News - I have learned that the government has prepared a bill under which Jews wishing to leave Iraq will be allowed to travel, provided that their Iraqi citizenship is revoked, and that the traveler among them does not take more than travel expenses. It is expected that the bill will be presented to the Council in the coming final days.
The questioning Deputy commented on the answer, saying that this issue occupies the country far and wide, and even children talk about it, and my purpose with this question is to know what the policy of this ministry is and how it will confront this situation.
Then the Deputy expressed his regret because successive governments did not take a firm policy towards the issue, especially since some of the Jewish youth fit for military service have left Iraq. He said that the situation calls for speed in finding a solution.
After this, a discussion took place regarding the petition in response to the Speech from the Throne. A large number of deputies requested to speak about it, and the first to speak among them was Deputy Professor Izz al-Din al-Mulla, who began his speech with a request to the honorable deputies in which he said that
many of them had spoken about the ministerial program and clarified their views on reform, and here they are now wanting to speak a second time about the response petition, and in this there is a waste of the Council's time.
The Deputy then moved on to discuss affairs specific to the Erbil province, which he saw fit to present to the government because he did not have the opportunity to speak about the ministerial program. Among what he pointed out was the poor condition of the Erbil secondary school building. He also spoke about the Erbil municipality and concluded his speech by requesting the deputies once again not to be long-winded in their speech.
His Excellency Sheikh Al-Shabibi was the next speaker, and he referred to the request of Deputy Mr. Izz al-Din Mulla, saying that he found in the Speech from the Throne what made it imperative for him to speak about it.

a few moments ago His Excellency Al-Shabibi favored us with a
long speech about some issues he found in
the Speech from the Throne, and since some of those
observations had exceeded the limits of
mere criticism to the limits of causing pain and inflicting
harm upon the feelings of His Excellency's political opponents,
and considering that this intentional infliction of pain did not,
at any time, affect his political opponents as
His Excellency intended, I saw no need to speak
about it. But I heard opinions from His Excellency
Al-Shabibi that I admired immensely
as theories; however, I found it my duty to
offer the necessary commentary on them.
Gentlemen: How much a victim suffers when he sees
that the eloquent speaker of these beautiful theories is the cause
of him being a victim, while he repeats phrases
intended to promote a specific policy or to appeal to
the general class of people.
His Excellency repeated that Iraq is between two options,
seeing no third for them: either blatant dictatorship
or true democracy, and the third case
is the paralyzed democracy that will lead
the country to undesirable consequences. At this
moment, while His Excellency Al-Shabibi was speaking,
 a series of thoughts and memories crossed my mind
about those blatant interventions
in the elections of this Council, which were actually intended
by His Excellency the speaker, and caused the discontent regarding
the elections that people complained about, including
His Excellency the orator, and I was one of its victims,
despite what appeared in the statements of
officials at that time about leaving those elections
free and refraining from interfering in them—those
interventions which actually resulted in discontent
to the point that this discontent spread among
the ranks of the officials themselves, leading to
the resignation of some of them.
As for the second matter I wished to comment
on, it is what His Excellency Al-Shabibi referred to regarding
some of the tendencies of His Excellency Mr. Nuri al-Said
who presented the Speech from the Throne. I, of course,
do not consider myself responsible for defending
this speech, but it is not permissible for
important comments from this Council to pass without
some deputies expressing their viewpoints on
those comments, especially if they were contrary
to the facts.
His Excellency Al-Shabibi said that His Excellency Mr.
Nuri al-Said is not pleased by the sympathy
surrounding the ideas he opposes, and that this
leads to using destructive ideas as a pretext to undermine
his opponents. Above all, I hope
the High Council knows that the majority of those affected by
the measures of His Excellency Al-Said were
Zionists; thus, I do not share His Excellency's view that they
are surrounded by sympathy as he said... Politicians
in Iraq are not without opponents, nor
are they devoid of rivalries, and officials
in all periods were defending the public order
and stability by various means.
I remember that His Excellency Al-Shabibi was among
those who shared responsibility during a certain period in
1941 - 1942, or among those who used the same
means and struck down his political opponents—those
opponents who absolutely do not resemble the opponents of
Mr. Nuri al-Said in recent times.
And I hope that whoever addresses these matters
is mindful of some of them at least, and
does not lean toward inflicting pain, which councils reject
most vehemently.

governments' relationship with the people of this singer, and we

that every attempt in this path is a failure, even if
all the nationalists in the East and West supported you,
those who are accustomed to reading your newspaper, because
the people are our people, as the late poet said of them

And if you rouse them, they sit in the lowlands
Glory be to Him who created the servants
As if the people were created as inanimate objects
And can an inanimate object be free of stagnation?
The readers of your newspaper have come to believe
that there is no hope or expectation in ending the Palestine ordeal
as long as we have these ethics and as long as we hate
to anger a Jewish dancer; for how can we hope
for us to anger the (Great!) State of Israel?
We are walking, rather running swiftly, towards extinction
just as the Assyrians perished, and history left of them

placing some exceptional restrictions on
many transactions, a matter which
caused a contraction and shrinkage in activity

difficult for the general public.. and ended
the war and this situation remained, which inflicted
long-term damage to our economies, the greatest damage
to the country's economies.. and despite
that most politicians and officials had
felt and were always declaring in
their councils, that this situation must
be placed on a firm basis, allowing those who
wish to leave Iraq to depart
so that those remaining may be reassured and conditions stabilize
and tranquility prevails, however none of
the politicians dared to take
the initiative and end this unstable situation,
until His Excellency Mr.
Salih Jabr, Minister of Interior, submitted a proposal
to the Council of Ministers to end this state
and remove the various exceptional restrictions that
were imposed since the Palestine war, and caused
the contraction of business and increasing stagnation in
the market, and the bill submitted by
His Excellency to the Council of Ministers and which was approved
by the Chamber of Deputies in the form that
the reader finds elsewhere, was
this bill the first step in liquidating
this situation.
In truth, this bill is a correct,
serious, and bold act by the government and by
His Excellency Mr. Salih Jabr in
particular.. and if all politicians and men of
governance were characterized by such boldness
and initiative in every action they believe to be right
and necessary, we would not now be complaining about
many of the existing evils. And
the present government deserves congratulations
on this step, and we hope that
this work will be an example for all politicians
so they do not hesitate to declare what
they believe to be right, and do not shrink from
the work in whose realization they see an interest
for the country.
And if we are to comment on
this work, we say that it will remove
the current lack of reassurance and end the state of
instability, and put an end to many
of the damages that are still befalling the country
since this exceptional state arose.

People learned the news of the Arab League Council meeting on the twentieth of this March. It is perhaps not surprising to say that Arabs in their various lands received this news with much lukewarmness and lack of enthusiasm—and we fear to say—lack of interest, as a result of the successive failures they have witnessed in these continuous meetings of the League Council and its political committee. This is because the method followed by the League in handling supreme Arab affairs is a method that can at least be described as neither frank nor bold, and not devoid of narrow regional interests that have not afflicted Arab causes with a disaster more terrible than them.
Statements of the speakers and His Excellency the Minister of Interior
At ten o'clock and fifty minutes yesterday morning, the Chamber of Deputies met. After reading the summary of the previous session's minutes and accepting them, the arrival of the draft law for the supplement to the Decree on Revoking Iraqi Citizenship No. (62) of 1933 was announced. It was also announced that a proposal had been received from the Minister of Interior to include the bill in the session's agenda and to deliberate on it urgently. The proposal was put to a vote and accepted.

Those who want to flee and leave Iraq permanently are no longer individuals as in the past, but in the dozens, and their number has exceeded hundreds in recent weeks. Those working to help these people have become gangs formed and organized to facilitate the escape of those who have decided to leave Iraq permanently, in an illegal manner and in violation of the laws in force. Perhaps many of you have noticed the centers—centers for selling household furniture here and there in preparation for liquidation and escape. These centers began selling furniture openly and blatantly, and those frequenting these centers are no longer counted in the dozens but in the hundreds. This was the situation when the current government took the reins of power, so we had to handle the matter with wisdom, deliberation, precision, and also with firmness. We contacted some wise men from this community and drew their attention to the current situation and the need to cooperate with the government to eliminate this provocative state and return to the provisions of the law. But it appears that ⟦...⟧ the gentlemen whom we asked to ⟦...⟧ the door—and I do not doubt that ⟦...⟧ was difficult as it appears. ⟦...⟧ to give something and prevent ⟦...⟧ illegal. Everyone knows the provocation inherent in the continuation of this situation on one hand, and the many damages on the other. By this—gentlemen—the government saw that it had no choice but to submit this bill because forcing some citizens to stay in Iraq—I say that forcing those who do not want to stay in Iraq for reasons I cannot go into ⟦...⟧ a subject now—⟦...⟧ that staying is not in the interest of the country ⟦...⟧ and behavior, nor by the long conditions ⟦...⟧ it would not be in the interest of the majority of the honorable members of the community ⟦...⟧ who decided to leave ⟦...⟧ that it is not in the interest of the majority of the members of the community for the government to force the section that does not want to stay in Iraq, given the problems and spiritual troubles that will result from that. For this reason, the government submitted this bill, and you will notice from its merits ⟦...⟧ a subject handled far from dependency, but in line with developments, and in implementation of the laws. This is an introduction that I hope has clarified to the esteemed Council the goal the government aimed for with this bill.

