Based on your decision dated 12 May 931 under number 60311 regarding our appointment as a committee
to manage the aforementioned hospital, we have met and studied the current situation of the said hospital and the importance
of the mentioned institution and the services it provides to the community.
The committee has commenced its work and decided in its first session held on 14 May 931

(b) Dr. Sustman shall manage the hospital from both administrative and technical aspects and shall be
the director responsible for all its actions towards the Public Health Administration regarding the implementation of laws,
regulations, and instructions, and receiving and responding to communications; meaning that this doctor shall be responsible for
the management of this hospital towards the government.
c) The mentioned doctor shall pay the legal registration fee of (37.500 Dinars) before commencing his duties.
3) The community administration shall implement everything requested by the Directorate of Public Health regarding reforms in the management of the
mentioned hospital and the organization of its budget and affairs, based on the following foundations: a) Reviewing the hospital's staff
b) Introducing the necessary technical elements into it c) Organizing its administrative body and reforming its internal affairs d) Completing
the hospital building and expanding it on the basis currently being followed within a period of one year.
After your study of what has been stated above, we would like to remind you that the approval to employ Dr. Sustman,
the German, in Mir Elias Hospital is in accordance with the conditions mentioned above, and we inform you that Public Health will monitor
the work of this hospital continuously, as well as monitor the reforms that the community administration will carry out in it
in accordance with the Health Protection Law of 1929. If the necessary reforms are not carried out in the mentioned hospital
within a period we specify for you, this Directorate will withdraw the license of the mentioned doctor.
After we studied the conditions of this hospital and its needs, we did not see a necessity for employing the second female doctor discussed
in the letter from the hospital management committee.
In conclusion, please kindly inform us of your receipt of this letter and your agreement to implement all
the conditions contained therein. Please accept our highest respect.

First: We agree to add the following paragraph to Article 11 of the contract: -
"And the approval of the Directorate of General Health shall then be obtained for the extension or renewal
of the contract with the second party."
We request that this paragraph be considered added to Article 11 of the original contract and to inform us
of your ratification of it.
Second: I had presented in my letter dated 20th September 1933 that the administration is ready
to implement your suggestions and orders contained in your letter No. 11403 dated 16th
September 1933. In support of that (a) we submit herewith the staff list of the old
hospital and the new staff list intended to be implemented. (b) You will see in the new staff list
that the administration has included the necessary technical elements in it. (c) As for the administrative body,
it will be organized and internal affairs will be reformed after the responsible doctor assumes his duties.
(d) As for the hospital building, the administration is continuing to complete it on the basis
it is currently proceeding upon, and that will be in relation to the hospital's needs and as far as
circumstances and the budget allow.
Third: We submit herewith a copy of the hospital administration regulations which were established since 1929 after
introducing some amendments to them, and which will remain in force to the letter under
the responsibility of the responsible director.
What must be presented to Your Excellency is that the administration, based on the change in situation,
considers that it is conducting an experiment regarding these formations presented above. And
that this staff list has been approved on the basis that the occupancy of this hospital will expand in the future.
Fourth: It is also worth mentioning on this occasion that a benefactor outside
Iraq has donated a Roentgen X-ray machine to Mir Elias Hospital along with its special construction costs.
