at any time, affect his political opponents as
His Excellency intended, I saw no need to speak
about it. But I heard opinions from His Excellency
Al-Shabibi that I admired immensely
as theories; however, I found it my duty to
offer the necessary commentary on them.
Gentlemen: How much a victim suffers when he sees
that the eloquent speaker of these beautiful theories is the cause
of him being a victim, while he repeats phrases
intended to promote a specific policy or to appeal to
the general class of people.
His Excellency repeated that Iraq is between two options,
seeing no third for them: either blatant dictatorship
or true democracy, and the third case
is the paralyzed democracy that will lead
the country to undesirable consequences. At this
moment, while His Excellency Al-Shabibi was speaking,
a series of thoughts and memories crossed my mind
about those blatant interventions
in the elections of this Council, which were actually intended
by His Excellency the speaker, and caused the discontent regarding
the elections that people complained about, including
His Excellency the orator, and I was one of its victims,
despite what appeared in the statements of
officials at that time about leaving those elections
free and refraining from interfering in them—those
interventions which actually resulted in discontent
to the point that this discontent spread among
the ranks of the officials themselves, leading to
the resignation of some of them.
As for the second matter I wished to comment
on, it is what His Excellency Al-Shabibi referred to regarding
some of the tendencies of His Excellency Mr. Nuri al-Said
who presented the Speech from the Throne. I, of course,
do not consider myself responsible for defending
this speech, but it is not permissible for
important comments from this Council to pass without
some deputies expressing their viewpoints on
those comments, especially if they were contrary
to the facts.
His Excellency Al-Shabibi said that His Excellency Mr.
Nuri al-Said is not pleased by the sympathy
surrounding the ideas he opposes, and that this
leads to using destructive ideas as a pretext to undermine
his opponents. Above all, I hope
the High Council knows that the majority of those affected by
the measures of His Excellency Al-Said were
Zionists; thus, I do not share His Excellency's view that they
are surrounded by sympathy as he said... Politicians
in Iraq are not without opponents, nor
are they devoid of rivalries, and officials
in all periods were defending the public order
and stability by various means.
I remember that His Excellency Al-Shabibi was among
those who shared responsibility during a certain period in
1941 - 1942, or among those who used the same
means and struck down his political opponents—those
opponents who absolutely do not resemble the opponents of
Mr. Nuri al-Said in recent times.
And I hope that whoever addresses these matters
is mindful of some of them at least, and
does not lean toward inflicting pain, which councils reject
most vehemently.

A Successful Deed
The war in Palestine had necessitated
placing some exceptional restrictions on
many transactions, a matter which
caused a contraction and shrinkage in the
commercial activity in the country, and created a
difficult situation that people complain about. . And the
war ended while this situation remained, which harmed
the country's economies, despite the fact
that most politicians and officials had
felt and were always declaring in
their councils, that this situation must
be placed on a stable basis, allowing those
who wish to leave Iraq to exit
so that those remaining may be reassured, conditions stabilize,
and tranquility prevails. However, none of
the politicians dared to take the
initiative and end this unstable situation,
until His Excellency Mr.
Salih Jabr, Minister of Interior, submitted a proposal
to the Council of Ministers to end this state
and remove the various exceptional restrictions that
were imposed since the Palestine war, and caused
the shrinkage of business and increasing stagnation in
the market. The bill submitted by
His Excellency to the Council of Ministers, which was
approved by the Chamber of Deputies in the form

this bill the first step in liquidating
this situation.
In truth, this bill is a correct,
serious, and bold act by the government and by
His Excellency Mr. Salih Jabr in
particular. If all politicians and men of
governance were characterized by such boldness
and initiative in every action they believe to be right
and necessary, we would not now be complaining about
many existing evils. Indeed,
the present government deserves congratulations
on this step, and we hope that
this work will serve as an example for all
politicians, so they do not hesitate to declare what
they believe is right, and do not recoil from
the work they see in its realization an interest
for the country.
If we are to declare something about
this work, we say that it will remove
the current lack of reassurance and end the state of
instability, and put an end to many
damages that have continued to afflict the country
since this exceptional state arose.

Jabr expressed in the bold statements he made
in the Chamber of Deputies yesterday the truest
expression of the sincere feeling felt
by the general public across their different opinions
and sects regarding this abnormal
and confused situation. Thus, His Excellency provides
every day a new proof of the sincerity of
his patriotism and his just and correct methods in
handling matters, unaffected in the actions
he takes by anything other than the public interest,
for which all interests and
considerations are sacrificed.

