I ask the owner of Al-Hawadith newspaper

the year 1950 stands truly, not metaphorically, on the threshold of
the most dangerous national crisis it has witnessed if the
(Law Supplementing the Decree Law for the Revocation of Iraqi
Citizenship) is ratified in the form approved by the Chamber of
Deputies by a majority.
Despite the difficulty of estimating the position of the Iraqi
Jews, who number about 140,000 people,
regarding this law, which they did not expect to
fulfill their wishes in this manner and with this freedom,
we are not far from the truth if we see that
no less than two-thirds of them will depart permanently from
Iraq during the year in which the rule of the
aforementioned law expires.
By virtue of their position in this country and by what
characterizes them of vitality and perseverance,
and their devotion for generations to the fields of finance
and trade, and what was granted to them by the governments of
1941 / 1946 of a monopoly over the affairs of
importation during the war time, from which they scooped
millions of dinars without account ....
By virtue of this position, they controlled the wealth of
the country, monopolized the market, controlled the
main commercial agencies, and owned the most valuable
neighborhoods of Baghdad and laid their hands on thousands of
vacant plots that have not yet been built upon.
And for a people in this state, the average
individual ownership among them cannot be less than three hundred dinars
- meaning that the wealth of those likely to migrate from
Iraq may reach thirty million dinars.
It was their right, after the establishment of their state in
Palestine, to permanently cut off their hope of
continuing to live in this country, so they set,
as is always their way, a tight plan for migration, the
vanguards of which began with smuggling available cash wealth,
followed by the infiltration of members of the poor and
middle class by fleeing Iraq through the means
indicated by His Excellency the Minister of Interior in the
Chamber of Deputies recently. This stage was accompanied by
the sale of a portion of movable and immovable property,
which was characterized by a precise propaganda campaign convincing
Iraqis that they were buying spoils at extreme
bargains, so Iraqis poured in from every side,
under the influence of this malicious propaganda, to pour

with bankruptcy as a result of implementing the law on the revocation
of citizenship in the form approved by the Council
of Representatives. If its apparatus is unable to prevent
the leakage of monetary wealth and gold from the country,
it will not be unable, if it so desires, to prevent
the transformation of national wealth into cash, gold,
and silver to be likewise transported across the borders.
If the current Suwaidi ministry does not act

when they read the history of a state where thieves raided
its treasuries, and it aided them in the raid, and they left
under the protection of its laws, honored and respected, and on
their backs the essence of the nation's toil!
We are not among those calling for reciprocity as
every state on the face of the earth does. For we
do not possess our full will.. we do not demand the confiscation
of property and immovable assets lest we be accused
of recklessness and exaggeration which, unfortunately, are not
among the qualities of our seasoned, experienced leaders, but we
demand that they freeze the properties and assets which
are the only weapon remaining for us to bargain
with the enemy until the final settlement takes place
for the Palestine issue.
And as we do not hope - in the words of
His Excellency al-Farisi in the National Assembly - for a new
hope and a cure for our commercial crisis, we turn
with hearts full of sincerity and loyalty to the Protector
of the Throne to save, with his wisdom, guidance, and direction,
our national wealth from a collective bankruptcy we do not doubt
its occurrence, by gathering people of opinion to consult them
on amending the draft of this law before
it takes its legal character in its current form.

At half past ten yesterday morning,
the Senate met and the summary of the
minutes of the previous session was read and accepted, then the
incoming decrees were read, among which was the draft law
of the appendix to the Decree of Deprivation of Iraqi Nationality
No. 62 of 1933, and a proposal from the Minister
of the Interior to include it in the session's agenda
and to deliberate on it by way of urgency.
Muzahim al-Pachachi
Gentlemen - I do not recall that there has been presented to the National
Assembly since the day of its founding until now a draft
of such gravity as that carried by this
draft, a draft in which many reasons
and factors have converged that facilitate national problems
and international complications that are difficult for a person,
no matter how much knowledge and insight they are given, to define the grave
consequences generated by the policy contained in
this draft in Iraq or in the Arab

the government in the Chamber of Deputies, which explained
in a clear manner the intended purpose of this
draft, so I believe it is redundant to repeat
the same explanations and statements that we have already
given in the session of the day before yesterday in
the hall of the Chamber of Deputies.
The respected Senator Muzahim
al-Pachachi wanted to comment with whatever comments occurred to him
about this draft in your high council, no harm in that,
for he has commented as he wished to comment and the
Council has listened to his comments, so let him allow us to answer
them, or at least most of them.
The respected Senator began his words by commenting
on the importance of this draft and said that it has never happened
that a draft was presented to the High Council
of such importance since the formation of this
Council until now. The respected Senator will allow me
that I do not agree with him on that, and perhaps he was mistaken
in this observation of his, especially if we know that
the time during which the respected Senator was in the Council
showed an inability to subject a group of citizens

accords with the laws or with the Arab policy

the abolition of martial law, for martial law was abolished

in all that the respected Senator said that

Iraqi-Syrian Talks
The Iraqi government sent a telegram yesterday
to the Syrian authorities proposing the start
of joint talks between representatives of the two states
before the next session of the Arab League Council.
His Excellency Al-Said Lectures on the Topic of
the Iraqi-Syrian Union and Collective Security..
We have been informed that His Excellency Mr. Nuri al-Said will deliver a lecture at six o'clock in the evening
on Monday "tomorrow" at King Faisal II Hall on the topic of the Iraqi-Syrian Union
and collective security.
There is no doubt that a lecture delivered by His Excellency Al-Said on such a subject that occupies the children of
Arabism will be of great importance and gravity, given what is known about His Excellency's
follow-up on this topic and his adoption of it. We will publish this lecture in tomorrow's issue.
Transfer of the Agricultural Attaché
at the American Embassy in Baghdad to Beirut
The US State Department announced
yesterday that Mr. Joseph Forrest Crawford,
the Agricultural Attaché at the American Embassy
in Baghdad, has been transferred to the same position in the American
Legation in Beirut.
Export of Local Products
The General Directorate of Imported Funds sounded out
the opinion of the competent authorities regarding the export of
some local products that exceed
Iraq's needs. The General Directorate of Agriculture
supported its approval of this and requested permission
to export some agricultural and
animal products.
Lebanon Bans
the Commemoration of Saadeh
Beirut (WAA) The Lebanese government has taken
firm measures to prevent the commemoration of
Antun Saadeh, the former leader of the Nationalist Party.
It is reported that his supporters had prepared to celebrate
on the first of this March, but Prince Farid
Shehab, Director of General Security, stated that the official
authorities hindered the Nationalists' attempts to hold
their celebrations and all their attempts met
with failure.
Technical Assistance
to Middle Eastern Countries
It was stated in the latest issue of "The Record" magazine
issued by the US State Department that the competent authorities in the US
government are now taking all necessary
measures to implement the technical and scientific
assistance programs to the countries of the Middle East as soon as
the necessary credits for that are approved
by the US Congress.
Statement on the Formation of a Company
Since Messrs. Abbas al-Tamimi, Abdul Latif Agha Ja'far, Ahmad al-Shawk, Said
Agha al-Sheikh Khaz'al, Jawad Jalli, Najib Khader, Kravit Khanjian, Abdul Rasul Ali,
Khalil Anis, Mahmoud Helmi, Salam Aziz al-Sheikh Jawad, and Qasim Sabri al-Qaysi in Baghdad,
and Abdul Jassam al-Qayyim in Basra, and Abdul Aziz Abdul Ghani al-Dahwi al-Qayyim in Kadhimiyah, and Sadiq
al-Sheikh Jawad and Anwar al-Jawhar, the two custodians in Hilla, have submitted an application to form a limited private company
under the title:
"Al-Fath Trading Company Limited"
I have authorized, based on the power vested in me under Article Five of the Indian Companies Act
(effective in Iraq pursuant to the Companies Proclamation of 1919), the formation of the aforementioned company,
provided it is subject to the provisions of the law and the proclamation mentioned above. I have also approved the
summary of the company's contract and its articles of association, certified a copy thereof, and deposited it with the
Registrar of Companies for safekeeping.

