His Eminence the Honorable Hakham Bashi of Baghdad
After offering our respects - with reference to our previous petition and in support of it, ⟦we submit⟧ that the administration of the hospitals
of the Jewish community is in unprecedented financial distress, and we have been burdened with many debts that
have accumulated upon us from salaries for doctors and other employees, medicines, fuel, and the like, which amount to
eight thousand rupees or more at the present time, and the administration has not been able to manage matters further in
such a miserable state. Therefore, it has become necessary to address this issue, so we hope and repeat our request, asking for the payment of
the allocations and other funds due to the aforementioned hospitals as detailed below:-
First: Three thousand rupees, the hospitals' allocations from the revenues of the Riqa Nuriel endowments
Second: The rent for the National School, which is part of the hospital's endowments
Third: The monthly allocations for the past two months
Fourth: The hospitals' entitlement from the intestines revenues
In conclusion, we offer your Eminence our advance thanks and gratitude, sir;

Regarding the sealing of the Ketubot
⟦...⟧
To the Honorable Vice President of the Lay Council
Reference to your letter No. 220 / JS / 1929 dated June 18, 1929
Not long ago, we considered having the Ketubot sealed with the seal of the Spiritual Court and signed by
its president. Following the dissolution of the Spiritual Court, we began signing the Ketubot. Since the signing of the Ketubot
after it has been signed by the witnesses and the husband is not a purely religious matter, but rather to protect the rights of the wife
only. And since it is possible that the marriage contract may be lost by the wife or stolen by the husband, therefore
registering it in this department and sealing it by us is to protect the wife's rights from loss, as we have explained
above.
The honorable Council is free to choose whether to keep the process of registering the Ketubot in this department or to cancel it.

To the presence of the Honorable Acting Chief Rabbi of Baghdad
Greetings and respect: Following that, I place before your Excellency, attached, the two letters received by me from the Vice President of
the Hospital Management Committee. From the letter dated March 21, 921, you will understand that the committee has
set my salary at one hundred and fifty rupees instead of two hundred rupees per month, effective from April 6, 921.
What is presented to your Excellency is that for twelve years I have been employed in the hospital and the pharmacy for the poor.
In the first year, I worked without a salary; after that, until the arrival of the previous hospital management committee,
my salary was first set at one hundred and fifty rupees, then one hundred and eighty, and then two hundred rupees
per month. The past committee, by oversight, has set my salary at one hundred and fifty rupees,
and since the matter of salaries is subject to the internal regulations of the hospital committee, except by your opinion and the ratification of
the Lay Council. And this letter of theirs which reached me is a move toward my resignation. And with the head of the committee, Dr.
Daoud Effendi, because in the future, since the committee, if it is inactive, does not have the authority to perform
such actions, you see that this procedure was carried out contrary to the protocols. And I inform you that all
the transactions carried out by the committee are for the purpose of remediation, because the date of the aforementioned letter is March 21 and its
dispatch was delayed until April 6, 921.
And from the other letter dated April 6, 921, you understand that the committee gave written information
to the newly appointed doctor and placed the responsibility for the internal medicine of the hospital ⟦...⟧
on the shoulders of the aforementioned professor. Therefore, I was forced to present my case to your Excellency.
I hope you will consider my rank, and may you remain in respect, my Lord.

To the Honorable Dr. Abdullah Effendi,
After greetings - Since the order for the appointment of a permanent internal physician for Meir Elias Hospital has been ⟦issued⟧,
and the Lay Council has approved the appointment of Dr. Nassim Snanir to occupy the aforementioned position
according to the contract concluded between the Committee and the aforementioned physician and certified by
the Lay Council, and since your duties at Meir Elias Hospital will naturally decrease as
there is no longer a need to visit patients in the evening or to stay at the hospital two nights a week,
the Committee has decided to set your salary at one hundred and fifty rupees per month starting from April 1, 930,
instead of two hundred rupees per month. On this occasion, we would like to inform you that the Committee appreciates
your services duly and thanks you for them, but it regrets taking the aforementioned decision in view of

Reference to the two letters from the Hospitals Committee numbered 549 and 551 and dated
April 24 and 27, 1930, which were referred to me
I place below the text of the second paragraph of the Council's resolution No. 266 dated 8/25/1930
"Based on the two letters received from the aforementioned committee dated May 7 and July 9
of the year 1929, numbered 75 and 178, containing a request to establish clinics for treating the eyes
of students in the community's schools and bringing a doctor to be the director of the Meir Elias Hospital, and since
these two matters require an increase in expenditure, the Council has decided to increase the
usual allocations by three thousand eight hundred rupees (3800) in addition to the allocations amounting to sixteen
thousand two hundred rupees, so the Council's allocations to the community's hospitals became twenty thousand rupees
(20,000) on the condition that the Council pays that increase upon bringing the aforementioned director doctor
and establishing the clinics mentioned above."
Please note that the Lay Council has approved the appointment of the internal physician
Dr. Senans on March 10, 1930. This is what had to be presented, and the matter is for your Excellency.

After offering respects -
It is not hidden from your Excellency that the resigned Lay Council had decided in its meeting held
on ⟦1929⟧ to increase the hospital allocations and bring them up to twenty thousand rupees annually, meaning it added
3800 rupees annually to the previous allocations, and that was so the committee could undertake two very important
projects, which are the establishment of school clinics to treat the eyes of male and female students of the communal schools, and the project
of appointing a permanent internal physician for the Meir Elias Hospital, which made the hospital called a hospital in every
sense of the word, in addition to the fact that this was based on the insistence of the Director of Public Health, as he did not recognize the hospital
before it had a permanent responsible physician. Indeed, the two projects were carried out during the time of the resigned Lay Council,
and the Council at that time had sent us a portion of the allocations for the school clinics that were
actually operating then. Accordingly, we now hope that you will send us our monthly allocations at the rate of twenty thousand rupees
annually from now on, and that you send us the difference between this rate and the old rate for the month of April 1930,
so that we may be able to conduct matters properly. As for the benefits of the two aforementioned projects, we did not see a need to discuss
them more than this in this letter, as we have discussed them sufficiently in our recently printed annual report
distributed to the notables of the community, and we submit to you herewith five copies of it to be kept in the Chief Rabbinate office
and the Lay Council office according to the rules; and to your Excellency increased respect.

Based on the previous Physical Council's ratification of the contract concluded between the Committee and Dr. Sassoon
which includes the appointment of the aforementioned doctor as a permanent physician for Meir Elias Hospital and its director, your
position has become cancelled by virtue of the decision of the Council referred to above, and you have become outside the hospital staff.
In particular, the hospital budget is very tight, so it is not possible to continue paying any salary to you in any
form whatsoever. Accordingly, the Committee has decided to notify you of this matter and cut your salary as of the first of June 1930.