Perhaps many of you noticed the centers, the furniture selling centers here and there in preparation for liquidation and flight. These centers began selling furniture openly and publicly, and those who frequent these centers are no longer counted in dozens but in hundreds. This is the situation as it was when the current government took the reins of power. We had to deal with the matter with wisdom, deliberation, precision, and also firmness. We contacted some wise men from this community and informed them that their painful appearance is sadness, and that necessity calls on the government to end this provocative situation and return to the provisions of the law. But it appears that these wise gentlemen whom we asked to intervene were unable to decide - and I do not doubt their good intentions - it was difficult as it appears, so they could not do anything and tendencies push them toward organized illegal flight. Everyone knows what the continuation of this situation entails in terms of provocation on one hand and many damages on the other hand. Therefore - gentlemen - the government saw that there should be no coercion of some citizens to stay in Iraq. I say that the coercion of those who do not want to remain in Iraq only tends towards evolution in structures, which made our topic now - to submit this draft law. The draft is not only in the interest of the country but in the interest of the Jewish community as well. The community should let the government allow the portion that does not want to stay in Iraq due to the problems and troubles that will result from that for the regions. For this reason, the government submitted this draft, and you will notice, even from reviewing its articles, that the subject is treated far from emotion, but keeping pace with developments, and inclusive in the implementation of laws. This is a preface that I hope has clarified to your high Council the goal the government aimed for with this draft.

I wished the government had submitted the draft independently and not as an appendix to the decree of revoking citizenship, because the Jewish problem must be treated radically and fundamentally, and citizenship alone is not the only thing that must be considered in this matter. Dates in International Trade Fairs
In the Toronto Fair
Mr. Mitchell Beg, director of one of the major
American companies importing Iraqi dates, passed through Baghdad.
He took the opportunity to visit His Excellency Mr. Abdullah al-Qassab,
Director of the General Date Association. Discussions were held
regarding the date trade in the United States,
increasing the export of Iraqi dates to it,
organizing advertising there, and participating in exhibitions
and commercial markets.
It is no secret that Mitchell Beg's company had
participated last year in the Toronto Trade Market,
where it set up a special pavilion that displayed
a quantity of Iraqi dates and achieved great success.
The company is interested in establishing a date pavilion in the
Toronto Fair this year as well.
Brussels Fair
The Directorate of the General Date Association is interested
in completing the necessary arrangements for participating in
the Brussels International Trade Fair scheduled
to open at the end of April 1950. The Royal Iraqi Legation
in the Belgian capital has reserved—at the Association's request—an area
of 24 square meters in a suitable location in
parts of the exhibition and has begun implementing a date pavilion.
In addition to dates, various materials from Iraq's products,
manufactures, and monuments will be displayed in this pavilion,
decorated with pictures, drawings, and the state emblem
to give visitors an exemplary idea of the young, rising kingdom.
At the same time, the Date Association is
preparing sufficient samples of excellent dates
in various and latest bag designs to be sent
to the exhibition, as well as preparing the necessary brochures
for distribution there.
The Brussels Trade Fair is one of the well-known
international markets visited by people from various parts
of Western Europe due to its central location among them,
as well as tourists from different continents. It was first
established in 1920 and has continued to be held year after
year until now, with the exception of the period of the last
World War. The area allocated to it has increased
during a quarter-century from 19,500 square meters
to 105,000 square meters, and the number of exhibitors increased
from 1,600 in 1920 to 4,061 in the past year 1949.
As for the participating countries, their number increased from 14 to 30 countries.
There is no doubt that the number of participating countries and exhibitors
among individuals and commercial companies will increase further this year.
There is no doubt that participating in this
exhibition will be the best advertisement for Iraqi dates
in particular and for Iraq and its trade in
general.

The Council of Ministers approved Iraq's participation
in the general UNESCO conference to be held in the