Amara Wants
And They Do Not Read
We received from Mr. (Nizar) an extensive letter
regarding the café opened by (Yassin Saleh)
at the entrance of the city, such that it is the first thing
the visitor's eye falls upon, which led a group
of the town's notables and scholars to submit
a petition demanding the closure of the aforementioned
café out of concern for morals and the city's reputation.
The petition took its official path until it stopped
at the Investigation Division, which rejected the petition
with strange excuses, perhaps the simplest of which was
("that those who signed the petition or instigated
it are supporters of the owners of Al-Hamra café!!")
Mr. "Nizar" wondered whether the town's scholars,
spiritual men, and notables could be supporters
of dancers and arists? Then, do the aforementioned
investigation men have the right to speak on behalf of the advocate
for the owner of the mentioned café, ignoring the
overwhelming desire of the public who want to preserve
the reputation of their quiet town?
We, in turn, express our regret for such
deviant behavior - if true - hoping that
the era of negligence toward the people's traditions
and customs will not last, especially after His Excellency Professor al-Jabr
has taken over the Ministry of Interior, and he is who he is
in terms of toughness, power, and courage in fighting
vices.

This is not the first voice from Afak.
The news cries out to the officials to avert the
disaster from the people of the city and protect them from
famine. The people of the city are now truly threatening
the city's life due to the silting up of the river,
which is the primary element of life in the city,
especially in a region where agriculture is the main
pillar of life. This is also not the first time
that the cries of Afak have been raised to the
ears of officials, demanding the necessity of saving
the town from the danger that threatens it. If the

entrusted to men who have dedicated their lives and
struggle to serving the people, we raise our voice
with the people of the city on the necessity of
hastening to save it. We are all hopeful and confident that
His Excellency the Minister of Communications and Works will
be the first and fastest to respond to this humanitarian
and national call at the same time.
The Petroleum Battle in the Middle East
Will Umm Qasr Port in Iraq be made a world port
instead of the Mediterranean??

Most of the Iranian petroleum is extracted from the
Masjed Soleyman area, which is located at a distance of
200 miles to the northeast of the fields
of (Maidani Naftoun) at the head of the Persian
Gulf. The resulting petroleum is carried to a
pipeline that ends at Abadan, which is located
on the Shatt al-Arab at the head of the Gulf. The
length of this line is about 130 miles. Beside
this petroleum region, there are other rich areas
waiting for yesterday to be invested so that their
economic investment phase can begin.
While American interests did not obtain a
large share of Iranian petroleum, they
succeeded greatly in Bahrain Island and the
Kingdom of Saudi Arabia, even though
Bahrain Island falls within the British sphere of
influence because British capital owners hesitated,
and American wealth owners seized this hesitation,
causing the rare opportunity to pass the others by.
The American companies took control of
this great petroleum wealth and proceeded with
its investment at a successful, rapid pace that drew
the world's attention despite the harsh geographical
conditions and exhausting human factors, until
these islands located on the Persian Gulf in Bahrain
now produce more than a million tons annually.
The same can be said about the petroleum of the Kingdom
of Saudi Arabia, as American capital succeeded in
obtaining the concession and investing in it, despite
the recency of its economic era, which began in
1936. It was decided that production there between
1951-1956 would rise to (38) million tons.

There is no doubt that the future of petroleum
production in this country promises a greater flood,
as evidenced by the fact that America's resolve ended with
working on extending a pipeline project carrying
Saudi petroleum to the Mediterranean Sea to save
time and cost. Thus, America entered the oil field
in the Far East and came to have economic
interests it seeks to nurture there.
As for Kuwait's oil, which is owned by an English
company and Americans have shares in it, especially
in the Neutral Zone between Najd and Kuwait
supervised by Americans who have a larger share in it,
it has been decided to raise production in the first
of them in 1951 by about (24) million tons, with
this amount rising to (32) million tons in 1956.
Abadan's production in 1951 in Iran was estimated
at about (32) million tons, with this amount rising
in 1956 to about (42) million tons.
In light of the above, British and American
military personnel tend toward the necessity of
strengthening and protecting the forces of the Middle
East with a series of defensive lines extending from
Greece and Turkey, with its axis being the Suez
Canal in Egypt and the center of gravity for its
strategy being the Persian Gulf. Pakistan and India
enter into the protection of the gateway to the Indian
Ocean at the fulcrum of the Arabian Sea leading to
the Red and Mediterranean Seas from the Suez
Canal.

In a previous talk, I spoke about (Insha'Allah) and said that it is an eloquent symbol of this
crippling dependency that dominates us and disables the perceptions of thought. I demonstrated in
that talk that we have loaded this phrase with a spirit of fatalism that religions themselves did not intend,
and perhaps even fought and contested, as we saw the proof of that in the Holy Qur'an.
Today's talk is another shade of this strange dependency dominating our
souls. I do not see myself in need of proving that it is not recognized by religions, because
Islam in particular has made "Al-Azlam" (divining arrows) among the things that Satan commands and calls for, and
it has forbidden the Muslim or the believer with literary taste from following Satan's commands and prohibitions. And
Al-Azlam were nothing but a game of chance or a form of "lottery," even if the
tools and methods differed.
This afternoon, on my way to the office, I passed by a large crowd gathered around
a board on which were written the numbers of the winning tickets in one of the lotteries. And God is my witness, I did
not see among them a man wearing clothes that command respect or inspire esteem, even
though each one of them carried a ticket in his pocket, waiting for his luck to be proven on a ticket of
fortunes.
We should not focus here on its moral impact, which is not good in any case, but I want
to identify in it another shade of the dependency that dominates our souls, causing us to miss
opportunities that are all valuable and making us burn under the fire of the sun until luck seeks us out... but
after it is too late..