I wish the government had submitted the bill independently and not as a supplement to the citizenship revocation decree, because the Jewish problem must be treated fundamentally and basically, not just superficially. I even want us to expand on this subject; there are issues of transfers and the amounts that Jews take that must be limited. What happened in Egypt was, I think, 200 Dinars. We must confront the Jews who join Israel because it is not fair that our brothers in Palestine have their properties confiscated and their homes demolished, while the Jew who reaped the gains and was fed by the country's bounties and prosperity leaves and goes to Israel while he ⟦...⟧ the money of the country's sons. He said that this bill gave new privileges to the Jews, this element that betrayed the country and denied its grace and the state's corruptions to the extent that many politicians defend them publicly and consider them citizens.
Then he said: We support in principle solving the Jewish problem, but this bill must be in a different form; all Jews must leave, not just the young men and those of military age. And if their defenders want, let them leave with them.

Official Statement
Regarding the Egyptian Plane Incident
The Iraqi government was astonished by the statement of His Excellency the Egyptian Foreign Minister, which he delivered at a press conference, stating that the Egyptian authorities ordered an Iraqi plane, which had been forced to land at Almaza Airport yesterday, to leave the airport immediately. It was extremely concerned by His Excellency's statement that this measure was taken because the Iraqi authorities had taken similar action against an Egyptian plane that had been forced two days ago to land in Baghdad during its flight from Cairo to Tehran.
Immediately upon learning of this statement, the competent ministry took rapid measures to find out the truth of the incident, and the investigation resulted in the following facts:
1 - The agreement concluded between the Iraqi and Egyptian governments allowed Iraqi Airways to travel from Baghdad to Damascus and Cairo and vice versa twice a week.
2 - It allowed Egyptian Airways to travel on the Cairo - Damascus - Baghdad route and vice versa on Monday of every week, and from Cairo - Damascus - Baghdad and from there to Tehran and vice versa on Wednesday.
And from Cairo - Damascus - Baghdad - Tehran on Saturday. This means that the Egyptian Airways Company enjoys an additional trip at a time when the Iraqi Airways Department enjoys only two trips.
On 1/29/1950, the Lufthansa Tourism and Transport Company in Baghdad, on behalf of Egyptian Airways, submitted a request to the Iraqi Airways Directorate to allow the Egyptian Airways Department another trip to Tehran. The company granted this based on the Iraqi government's initiation through diplomatic channels to consider such requests. On 2/2/1950, the Iraqi Ministry of Foreign Affairs referred the matter to the Egyptian government, and upon attention to the Iraqi Airways Department Directorate, the request was immediately referred to the Civil Aviation Committee for study.
On 2/8/1950, the Iraqi Ministry of Foreign Affairs referred the Egyptian Ministry of Foreign Affairs' memorandum to the competent authorities. The request in this memorandum included the Iraqi authorities' approval, first, to extend the Egyptian line to Kuwait via Baghdad and to extend the second MisrAir flight to Baghdad as far as Tehran, while enjoying the fifth freedom in Baghdad, meaning the right to transport from Baghdad as well. This approval was contested before allowing Iraqi planes their second weekly flight previously agreed upon from Baghdad to Cairo via Damascus.
Given the conditions contained in the Egyptian memorandum, especially its reversal of the ruling of the concluded agreement regarding two trips per week for Iraqi planes, the Civil Aviation Committee, in its meeting held on 2/13/1950, recommended waiting to accept the new Egyptian requests until the Egyptian government agrees to:
A - Iraqi Airways operating two flights a week between Baghdad and Cairo via Damascus.
B - Iraqi Airways operating a third flight between Baghdad and Cairo via Damascus or Beirut. This is in exchange for five trips made by Egyptian Airways, whether to Iraq directly or to Iraq and from there to Tehran or Kuwait.
On 2-15-1950, Egyptian Airways began - before receiving the approval of the Iraqi government - extending its routes to Tehran for a second time in the week according to its new program. An Egyptian plane actually went to Tehran on Wednesday, 2-15-1950. The Iraqi authorities also agreed, as a courtesy, for an Egyptian plane to make a trip to Tehran on 2-13 to transport students from the College of Law, and another trip to Tehran also on 2-18. The Iraqi authorities considered these two trips as incidental trips and overlooked these violations out of concern for brotherly and regular relations of courtesy between two brothers, hoping that the Egyptian government would respond to the Iraqi government's request addressed to it before this date. As for the incident referred to by His Excellency the Egyptian Foreign Minister, it relates to the Egyptian plane that was expected to arrive in Baghdad on Saturday, 2-25, but was delayed in Damascus due to bad weather conditions in Iraq, so it arrived in Baghdad on Sunday, 2-26. Article sixteen of the Dates Association Decree No. 6 of 1939 states the following:
The association may collect a fee of two percent of the ⟦illegible⟧ of exported dates in exchange for the services it performs for the purpose of export.
1 - What is the total amount of fees collected by the Exported Dates Association from March 1939 to the end of February 1950 ⟦illegible⟧ the subject.
2 - What is the amount of money currently in the association's treasury ⟦illegible⟧.
3 - What are the basic allowances, cost-of-living allowances, and additional allowances currently received monthly by each of the employees and workers of the Dates Association.
4 - What are the expenses incurred by the ⟦illegible⟧ Association for someone who traveled in its name outside Iraq since its establishment to this day.
5 - What are the expenses incurred by the Dates Association ⟦illegible⟧ board and holding its members' meetings in Baghdad instead of Basra, despite the fact that the members of the association ⟦illegible⟧ are from the people of Basra.

Law Supplementing the Decree on the Forfeiture of Iraqi Nationality
No. (62) of 1933
Yesterday - as the reader will find in the minutes of the Chamber of Deputies - the Swedish Ministry submitted the bill for the law supplementing the Decree on the Forfeiture of Iraqi Nationality referred to below. His Excellency Professor Mr. Saleh Jabr ⟦illegible⟧ defended the Ministry's viewpoint in his capacity as Chairman of the Laws Committee in the Chamber of Deputies.
By proceeding with such legislation, the Ministry has responded to ⟦illegible⟧ the committee, and has put an end to the anxiety that afflicted citizens as a result of the infiltration of Jews and the migration of ⟦illegible⟧ and those who do not feel the right of citizenship, and proved the claim of the explanatory reasons for the text of this bill ⟦illegible⟧
Article One - The Council of Ministers may decide to forfeit the Iraqi nationality of an Iraqi Jew who voluntarily wishes to leave Iraq permanently after signing ⟦illegible⟧ before the official appointed by the Minister of Interior.
Article Two - An Iraqi Jew who leaves Iraq or attempts to leave it illegally shall have his Iraqi nationality forfeited by a decision of the Council of Ministers.
Article Three - An Iraqi Jew who has previously left Iraq illegally shall be considered to have left Iraq permanently if he does not return to it within a period of two months from the effective date of this law, and his Iraqi nationality shall be forfeited from the date of the expiration of this period.
Article Four - The Minister of Interior shall order the deportation of everyone whose Iraqi nationality has been forfeited under Articles One and Two, unless he is convinced, based on sufficient reasons, that his temporary stay in Iraq is a matter necessitated by judicial or legal necessity or to preserve the rights of others disposed of.
Article Five - This law shall remain in force for a period of one year from the date of its enforcement, and its ruling may be terminated at any time during this period by a Royal Decree published in the Official Gazette.
Article Six - This law shall be effective from the date of its publication in the Official Gazette.
Article Seven - The Minister of Interior shall implement this law.
Explanatory Reasons
It has been observed that some Iraqi Jews have begun to resort to all illegal means to leave Iraq permanently, just as others had previously left Iraq illegally. Since the presence of subjects of this kind who harm the country and are forced to retain Iraqi nationality inevitably leads to results that affect public security and create social and economic problems, it was found that there is no alternative but to not prevent the desire of these people to leave Iraq permanently and to forfeit their Iraqi nationality. This bill was enacted to secure this purpose.

Dr. Laure, the French forestry expert at the International Food and Agriculture Organization, will arrive in Baghdad at the end of this month to review the state of forests in northern Iraq and submit a report on them to the Ministry of Economy in order to benefit from his expertise in developing and expanding forests in Iraq.

The Ministry of Interior received a telegram from the Governorate of Sulaymaniyah stating that heavy rain fell in all parts of the province in the last days of the past month.

In the Toronto Fair, Mitchell Beck, one of the major American companies importing Iraqi dates, is represented. He took the opportunity to visit His Excellency Mr. Abdul Ilah Al-Qassab, the Director General of the Dates Association. Discussions were held regarding the date trade in the United States, increasing the export of Iraqi dates to it, organizing propaganda there, and participating in fairs and commercial markets.
It is no secret that the Mitchell Beck Company participated last year in the Toronto trade market, where it set up a special pavilion in which it displayed a quantity of Iraqi dates, which achieved great success. Brussels Fair
The Directorate of the General Dates Association is interested in completing the necessary arrangements to participate in the Brussels International Trade Fair, scheduled to open at the end of April 1950. The Royal Iraqi Legation in the Belgian capital - at the request of the Association - has reserved an area of 24 square meters in a suitable location within the fair and has begun implementing a pavilion for dates. In this pavilion, alongside dates, various materials of Iraq's products and manufactures will be displayed, along with lighting and decoration with general pictures and drawings.