Iraqi Embassy in London, and Dr. Abdul Hamid Kadhim,
Dean of the Higher Teachers' House, to represent Iraq at this conference.
Forestry Expert
Dr. Lul, the French expert on forestry affairs at the
International Food and Agriculture Organization, will arrive
in Baghdad at the end of this month to inspect the status
of forests in northern Iraq and submit a report about them
to the Ministry of Economy to benefit from his expertise
in developing and expanding forests in Iraq.
Rain in Sulaymaniyah
The Ministry of Interior received a telegram from the
governorate of Sulaymaniyah province stating that heavy rain
fell in all parts of the province in the final days of last month.
Avicenna Festival
The Ministry of Foreign Affairs requested the Iraqi Legation
in Egypt to approach the Cultural Committee of the League
of Arab States and inform them of the Iraqi government's
decision to cancel the special festival commemorating the
millennium of Avicenna (Ibn Sina), which was scheduled
to be held in Baghdad.
Exchange of Cultural Books with Iran
The Ministry of Education sent twenty parcels containing
literary books, laws, and Iraqi textbooks to Iran.
The Iranian Ministry of Foreign Affairs wrote to the
aforementioned ministry informing it that the Iranian Ministry
of Education, while announcing its receipt of these collections,
expresses its appreciation and thanks for this useful step
towards unifying cultural ties between the two countries.
The Iranian Ministry of Education sent a similar collection
of Iranian literary books to the Iraqi Ministry of Education.
In Al-Faisaliya
Al-Faisaliya suffers greatly from the lack of a water
supply system, which exposes the lives of the residents
to many diseases and injuries. The city also lacks
an electricity project. Negotiations have now begun
between those concerned to establish these two projects.

God Willing...
I met more than one person today who said to me while I was discussing matters we must
do, "I will do that, God willing, and I will think about trying that, God willing.."
And I do not understand from this (God willing) except that it is a kind of dependency that mixes
with our blood as Muslims and Arabs in particular, hindering us from achieving our simplest desires and hopes
for a free and dignified life. This is because it contains the spirit of this boundless and
unimpeded fatalism that overwhelms a person and leaves him no room for self-belief and the ability to perform
decisive work in any aspect of life. Perhaps this is a manifestation of our
misunderstanding of what the divine laws and messages intended.
It is very easy for those who delve into the nature of fate and destiny as brought by the religions
to see the great difference between what the religions intended and what we now understand
of fate and destiny.
The Holy Quran said, "And We made for everything a cause," and said, "And that man has only
that for which he strives," and said, "Say: strive in its tracts and eat of His provision." It is clear that the command
to strive to earn life, then explaining that the right to life belongs to those who strive and struggle
for it, and then announcing that every phenomenon has a cause and every effect has a reason, are all explicit verses
stating that fate and destiny do not mean that we sleep in the sun until the shade comes to us; rather, they mean
that we ourselves rise from the burning sunlight to the cool shade, and then destiny observes
this transition to see its goodness or lack thereof and encourages one of them if Supreme Wisdom
wills it to be.
This is where one meaning is distinguished from another, where the logical and realistic understanding
of fate and destiny is distinguished from the stagnant, unseen understanding of fate and destiny.
This (God willing) must change our understanding of it and we must take the best aspects of its
interpretation so that we can earn life in the way intended by the messages of heaven..

Official Statement
Regarding the Egyptian Plane Incident
The Iraqi government was astonished by the statement of His Excellency the Egyptian Foreign Minister, which he delivered at
a press conference, stating that the Egyptian authorities ordered one of the Iraqi planes—which
had been forced to land at Almaza Airport yesterday—to leave the airport immediately. It took great
interest in His Excellency's statement that this measure was taken because the Iraqi authorities had taken similar action against
an Egyptian plane that had been forced two days ago to land in Baghdad during a flight from
Cairo to Tehran.
Immediately upon learning of this statement, the competent ministry took swift measures
to ascertain the truth of the incident, and the investigation revealed the following facts.
1- The agreement concluded between the Iraqi and Egyptian governments allowed Iraqi
Airways two trips from Baghdad to Damascus and Cairo, and vice versa, twice a week.
2- It allowed Misr Airlines to operate on the Cairo-Damascus-Baghdad route
and vice versa on Monday of every week, and from Cairo-Damascus-Baghdad and then to Tehran
and vice versa on Wednesday.
And from Cairo-Damascus-Baghdad-Tehran on Saturday. This means that the
Egyptian Airlines company enjoys an additional flight while the Iraqi
Airways service enjoys only two flights.
On 1/29/950, the L'Auteur Tourism and Transport Company in Baghdad, on behalf of
Egyptian Airlines, addressed a request to the Iraqi Airways Directorate to allow the
Egyptian Airlines service another flight to Tehran. The company was contacted regarding the necessity of approaching
the Iraqi government through diplomatic channels to consider such requests. On 2/7/950
the Iraqi Ministry of Foreign Affairs referred the Egyptian government's [request] for this additional line to the Directorate
of the Iraqi Airways Service, and the request was immediately referred to the Civil Aviation Committee for study.
On 2/8/950, the Iraqi Ministry of Foreign Affairs referred the memorandum of the Egyptian Ministry of War and Marine
to the competent authorities. This memorandum requested the approval of the Iraqi authorities first
to extend the Egyptian line to Kuwait via Baghdad and to extend MisrAir's second flight
to Baghdad as far as Tehran, while enjoying special freedom in Baghdad to be granted the right of transport from
Baghdad as well. This approval was made a condition before allowing Iraqi planes their scheduled second
weekly flights previously agreed upon from Baghdad to Cairo via Damascus.
Given the conditions contained in the Egyptian memorandum, especially its reversal of the provisions of the agreement
in force regarding two flights per week for Iraqi planes, the Civil Aviation Committee recommended
at its meeting held on 2/13/1950 to wait before accepting the new Egyptian requests
until the Egyptian government agrees to:
A - Iraqi Airways operating two flights a week between Baghdad and Cairo via
Damascus.
B - Iraqi Airways operating a third flight between Baghdad and Cairo via
Damascus or Beirut. This is in exchange for five trips performed by Egyptian Airlines, whether
to Iraq directly or to Iraq and from there to Tehran or Kuwait.
On 2-15-1950, Egyptian Airlines began—before receiving the approval of
the Iraqi government—extending its line to Tehran for a second time in the week according to its new
program. An Egyptian plane actually went to Tehran on Wednesday, 2-15-950, just as
the Iraqi authorities had agreed as a courtesy for an Egyptian plane to make a trip to Tehran
on 2-13 to transport students of the College of Law, and another trip to Tehran as well on 2-18. The
Iraqi authorities considered these two trips as opposing trips and overlooked
these violations out of concern for fraternal relations and the courtesy required between two brothers, hoping
to receive the Egyptian government's response to the Iraqi government's request sent to it before this date.
As for the incident referred to by His Excellency the Egyptian Foreign Minister, it relates to the Egyptian
plane that was expected to arrive in Baghdad on Saturday, 2-25, but was delayed in
Damascus due to bad weather in Iraq. It arrived in Baghdad on Sunday 2-26, and a few [hours] after arrival