Continuation of the discussion on the draft appendix to the Nationality Law
It is possible for those abroad to return to Egypt at any
time they wish. As for here, and according to this draft,
which I consider - and I do not know how I consider it -
facilities for them, yes, according to this draft,
Iraqi nationality will be dropped from these people and they will
not have the right to return in the future
as citizens and will leave without return, this
is the difference between the returnees and I do not know where
the facilities are.
Perhaps the Honorable Excellency the Senator has reached the measures
that were taken in Yemen, and I have no knowledge
of their details, but I learned that a large number have
left Yemen from among these people.
Gentlemen: It is very good that we mention Palestine
from time to time and that we weep over Palestine
and that we feel pain for what happened to the poor Arabs of Palestine
from attacks and damages.. but
I do not know if we, the weepers - and let the
Honorable Excellency the Senator allow me - to ask at least
what have we done for Palestine when we were
responsible for the work? And I do not know if
the issue of Palestine is solved by such research in
these drafts or in another way?
Therefore, gentlemen, it is not right
to discuss the issue of Palestine on every occasion and without
occasion, as we might be accused that the discussion of the issue of
Palestine is for the purpose of propaganda and nothing else.
So it is better then that we treat the issue of Palestine
with new practical methods that help to
solve it fundamentally and not by showing emotions
and enthusiasm and so on. And I do not know if
this is the appropriate time to discuss the issue of
Palestine, but I doubt that this time is
appropriate for such research.
The Honorable Excellency the Senator was kind enough to touch upon
an article written by Sir Samuel in "The Middle
East" and mentioned that this Jewish man
proposed some suggestions to deal with this
issue, and as I remember he set a date
in which this article was published, and the Honorable Senator was
at that date responsible in the government, so if
he believes that this proposal has some
merit, why did his Excellency not take it and work
on achieving it?
The Honorable Excellency the Senator was kind enough to say that
a proposal similar to the contents of this draft
was submitted by a party when his Excellency was responsible
and he did not mention who this party was, and I wished
that he would clarify who this party was and what this
proposal was. Then his Excellency also said that he rejected
the proposal.
It is true that His Excellency Al-Pachachi has the right to reject
proposals that he believes are harmful or do not
align with the internal or external policy
that he aims for, this is true, but did
he kindly find a solution to this problem? We
did not hear from his Excellency that he wanted to treat this
subject - at least - in the way
that he wants, either negatively or positively? As for
if the Honorable Excellency the Senator recommends ignoring a matter
like this as his Excellency explained so that it is not said in
the future that the government made these
facilities, but rather leave the matter which reached a
state that led to the smuggler gangs clashing
in an armed clash with the police and shedding
blood as happened in recent days, yes if
the Honorable Senator wanted the government to
ignore the matter and leave the situation as it is, then let
his Excellency allow me to answer that it is not
within the government's ability to ignore a matter
like this, but rather it must treat it in the way
it believes is consistent with the public interest and it has
treated it in this way.
Sir - if the government ignores the matter of
the departure of these people in this illegal way
and remains silent about it, then this means exposing
this country to the danger of these people returning a second time
and perhaps these people or the section that returned
as youth after going and perhaps training
and practicing many things, if these people return
once again retaining their nationality, then there
will be harm, so it was necessary for us to
drop the Iraqi nationality from these people and we have
dropped it.
This is the difference between ignoring and silence
and between the firm position that we took towards
a matter like this.
I think one point remains - and I ask the
Honorable Excellency the Senator to alert me if I missed
anything from my observations so that I can answer it -
yes, one point remains, which is the urgency,
the Honorable Excellency the Senator explained that the internal regulations
state that there are matters that the government has the right
to request urgency in discussing them
and perhaps it does not escape the Honorable Senator that this
draft is urgent given the surrounding
reasons that necessitate the government to hasten
in taking the measures implementing it and it cannot
remain as it is or allow
days and perhaps weeks to pass on the current situation
so discussing urgent drafts is a legal
right that the government can use
when it believes it is necessary, and I believe that
the High Council undoubtedly appreciates the necessity from
others. And the procedures followed in this regard
are for the government to submit the request and for the Council to
decide, and for this I hope the High Council
will decide what it wishes.. these are the answers that
I wanted to comment with on the statements of the Honorable Excellency
the Senator.
And here a proposal by His Excellency Al-Pachachi was read
involving the government withdrawing the draft
and in case of non-approval of that, referring it to
the specialized committee.
And when the proposal was put to a vote, it was rejected
then the government's proposal to include the draft
in the session's agenda and discuss it on
an urgent basis was put and accepted.
Ezra Menahem Daniel
In a speech about this draft, there is no doubt that
the government, in view of what the state of the Jews of
Iraq has become in terms of the painful situation, submitted, albeit
reluctantly, this draft in order to limit the
disorder resulting from illegal migration
which has begun to expand day after day
by stripping Iraqi nationality from those
who wish to leave the country permanently. This
measure treats one aspect of the situation of
the Jews of Iraq, so what is the treatment to reassure
the Jews who do not wish to leave their homeland
definitively and are loyal and performing
all the duties incumbent upon them according to
the prevailing laws and regulations, but they
as a result of the administrative measures that placed on them
abnormal restrictions applied to them and no other
citizens, have become deprived of
enjoying constitutional and legal citizenship rights
and were treated with discrimination that restricted their freedoms,
transactions, livelihoods, and culture, so does
the government see it as its duty to reassure this
large section of loyal citizens in
its determination to lift those exceptional restrictions
so that reassurance, trust, and stability return, a matter
which will undoubtedly bring public benefit to this
dear homeland in all its facilities.
And since the Jews of Iraq are among the original inhabitants of this
country for nearly 3500
years, in addition to Iraq being the birthplace of
their great grandfather, Master Abraham Al-Khalil, peace be
upon him, it is hard for every Iraqi Jew to leave
his homeland, his birthplace, in which he has the best
memories, unless driven by the most extreme
necessity, so I do not consider it too much in this case for
the esteemed government to reassure the public with statements
that would remove the restrictions and obstacles that
were imposed exceptionally, and I do not bring them up
in the search for the reasons for the lack of reassurance
and stability among the Jews of Iraq, as there is no doubt
that they were not hidden from anyone, and history will be proud
of the real reasons for this migration and will show
that the Jews of Iraq have no connection to
the painful events that our fellow
citizens complain about.
Minister of Interior
Gentlemen - let the High Council allow me to comment
a simple and quick comment on some of the observations
that were mentioned by the members of the Honorable Council
so I say in response or answer to what was said by
the Honorable Senator Ezra Menahem that the government
looks with sympathy at the loyal citizens
of the homeland, who do not put themselves in situations
that conflict with the interest of the country and harm it. We
know and the Honorable Senator Ezra Menahem also knows
that a not small section of Jewish citizens
defined actions that were not consistent with the interest of
the country. And not only this, but they harmed
by these actions the country and its interests,
and perhaps among the motives that drive the
large section of the members of this community are motives
political and religious that have centered in the minds of
these people, but we as a government feel
that it is not in the interest to stand in the way of the migration of
these people to any destination they wanted. And those
who do not want to stay in this country, and
have decided to migrate from the country permanently, for such
reasons their staying in the country becomes harmful.
As for the other citizens, we are all insistent
that the government considers them Iraqis, no difference
between them and other Iraqis whether they are
Muslims or Christians, as long as they comply
with orders and laws and work according to the interest of
the country, and do not put themselves in suspicious
situations that call for doubt and caution, for the Basic
Law is sufficient to guarantee these aspects.
Also, the observed laws guarantee that, but
there is no doubt that the Honorable Senator agrees with me
that it is not within the ability of any government to
overlook what some elements that have deviated from it do.
This is a brief answer to the Honorable Senator Ezra Menahem, and I think
it contains what reassures the Senator about the belief of the
rational government, which is in accordance with the laws and the interest of the country.
Gentlemen - Did I not say that the government submitted
this legislation because it has no room to submit
to the activity of the smuggling gangs and that it is not
within its power to work on the problem of the gangs
that work on smuggling, so the Honorable Excellency the Senator
Muzahim Al-Pachachi wanted to divert me from
this point more clearly, so in response to his Excellency
I say that the government saw this policy
to apply it as it is a solution to the issue of an important
case and made the best treatment for it to
allow the departure of whoever wants to leave the country
provided that the Iraqi nationality is dropped from him and
not to leave it later to return to the country. This
policy the government sees that it is necessary
to follow in solving this case, not because it
cannot combat the matter of smuggling but
because it believes that there is benefit from combating the smugglers
or the escapees. And if the government wanted to
combat, it is within its ability to put an end
to these smugglers or escapees and execute them from
wherever they went. But what is the benefit of this
action? There is no benefit in it, but the benefit,
all the benefit, is in getting rid of these elements
which I said caused ⟦...⟧
by the short drop or if it was by the long
drop, and for this I hope to distinguish between
saying the government brought this draft in order
to facilitate the travel of these people, as there is a
great difference between saying that the government brought this