The Brussels Trade Fair is one of the well-known international markets, visited by visitors from all over Western Europe due to its central location, as well as tourists from different continents. It was held for the first time in 1920, and then its holding continued year after year until now, with the exception of the period of the last World War. The area allocated for it over a quarter of a century is estimated from 19,500 square meters to 105,000 square meters, and the number of exhibitors from 1,600 in 1920 to 4,061 in the past year 1949. As for the participating countries, their number increased from 14 to 30 countries. There is no doubt that the number of participating countries and exhibitors from individuals and commercial companies will increase further this year.
There is no doubt that participating in this fair will be the best propaganda for Iraqi dates in particular and for Iraq and its trade in general.

I met more than one person today who said to me while I was discussing things we must do, "I will do that, God willing, and I will think about trying that, God willing..."
I understand nothing from this (God willing) except that it is a type of dependency that mixes with our blood, we Muslims and Arabs in particular, hindering us from achieving our simplest wishes and hopes for a free and dignified life. That is because it contains the spirit of this fatalism that has no limits or barriers and which overwhelms a person, leaving him no room for faith in himself and his ability to perform a decisive action in any aspect of life. Perhaps this is a manifestation of our misunderstood understanding of what the heavenly laws and messages intended.
It is very easy for those who delve into the nature of fate and destiny as brought by the laws to discern the great difference between what the laws intended and what we are doing now regarding fate and destiny.
The Holy Quran said, "And We have made for everything a cause," and said, "And that man has nothing but what he strives for," and said, "Say, then strive in its tracts and eat of His provision." It is clear that the command to strive to earn a living, then the clarification that the right to life belongs to those who strive for it and struggle for it, then the announcement that every phenomenon has a cause and every effect has a reason, are all clear verses that fate and destiny do not mean that we sleep in the sun until the shade comes to us; rather, they mean that we ourselves rise from the burning sunlight to the cool shade, and then fate watches this transition to see its goodness or lack thereof, encouraging one of them if the supreme wisdom intended it to be.
This is a point of distinction between one meaning and another, a point of distinction between the logical, realistic understanding of fate and destiny and the meaning of the hidden, idle understanding of fate and destiny.
This (God willing), we must change our understanding of it and take the best aspects of its interpretation so that we can earn life in the way that the messages of heaven intended...

The respected deputy Daoud al-Saadi spoke and said:
If a Jewish woman left Iraq and left

I was expecting from Mr. al-Saadi, who is
a legal expert who practiced law and practiced codification
also, to look at the same time at the Nationality

of Ministers" with the phrase "the Council of Ministers decides"
and a moment ago I said that there is no objection
at all to the word "for the Council of Ministers" remaining because
it is inconceivable that the Council of Ministers would not decide to revoke
or prevent the revocation of citizenship after the
conditions are met.. and these two proposals I believe
they have the same meaning because "the Council of Ministers
decides" and "for the Council of Ministers" have the same
meaning and this is what we aimed for, but if
the Council approves this proposal
we have no objection.

Resignation of the Jordanian Ministry

Demanding the deprivation of citizenship for all Jews in Iraq, freezing their funds, and confiscating their property
The Chamber of Deputies approved yesterday the proposal of His Excellency Mr. Saleh Jabr, Minister of Interior, to deliberate urgently on the draft law supplementing the Citizenship Deprivation Law No. 62 of 1933. His Excellency prefaced this draft by saying: The government submitted this draft after it became certain that there was no escape from submitting it, given the observed abnormal situation prevailing among a section of the Jewish citizens.
Gentlemen: You all know that the movement of Jewish citizens fleeing has started quite some time ago, and this movement has continued and is increasing little by little, but it was characterized by an individual nature, and those working to help some of these to flee were a few individuals, so the movement did not exceed the individual status in terms of the escape of some of these citizens, workers, or facilitators of their escape. But unfortunately, this movement began to evolve over time into a development that is not in the interest to remain silent about. Those who want to flee and leave the country permanently are no longer individuals as in the past, but in the dozens, and their numbers have exceeded hundreds in recent weeks. Those working to help them have become gangs formed to facilitate the task of those who decided to leave Iraq permanently in an illegal manner and in violation of immigration laws. Perhaps many of you noticed the furniture selling centers in the city here and there in preparation for liquidation and escape. These centers began selling furniture publicly and overtly, and those frequenting these centers are not in the dozens, but in the hundreds. This is the situation, gentlemen, as it was when the present ministry took the reins of power. We had to treat this matter with wisdom, deliberation, accuracy, and also firmness.
We consulted some wise men from among this community and drew their attention to the current situation and the necessity of cooperating with the government to eliminate this provocative situation and return to respecting the laws. However, it appears that the task of these gentlemen whom we asked to cooperate - and I do not doubt the soundness of their intentions - was difficult, as it seems. They could not do anything to prevent this organized illegal escape, and everyone knows the provocation and many harms inherent in the continuation of this situation. Therefore, gentlemen, the government saw that it was inevitable to legislate the submission of this draft because forcing some
citizens to stay in Iraq for reasons I do not wish to delve into, and there is no room to delve into, is not in the interest of the country, neither in the short term nor in the long term. It may also not be in the interest of the majority of this community to force some who have decided to leave Iraq. We are certain that it is in the interest of this community for the government to force the section that wants to leave Iraq [to leave] because of the problems and troubles it causes for the group. For this reason, the government submitted this draft, and you will notice from its articles that it handled the subject with a treatment far from the narrow spirit seeking developments and acting in the implementation of the laws. With this introduction, I hope I have clarified to your high council the goal the government targeted from this draft.
Cancer!
Faiq Al-Samarrai - I wished the government had submitted this draft urgently and not as a supplement to a decree, because the Jewish problem must be solved fundamentally and radically, and for this reason, many deputies like to take things into account.
I wished the government had applied the issue of foreign transfer and the amounts the fugitive takes, as Egypt did, as it limited the amount to 200 pounds - as I recall. I wished the government would completely freeze the funds of those who join Israel, because it is not fair to find our brothers in Palestine whose funds and properties are confiscated and whose homes and villages are demolished, while the Jew whom the country fed and provided for and who has come to control its economy goes. He goes to Israel carrying supplies for this country and the public wealth. I hoped for a general, comprehensive treatment of the problem; indeed, circumstances might force us to amend the Basic Law so that parliamentary representation for this community becomes irrelevant - if what His Excellency the Minister of Interior expected is correct, that the number of fugitives exceeds hundreds, and after a while, it becomes thousands. Therefore, parliamentary representation for this community is not valid, and we will get rid of this cancer permanently.
The Right to Deprive Citizenship
Saleh Bahr al-Ulum - I am one of the supporters of issuing this law. But I see that the right to deprive citizenship [should belong] to the Minister of Interior, not the Council of Ministers.

Ismail Al-Ghanem - It seems to me that the draft grants new privileges to the Jews. This element that denied grace, corrupted the state, and many politicians began to defend them on the basis that they are citizens, while they fled, considered weapons, and fought us with them. I see that as long as we agree on solving this problem, its solution should be other than this way, and we demand that they all be expelled permanently; otherwise, we have no need to give privileges and grants to the Jews.

Khalil Ismail - This draft is based on the logic of events, but it seems to me in the article that the official before whom the form is signed must be appointed by a Royal Will. I see that the decision of the Minister of Interior in solving the problems that arise from the implementation of the draft should be final.

Abdul Rahman Al-Jalili - No doubt public opinion was eager for a law regulating the matter of the relationship of Iraq's Jews with the Jews of Israel. This draft has come to reassure a small part of the public opinion's desire, and no doubt the other part of the general desire must be met sooner or later, which is the regulation of the properties of the Jews who leave the country. You all know what Israel did when it froze all Arab funds. We should have followed to some extent Israel's plan with the Arabs.
Can we hear a reassurance that this draft will be followed by the government's follow-up in the near future to reassure the Council and public opinion?
Why the Urgency
Nusrat Al-Farisi - I agree with the government on the necessity of addressing the situation. But I do not agree with it in considering this draft by way of urgency, and I see referring it to a committee or a joint committee to study the draft and exchange views because I fear that we may face results we did not account for, not in terms of aspects related to us, but it may go to international aspects.

