Elias Hospital and belonging to it at an amount of 120 Dinars annually and notified the hospital of this assessment.
The fact is that the aforementioned house, after it was for rent, was vacated from 14 September 932 to 15 November
933, and from this date it was merged into the hospital and designated for the residence of the resident doctor
who must be present in the hospital day and night, and the use of its external door was neglected.
Therefore, it should be exempt from property tax according to paragraph (d) of Article (4) of the Property Tax
Law No. 35 of the year 927. I request you to kindly consider my representations and issue a decision to exempt
the aforementioned house from the tax, considering that it is property of our community and used for a charitable purpose.

11 / 6 / 1935 to this Presidency and a copy of it to your Ministry
The conditions set for the employment of Dr. Professor George Rosenow will lead to
depriving poor and non-poor patients from outside the hospital of the ability of this great
doctor and from benefiting from his art, and will prevent the dispensing of his medical prescriptions for patients who
seek him for treatment inside the hospital from pharmacies, and this is what hinders his work ⟦line⟧
and prevents the patient from consulting him and wastes the intended benefit from bringing him, and on the other
hand, the costs of the Dr. Professor will be more than one hundred dinars per month for ⟦line⟧
the hospital in the event that he is prohibited from practicing medicine outside, and this is an amount that the budget of the
hospital cannot bear. However, in the event of his licensing, the hospital will benefit from his profits, a benefit that alleviates
a significant part of the costs from the hospital's shoulders.
It is also noted that bringing a specialist scientist like this does not touch any of the interests of Iraqi medicine
and does not need restriction from this aspect because his work must be confined to
a high advisory circle that helps Iraqi medicine instead of harming it; rather, we can assert
that his presence has a general benefit because it must save a fair amount of the important ⟦line⟧
sums spent by many Iraqis on travel and medical treatment abroad at the hands of
doctors who are not more experienced than this man.
Therefore, we ask your esteemed Ministry to kindly grant us an absolute license so that we can benefit
from the services of the Dr. Professor to the greatest extent possible;

And with reference to the terms of the contract agreed upon between the Jewish Hospitals Committee
and Dr. Kantz.
We have studied the terms under discussion and scrutinized them and found them in agreement
with the interest of the hospital, and therefore we confirm our approval of its registration in this General Directorate
provided that the approval of this General Directorate is obtained upon the expiration of its term if it is desired to extend
the service of the aforementioned doctor.
We also approve of his work in Radiology, Radioscopy, and Diathermy
according to his specialization and the treatment of inpatients in the hospital as well as outpatients
who visit the Radiology Institute belonging to Meir Elias Hospital. Furthermore,
in order that there be no discrepancy in fees which would harm the interests of the patients, you may
review and be guided by the fee scale established by the government for the Radiology Institute
belonging to the Iraqi Health Service and apply it to patients who visit the hospital
administration. This scale was published as a supplement to the Government Hospitals and Health Institutes
Management Regulation No. (8) of 1933.