while it wants to drop the Iraqi nationality from whoever
thinks of leaving Iraq, so please pay attention to
this difference.
I hope from His Excellency Muzahim Al-Pachachi
to remember what I said, for I did not say that His Excellency
the Senator had failed in not implementing the proposal of
Sir Samuel. I wished if His Excellency
Mr. Muzahim Al-Pachachi saw the necessity of
working according to this proposal to show something
of work towards its implementation.
And perhaps he tried and the circumstances did not help him,
so I have no account for that, just as I did not
say at all - and I want to establish this aspect
clearly - that Egypt facilitated the departure of these people
to Israel, but I said that it allowed whoever
wants to leave, to leave with a passport,
and the number of those who left was not limited to
some families as His Excellency the Senator Muzahim
Al-Pachachi kindly said, and it was not limited to a small number,
but as far as I know, the number that left
Egypt exceeds thousands, so I hope his Excellency
does not think that he allows me to tell him that this
number exceeded a thousand.
His Excellency the Senator asked whether the
existing government contacted the Arab parties to set a
unified policy on the matter, but I believe
that the present government is fully aware of its
duties in some Arab issues in
general, and this general subject regarding
exchanges and so on may be discussed if
this subject is discussed in the League, that the
present ministry has its point of view in this
regard, and I believe that it is premature to
discuss a subject like this before the League meets
and studies the Arab problems, and what it can
do to solve these problems.
Gentlemen - Did I not say that the government submitted
to Al-Pachachi in answering his statement, which is: is it
that the Jews were looking for more than this
which this draft granted them? Allow me
to say that if he examines he will find that not
everyone who leaves was favored by the Jews against their will,
but certainly it was something else, which is other than
the rotation that cuts their relationship definitively
with Iraq, and takes them out of Iraq to
where there is no return after that. It is possible that they
wish to obtain passports
with which they will soon return to Iraq after
they go or contact other parties
and do what they do there.
Gentlemen - I appreciate with all appreciation the overflowing
feeling that overwhelmed the Honorable Senator
Mawlud Mukhlis, that feeling which is undoubtedly
emanating from sincere patriotism. But
allow me to say in commenting on what he expressed
regarding the liquidation of the general case, that question or
desire that His Excellency the colleague
Mustafa Al-Omari shared with him. We did not understand what is meant
by general liquidation, and I wished that
this desire was clear and explicit so that it could be
answered, so if the desire is the liquidation of
all Jews, then this is a desire that seems to me to be
difficult to achieve, for it is not fair,
gentlemen - to treat people whom
we believe are innocent and that they have no connection to
the matters that make us complain about them, and everyone knows
that Iraqis are equal before the law
and before the constitution and their rights are one and equal,
and in the absence of evidence against them in these laws
or their work on what contradicts the public interest,
then we have no way against them.
It was asked what will be the status of those who
went to Israel and joined the ranks of the
enemy army and fought us if they returned?
Gentlemen - we do not know who it is that fought us,
and until sufficient information is available to us indicating
that, we cannot do anything. As for
the statement made by His Excellency the Senator Mustafa
Al-Omari that he wished the draft would come
on the basis of the family, so if one of its members wanted
to declare his desire to leave Iraq permanently, it was
incumbent upon the government to deport with him
all family members and drop from them the Iraqi
nationality, let the Honorable Excellency the Senator who
knows the laws perfectly well allow me that I do not agree
with him on that, because there is nothing in this that calls for
fairness and what the law allows. How
can we, if one member of the
family wanted to declare his desire to leave Iraq,
say to the rest of the family we drop from you
the Iraqi nationality following that one who declared
his desire to leave Iraq from your relatives, so you must
follow him and leave Iraq and migrate?

Remainder of the Oil Battle
American and British oil companies in the Arabian Peninsula and the
Persian Gulf show activity for the first work they perform, which is
hastening the extension of all their companies' pipelines in the
direction of the Mediterranean Sea, and they have chosen
the port of Latakia in Syria as an inevitable matter
and avoided the direction of Haifa in Israel at the
present time during their attempts to cling from
time to time to the issue of pumping Iraq's oil
to Haifa. But they are faced with a refusal from
its politicians for the stiff position they take.
All oil companies in the Persian Gulf region aim from their plans to hasten the
liquefaction of oil to the Mediterranean Sea
is to prepare after it to strengthen the defense forces
of oil interests, for they did not succeed in directing their governments
in building strategic bases for the Middle East
in all its parts. And they single out the Persian Gulf region
with what suits its location from them.
Therefore, the telegrams indicated that
the Syrian government agreed for the British-Iranian Oil Company
to extend oil pipelines in
its lands to pour into the Mediterranean Sea
to make Iraq face the fait accompli of this
agreement, so it discusses with it the agreement for the passage of these
pipelines through its lands, but Iraq
refused again this direction, wary of
the competition of Iranian oil with Iraqi oil
on the coasts of the Mediterranean Sea and fearing
that Israel would benefit from it if it poured there.
Perhaps the appropriate solution to this problem for what
agrees with the hopes of the Arab and Islamic countries
that own oil sources on the coasts of the Persian Gulf
such as Iraq, Iran, and the Kingdom of
Saudi Arabia on the coast of Dhahran,
Kuwait, Bahrain, and Qatar is to make
the oil companies pump the oil of their countries in a
nearby spot of the Gulf itself, next to which a
refining and purification plant is established to take the place of the Haifa plants
and make this spot a free port where their
customers and interests meet without hindrance or discrimination.
There is no doubt that the oil companies respond to this
desire because it does not harm them in their interests, but rather
makes them avoid the sharp political disputes
arising now regarding pumping to the Haifa plants.
And this proposal that we say was pointed out by some
concerned with international oil affairs recently
about the suitability of the port of (Umm Qasr) on the
coast of Iraq on the Persian Gulf if
it is organized and made one of the most modern international ports,
and this same proposal was built upon by the desire of Nahas
Pasha in his recent statement in recommending making the opening in
Egypt near the Suez Canal when he discussed with him
the matter of allowing oil tankers steaming from the
Persian Gulf to unload their restricted load in

I believe that in this there is a prejudice, a great prejudice against
those who do not want to show this desire and who go along with
the interest of the country and do not commit a crime that leads to

The honorable Senator Mustafa Al-Umari spoke
about the acceptance of the principle of stripping citizenship from those who
want it stripped from them, or stripping citizenship
from those who try to leave Iraq in an illegal
manner or do not leave it in a legal manner.
His Excellency Al-Umari spoke about the importance of this
aspect and its gravity, and said how can
an Iraqi be treated in this way? Because
stripping citizenship is a significant matter. But what
can the government do in accordance with the public interest
while holding onto the names of those who
want to leave Iraq permanently without stripping
their Iraqi citizenship? Does
this mean that His Excellency wants the government
to suffice with passports?
I believe that if Al-Umari reconsidered this
subject, he would find that it is necessary to strip
Iraqi citizenship from such a group of
people, and if citizenship is not stripped from these,
then from whom should citizenship be stripped? I hope from
His Excellency to give an example of those who are worse than
these elements so that citizenship may be stripped from them
and their problem be addressed through passports,
visas, and permits.
His Excellency Al-Umari questioned the status of the funds
and properties of those whose Iraqi citizenship is stripped,
and mentioned that these people, by retaining them, still
could and will be able to
smuggle their money. I believe that everyone
knows, given the conditions and available capabilities,
that those who want to smuggle their money to neighboring
countries across the borders—and I do not wish to mention the borders of
these countries—can smuggle money through them.
Perhaps it is possible to study the financial situation
in order to set a wise financial plan to preserve
the country's wealth. His Excellency Al-Umari knows that
there is a law providing for the organization of foreign exchange,
and that foreign exchange is
what is practiced in such matters; therefore, I
leave a long discussion on this financial aspect,
which is not part of the subject or jurisdiction of the draft,
which was limited to a specific purpose or goal.
His Excellency Al-Umari mentioned that the draft addressed three
points and neglected a fourth point; it addressed the issue of those
who wish to leave Iraq permanently in Article
One, and those who leave or try to leave
Iraq illegally in Article Two,
and those who have previously left Iraq in Article
Three. In these articles, there are clear provisions
to deal with these cases. His Excellency Al-Umari
questioned the point regarding the status of those who
left Iraq with passports. I believe
that those who left by virtue of passports
would have their treatment be ordinary, as those
who go with a passport for a purpose, interest,
or trade can return to Iraq according
to the law as long as it does not appear that this man or
the passport holder committed a violation, and if
that is proven, the rule of law will be applied to him.
I believe this answer is sufficient to clarify
this aspect. (And here, signs of desire to end
the discussion appeared on His Excellency the Prime Minister
and others after the time exceeded one
thirty). As I find the desire
strong to be brief, I do not wish to leave out
the points mentioned by His Excellency Ali Jawdat al-Aiyubi,
which I believe are necessary to address,
namely the plan to facilitate the travel of Jews, by saying that
some countries have prohibited Jewish migration to Palestine,
so why do we facilitate this migration for them under
the legislation?
Gentlemen—the government did not facilitate
migration for Jews under the legislation, and there is no
word in the draft referring to such facilities
at all; rather, it contains what preserves Iraqi citizenship
from those who want to leave Iraq permanently.
His Excellency Al-Aiyubi mentioned that the government,
after lifting martial law, took
measures to prevent the migration of these people and leaving
Iraq, or to prevent the activity of smuggling gangs.
Gentlemen—merely that the government thought about
these measures or that it actually took them.
But I regret that I found no trace of measures
like these that prevented the activity of smuggling gangs
or the flight of these people. I did not say it was necessary
for martial law to remain for His Excellency Al-Aiyubi to take
this word as a response. What I said was
that I agree with His Excellency on the necessity of the implementation
of exceptional methods such as martial law
and others as long as there is no urgent need for them.
If there is an urgent need to declare martial
law in a certain place, the executive authority can
use the declaration of martial law as a means to maintain security and order in
the country, and these laws govern in difficult
situations and times. I have never criticized the idea
of abolishing martial law.
I believe that no important points remain
that I have not answered, and I suffice with these answers,
as I feel that the time of the High Council has become
unhelpful for continuing to talk about
these subjects.