Draft Law Supplementing the Citizenship Deprivation Decree
Iraqi No. (62) of 1933
Article One - The Council of Ministers may decide to deprive the Iraqi Jew of Iraqi citizenship who wishes, by his own choice, to leave Iraq permanently after signing a special form before the official appointed by the Minister of Interior.
Article Two - The Iraqi Jew who leaves Iraq or tries to leave it illegally shall be deprived of Iraqi citizenship by a decision of the Council of Ministers.
Article Three - The Iraqi Jew who previously left Iraq illegally shall be considered as having left Iraq permanently if he does not return to it within a period of two months from the effective date of this law, and he shall be deprived of Iraqi citizenship from the date of the end of this period.
Article Four - The Minister of Interior shall order the deportation of everyone deprived of Iraqi citizenship according to Articles One and Two unless he is convinced, based on sufficient reasons, that his temporary stay in Iraq is necessitated by a judicial or legal necessity or to preserve the officially documented rights of others.
Article Five - This law remains effective for a period of one year from the date of its enforcement, and its rule may be terminated at any time during this period by a Royal Will published in the Official Gazette.
Article Six - This law shall be effective from the date of its publication in the Official Gazette.
Article Seven - The Minister of Interior shall implement this law.
Explanatory Memorandum
It has been observed that some Iraqi Jews have begun to use all illegal means to leave Iraq permanently, and whereas others have previously left Iraq illegally, and since the presence of subjects of this kind forced to stay in the country and coerced to retain Iraqi citizenship inevitably leads to results affecting public security and to the creation of social and economic problems, it has been found that there is no alternative but to not prevent the desire of these to leave Iraq permanently and deprive them of Iraqi citizenship. This draft was enacted to secure this purpose.
Or he wonders about the past incidents and the facts that were between the Arabs and the Jews because of Palestine, and the other section talked about supply observations. We do not want the draft to be in any other form than this to allow these gentlemen who were driven by this impulse - as I believe - for national motives or a feeling that it was perhaps inevitable for them to be enthusiastic and driven without distinguishing between the two types of Jews.
We must know that Iraq includes a large number of Jews, and these were recently citizens whose behavior was beyond reproach; indeed, frankly and as confirmed, it was the political incidents that happened and whose cause was Palestine, unfortunately, that drove a significant portion of the Jews to take this rough path and appear in a manner other than what the rights of citizens dictate, so they would be loyal Iraqi citizens to the country, not tied to the enemies of the country by political links, and not influenced by religious or other factors. We found a significant portion of them whose behavior was unsatisfactory, violating national duties and violating the public interest, harming and damaging it.
I do not want to talk much on the subject of form based on full knowledge, but we should distinguish these from the other large number against whom we have no case.
Iraqis are equal in the eyes of the law unless violations and incidents appear that dictate to those responsible that the public interest requires action regarding those who violate the law and act against the public interest. We must not consider all Jews - as one of the speakers demanded - as enemies of the country, or that the government must expel them and deport
the women with them and do what it does.
It is not fair to say that, or to act in that way, and it is not in the interest to be driven by this impulse; rather, we act as much as the necessity of the matter dictates, so we get rid of the sections that we believe their stay is harmful to the country, and this is what targeted. We will work to achieve it.
The draft was studied extensively, and there is nothing in it that will hinder the government's task in implementation or prevent application in issues mentioned by some.
Then His Excellency replied to the question of His Excellency Mr. Khalil Ismail about (the official) and said that the responsible minister who will undertake the implementation of the draft realizes to some extent the importance of this subject, so he delegates the matter to those he believes will implement it as required.
Discussions
The deputies followed in various aspects of the draft. Mr. Faiq Al-Samarrai said that the impulse of the deputies is with enthusiasm (preserving our entity) and said that he differs with His Excellency the Prime Minister in making the Jewish citizens into two types.
Mr. Daoud Al-Saadi submitted seven proposals to amend some articles, but they were all rejected. His Excellency Sheikh Muhammad Rida Al-Shabibi said that he has no objection to legislating the draft but supports and finds it preferable to refer it to the legal committee or a joint committee. Deputy Abdul Razzaq Al-Sheikhly said that he favors the draft in principle and joins the deputies in referring it to the committee.

His Majesty accepted it and ordered the ministers to continue their work until the new ministry is formed. His Majesty summoned Samir Pasha Al-Rifai to Al-Musalla Palace in Al-Shuna, where His Majesty King Abdullah entrusted him with forming the new ministry in the presence of the Chief of the Hashemite Royal Court. His Excellency may begin tomorrow conducting contacts for consultation to form the new ministry. It is expected that its formation will be completed within the next few few days.
Ratification of one of the articles of the Jerusalem internationalization system - In the session held by the Trusteeship Council in Geneva this afternoon, an article of the Jerusalem internationalization system was approved, which calls for placing the municipality of Jerusalem and the neighboring villages and places under international administration. Amendment of the Jordanian-Israeli Armistice Agreement - His Excellency Mr. Bahaa al-Din Toukan, Jordan's Minister Plenipotentiary in the Iranian capital, denied reports of negotiations between Jordan and Israel to settle the Palestine issue and said there is a tendency to amend the permanent armistice agreement concluded in Rhodes in April 1949, as its fourteenth article allows for such amendments and holding a joint meeting to discuss them if there are reasons for them. His Excellency Tawfiq Pasha Abu Al-Huda, the Jordanian Prime Minister, reaffirmed to His Majesty that any communication of negotiations between Jordan and Israel does not aim to conclude a peace treaty despite the agency rumors about it, but rather aims to amend the current armistice agreement concluded in Rhodes.
The new Syrian budget is ratified - His Excellency Mr. Hashim al-Atassi, President of the Syrian State, approved the new 1950-1951 budget, which amounts to 142,800,000 Syrian pounds.

His Excellency the Prime Minister had previously requested their Excellencies the Minister of Finance and the Governor of the
Iraqi National Bank, after the formation of the present ministry, to study the draft and submit whatever
opinions they might have regarding it.

It also warned and drew the attention of male and female teachers who were found to have neglected the preparation of male
and female students, resulting in the failure rates mentioned, and requested school bodies to double efforts in

The Ministry of Education decided that scouting troops from Al-Mamouniya, Al-Baroudiya, Al-Faisaliya,

drills in a social manner on the morning of Monday, March 6, 1950. The scouting troops will meet at

Mr. Abdul Razzaq Nu'man, Scouting Observer
at the Ministry of Education, in his capacity as head of
the Iraqi delegation to the World Youth Conference which
was held last year, received a letter from the secretariat of
the World Youth Association including an invitation to the representatives of
Iraqi associations and clubs to attend the next conference
which will be held in Istanbul between August 13
and August 30, 1950. The countries that previously
participated in the previous conference will participate in this conference.
As for the nature of participation, it will be of two types:
members from countries that have six official
institutions concerned with youth and adult affairs,
and as observers for other countries.
The invitation stated that private bodies in
Istanbul will take the necessary measures for the housing
and transportation of members. Special discounts were also decided
for delegations that will visit Istanbul next summer.

Arrest of Fleeing Jews and Killing of One Smuggler
At midnight last night,
two large vehicles were heading towards Abu
Al-Khasib carrying fifty-six Jews
attempting to flee to Iran and from there to
their foundling "Israel." Upon their arrival
at the Al-Khoura bridge, where there were
some police officers, these officers tried
to stop them for inspection and to see what was
inside these two vehicles due to their suspicion of them.
However, the two vehicles began to drive at a
high speed, making it impossible for the police to stop them.
The police officers were forced to fire
two shots at the vehicles, but they did not heed
the gunfire and continued on their way, where
they encountered a police patrol from the ranks of
Abu Al-Khasib. When the two vehicles arrived
at the village of Al-Saraji, they headed towards Shatt
al-Arab, and the passengers got out on foot where
a boat was waiting for them to transport them to Iran.

At midnight last night, the crisis occurred after the order was issued to stop
two large cars heading towards the members of the criminal gang.
Abu Al-Khasib, carrying fifty-six Jews "from Sawt al-Fayha"
attempting to escape to Iran and from there to
their foundling "Israel". Upon their arrival
at the Al-Khoura bridge, where there were
some police officers, these individuals tried
to stop them for the purpose of inspection and to know what was
inside these two cars due to their suspicion of them.
However, the two cars began to travel at a speed

about the gunfire and continued their journey. They
encountered a police patrol from the ranks of
Abu Al-Khasib. When the two cars arrived
at the village of Al-Saraji, they headed towards the Shatt
al-Arab, and their passengers got out on foot where
a boat was waiting for them to transport them to Iran.

the boat with the gang members on board

Stripping Jews of Nationality
Its Echo in the Country and Its Expected Consequences
The Jews meet the law with joy and optimism
The Iraqi public opinion welcomed the wise solution reached by the Iraqi
government to put an end to the confusion of ideas and provocative movements in the country by
a group of Israeli citizens who live with their bodies in this country
but their souls live across the borders in Israel.
In fact, this solution was inevitable, if not today then tomorrow, after
we began to hear every day about the smuggling of Jews from Iraq to Israel via Iran
through Basra or Khanaqin, and the measures taken did not help
to stop this movement which violates the laws of the country, because the organization was tight and because
there are hidden hands managing the movement, and His Excellency the Minister of Interior described these
hands as (gangs) and the migration has turned from individual to dozens
and hundreds.
And we noticed in these two days a wave of joy overwhelming many of the members
of the community, especially the young men and women afflicted with (Israel) fever, and someone said that
these obsessed people welcomed Friday night with two holidays: the holiday of their release to travel to
the Promised Land, and the holiday of (the scroll), and hundreds, even thousands, of those who opened
their eyes in this valley and on this soil slept; they slept drunk with the ecstasy of meeting
with Ben-Gurion and those around him.
Iraq is not the only Arab country that allowed its Jewish citizens to migrate
to Israel; Egypt preceded us, then Yemen followed it, and after that the Jews
in Syria and Lebanon began sneaking across the borders as refugees to Israel. The Jews
in Iraq constitute a large number compared to the Jews in the Arab East, as their number reaches
more than one hundred thousand people. Conditions and facts have shown that the Jews of the East,
led by the Jews of Turkey, felt disappointed when they tasted the hell of life in
Israel, with a mixture of the world's Jews speaking 24 different languages, as they did not find
a place for themselves to live among them and returned biting their fingers in regret.
It is not possible to give an idea supported by figures about the extent of the desire of Iraq's Jews
to migrate to Israel. But it seems that a large number we might not imagine will leave
the country, leaving their nationality to receive the nationality of Israel. It was noted that those who fled
to Israel at the beginning of the recent movement were from the poor class, then the
middle class began to follow them, and the rich class began liquidating its transactions and financial
relationships, and brokers began roaming here and there to sell houses ready with their furniture.
It is rumored in the country's circles that many of the major commercial companies in
the country have liquidated their transactions in preparation for departure.
It is expected as a result of the Jewish migration that confusion will occur in the markets, and in
financial transactions and in many sectors, but all that will be overcome,
as the people of the country have the capabilities and potential to fill the gap
caused by the migration of the Jews.
And if there was a minority that lived luxuriously in this country, it is the Jewish minority,
but they were ungrateful for this blessing and rejected this bounty to replace it with the hell of Israel.

