Your Excellency is aware that the community's hospitals have fallen into a deplorable state of ruin
and destruction, especially the Meir Elias Hospital. This situation has persisted for several years due
to the financial distress strangling the Hospitals Committee, which has prevented the necessary repairs
and renovations as required by other hospitals in the country. Your Excellency must have seen
what the Directorate of General Health recommended in this regard, which is clear evidence of what we have mentioned.
Therefore, the Committee found no choice but to extend its hand to benevolent people, asking them
to assist in this vital project. Some funds have been collected, and work has immediately begun on the necessary
repairs and restorations. However, the amounts collected so far, and those likely to be collected from within
the country, are not sufficient to cover the expenses required for the necessary renovations and restorations for this hospital.
Accordingly, the Committee decided in its session held on February 1, 1934, to send
letters requesting financial aid from Iraqis living abroad. Therefore, we hope you will order the writing
as soon as possible to the persons whose names are listed in the attached list to donate what their
hands can afford for this important vital project. With our utmost respect.

The Board of the Holy Congregation of God in the city of Amara built a community hospital for the benefit of the poor, the needy, and the sick
and with God's help, a sum of 850 Dinars was received by this Board and they began the construction of the house and strove with all their might
to finish this building and they began the construction of this house

in this house, and it shall be an eternal memorial for all those engaged in this work.

With reference to your letter dated 14 March 5694, I cannot but express, in response to your kindness and donation
to the hospital in the amount of twenty dinars, on my own behalf and on behalf of the Lay Council
and the Hospitals Committee, my abundant thanks and gratitude, praying to God to grant you success in works of righteousness and charity
and to guide your steps toward success and prosperity.
We were expecting this generosity for which your noble person is known, and this is not
strange for a lover of good and charity like yourself.
It is possible that the Shamash School will be, at the beginning of the next academic year,
in need of a teacher for secondary sciences who is proficient in the English language. If you find a suitable teacher for this
position, I hope you will contact us regarding him during the upcoming summer vacation for schools, as it is possible
that the Council will approve his appointment when a vacancy exists. It does not escape your notice that a European
cannot tolerate the nature of this hot country; therefore, it is preferable that he be an unmarried young man.
As for the school budget, it cannot afford to pay a salary exceeding twenty dinars

After greetings,
From studying the resolutions and accounts submitted by the Council's accountant, I submit herewith a summary
of the information I obtained regarding the debt owed to the Council by or for Meir Elias Hospital:
1) The first amount in the accountant's list is 3,000 Rupees.
The Lay Council decided on the first of May 924, in view of the hospital's financial distress
as a result of extraordinary expenses spent, such as necessary repairs and the partitioning and fencing of the
hospital's share of the purchased plot of land, to advance the aforementioned amount to the hospital administration, provided that
five hundred Rupees be deducted monthly from the allocations.
2) The second amount is 3,000 Rupees.
The Council decided on July 20, 924, to advance it to the hospital, to be recovered from the Waqf revenues for the year 24.
3) The third amount is 25,000 Rupees.
It arose as a result of the agreement concluded between the Lay Council, the representative of the Hakham Bashi, and the representative of the trustee of
the Rebecca Nouriel Waqf on September 15, 1925. Below I transcribe Article 4 of the aforementioned agreement:
(Since most of the plots of the aforementioned Waqf (meaning the Nouriel Waqf) had already been built upon and
repaired by way of borrowing, and consequently the Waqf remained in debt as of May 1, 1924, in the amount of (22,392/2) Rupees,
of which (12,392/2) Rupees are owed to the treasury of the Mosaic community and (16,800) Rupees to Messrs.
Shahmoon; and since the community treasury has been supporting the financial treasury of the pharmacy and the hospital
and is still continuing this support; and since the Rebecca Nouriel and Aaron Saleh schools had no
source of income other than the aforementioned yield; and since charging the two mentioned schools with the mentioned debt today
would undoubtedly cause their closure; therefore, as an adjustment to the matter, it was necessary to charge the pharmacy and hospital administration with paying
(25,000) Rupees of the mentioned debt, while the remainder of the debt, which is (4,192/2) Rupees,
is waived by the community treasury as an extraordinary aid to the two schools.)
4) Other amounts totaling 31,500 Rupees.
These arose as a result of Article Seven of the aforementioned agreement, which is: (Since the pharmacy
and the hospital are unable to pay their mentioned share of the debt immediately, and the administration of the Rebecca
Nouriel and Aaron Saleh schools is still in a state of deficit and requires advances from the community treasury; therefore,
the Council shall collect the Waqf revenues directly and record the revenues and all expenses on a fifty-fifty basis
in the name of the two mentioned administrations (meaning the Nouriel Waqf administration and the Hospital administration) and maintain
the account related to the Waqf, and advance to each of them the necessary amount when needed, until the settlement of
the debt incurred by each of them.)
5) Accordingly, our administration collected an amount of 37,353/9 Rupees, the hospital's entitlement from the revenues.

and Sir Sassoon, the representative of the trustee of the Nuriel endowments, and the members of the Lay Council
4 - Since it was found that this [entity] is unable to cover most of the expenses of the mentioned endowment and the necessity of undertaking them by way of
borrowing, and consequently the endowment remained indebted as of the above date in the amount of 28184/2 Rupees, of which 2484/2 Rupees
are from the treasury of the Mosaic community and 12800 Rupees to the gentlemen Shimon and Amman. The community treasury has
to this day supported the financial budget of the pharmacy and the hospital and continues to provide this support.
And since the schools of Rivka Nuriel and Aaron Saleh had no source of income other than the aforementioned
yield, and charging the two mentioned schools with the mentioned debt today would undoubtedly
cause their closure; therefore, and as an adjustment to the matter, it was necessary to task the management of the pharmacy and the hospital
with maintaining 25000 Rupees of the mentioned debt, while the remainder of the debt, which is 3184/2 Rupees,
shall be withdrawn by the community treasury as an extraordinary aid to the two schools.

improving this hospital and introducing technical reforms to its building and management, and thanks to
the commendable endeavors and superior efforts exerted in this regard, and with the help of those with zeal
and passion like yourselves, this hospital has become fit to serve public health and comfort
poor patients. The community administration has employed Dr. Süstmann, assisted by a female doctor from Germany,
to manage the hospital and stay there day and night. Reforms are also still being carried out on the building to make it
modern. As for the technical equipment, it has come to possess the most important modern machines, such as the sterilization machine
and the Roentgen X-ray apparatus and others.

Regarding the examination report of the patient referred by you according to your letter No. 3691 N for the year 96, and since the aforementioned patient was admitted to the psychiatric ward at Meir Elias Hospital on November 13, 1946, and based on continuous medical examination and observation, it has become clear to us that the aforementioned patient suffers from a state of severe mental and psychological ⟦disorder⟧ and requires continuous medical care in the psychiatric ward. Accordingly, it has been decided to keep him in the aforementioned hospital until his health condition improves. Therefore, we kindly request you to instruct those concerned to pay the amounts owed by the aforementioned patient, amounting to 17 Dinars and 500 Fils, for the fees of stay and treatment in the aforementioned hospital for the period from November 13, 1946, until December 13, 1946, requesting that you provide us with the necessary receipts for the purpose of paying the amounts mentioned above. Please be informed and take the necessary action, with appreciation.