Mr. Abd al-Hadi al-Chalabi, who presided over
the session after His Excellency Mr. Jamil al-Midfai left
the hall for a period of time) announced that there was no one left

Opposition that has no echo!
A few days ago, the ministry submitted a bill regarding the revocation of citizenship from Jews fleeing Iraq or those who want to leave Iraq for Israel. The deputies approved it almost unanimously from a principled point of view because it came as a radical remedy for one of the most complex national and patriotic problems at the same time.
Then the bill made its way to the Senate the morning before yesterday, and it was expected to receive consensus from the principled point of view as well, as it did from the esteemed deputies. Had it not been for His Excellency Pachachi, who destroyed a pillar of this expectation when he began calling—during his opposition—for the matter of the Jews to be left as it is now. He said: "If it is necessary to submit to the recklessness of the Jews (as such), then the government should ignore these smugglings (as such) and not bring a bill like this and ask the Parliament to issue a law that facilitates this smuggling."
While we are in the process of understanding the views of His Excellency the honest Pachachi, we do not want to discuss his opinion on leaving the matter of the Jews who have transgressed the rights of citizenship and are filling Israel—those who no longer have a desire to live in this safe country—in its current state of neglect. Rather, we want to draw public opinion's attention to the strangeness of the call contained in such wrapped and hidden words, because an aware public opinion cannot be deceived by such a losing trick that His Excellency wants to use on the people. Nor do we think there is a single gullible person among the people who can convince himself of what His Excellency is calling for, because the position of the (political file) is not hidden. We do not know how officials can ignore these smugglings, which are not limited to fleeing individuals alone, but include the country's funds and public wealth, until the kingdom's financial structure is hollowed out, only to notice after it is too late. Yes, we do not understand this strange call except in one way: it is a new Israeli weapon with which His Excellency Pachachi fights his political opponents at the expense of the nation and the people, and we deem His Excellency above reaching this level on the ladder of political action.
Furthermore, we do not know if His Excellency Pachachi wanted to demand that the government drape this situation of Jewish flight in the cloak of leniency and neglect, as his government did, or as he did the day he signed the decision to postpone consideration of the matter of the Syrian-Iraqi union for five years, believing that leaving the matter of the union was better and more beneficial for the Arab cause and resistance to Israel, because Egypt is the only state with great potential to defend Palestine, as it defended it in Rhodes, naturally!!
We say that we do not want to discuss His Excellency Pachachi's opinions after the Minister of Interior refuted them and showed their falsity and pointed out the elements of claim and propaganda in them. But we want to understand Pachachi's new philosophy, which he has started advocating after moving away from the chair as a result of his failure in dealing with our major national issues. Yes, this philosophy is difficult to understand, accept, or swallow by an entire people, yet easy for His Excellency and those blowing the horn of his (empire)!!
Pachachi's new claim, in light of this philosophy of his, is no different from the claim of a doctor who objects to cutting off a rotten limb from a patient's body, allowing the corruption and disease to seep into the rest of the body's members until it ends with the patient's death, under the pretext that it is a disgrace for the patient to cut off this rotten limb because in this cutting there is submission and subservience to that severed limb. Is there anything more denied and ugly than a doctor responding to a rotten limb and cutting it?!!
That is the most beautiful depiction of Pachachi's new call in attacking the bill to amend the annex for revocation of citizenship. Perhaps this new Pachachi thinking puts people in a state of confusion for which they may find no justification if they seek acceptable logical reasons. The tongues of the people wag in astonishment at his position yesterday when he was Prime Minister, and his position today while he is outside of power. Knowledge of that belongs to His Excellency, and he is the most entitled to answer it. However, it is for us—as Iraqis—to express our great regret over the position of a former Prime Minister appearing in this unbalanced manner before public opinion, attacking every positive step in treating our national and patriotic problems alike, for fear that the road to the ministry will be blocked for His Excellency at the least. This is because the reins of government must not be given hereafter to anyone who openly voices this color of thinking that opposes our national aspirations.

The New Citizenship Revocation Bill
and the Iraqi Nationality Law
Applied to Jews leaving Iraq
The Senate finished the day before yesterday the ratification of the bill to revoke the citizenship of fleeing Jews and those who wish to leave Iraq after a violent discussion. The bill was sent yesterday morning to the Royal Court for the approval of His Highness the Great Regent, and it is expected that the high approval will be completed within the next two days for the bill to be published in the Official Gazette and become effective. It has been noted that a large number of Jews in Baghdad are preparing to leave Iraq after having liquidated their assets.
It is understood that the departure of these individuals is not carried out merely by the revocation of citizenship according to the new bill, but rather requires the application of the Iraqi Nationality Law of 1933, one of whose clauses specifies the conditions for an Iraqi to renounce citizenship in terms of the amount of money he carries when leaving Iraq, as it is not permissible for any Iraqi to renounce his citizenship without his funds being subject to special conditions under the Nationality Law. Thus, the new bill came as a supplement to the Nationality Law and not independent of it.

On the occasion of the speech delivered by His Excellency Mr. Muzahim al-Pachachi in the Senate
the day before yesterday during the discussion of the supplement to the Nationality Revocation Decree, we republish the speech
delivered by His Excellency al-Pachachi while he was Prime Minister in the Chamber of Deputies in response to
the resignation of His Excellency Mr. Sadiq al-Bassam, Minister of Defense of the Pachachi Ministry.
His Excellency al-Pachachi said in the session of September 28, 1948, in his capacity as Prime Minister,
the following verbatim:
"Gentlemen: This ministry (the Pachachi Ministry) has at no time declared that it is against
the Jews. We (the Pachachi Ministry) consider Zionism to be different from Judaism, and that the Iraqi
Jews, in view of the existing laws and in view of Islamic Sharia, have the same rights
as others. There was no policy against the Jews that we retreated from implementing. So, if the former
Minister of Defense (His Excellency Mr. Sadiq al-Bassam) believes that the martial administrations were established
to oppress the Jews, this is incorrect, because we take pride in the fact that we oppose injustice, for we are among those
who believe that injustice has never at any time been a valid tool for governance."