Jewish Migration!
Since the Palestine issue reached its
present state and the Arabs lost the first round in
their struggle to preserve the Arabism of
Palestine, everyone knew that the situation of Jews in
Arab countries was abnormal. In Iraq,
shortly before the abolition of martial law, they could not
perform actions that would lead them
to their goals. But as soon as martial law was lifted,
which was only declared to maintain
calm and tranquility in the homeland during
the war in Palestine, everyone began to feel
that a group of Jews in Iraq had
directed all their efforts toward one direction,
which is departing Iraq for Israel.
The unusual movement observed by Jews in Baghdad
is no secret to anyone;
they began selling their movable and
immovable property, an act that made their stay in
Iraq appear undesirable,
evidenced by this readiness and preparation for departure.
The day before yesterday, the Chamber of Deputies
approved the draft law that allows
them to travel, provided their nationality is revoked.
The explanatory memorandum stated: "The
existence of such subjects forced to
remain in the country and compelled to retain
Iraqi nationality inevitably leads to results
affecting public security and creates
social and economic problems. It was found
that there is no choice but to not prevent
the desire of these individuals to leave Iraq permanently
and revoke their Iraqi nationality, and
this draft was enacted to secure this goal."
The draft came after attempts
made to convince the Jews to cease their attempts
to escape through illegal methods, as
forcing some citizens to remain in
Iraq is not in Iraq's interest.
It is noted that the draft has handled the subject
in a way far from violence and was placed to keep pace with
necessities and to implement the desire of the Jews
through legal means. This
reminds us of the great difference between the
Arabs' treatment of Jews and the Jews' treatment of Arabs in
Palestine. Some honorable
deputies mentioned that our treatment of them is the opposite of
their treatment of our brother refugees, and this
demonstrates once again the good intentions of the
Arabs and their desire to solve problems through
peaceful means. This is another bright proof that
Arabs believe in the necessity of establishing peace in
the Middle East. It should not be forgotten that
the presence of Jews in Arab countries could have
sparked unrest due to their uncertainty about
the future and their lack of desire to remain in
the country, as the atmosphere of Israel makes them feel nostalgic
for it, and we should not lose sight of this.
This is while knowing that the behavior of some Jews in
recent times was unsatisfactory behavior
violating the simplest national duties and violating
at the same time the public interest and harming
it.
A final word we want to point out is
that the Jews' economic position in Iraq
is no secret, and their departure to Israel
will vacate their place in the market, which
may result in some consequences known to
all. We must approach the market with a
new spirit full of reassurance, good intent,
work, confidence, and seriousness. To start this, it is not allowed...

We are certain that the government
will be serious in implementing the provisions of the draft
in deporting the Jews, because the slightest mismanagement
will make Iraq feel its dire consequences. We hope
that matters are completed in a spirit that preserves Iraq's
interests, and that Jewish migration is not exploited
for personal greed. We must keep
before our eyes the interest of this homeland which
has suffered much woe in recent days.
There should be no leniency in monitoring Jewish
migrants, and we cannot address this
subject in a more detailed manner before
the government publishes instructions regarding the organization
of the migration granted to the Jews of Iraq.
Lebanon Facilitates the Smuggling of Syrian Jews
A strongly worded memorandum sent by Syria to the Lebanese Government
Damascus - Reliable sources have learned that
information has reached official authorities
in Damascus indicating that the Lebanese authorities
have begun facilitating for Syrian Jews the way
to escape to Israel via Lebanese territory,
even though these Jews are
wanted by the Syrian authorities.
It is expected that the government will proceed
to send a strong memorandum to the Lebanese
government in this regard, asking it to desist
from this matter which violates the agreements concluded
between the two countries.

At half past ten yesterday morning, the Senate held its fourth session presided over by His Excellency Mr. Jamil al-Midfai. It opened with the reading of the minutes of the previous session, which were approved. Then the incoming papers were read, the last of which was the draft law for the annex to the decree revoking citizenship, accompanied by a proposal from His Excellency the Minister of Interior to deliberate on the draft as a matter of urgency. His Excellency al-Pachachi spoke on the subject, saying:
His Excellency al-Pachachi
Gentlemen - I do not recall that since the day of its founding until now, a draft law has been presented to the National Assembly as grave as this one. It is a draft in which many reasons and factors have converged that facilitate immediate problems and international research. It is difficult for a person, no matter how much knowledge and insight they possess, to determine the dangerous consequences generated by the policy contained in this draft in Iraq or in the Arab countries. Therefore, I cannot suppress my feeling of surprise that the current respected Ministry presents this draft and asks the Chamber of Deputies and this Council to handle it in a manner of urgency and improvisation. The issue is not related to a section of Iraqi citizens who wish to leave Iraq permanently, as they should be met with the same feeling and told to go permanently as long as you do not want to stay. The issue is not that simple, but rather one of what was stated in the explanatory memorandum shows you that the government itself believes that this case has an impact on international public security. I draw your attention to this expression and the meanings and objectives it contains, which inevitably leads to results that have an impact on public security - a case said to generate results on international public security and the Council is expected, as was requested of the Chamber of Deputies, to handle it in a manner of urgency and improvisation.

So it brought this violating draft and asked the Council to consider it urgently when it found that it was not able to prevent this violation committed by a clique that should be subjected to the harshest punishment.
His Excellency the Minister of Interior said in his statements to the Chamber of Deputies that he contacted some wise men of this community, but they were unable to do anything to prevent the organized escape - so the government decided that it had no choice but to present this draft because forcing those who wish to leave Iraq to stay in Iraq is not in the interest of the country and may not be in the interest of the majority of this community... I cannot help but express my deep regret for the Ministry appearing in this weak manner, indicating surrender and submissiveness before people who deserve nothing but punishment. If the government, as it appears, is unable to combat people who have flouted the laws and that it is unable to apply the provisions of the laws to them, then it has only one thing to do, which is to leave power.
I do not know if this draft is among the policies referred to by the Ministry in its program in Article Two of Foreign Affairs, where it said: Continuing efforts with Arab countries to find the best solution consistent with the interest of the Arabs in Palestine. Did the respected Ministry find that supplying a hostile front, whose danger and ambitions no one disputes - I say, did the Ministry see that supplying this front with Iraqi youth who strengthen its army and form a fifth column for it? Is this among the policies referred to in Article Two of Foreign Affairs?
Gentlemen - this draft will lead to many results as I said, and it is difficult for a person in an urgent manner to determine its danger because it involves, as I said, many international and Arab parties. But I point to some of the dangerous aspects that occurred to my mind in this regard, and this does not mean that the aspects I will point to are all the aspects or risks resulting from this draft.
Gentlemen - the majority of those who fled are young men who will be a force for the army of a hostile front whose danger we all know. These people who will go in large numbers to that hostile front that we are supposed to fight will create a major problem for Iraq because they will leave their money and families. You know that the presence of a clique of hostiles who remain in those countries and the objectives for a hostile mission will leave their affairs here, and you know the dangers that arise from this for Iraq because of the intelligence that will take place and the contacts that will occur.
Iraq's adoption of this policy will eventually force it - if international pressure occurs, and I do not doubt its occurrence - to facilitate the deportation of many other Jews who are related to those whose travel will be facilitated. Furthermore, regarding such an issue, the current government should have contacted the Arab countries and sought to achieve a unified and harmonious policy among all, given the dangers in this issue, including for Iraq.
The government, by this action, has done more than what the League of Nations Council requested for the delegates. Remember that a man named (Mr. Edwin Samuel), who is the son of Lord Samuel who was the High Commissioner in Palestine for a long time - this man, no one doubts that he is one of the strongest supporters of Zionism, who left Britain and came to Palestine to work as a citizen - this man wrote an article in the American Middle East Journal published in January 1949 in which he addressed what needs to be done regarding the issue of Jewish citizens in Arab countries. He believes that the interest of the front is to form a body under the supervision of the United Nations to look into the exchange of Jews with Arabs in Palestine and the liquidation of their property for the benefit of both parties. This man never, ever asked to facilitate the departure of Jews without this liquidation taking place for the benefit of the Arabs and refugees as well as for the benefit of the Jews. Was it not the duty of the government at least to adopt this view in its policy contained in this draft, ensuring that the Jews will be free to leave the country while you know that the smuggling of money will continue, while the Arabs cannot transfer their money in Palestine, which is frozen, their land occupied, and their farms exploited by the Jews?
Gentlemen - when we were in the Ministry, a specialized party submitted a proposal detailed in the articles of this draft, and it was recommended that it ⟦illegible⟧ the Prime Minister ordered the dismissal of this proposal and the postponement of the matter until a body from the Arab countries meets to discuss this issue and handle the solution to this problem in a general and comprehensive manner.
I do not know if the respected Ministry believes that the Palestine issue has ended? And that the efforts of the Arabs to recover it have become useless and futile? And has despair and despondency taken hold of it until it adopted the policy contained in this draft, which is to facilitate the removal of Jews so they can go to a hostile front and help strengthen hostile armies at the expense of the Arabs and Iraq?.. We must all not forget Palestine; our policy should be the effort to liberate Palestine, not to create imbalances and create difficulties before us. Yes, painful and regrettable incidents have occurred to the Arabs of Palestine, but this does not mean that the Arabs have despaired of Palestine and become prey to despair and despondency. Leaving Palestine to the Jews is a humiliation and shame for the Arabs to let Palestine go to the youth of the enemies. In view of these reasons I have explained, I believe it is in the interest for the government to withdraw this draft or at least agree to refer it to a committee to study it thoroughly and submit the necessary proposals that eliminate its dangers and harms as much as possible. Furthermore, if it is necessary to submit to the recklessness of the Jews, the government should - at least - ignore these smugglings and not come with a draft like this and ask the National Assembly to ratify it and postpone travel and smuggling so that these fugitives have no right, and if they return to their recklessness, then one article is sufficient for that, which stipulates that every Jew who flees is considered to have lost Iraqi citizenship. But the government apparently saw nothing but to adopt this draft in a manner of urgency, and therefore I submit a proposal in this regard.