Law Supplementing the Decree on Deprivation of Nationality
No. (62) for the year 933
There was submitted yesterday—as the reader will find in the minutes of the Chamber of Deputies—
the draft law supplementing the Decree on Deprivation of Iraqi Nationality sought below.
The Ministry's view, His Excellency Mr. Salih Jabr ⟦...⟧ also ⟦...⟧
the Chamber of Deputies.
The Ministry, by proceeding with such legislation, has preferred to put an end
to the anxiety that afflicted citizens as a result of the infiltration of Jews and ⟦...⟧ those
regarding the right of citizenship. We state below the justifying reasons with the text of the draft:
Article One - The Council of Ministers may decide to strip Iraqi nationality from the Jew
who wishes, by his own pure choice, to leave Iraq permanently after signing a form
designated by the Minister of Interior.
Article Two - An Iraqi Jew who leaves Iraq or attempts to leave it
legally shall have his Iraqi nationality revoked by a decision of the Council of Ministers.
Article Three - An Iraqi Jew who previously left Iraq in an [illegible] manner
shall be considered as having left Iraq permanently if he does not return to it within a period of two months from the date of
and his Iraqi nationality shall be revoked from the date of the end of this period.
Article Four - The Minister of Interior must order the deportation of everyone whose [nationality] was revoked
Iraqi, according to Articles One and Two, unless he is convinced based on sufficient reasons
temporarily [remaining in] Iraq is a matter necessitated by judicial or legal necessity or the protection of others' rights.
Article Five - This law shall remain in force for one year from the date of its publication in
its judgment [can be terminated] at any time during this period by a royal decree published in the Official Gazette.
Article Six - This law shall be implemented from the date of its publication in the Official Gazette.
Article Seven - The Minister of Interior shall implement this law.
Justifying Reasons
It has been noticed that some Iraqi Jews have begun to use all means
to leave Iraq permanently, and that others have previously left Iraq in a [non-legal] manner
Since the presence of such subjects who are forced to stay in the country while they have [abandoned]
Iraqi nationality inevitably leads to results that affect public security
socially and economically, it was found that there is no escape from not preventing those who [wish]
to leave Iraq permanently and revoking Iraqi nationality from them. This [law] was enacted
for this purpose.