Do Not Buy Jewish Property
For it will return as bullets into your chests
We are all with those who say it is necessary to prevent Jews from leaving Iraq for Israel to avoid the participation of those departing in strengthening the Zionist front and the worsening of the danger to neighboring Arab countries. However, what has happened recently regarding the intention of those wishing to travel among them to disrupt the economic situation in the country and cause anxiety and provocation in the hearts of citizens through speculation and smuggling movements that made stagnation prevail in the local market, and other reasons and factors explained by His Excellency the Minister of Interior in the Parliament when presenting the bill for stripping Iraqi citizenship from Jews wishing to leave Iraq or those fleeing among them for the first of the bill. All of this has made us at the forefront of those who support the approval of the bill and getting rid of these harmful groups in any form whatsoever.
The Jews have inhabited this country for more than a thousand years, and they were met with the best treatment a guest can receive. They and the rest of the Iraqi sects were treated as equals, and the field was left open for them to control the markets, take hold of the reins of trade, and penetrate various government and private departments and institutions. If we exclude the minor incidents that befell them, which they themselves were the cause and instigators of to gain the sympathy of the colonizers and obtain their assistance in migrating to Palestine and presenting this dear Arab spot to them specifically. The Jews have no argument or evidence for what some claim of illusory persecution or false pressure, and if there was anything of that in circumstances that necessitated it, it did not affect any of the innocent, but rather included the individuals
The year 1941, which would not have happened were it not for the provocative movements rumored to have been carried out by some members of the Jewish community. Its result was the migration of a large number of their youth to Palestine to establish businesses and prepare houses and sources of income for their families who would follow them years later. Also, some of their wealthy members exploited that incident to transfer much of their money to foreign banks, primarily Swiss banks, so they could withdraw it after leaving Iraq.
What no Iraqi denies is that the aforementioned bill was met with satisfaction from all circles in anticipation that after the migration of a large number of Jews, there would be an improvement in the economic situation, a massive drop in the prices of necessary goods, primarily food items, a very large drop in rental rates, a wide field for employing the unemployed in various jobs and industries, and comprehensive stability on the internal front. For we do not speak untruthfully when we say that the Jews did not participate with other citizens in any national movement, nor did they contribute to any work that would achieve good, happiness, and progress for this country. Many of their youth have contributed in recent years to flooding destructive principles to distract the people and the government from saving Palestine when its cause reached the final stage.
As we speak about this, we do not agree with those who say it is necessary to freeze the funds of migrating Jews, nor do we support them in that, for no reason other than that its implementation may cause many difficulties and force many of those who want to migrate to
retain their citizenship, thus being a source of anxiety and trouble for the people and the government in their staying. Furthermore, their existing funds do not equal these troubles and problems after huge amounts of money were smuggled in bulk in previous years as cash or goods. As for the houses and real estate, what the Jews own of them is very little, not exceeding dozens of ruined houses in old neighborhoods. As for the lofty palaces in Al-Bataween and its surroundings, they are endowment properties (Awqaf) and the Jews have inhabited them through long-term leases that have only a few years left to expire.
While we support the government and the deputies in approving the bill and getting rid of harmful elements, we direct these words of ours to the sons of the people, hoping they will be adorned with national sentiment and ethnic sincerity, and refrain from buying Jewish property and furniture. Because the cash they pay for that benefits no one but the enemy, and every dirham an Iraqi pays to a migrating Jew enters into the account of funds collected by the Zionists to buy weapons and strengthen their criminal entity in the Arab lands.
Yes, noble Iraqi, remember that every dirham or dinar you pay today to a migrating Jew will return in the future as a "bullet" or a "bomb" aimed at your chest or the chests of your Arab brothers. Know after that what a national or humanitarian crime you commit by buying Jewish furniture or property and helping them exchange it for cash.
Remember this well. And beware of the reckoning of God, conscience, and history.

one of them answered that they were waiting in this
place for a car they had negotiated with
its owner to transport them to Tehran, and by chance
a government car passed by, so they stopped it
and handed over these criminals to them. And after
searching them, it appeared that they were hiding in their pockets
96 gold pounds and 283 dinars in cash
and 100,000 unused Iraqi stamps
of the dinar, half-dinar, and quarter-dinar denominations.
Upon inquiring from them about
the reason for smuggling this quantity of stamps,
one of them answered that they carried these stamps
for their lightness and ease of carrying, and to transfer their value
according to the proverb (light to carry and high in value).
And this new trick is the latest
but not the last of what has been discovered of the tricks
of the Jews to smuggle our money and lead them to
fight our economy. So let those who are
asleep about them read this??

to time comfortable complaints from patients
complaining about the lack of care for their interests
in government hospitals and their long
waiting to meet the doctors,

government hospitals, and their absence from
their private clinics to give lectures or
visit colleagues is uninterrupted even during
daytime hours, just as poor patients still
suffer from the lack of careful examination and rapid
medical treatment, and they are lying if
they say that their treatment in clinics
and government hospitals does not differ
from the treatment of their likes in the police stations
of the non-tyrant (Ali Khalid al-Afriqi).
And we do not mean other than what they compete in
the newspapers in terms of appreciation, care, and kindness.

They sucked blood through usury, and limited their work to what benefits themselves, not what benefits the homeland. They toyed with its sides as the mouse toyed with the Marib Dam, until the time came, and the matter of Palestine was concluded !! They fled the flight of the mean, and escaped the escape of the (coward) !! No memory moves them !! No blessing returns them !! No mercy takes them !! How the Jews received
the Citizenship Revocation Bill
You can hardly encounter a Jew without his face
overflowing with joy and happiness for the victory they
achieved yesterday, and you can hardly encounter a patriot
without seeing him frowning as if he feels
a new, abominable defeat.
Iraqis hate the Jews not because they are
Jews only, but they hate them for what has emerged
from them in terms of ingratitude and treason manifested in
their stance on Palestine and their stance on
Iraq itself. Ezra Menahem says:
"What is the remedy to reassure the Jews who
do not wish to leave their homeland
permanently?"
And do the Jews recognize the patriotism that
His Excellency the Senator claimed? Rather, if we searched the
folds of his heart, we would see the opposite. For
the Jews now have a state, and it is not reasonable
that circumstances would not make them arrogant or that they would not work to
consolidate its foundations.
If the bill included the expulsion of Jews
from Iraq, people would have praised the ministry's stance
and its firmness, but it gave them an explicit
right and this bill helped in
the exit of national wealth from Iraq,
and its leakage to the State of Israel by the pure will
of the Iraqi government.
Ezra Menahem mocks the measures that
the Iraqi government took with his
kinsmen, but he does not mock what
criminal Israel does in terms of chasing Arabs,
confiscating their property and money,
and considering them prisoners living in humiliation
and misery.
Yes, public opinion was resentful of this
bill with the utmost resentment, and all of the
Iraqi press denounced it, to the point that not even
one of the pro-government newspapers
dared to comment a single word about it; it
contented itself with publishing the speeches delivered in the Senate.
Public opinion still attaches great importance
to its recent frankness, which is that
the Royal Palace should reject it, or request
its amendment to be consistent with the desires
of the Iraqi people.
Yesterday, the Jews celebrated two holidays: the holiday
of the magazine, and the holiday of the bill, while the
patriots were struck by another heinous defeat
in addition to the other defeats.
This bill gave a right
to the Jews to leave Iraq and join
under the banner of Israel, and all
the youth will migrate to Israel and fight
the Arabs in a major war.
None of the governments of the Arab world
have followed this path, so how did the
Iraqi government proceed to take this
step without thinking of the consequences?
After all this, do we ask the Almighty to
give insight to the Arab governments in managing
their affairs and serving the country according to the national
interest? He is the Hearer of prayers.