The respected Senator said in essence that the government yielded to the desire of those who flout the laws among the Jews, so it enacted this draft which facilitates their travel to a hostile party. He said that this hostile party will benefit from these people, and this benefit will harm the interests of the Arabs and Iraq - naturally - among the Arab countries.
Gentlemen: If you browse the draft, you will not find in it that these Jews will inevitably go to this hostile party intended by the respected Senator, nor is there anything in it that facilitates the departure of those whom the Senator described as young men to this party, but it is possible that some of them may leak to this party.
The respected Senator said that the government should have subjected these people to the control of the law and not allowed them to leave the country in this manner, and that the government was unable to subject these people to the control of the law and should have, after admitting its inability, withdrawn from power.
Gentlemen - I truly do not know how the respected Senator concluded that the government showed inability in subjecting a section of citizens to the control of the law. No, sir... the government did not show inability, but rather wanted to treat a problem in a way that harmonizes with the interest of the country and with the current facts and realities. The situation, gentlemen, as I said in the last session of the Deputies, is that this defunct situation was inherited from the government that preceded us - unfortunately - and it was expected of the respected Senator, who was firm against the organized smuggling I referred to, which was carried out by the Fath gangs for this purpose, which intensified during the time of the Ministry in which he was Deputy Prime Minister and Minister of Foreign Affairs. I say it was expected that the government at that time would give its attention to the scope of this case in the way His Excellency believes is consistent with the laws or with the Arab policy he mentioned in his statement.
Since organized gangs and organized smuggling began during the time of the previous Ministry and following the abolition of martial law, as martial law was abolished on 12-17-49, and this escape began to intensify since the second or third day after the abolition of these provisions, and the leakage to neighboring countries began to appear clearly in Basra, Amara, Khanaqin, Kifri, and Mandali. The respected Senator must have seen at that time the reports and official books sent by the governors, and he must have seen the comprehensive report submitted by the Directorate of General Police. If the respected Senator believes, as he has shown, that the case is of such gravity that the government should have applied the laws to these people, why did His Excellency fail to apply this policy he aimed for, whether for internal or external purposes?
Gentlemen - I hope if we want to treat such matters that we be mindful and not forget our actions or our lack of concern in treating issues raised by others the next day.
The strange thing is that the respected Senator mentioned that the government stated in the explanatory memorandum that the draft has an impact on international public security.
Gentlemen - I ask His Excellency to reconsider the explanatory memorandum which is now before him, in which the phrase 'international public security' does not exist at all.
The respected Senator was kind enough to mention the many harms of the draft from international and Iraqi perspectives, and I truly wished he would point out these risks, especially the international ones. But I am sorry because I did not find in all that the respected Senator said that there are many great international and internal harms as he said, and that the points he kindly explained as harms, whether from the internal situation or from the external situation, where he said that the draft included facilitation for a clique known or recognized for flouting the laws.

Not at all, but rather it did not include such facilities.
No, gentlemen, it only wanted to address
this situation, about which some explanation was given,
with a decisive treatment that agrees with the interest of
the country above all else. For the citizen who
does not want to stay in this country, it is
futile to force them to stay in it.
And whoever wants to leave the
country can seek the means to help
with that. A large number of
these people have sought means in full view and hearing of
the government that preceded us, and we were unable
to do anything.
My lords—it is futile to try to keep
a large crowd of citizens who want to
leave and emigrate for known reasons.
Keeping these people and forcing them to stay
is what might not be consistent with the general interest,
neither in the short term nor in the long
term.
The honorable senator was kind enough to say
that facilitating the travel of these people to a hostile
side would be a fifth column. Let his excellency permit
me to say that the fifth column does not mean
that unfaithful elements go to some side or another,
but rather the fifth column means
that a group of citizens remains who might feel a feeling
that is not consistent with the feeling of the people of the country in
this country. This is the meaning of the fifth column,
and it does not mean that they go and the
country is rid of their evils in the future, but rather
I ask the honorable senator to pay attention to this
point.
The honorable senator wished that
there would be a unified policy agreed
upon by all Arab countries to deal with this
matter.
It would be good, gentlemen, if the Arab countries
that the honorable senator means had thought
about this and worked for it together,
and I do not want to enter into the subject
of the policies of Arab countries in this
regard, but I say that Egypt
took a measure somewhat similar to this

