed by us and by
the aforementioned nurses.
Under this agreement, Rima Kadoorie will pay sums to the aforementioned nurses, which, God willing, the
hospital may not be able to pay before the nurses join the work in Baghdad. Also, Rima Kadoorie has
promised that Rima will reimburse any additional expenses that may occur upon the appointment of the aforementioned nurses, including
travel fees. Also, Rima Kadoorie has agreed to pay the aforementioned nurses any additional salaries
that Rima may be required to pay to the nurses, especially since Rima's agreement with the aforementioned nurses includes that

thereof. When I commenced my aforementioned duties on the 4th of the same month, at sunset, one of the hospital servants
came with a porter and brought the items that were in the Director's room at the aforementioned hospital and placed them
in my house without my knowledge or presence. The committee has dared to act against the law and regulations, for how
can it be permissible for the committee to commit such a crime by breaking a lock and deciding upon my belongings, of which I do not know the status,
which have been deposited for many years in an official room. Therefore, as stated in this petition to your Excellency,
I request that legal action be taken against the aforementioned committee for this audacity contrary to the law
and regulations.

Reference to your letter No. 590 dated 5 June 1930
The discussion regarding the case of the hospital director, Sassoon Effendi Hakham Heskel, has been prolonged without
avail. This case has become important and must be addressed as quickly as possible. I have reviewed
the papers and correspondence and found no position that supports what you mention regarding the necessity of dismissing the aforementioned director from his position
for the following reasons:-
a) The approval of the previous Lay Council of the agreement concluded between your committee and -
the physician Dr. Nissim Sinani does not necessitate the removal of the aforementioned director Sassoon from his position, as
no decision was issued by the previous Lay Council containing his dismissal and the appointment of his successor. Your statement
is merely an interpretation in my view, and an interpretation cannot be ruled upon as long as the authority is absent, especially since
the internal regulations prevailing in your committee, approved by the Lay Council according to Article
19, stipulates the appointment and dismissal of the director and the accountant by an approval signed by the Lay Council.
The removal of the aforementioned director from his position was nothing but a dismissal, and as long as the Lay Council
has not decided it, his remaining in his position until the convening of the new Council has become an unavoidable matter.
b) As previously stated in the first item, the appointment of the accountant is among the powers of the Lay Council as
stated in Item 19 of the committee's regulations. If his appointment was not approved, the committee may not employ him. Accordingly,
your appointment of one of the employees as an accountant and removing accounting matters from the hands of Director Sassoon Effendi was contrary to
the regulations. Entrusting accounting matters to the aforementioned Sassoon Effendi, the director, is a matter of necessity.
c) We have received complaints and grievances from each of the doctors and one of the hospital founders, and a petition
signed by most members of the community regarding keeping the aforementioned director in his position. There is no reason to reject all
these protests and remove the aforementioned director from his position, as that would generate unsatisfactory results,
which current circumstances do not allow to be generated. As long as maintaining affection and the stability of the community's conditions
in a commendable state is mandatory for me, I see it as correct that keeping the aforementioned director in his position until
the formation of the Lay Council has become an inevitable matter. Therefore, I hope you will carefully consider the preceding
statements and close this case by employing the aforementioned person as before and keeping things as they were.

631 November 5 April for the year 935 occurred and we toured the departments of
the mentioned hospital and we visited the mentioned hospital and inspected it on Tuesday at eleven o'clock in the morning
accompanied by Dr. Shamshon Faisal, the resident physician at the mentioned hospital, and in the presence of the official in charge of the administration of
the mentioned hospital, and we found health and cleanliness complete in all departments of the mentioned hospital, and below are our observations
-: The statement is as follows below:
- We visited and inspected the ward of the mentioned hospital located on the upper floor of the mentioned hospital and we saw
that cleanliness is complete in it and we found that the walls of the mentioned hospital are painted in white and furnished with carpets
and the requirements for comfort and quiet are available in the mentioned rooms and in the wards of the mentioned hospital and we found that the patients' beds
in the departments of the mentioned hospital are tidy and clean, and as for the kitchen, we found everything clean, tidy, and organized
in the mentioned hospital and we found that the food is cooked in copper pots and distributed in porcelain dishes
And in the mentioned hospital there is a special department for patients suffering from infectious diseases and this department is located
in the mentioned hospital on the ground floor of the mentioned hospital building and we found that this department is completely isolated from the rest of
the departments of the mentioned hospital and we found that patients suffering from infectious diseases are treated in a good manner
As for the mentioned hospital, there is a special department for examining patients who visit the mentioned hospital
from the outside and this department is called the outpatient clinic of the mentioned hospital and is located on the ground floor
in the mentioned hospital building and we found that the patients who visit the outpatient clinic of the mentioned hospital are examined in
private rooms and in the presence of specialist doctors in the mentioned hospital who examine them, treat them, and give them
the necessary treatment and we found that the pharmacy belonging to the mentioned hospital is equipped with all medicines and medical supplies