The defense of His Excellency Salih Jabr for the bill
We quote the most important parts of His Excellency's speech in the course of defending the bill:
Gentlemen: If you browse the bill, you will not find in it that these Jews are going
inevitably to this material destination intended by the respected Senator, nor is there anything in it that facilitates
the departure of those whom the Senator described as youth to this destination, but it is possible
that some of them may leak to this destination.
Gentlemen: It is futile to try to keep a large mass of citizens who want
to leave and emigrate for known reasons, for keeping these and forcing them to stay is
what may not be consistent with the public interest in the short run or the long run.
His Excellency the respected Senator was kind enough to say that facilitating the travel of these to a
hostile destination would be a fifth column. Let His Excellency allow me to say that the meaning of the fifth
column is not that unfaithful elements go to a certain destination, but rather the meaning of the
fifth column is that a group of citizens remains who may feel a sentiment
that does not agree with the sentiment of the people of the country, in this country. This is the meaning of the fifth column,
and it does not mean that they go so the country gets rid of their evils in the future. So I
ask the respected Senator to pay attention to this point.
* And perhaps the measures taken in Yemen have reached His Excellency the Senator, of which
I have no knowledge of the details, but I learned that a large number of these have left Yemen.
* It is not right to discuss the issue of Palestine on every occasion and without
occasion, as we might be accused that the purpose of discussing the Palestine issue is propaganda and
nothing else. So it is better, then, that we treat the Palestine issue with new practical methods that help
solve it fundamentally, and not by showing emotions, enthusiasm, and so on. And I
do not know if this is the appropriate time to discuss the Palestine issue, but I doubt
that this time is suitable for such discussions.

How much money are they entitled to take?
Increase in the movement of selling their movable and immovable property
It is expected that the regulation of the law for stripping citizenship from Jews who
wish to leave Iraq will be implemented immediately after it was ratified by Parliament in both its chambers, the Senate and the Chamber of Deputies
and has become a law in effect.
The movement of selling movable and immovable Jewish property has increased in
markets and public auctions, and it is being sold at dirt-cheap prices that the mind cannot believe due to
the abundance of supply and the lack of those wishing to buy. It is believed that the prices of what is sold of this property
will continue to drop until it is sold for the price of dust, especially if we take the monetary crisis
in the country into consideration.
As for what concerns how this law will be implemented, we have been informed that a
special department will be created in the Directorate of Travel and Nationality to provide forms to those who renounce their citizenship
and wish to leave Iraq. This department will send these forms, one by one, to
the competent authorities to review them and verify whether the travel of the person requesting the withdrawal of citizenship
does not harm the rights of others, and then these forms are submitted to the Council of Ministers to take a decision
to withdraw citizenship from their owners.
Although the law did not refer to the amounts that an Iraqi Jew is entitled to take with him
after his Iraqi citizenship is stripped, what is understood from the statement of His Excellency the Minister of Interior
Mr. Salih Jabr in the last session of the Senate is that the Foreign Exchange Law
and the regulations and statements issued under it will be applied to such matters, meaning that the Jew
who wants to leave the country after renouncing Iraqi citizenship will not carry with him an amount
exceeding what is stipulated in the Foreign Exchange Law.
It is understood that those who wish to renounce Iraqi citizenship and leave Iraq
among the Jews are:
1 - The unemployed and members of the poor class.
2 - Those enthusiastic for Israel and those dreaming of the Promised Land among young men and women.
As for the rich and those who are still practicing their businesses and employees in companies and government
interests, only a very small number of them will travel. As for the rest, we believe they will prefer
to stay in Iraq and retain Iraqi citizenship. Senator Ezra Menachem Daniel said
during the discussion about this law in the Senate in this regard that "it is hard for
a free Jew to leave his homeland and birthplace in which he has the fondest memories unless
he is driven by the utmost necessity"!

Our righteous predecessors established the religion of God as it should be

steadfastness. They used to stand by its texts
from the Book and the Sunnah, not exceeding them
nor interpreting them with [arbitrary] interpretation, and their tools were
for understanding the Qur'an, the spirit of the Qur'an and the clarification
of the Sunnah and the indication of the language and religious considerations
general, and behind that a sound nature
and a firm taste and a sound view and sincerity
untainted and a clearance for the religion that had reached
its goal in their souls and an aversion to the temptation
of opinion and the temptation of interpretation
Their discipline was His Almighty's saying
"Establish the religion and do not be divided therein"
And His Almighty's saying "If you dispute in anything
refer it to Allah and the Messenger" so they were the most keen
of people on agreement. And whenever a specter of
disagreement in a religious matter visited them, they hastened to it
by referring to the Book of Allah and to the Sunnah of His Messenger
so the disease was cut off and the confusion cleared
And the scholars were the supreme reference for the nation
in all that concerned it of its religious affairs
they would return to them without fanaticism and act
upon their opinion without fanaticism. And the scholars
represented the religious succession and the prophetic
inheritance perfectly, leading the nation
by the truth to the truth and commanding what is right
and forbidding what is wrong and not fearing for God's sake
the blame of a critic.
Germs of Division
And the first thing that arose in the Islamic society
of the germs of division in religion was the talk about
predestination and delving into the attributes, and that was accompanied
by the occurrence of disagreement regarding the Caliphate: is it
a branch of religion that requires a text
from the Legislator, or is it a worldly interest
that returns to the choice of the people of opinion from
the nation. And the practical disagreement preceded
the scientific disagreement in this matter. And it is
the first battlefield in which opinions
clashed until they became extreme after the spears
clashed in it until they broke. Just as it is the first
matter in which religious views mixed
with worldly (or political) views as
they say today. And in this battlefield grew
the germ of malicious fanaticism
Then the conquests expanded and Islam spread
its shadow over many of the kingdoms that had
remnants of civilization and something of authority,
and many nations submitted to it. And in every
nation there were groups that entered Islam while
carrying burdens from the remnants of their past. And no
sooner had these human groups blended
and Islam had its effect on them, until there appeared
upon them symptoms of division, so the proponents
of doctrines in creeds appeared and they innovated the heresy
of interpretation which is in reality distortion
mentioning it and they distance its effect from them with all
the worldly means they have, and habits and morals
and sects and characteristics became rooted and established in their souls
that are rarely found in the souls of
other humans, and psychologists were unable
to investigate and scrutinize them until
these habits became a proverb for stinginess
and parsimony and harshness of character and deviation from
customs and traditions.
And the Hebrew remained in the eyes of others stripped
of human qualities: of courage and endurance
and strength and power, so they spent long ages
living a life of humiliation and degradation, patient

The Hebrews were naturally disposed to constant humiliation
and were molded by contempt and degradation since
their feet stepped on the land of Egypt, so there is no pride,
no dignity, and no pretense of character; they are driven by
fear, beset by cowardice and weakness, and seized by
terror. The myths of the ancients were read to them, and the
magic of the Egyptians influenced them, so from this
and that, a mixture of delusions formed in them,
grew, flourished, and bore fruit. Thus, they brought upon themselves
a grave stigma that does not leave them for a lifetime,
nor departs from them throughout the ages. There were planted
in their minds and hearts the traits of paganism,
the creeds of slavery, and the omen of
death seeped into them, so they began to avoid it and dread
mentioning it, distancing themselves from its impact with all
the worldly means they possessed. There became rooted
and established in their souls habits, morals,
creeds, and characteristics that are rarely found in the souls
of other human beings. Psychologists have been unable
to investigate and scrutinize them until
these habits became a proverb for stinginess,
parsimony, vileness of character, and deviation from
customs and traditions.
The Hebrew remained, in the eyes of others, stripped
of human qualities: of courage, endurance,
stamina, and strength. They spent long ages
living a life of humiliation and degradation, patient.