that it is not like the measure we have proposed,
and from this the honorable senator will know
the big difference between the
two measures.
Egypt allowed those among them who wanted to leave
to leave with a travel
document (passport), and this passport
will make it possible for the traveler to return to
Egypt at any time he wishes. But here, the requirement of
this draft, which I consider—and I do not know
how I consider it—facilities for them, is that
according to this draft, Iraqi citizenship will be revoked
from these people and they will not
have the right to return as citizens in the future.
There is a difference between the two measures; this is
the difference between the two measures, and I do not know where
the facilities are.
And perhaps the honorable senator has heard of
the measures taken in Yemen, the details of which
I do not know, but I have learned that
a large number of these people have left Yemen.
⟦illegible⟧ It is good that we mention
Palestine from time to time and that we weep
over Palestine and that we feel pain for what befell the Arabs of
Palestine in terms of attacks, suffering,
and damage... but I do not know if we,
the suffering ones—and let the honorable senator permit me—
should ask at least why
we as a government are responsible ⟦illegible⟧
for the highest? I do not know if
the Palestine issue is solved by such discussion in
these drafts or in another way?
Therefore, gentlemen, it is not right
to discuss the Palestine issue on every occasion and without
an occasion, for we would be accused that the discussion of
the Palestine issue is for the purpose of propaganda only.
Isn't it better then to address the Palestine
issue in serious, practical ways that
help solve it fundamentally, and not
through emotions, enthusiasm, and so on?
And I do not claim that if we take this
appropriate stance to discuss the Palestine issue, but I doubt
that this is the appropriate time for discussions
like these.
The honorable senator was kind enough
to touch upon an article written by Sir Samuel
in the Middle East Journal and mentioned that this
Jewish man suggested some
suggestions for dealing with this issue, and as
I remember ⟦illegible⟧ he denied in it
this article, and the honorable senator was at
that time a official in the government.
If he believed that this suggestion had some
validity, why did his excellency not take it
and work to achieve it?
The honorable senator was kind enough to claim
that our proposal for dealing with such situations
was submitted by a party when his excellency was
in office, and he did not mention who this party was,
and I wished he would clarify who this
party was and what this proposal was, then his excellency
also said that he rejected the proposal.
It is true that his excellency Al-Pachachi,
in his capacity, has the proposals he believes are
harmful or inconsistent with the internal or
external policy he aims for.
That is true, but was he kind enough to find
a solution to this problem? We have not heard from
his excellency that he wanted to address this subject
with a real treatment in the way
he wants, whether negatively or positively.
As for if the honorable senator recommends
ignoring such a matter as his excellency has been doing
until now, in the future the government
made this draft, rather it leaves the matter
which has reached a state that led to
the smugglers' investigations clashing in an armed
clash with the police and blood being shed as
occurred in recent days. Yes, if the
honorable senator wants the government to ignore
the matter and leave the situation as it is, then let his excellency
permit me to answer that, as the government
cannot ignore a matter
like this, but must treat it in the way it
believes is consistent with the general interest,
and it has treated it in this way.
Sir—if the government ignored
the departure of these people in this illegal
way and remained silent about it, this would mean
exposing this country to the danger of these people returning
a second time, and perhaps if these people returned, or
the group he referred to as the youth, after
they go and perhaps get trained and practice many
things, if these people returned again
hiding behind their citizenship, then therein lies the danger.
So it was necessary for us to revoke the Iraqi
citizenship of these people, and we have revoked it.
This is the difference between ignoring
and silence and between the firm stance that
must be taken toward a matter like this.
I think one point remains—and I hope
the honorable senator will remind me if
I missed any of his observations so that
I may answer them—yes, one point remains,
which is the urgency. The honorable senator knows
that the internal regulations stipulate that
there are matters for which the government has the right to
request urgency in discussing them.
And perhaps it does not escape the honorable senator that
this draft is urgent given the surrounding
reasons that necessitate the government
hastening to take the measures implementing it.
And it cannot remain as the situation is,
where days and perhaps weeks pass over the current situation.
Therefore, presenting urgent drafts is a
legal right that the government can use
when it believes it is necessary, and I believe the High Council
will undoubtedly appreciate the necessity over others.
The followed procedures in this regard
are for the government to submit the request and for the Council
to decide it. Therefore, I hope that
the High Council will decide as it wishes. These
are the answers I wanted to use to comment
on the statements of the honorable senator.
Here, the proposal of His Excellency Al-Pachachi was read,
which included the government withdrawing
the draft, and in case of non-approval of
that, referring it to the specialized committee.
When the proposal was put to a vote,
it was rejected. Then the government's proposal was put
to include the draft in the agenda of the session
and to discuss it in this session as a matter of urgency,
and it was accepted.
The first article of the draft was read,
and His Excellency Senator Ezra Menahem spoke about it
and said:
Ezra Menahem
I have a word about this draft. There is no doubt
that the government, in view of what the condition of
the Jews of Iraq has reached in terms of a painful situation, has come forward
reluctantly with this draft with the aim of
limiting the disturbance resulting from
illegal migration, which has begun
to expand day after day, by stripping
Iraqi citizenship from those who wish to
leave the country permanently. This measure
addresses one aspect of the situation of the Jews of
Iraq, but what is the cure for hundreds of Jews
who do not wish to leave their homeland
permanently, but are loyal and performing all
the duties required of them according to the prevailing
laws and regulations, yet as a result of the
administrative measures that placed upon them
abnormal restrictions applied to them exclusively
among citizens, they have become deprived of
enjoying constitutional and legal citizen rights,
and they were treated with discrimination and narrowing of
their freedoms, dealings, livelihoods, and education.
Doesn't the government see that it is its duty
to reassure this large segment of
loyal citizens of its determination to lift
those exceptional restrictions so that reassurance,
confidence, and stability may return, a matter which undoubtedly
will result in public benefit for this beloved
homeland in all its aspects.
And since the Jews of Iraq are among the
original inhabitants of this country for nearly
2500 years, besides Iraq being the birthplace
of their great forefather, our master Ibrahim al-Khalil,
peace be upon him, it is hard for every Iraqi Jew
to leave his homeland and birthplace, which holds for him
the fondest memories, unless he is driven by
the most extreme necessity. Therefore, I do not think it is too much
for the esteemed government to reassure
the public with statements that would remove
the restrictions and burdens imposed
exceptionally. I do not wish to delve into the search
for the reasons for the lack of reassurance and stability
among the Jews of Iraq, as they are undoubtedly not hidden
from anyone, and history will reveal the real
reasons for this migration and will prove that
the Jews of Iraq have no connection to
the painful events of which our fellow
citizens complain.
His Excellency Al-Pachachi
Then His Excellency Mr. Muzahim al-Pachachi followed,
thanking the Minister of the Interior for his statements
which he gave, even if he did not agree with his excellency
on what was contained therein. He said that he noticed that nothing
appeared in his excellency's response regarding what he said
about the government yielding to what is wanted by a section
of Iraqis who disregarded the prevailing
laws and regulations. Then he said: He
wished for the government to combat
the gangs and force whoever's soul whispered to him
to violate the laws to submit to the control
of the law, while nothing appeared in the statements
of the Minister of the Interior regarding this point.
Then he said that this draft cannot
be interpreted as anything other than yielding to the reckless
members of this community. Then he touched upon the subject of the
party that proposed to the previous cabinet
something similar to what is in this draft,
saying: The party he meant was the specialized
committee, and that what came in its proposal aimed
to lift the restrictions imposed on the travel
of Jews and that he refused to approve it.
His excellency then moved to what the
Minister of the Interior referred to regarding a sentence of
His Excellency Al-Pachachi when he was in office,
and he read Sir Samuel's article about this
problem, saying that the issue of the journal in which the
article was published reached Iraq after he left
office, and that when he returned to office
two months or more ago, he was thinking about what
should be done in this regard. As for the
drafting party and the existence of a previous draft
more important than it, as the Minister of the Interior said,
regarding the existence of a draft more important than this one and touching
the interests of Iraq and all Arab countries,
then he thanked the Minister of the Interior for his refutation
of what constitutes a fifth column and said that he agrees with the
definitions provided by the Minister of
the Interior. His excellency continued and referred to
the subject of Palestine, saying that it is necessary for
every one of us to remember Palestine
constantly and not to forget it under all circumstances,
and that the occurrence of setbacks and errors
does not justify forgetting it and resorting to despair
and despondency. His Excellency Al-Pachachi concluded his speech
pointing out that the government's duty is
to combat the gangs that were smuggling
the Jews and to force those who disregard the laws
to submit to their rulings, not to come forward with a draft
that includes facilitating the mission of these people.
His Excellency Mawloud Mukhlis
It was the turn of Senator Mawloud Mukhlis,
who began his speech by pointing out that he does not see in
this draft anything that benefits or solves the dilemma,
and that everything in it gives the gain to the Jews
and puts the loss on Iraq. He said: He
disagrees with the Minister of the Interior on what was mentioned
in his speech that the Jews who will leave
Iraq are not necessarily heading for the
hostile front, and he said that he believes they will go
actually. Then he said: He believes that the first article
of this draft is sufficient. He then pointed out
that he speaks as a neutral citizen and not
as an opponent, and that he believes that this draft
is harmful because it allows Jewish youth
to leave Iraq and join the enemy,
and that he considers the Palestine issue not yet solved,
but rather it will be like the Crusades, which
ended in the manner everyone knows,
regarding a specific subject. He touched on the subject of
liquidation and said that he believes it is more correct for
the government to resort to final liquidation
to rid the country of the dangers that threaten it,
because the pain of the slain sleeps, but the pain of the cradle does not sleep.
He concluded his speech by pointing to the necessity of working
to combat the smuggling movement instead of this
draft.
His Excellency Al-Ayoubi
Then he was followed by His Excellency Senator Ali Jawdat
Al-Ayoubi, who said: His Excellency
Al-Pachachi and His Excellency Mawloud Mukhlis have sufficiently
responded to what was stated in the Minister of the
Interior's statements, but I hope the High Council will permit
me to respond to two points mentioned in the statements of

Addressed what was mentioned in the speech of His Excellency
Mawloud Mukhlis regarding his statement and repeated what he had said
previously regarding the conditions of Jews in Iraq.
He mentioned that he does not know what a Jew should do
after abnormal circumstances have closed for two years.
But now, the Jew does not enter
higher schools, nor is he allowed to study
at his own expense abroad, and he is prohibited
from being employed, and there are restrictions on him in trade.
So what is the guidance on the problem? Then he said,
were it not for the strict restrictions, the situation would not have reached
the level of escape on this wide scale.
He added that he believes that if the government
wants to do something to reassure them and make them
practice their business, it must lift the restrictions
and direct them toward work.
His Excellency Mawloud Mukhlis
said that the restriction included all Iraqis.
In this situation, we are all in the same state - the pressure did not happen
only to the Jews, but to everyone: to the
Christian, the Muslim, and the Jew. Everyone
is equal in the restriction.
His Excellency the Minister of Interior
Gentlemen - The High Council allows me
to make a simple, quick comment on
some of the observations made by
the members of the respected Council. I say in response or
answer to what the respected Senator
Ezra Menachem stated, that the government looks with an eye of
sympathy toward the loyal citizens,
who do not place themselves in situations
that conflict with the interest of the country and harm it.
We know, and the respected Senator Ezra Menachem
also knows, that there are a few Jewish
citizens who, unfortunately, committed acts that were not
consistent with the interest of the country. Not only this,
but they harmed the country and its interests with these acts. Perhaps among
the motives that caused a large portion of
the members of this community were political
and religious motives that were concentrated in the minds of these
people. But we, as a government, feel
that it is not in the interest to stand in the way of
the migration of these people to wherever they want,
those who do not want to stay in
this country and have decided to emigrate.
The bill came for such reasons, so that
their staying in the country becomes harmful. As for
other citizens, as I said, the
government considers them Iraqis, with no difference
between them and other Iraqis, whether
they are Muslims or Christians, as long as they
comply with orders and laws and act
according to the interest of the country, and do not place
themselves in suspicious situations that call for doubt
and caution. The Basic Law is sufficient
to guarantee these aspects, just as the
current laws guarantee that. But there is no doubt
that the respected Senator agrees with me
completely that no government is able
to overlook such elements
that I have alluded to. This is a brief answer
to the respected Senator Ezra Menachem, and I think
it contains what reassures the Senator about the
government's wise conduct in accordance with the laws
and the interest of the country.
Gentlemen - I did not say that the government
submitted this legislation because it has no
choice but to submit to the activity of smuggling gangs,
and that it is not capable of working
to combat the gangs that work on
smuggling. His Excellency the respected Senator
Muzahim al-Pachachi wanted to know this
point more clearly. In response to what he stated,
I say: The government saw that this policy
should be followed as it is a solution to address
an important issue, and it found that the best treatment for it
is to allow the departure of those who want to leave
the country, provided that their Iraqi citizenship is revoked,
and not to let them return to the country later.
The government believes that it is necessary to present this policy
in such an issue, not because it cannot combat
the matter of smuggling, but because it believes that
there is no benefit in combating smugglers or
fugitives. If the government wanted to
combat, it is capable of taking
the costs of these smugglers or fugitives
and returning them to where they came from. But
what is the benefit of this action? There is no
benefit in it; rather, the full benefit is in
getting rid of these elements which I said
will harm the country, whether in the short term
or in the long term.
Therefore, I hope a distinction is made between saying
that the government brought this bill to
facilitate the travel of these people,
and saying that the government
brought this bill wanting to revoke
the Iraqi citizenship of those who think of leaving
Iraq. So please pay attention to this
difference.
I hope His Excellency Muzahim
al-Pachachi remembers what I said. For I
did not say that the government was unable to
implement the proposal of the respected Senator.
I would have liked, if His Excellency Mr. Muzahim
al-Pachachi saw the necessity of working according to
this proposal, for him to have shown some
action toward its implementation. And perhaps he
tried, and I think he was stopped, and I have no
account of that. Also, I never said
that the government would revoke his citizenship.
To be clear - that Egypt... that the departure of
these people to Israel... rather I said that it
allowed those who want to leave, to
leave with a passport. The number of
those who left was not limited to some families
as His Excellency the Senator stated, but rather the door was open
and was not limited to a short period. And I,
as far as I know, the number that left
Egypt exceeded thousands, so I hope for the sake of
it to be established and heard that this
number exceeded thousands.
His Excellency the Senator asked whether the
Iraqi government contacted the Arab governments
to establish a unified policy on the matter.
I believe that the current government
is fully aware of its duties regarding
Arab issues in general,
and this topic may be general regarding
exchanges and so on. It is possible, if
this topic is discussed in the League, that
the current ministry will have its point of view
in this regard. I believe it is a matter of
being premature to discuss a topic like this
before the League meets and studies
Arab problems and what it can
do to solve these problems.
His Excellency the respected Senator Muzahim
al-Pachachi allows me to answer his statement, which is:
Did the Jews know more
than what this bill granted them?
Allow me to say that if
he examines it, he will find that what the Jews
wished to obtain was perhaps, rather certainly,
something else. It is other than the measure
that cuts their relationship finally with
Iraq and takes them out of Iraq to where
there is no return after that. It is possible they wish
to obtain passports with which they would soon
return to Iraq after they
go or contact other parties
and do what they do there.
Gentlemen - I appreciate with all appreciation
the overflowing feeling that overwhelmed the respected
Senator Mawloud Mukhlis, that feeling
which I do not doubt stems from sincere patriotism.
But allow me to say,
commenting on his answer regarding the necessity of a general
liquidation, that question or desire in which
His Excellency colleague Mustafa
al-Umari shared with him. We did not understand what the intent of
general liquidation was, and I wished that
this desire were clear and explicit so we could
answer it. If the desire is the
liquidation of all Jews, this is a desire that seems
to me difficult to achieve. It is not
fair - gentlemen - to treat
people whom we believe are innocent and that they have
no connection to the matters that make us complain
about them. Everyone knows that Iraqis
are equal before the law and before the constitution,
and their rights are one and equal, and as long as
no evidence is established of their tampering with these laws or
their working against the public interest,
we have no way against them.
Before, what will be the status of those
who went to Israel and joined the ranks of
the enemy army and fought us if they returned?
Gentlemen: We do not know who it is that
fought us, and until sufficient information
indicating that is available to us, we cannot
do anything. As for the statement made by
His Excellency Senator Mustafa al-Umari that he
wished the bill would come on a family basis,
so if one of its members wanted to declare his desire
to leave Iraq permanently, it was the duty
of the government to deport all
family members with him and revoke their Iraqi
citizenship. His Excellency the respected Senator,
who knows the laws perfectly, allows me to say that I
do not agree with him on that, because there is not in this

