After greetings,
I place below a copy of the fifth paragraph of the minutes of the esteemed General Council for information;

Head of the Community
5 - Then the first article of the curriculum was put under discussion, and after the Secretary read
a copy of the report of the committee formed by the General Council in its session on 4/11/934
to discuss the issues of the ⟦designated⟧ hospital, it was decided:
1 - To approve the committee's proposal to cancel the old debt owed by the hospitals to the Council
amounting to 1848/470 Dinars and to write it off from the records of the Lay Council.
2 - The issue of the deficit claimed by the hospitals for the year 33-934 and the issue of
the amount of 510 Dinars advanced to the hospital in the current 34-935 budget were put under discussion, and it was decided
that the Lay Council shall audit the matter (through the same committee or any committee from an accounting perspective)
on the basis of paying the amount that turns out to be a real deficit from a decrease in revenues or from not spending
more than what was allocated. However, if the deficit is outside the budget, the matter shall be presented to the Council again.
3 - The Council approved the fourth paragraph of the committee's report regarding defining the Council's financial
relationship with the hospitals as a fixed annual grant subject to increase or decrease according to the Council's financial
position each year. Beyond that, the Council shall not be responsible for the hospitals, which must limit
their spending according to their revenues. This does not diminish the levels of supervision the Council has over the hospitals
in all other matters according to the regulations followed by both parties in their relations until now, and this does not
prejudice the hospitals' duty to submit the annual budget and accounts to the Lay Council as is
customary, provided that this arrangement is implemented starting from the next budget year. The Council also recommends the necessity
of refraining from undertaking any other reform projects in the hospitals that require new expenditures before
settling the debt currently owed by them as a result of the constructions and reforms they carried out
recently, except after consulting the Lay Council;

After greetings and respect.
I have come with this letter of mine to perform, on my own behalf and on behalf of the Israelite community
in Baghdad, the duty incumbent upon us all toward you, Your Excellency, the duty of thanks and recognition
of your white hands, which you continue to bestow upon the community from the spring of your Hatem-like generosity.

History will immortalize these deeds of yours in its pages with the ink of great pride.
The day of the celebration of the Rima Khedouri Hospital on October 25, 1935, was a holiday for the Israelite community
in Baghdad, and there was manifested in this opening ceremony what the members of this community harbor for Your Excellency of love and admiration
that the pen cannot describe.
And I do not forget to mention to Your Excellency that His Majesty the Great King, who was so kind as to open with his noble hand
this charitable hospital, did not hide his great pleasure and appreciation for this noble work and his admiration for your Hatem-like generosity
and your famous bounty. Likewise were the rest of the dignitaries, ministers, deputies, notables, senior officials, and community leaders
who attended the celebration; they all left overwhelmed with an ecstasy of joy, pleasure, and admiration that
knows no bounds for your noble person.
Finally, I hope Your Excellency will be so kind as to accept such admiration, appreciation, and thanks from us in the name of the Israelite

When we concluded the old contract, you had requested that the financial situation ⟦of the hospital⟧ be taken into account
and that we do not consider the monthly salary as the primary measure of the doctor's ability or what he deserves ⟦...⟧
because the financial situation does not allow for a salary higher than this. ⟦...⟧
The financial situation in the hospital in the following two years has improved ⟦...⟧
The cooperation between the doctors and the hospital committee reached a degree that they began to conclude
new contracts abroad with salaries according to the doctor's ability, so I request
making adjustments to the old contracts as well in relation to the new ones.
I would like to present to the respected committee the necessary changes in the old contracts:
(1) Increasing my monthly salary to 40 Dinars starting from May 15
(2) Giving me half of the surgery fees without them being calculated against my fixed salary
45 Dinars per month.
Based on these changes taken, my salary must be paid as usual
during my vacation days as well.
The new contract must include permission to open an outpatient clinic
in the town, and the hospital's participation in the resulting revenues shall be
under discussion.
Participation in the revenues coming from the outpatient clinic shall not be implemented unless
the committee has approved my proposals regarding the hospital management
in the last session.
Since I wish to take my annual leave, I hope from your Excellency
that you send the answer quickly, and in case of non-approval of
my proposals, I will take other measures.

My contract must contain the permission to open a

in the resulting revenues is to be discussed.
The right to leave will be settled for me as in the last
new contract.
The discussion of the above is possible only if
the question of the Hospital Management is settled according to
my proposals made before the Committee in the previous
session.
Since I must enjoy my leave, I beg you, Mr.