And they do not manipulate it with interpretation, and it was a tool

linguistic considerations. Beyond that was a sound nature,

upon their opinion without fanaticism. The scholars
represented the religious succession and the prophetic
inheritance in the fullest sense, leading the nation
with truth to the truth, commanding what is right

The Law of Revocation of Citizenship
A step we hope will be followed by others
Iraqi public opinion met the government's
successful step in legislating an annex
to the decree of revoking Iraqi citizenship from
fleeing Jews or those among them who wish
to leave Iraq with great interest and deep relief,
echoed by all popular circles
which realized the seriousness of
what is involved in forcing a Jew who
does not wish to stay to remain in the country.
It appears from what has been circulated during
the last two days that the aspect of popular
interest in this step and the source of
relief for it was not born out of a desire
for the departure of those Jews who wish to leave
Iraq, but rather came as a natural result
of the conflict of feeling between the citizen attached
to his homeland and the citizen who does not share
that, and this conflict between the
feelings of both sides was proven by the wide escape movements
resorted to by a significant number of
Jews who were determined to leave
Iraq through criminal gangs that
were formed for this purpose.
In truth... the period that
accompanied the Palestine War was full of various
necessities that were unavoidable and which
created abnormal conditions that resulted in
everything that would cause stagnation and contraction
of business and the reduction of popular
cooperation in the field of public life, especially
in the economic field, countered by these
painful developments that occurred in the issue of
Palestine and the sad fate it reached
and the contradictory popular setbacks
to this fate on the psyche of the Iraqi people,
all this led - and it was natural that
it would lead - to a divergence in public feeling
from which emerged the idea of escape on the part of
Jews who fled by illegal means
or those who wanted to escape but did not succeed
and were prevented from what they wanted and became
- and this is the logic of reality - living in
a country for which they feel no - attachment -
nor do they share with its sons the requirements
of - correct citizenship - and in this there is
a danger to the entity of the country from all
aspects.
For this reason and for other reasons,
Iraqi public opinion met the government's step in
this path with interest and relief as we mentioned, and there is
no doubt that it will also meet every other
step of this kind with the same interest
and relief as long as the goals are clear
and explicit, aiming first and foremost at strengthening
the country's entity and providing reassurance
and stability for the people.
The law we are dealing with
did not address the current problem from
all its aspects, but was limited to one
aspect, which is the revocation of Iraqi citizenship
from every Jew who wishes to leave
Iraq, as a partial measure to avoid the many
dangers that resulted from the continuation of the current
situation throughout the period following the Palestine
War.
As for the second side of the problem, which is
protecting the country's wealth from leaking
abroad, the government, as stated
by His Excellency the Minister of Interior during
the discussion of this bill in the Senates
and Deputies councils, fully appreciates its responsibility
in this regard and that it has worked and will work
everything in its power to prevent
damage to the country's economic entity.
Whoever wants to take out or smuggle the country's
monetary wealth outside Iraq must
follow one of two ways: the first
is legal and the other is illegal. If
he follows the first, the Foreign Exchange
Control Law does not allow whoever
wants to leave Iraq, whoever he may be, to
take with him more than a very small amount of money,
this is in addition to the other
measures that the government will take
to preserve public wealth, whether it is
movable or immovable, and if he follows
the second, then what the government has done
and will do in terms of effective combat
to eliminate illegal smuggling movements
and catching the smugglers
and those who tamper with the country's laws, no doubt
will put an end to these criminal acts
and eliminate them decisively.

and guarded by the fringes of nations from those with distorted
minds, victims of misery, the vengeful,
the ego-maniacs, and those obsessed with religion
and fanaticism. And a prophecy will be fulfilled that was
yesterday a dream and has become a reality: "I will give you
and grant your offspring and your descendants after you
the land of those with whom you stayed, the land of Canaan
all of it, and it shall be your permanent possession."

the right path should escape the leaders of the Children of
Israel and their prophets, and they do not hesitate to
mention these shameful pages and believe in them
with the faith of old women, and take them as their right,
and account for them until they became a sound
principle that outlines for its adherents the ways of their living and the system
of their society, and constitutes the vast majority of
their morals and nature. They are now preoccupied
and in constant thought to devise reasons
and methods that enable them to expel the Arabs from
this sacred soil, because the Arabs in
their view are unworthy of life, and they (i.e.,
the Israelis) are more entitled to it than them. And the
Lord promised them through the tongue of Moses: "The Lord chose you
to be a people for Him and selected you from the rest of the
nations, and you are above all other nations
existing on the face of the earth."
Then they supported it with another myth: "I will drive them out
from before you little by little until your numbers increase
and you inherit their land."
This is the slogan of the Children of Israel and this
is their ridiculous principle; they will expel the Arabs
from their land and displace them little by little until
they inherit their land, possess it, and colonize it,
and their numbers increase over the days if their feet
become firm and their roots take hold, God forbid.
And the Promised Land will not stop their greed nor
deter their avarice; and this Promised Land is from
the banks of the Euphrates to the Nile, including
some coasts of the Red Sea.

... Now that the parliamentary government has brought the bill for the Law of Revocation of Citizenship and hurried
with its discussion and ratification!! Now that this crisis has been settled by the majority of the deputies
and notables!! Now that the ministries have competed in stating the economic damages that will result from it
a terrifying financial nationalization, a commercial stagnation in the commercial market, a decrease in purchasing power,
and exposing the country's wealth to public danger. Let us record against the present ministry that it inaugurated
its "happy" era with an (elegant) statement containing an apology to Israel, which Monsieur
(Hazouk) has often expressed on several occasions, for the Excellency the head of the first commission for our affairs said what means:
"His blow is his father"...
The Iraqi government was, until
the issuance of the Law of Revocation of Citizenship, preventing
the departure of Jews from Iraq for any
purpose whatsoever except under many conditions.
And after the legal interest paved the way
with strong propaganda that the new law
does not prevent them from leaving Iraq while
retaining their Iraqi citizenship without
being forced to liquidate their properties
and businesses in the country.
We cannot, in the face of this situation, but
ask the government to clarify
this matter to public opinion.

Let us record against the present ministry this settled matter which it worked to achieve immediately
due to its pressure and "surrender" before the Zionist and English might together and due to securing
its own benefits and interests and its total disregard for the public interest which lies in honest governance and its avoidance of false ambitions
and walking in the pitfalls that disappoint the people's hopes for a decent free life and shock them with false gains
and protecting the country from the danger of economic bankruptcy..
This bill - the bill for the revocation of citizenship - we do not doubt that it is one of the gifts of His Excellency
the Master after his return from London and that the English side has bargained with Israel for an agreement like
this bill in Iraq for no reason other than to save the labor force in Israel which complains of a lack of manpower
not to save these Jews from other problems that are countless in Israel!!
The strange thing is that this bill and other projects submitted by the government were coordinated and made
into burns in the form of commercial deals aimed at obtaining money at any price!!
The government shielded itself with a verse of error in the speech of the Minister of Interior - in the Houses of Deputies
and Notables - under the pretext that the legislation of such a bill was only for the interest of the country, but the strong opposition
in both houses stood an honorable national stance against this mentioned bill and against
its ratification, were it not that its conclusion was completed under the pressure of orders and stubbornness from the government deputies
who competed in defending it against the mentioned facts...
While we hold the government responsible from both the national and economic aspects
after the ratification of the bill - we also record the responsibility of the three "Excellencies" in a
special way in this chapter, and we hold them before the "Nation" and "History" responsible for what will befall the country
of heavy material damages as a result of approving the legal formula for it as quickly as possible!!
It was supposed that the Jews be given a full year to think about staying or dispensing with
this migration!! And we record clearly and plainly those strange methods
and means taken by the Jews before the eyes of the government, the ministry's complete ignorance of the reprehensible acts
mentioned... and we are not waiting for history to record, but we record this for history!!