it is possible that the government thought about these
measures or that it actually took them, but
I regret that I did not find a trace of such measures
that prevented the activity of smuggled valves or
the escape of these people. I did not say it is necessary to keep
martial law so that His Excellency al-Aiyubi takes
from this word a response to, but what I said
is that I agree with His Excellency on the necessity of
avoiding the implementation of exceptional methods
like martial law and others unless there is
an urgent need for that. If there is
an urgent need to declare martial law
in a solution, then it was for the executive authority
to take the declaration of martial law as a
means to maintain security and order in the country
and these laws are declared in difficult cases and times.
And we never opposed the idea of
abolishing martial law.
And I believe that there are no important points left
that I have not answered. And I suffice with these answers
as I feel that the time of the High Council
no longer helps to continue

A Jewish Caravan Tries to Escape to Iran
Falls into the Trap of Iraqi Authorities in Khanaqin
Khanaqin - For the Al-Zaman correspondent - The Iraqi authorities in Khanaqin, headed by His Excellency
Mr. Tawfiq Al-Mukhtar, District Governor, succeeded in arresting a Jewish caravan comprising 30 people, including
20 men and 10 women, among them a doctor and a lawyer, while they were trying to sneak from the public road to
Iranian territory.
These Jews were referred to the Khanaqin Criminal Court, which sentenced the twenty men to three months
of rigorous imprisonment, with one year of police supervision after the end of their sentence,
and a fine of 15 Dinars for each of the escaping women.
The court also sentenced the car driver to 3 months in prison and his assistant to a fine
of 10 Dinars.
The correspondent says that the vigilance of the responsible Iraqi authorities in Khanaqin is what prevented
the leakage of these criminals from Iraqi territory to Iranian territory.

The Jewish Problem is Not Solved by Revoking Citizenship

* News says: The Jews are boycotting the Arabs in Palestine. And the situation of the Arabs there calls for despair, and this is natural, but what is unnatural is that the Arabs do not boycott the Jews in their own countries! Reciprocity!
* The calamity of the Arabs with the Judaized among the Arabs and Muslims is greater than their calamity with the Jews themselves, and greater than their calamity with anything else. When will consciences awaken in souls?

* The government considered the bill for revoking citizenship as one of the urgent bills, like customs bills for example, so that its secrets would not be broadcast before its implementation. In this case, it was supposed to be presented to the Senate on the same day, but that was not the case. Why then was urgency requested in the deliberation on the bill?
* Jews have a strong (scent) like cats, and it seems to me that they smelled the scent of the citizenship revocation bill some time ago, so they sold their furniture, liquidated their businesses, and prepared themselves to travel to Tel Aviv. The Jews rejoiced and the Arabs rejoiced at this step in solving the problem, while (their brothers) grieved over their parting, and we ask God to double these sorrows!
* The Jews gained two deals in the citizenship revocation law: the first is the freedom of migration to Palestine, and the second is saving the sums they used to pay to (smugglers). The law fell on the heads of these traitorous smugglers like a thunderbolt, as it cut off their livelihood and paralyzed their activity!
After all is said and done, or after the ruin of Basra to be more precise - the government submitted to the Chamber of Deputies a bill: "Law Supplementing the Decree for Revoking Iraqi Citizenship," after noticing "that some Iraqi Jews have begun to resort to all illegal means to leave Iraq permanently, and that others have already left Iraq illegally," despite the fact that the government contacted some wise Jews but they were not able to prevent the organized illegal escape, as His Excellency the Minister of Interior said.
It was stated in the explanatory memorandum that "the presence of subjects of this kind forced to stay in the country, and compelled to retain Iraqi citizenship, inevitably leads to results that have an impact on public security, and to the creation of social and economic problems, so it found no alternative but to allow them to leave Iraq permanently, and to revoke Iraqi citizenship from them!"
The first thing we must remember in this regard: that the Arabs were resisting Jewish migration to Palestine for about 30 years, so that their population would not exceed that of the Arabs there, and they would not become a danger to its Arab identity, in addition to the fact that its absorption capacity is limited as stated in the reports of experts and committees on various occasions. But now the Arabs themselves have opened the doors of Jewish migration from their countries to Palestine, and in this there is an indication, with great regret, that the truce governments have washed their hands of Palestine after the Jews seized it and expelled the Arabs from it. It is an indication that cuts the heart and makes the insides bleed.
Nevertheless, we were of the opinion that the remaining of the Jews of the Arab countries where they are does not reduce the danger of the Jewish gangs in Palestine as long as the doors of migration are open to the Jews of the East and West to it. Also, the joining of the Jews of the Arab countries to their idols in Tel Aviv does not increase the danger of these gangs, if the matter is not the opposite, because the Jews are accustomed to living like parasites by sucking the blood of the peoples they live with by seizing the country's economic facilities. If they gather in one spot of the earth, they will be forced to work to live, and produce to consume, while the peoples they migrated from will be rid of their evils and sins. We are confident that they will not find in Tel Aviv the luxury they were accustomed to in the Arab countries, in addition to the financial crisis that Israel is groaning under. Moreover, no matter how large their number in Palestine becomes, the Arabs are capable - if their determination is sincere - in all circumstances and conditions to wipe out the Jews and cleanse Palestine of them. For a nation whose population reaches about 100 million, and has the potential for which the countries of the world compete, it will not be impossible for it at some time to liberate this precious part of its homeland from the grip of the criminal Jewish gangs, even if all the Jews of the earth gather in Palestine, so there is no room for pessimism from this side.
However, the law brought by the government and approved by the Chamber of Deputies did not treat the problem, and did not solve the knot. All there is to it is that it revokes Iraqi citizenship from the Jews who wish to leave Iraq permanently, and the Jews who left Iraq before and then refused to return within the period specified for them. So what results from this barbarity, I wonder? What is the fate of their property? Do they sell it and take its price with them in cash, or are they allowed to keep it registered in their names to be exploited by their agents, or do they transfer it (pro forma) in the name of one of their remaining relatives, or is it permissible for them to donate it or endow it to their private institutions, or what? The questions are many in this chapter!
The Jews have enormous wealth in this country. Although they have escaped by their own methods - much of it to Tel Aviv - they are still among those with huge visible wealth, and our fear was focused on the leakage of this wealth from Iraq into the hands of the enemies. This is what the government did not address. What benefit - then - is there from this law while it keeps the Jewish problem as it is by its silence about those who did not leave Iraq, and they are the big merchants, landowners, money changers, goldsmiths, pharmacists, doctors and their like? Are these not the real danger to the country's economic and social entity? Are these not a fifth column for Israel in Iraq?
