With reference to your letter No. 12649 dated 12/10/1933.
First: We agree to add the following paragraph to Article 11 of the contract:-
"And the approval of the Directorate of Public Health shall then be obtained for the extension or renewal
of the contract with the second party."
We request that this paragraph be considered added to Article 11 of the original contract and to inform us
of your ratification of it.
Second: I had stated in my letter dated 20 September 1933 that the administration is ready
to implement your suggestions and orders contained in your letter No. 11403 dated 16
September 1933. In support of this (a) we submit herewith the staff list of the old
hospital and the new staff list intended to be implemented. (b) You will see in the new staff list
that the administration has included the necessary technical elements in it. (c) As for the administrative body,
it will be organized and internal affairs will be reformed after the responsible doctor assumes his duties.
(d) As for the hospital building, the administration is continuing to complete it on the basis
it is currently following, and that will be in relation to the hospital's needs and as far as
circumstances and the budget allow.
Third: We submit herewith a copy of the hospital management regulations established since 1929 after
introducing some amendments to it, which will remain in force to the letter under
the responsibility of the responsible director.
What must be presented to Your Excellency is that the administration, based on the change in situation,
considers that it is conducting an experiment regarding these previously mentioned formations. And
this staff list has been approved on the basis that the occupancy of this hospital will expand in the future.
Fourth: It is also worth mentioning on this occasion that a benefactor outside
Iraq has donated a Roentgen X-ray machine to Mir Elias Hospital along with the expenses for its own building.

of two Doctors, the Government have only allowed us to
engage one for the Jewish Hospital Baghdad. The Doctor
who is appointed is a Specialist Surgeon as this was the
first thing we were in need of. We shall again and
again apply to the Government for the permission to appoint
another Doctor for the Internal diseases. If we succeed
we shall then study your application. Meanwhile we are
returning to you the certificates you have forwarded to us.
If we need them afterwards we shall call for them again
through the Osé. We are retaining only your applica-
tion and photograph.
We very much regret the delay in answering your
last letter as we had some hope to get the permission of
the Government for a second Doctor.

Your letter, dated July 1st
arrived here on the 20th July and I thank you for same.
I am very much obliged to you for your kind and
detailed reply, and hope, that this chance, suggested
by you may soon be realized. I had my certific⟦ates⟧
duly translated by a sworn Interpreter and then
verified by the British Consulate General in Frankfurt
a/ Main and am herewith enclosing same together
with a photograph of myself. From these credentials
you will see, that I have had a particularly good
and thorough training. With regard to my know-
ledge in Tropical diseases, which you emphasize
in your letter, I may mention, that, before joini⟦ng⟧
the Hamburg - American - Line as their Physician,
I had to pass an examination at the Hospital for
Tropical diseases in Hamburg.
Concerning my terms of payment, it is
naturally very difficult for me to suggest
anything, as I neither know what salaries are
paid in the Iraq, nor how much I may require
besides the rent and food. I am very anxious
to start an existence for life, and would be
greatly obliged to you, if you came forward with a

at Worms on the Rhine, as the son ⟦...⟧ Dr. med. Wolff - Gynecologist, of
Jewish confession.
In February 1916 I passed my matriculation at the College at Worms, then
joined voluntarily the forces until the end of the war. After the Armistice
I was released from further service and got the German War Medal E.K. II
( Iron Cross ).
From January 1919 I studied medicine at the Universities of Halle,
Frankfurt and Heidelberg.
I passed the final medical examination with " Very Good " ( Honours )
at Heidelberg on the 9th Dec., 1921, received my degree of Doctor on the
3rd June, 1922 at Heidelberg, and graduated on the 1st Oct., 1922.
In Oct. and Nov. 1922 I worked voluntarily in the Gynecological ward
at the Public Hospital in Mannheim under Prof. Dr. med. Holzbach.
From Nov. 1922 until 1st May 1924 I worked voluntarily as 2nd Assistant
at the Hessian School for Midwifery at Mainz under Prof. Dr. Kupferberg.
From 1st May 1924 until 30th April 1925 I acted as assistant at the
Surgical and Gynecological Ward of the Public Hospital at Heilbronn
under Prof. Dr. Mandry.
From 1st July 1925 I am as 1st Assistant again at the Hessian School
for Midwifery at Mainz under Dr. med. Puppel and from 1st Nov., 1928
as Head Physician, until the end of the year.
In 1929 I acted as Physician on two different ships belonging to the
Hamburg - American - Line.
In March 1930 I settled down as a woman's specialist and accoucheur.

position I would ⟦hold⟧ in the Jewish Hospital
at Baghdad and especially, if I may carry on
a private practice as well as holding the position

I would get the permission to practise privately
as well, without interfering with my work at
the hospital. Please excuse these questions, but
they were not quite clear to me, as firstly
you mention in your letter that private patients
were allowed in the hospital and on the other hand,
I don't know whether I am allowed to treat
patients privately without a special licence.
I should be very much obliged to you, if you
would try to get permission of the Government
for a specialist Doctor like myself, as I am very
anxious to accept your offer.