Egyptian ends in Baghdad according to the agreement concluded between the two governments, the authorities permitted
Iraqi for the passengers to follow their travel to any destination they desire. And after the discussion that took place
between the pilot and the agent of the Egyptian company and the Egyptian legation in Baghdad, it was decided to cancel the trip to Tehran
and return to Cairo, noting that the passengers carried by this plane to Baghdad had
disembarked in Baghdad and on 2/27 the agent of Misr Company booked four places for passengers who intended for
Tehran and on that same day the Egyptian plane returned to Cairo after it transported from
Baghdad six passengers without any obstruction or interference of any kind.
And on Tuesday the Iraqi plane traveled from Baghdad according to its usual schedule
so the Egyptian authorities confronted it and forced it to return from whence it came without allowing
the passengers to disembark from it according to what came in the statement of His Excellency the Egyptian Foreign Minister.
It is clear from the foregoing that the Iraqi authorities have performed their duty and that they did not delay at all from
tolerance and commitment to the side of courtesy and keenness on fraternal relations, noting that the government
Iraqi has requested the formation of an Iraqi-Egyptian committee to investigate and put matters in
their true perspective and this committee will commence its investigations as soon as the Iraqi government receives the approval
of the Egyptian government.

on the contrary, there is justification for the necessity of its stay.

The honorable deputy Daoud al-Saadi spoke and said:
If a Jewish woman left Iraq and left
children, what is the status of these children while they are Iraqis?

I expected from Mr. al-Saadi, who is
a legal professional who practiced law and practiced codification
also, to review at the same time the
Nationality Law on the issue of an explicit text that children
follow the fathers or both parents together, so if
only the mother loses her citizenship, then the

no legal deficiency in the intentions of the bill regarding this side,

ready to hear any useful suggestion, and for the High
Council to approve or not approve in light of
the necessity required by the public interest. For example,
His Excellency Nusrat al-Farisi mentioned during his discussion
for example, that he sees replacing the phrase "to the Council
of Ministers" with the phrase "the Council of Ministers decides."
A while ago, I said that there is no objection
at all to keeping the phrase "to the Council of Ministers" because
it is inconceivable that the Council of Ministers would not decide to revoke
or refrain from revoking citizenship once
the conditions are met... and these two proposals, I believe
they share one meaning because "the Council of Ministers
decides" and "to the Council of Ministers" have the same
meaning, and this is what we aimed for. But if
the Council approves this proposal,
we have no objection.
Daoud al-Saadi
We are now legislating for a special matter; the issue
is not a matter of revocation but rather a matter of dependency, because
the child who follows his mother in revoking citizenship
can, after the eighteenth year, reverse
that and say, I am Iraqi. This issue
must be resolved in principle. If we neglect this
aspect, many problems will arise in the future.
Rejection of the Two Proposals

and rejected. Article One was put to a vote

The Council moved to Article Two, and a
proposal from Deputy Faik al-Samarrai was read, requesting
the addition of the phrase "and his funds shall be frozen" to Article
Two before the phrase "by a decision of the Council

causes many problems; it is not easy, rather
it is not possible to accept this proposal

briefly, and it is for the Council to decide
what it wants.
Faik al-Samarrai
I reconsidered the proposal and found that
these same reasons necessitate freezing the funds
of the fleeing Jew because he committed the crime of fleeing
and voluntarily waived his citizenship. And I think
it is treason for seeking refuge in an enemy state. If
he were not a Jew, would the government treat him
this way? I meant the Jew who
leaves Iraq or attempts to leave it in an
illegal manner, and the minimum punishment for this is
to confiscate his property and freeze his funds. And
Israel has done that and frozen the funds of
the refugees without any right, and the refugees suffer
what they suffer in Naqoura and elsewhere.
Nusrat al-Farisi
I declare that everything I say is of no use (laughter),
but I say it for the record; I say that
this article is not necessary at all because it contradicts
the explanatory reasons upon which this bill is based.
Do we want to give a legitimate character
to fleeing?
Daoud al-Saadi
I suggest omitting the phrase "by a decision of the Council
of Ministers" at the end of the article because it is unnecessary.

So this proposal, even if it does not ⟦achieve⟧

Demanding the deprivation of citizenship for all Jews in Iraq, freezing their funds, and confiscating their property
The Chamber of Deputies approved yesterday the proposal of His Excellency Mr. Saleh Jabr, Minister of Interior, to deliberate urgently on the draft law supplementing the Citizenship Deprivation Law No. 62 of 1933. His Excellency prefaced this draft by saying: The government submitted this draft after it became certain that there was no escape from submitting it, given the observed abnormal situation prevailing among a section of the Jewish citizens.
Gentlemen: You all know that the movement of Jewish citizens fleeing has started quite some time ago, and this movement has continued and is increasing little by little, but it was characterized by an individual nature, and those working to help some of these to flee were a few individuals, so the movement did not exceed the individual status in terms of the escape of some of these citizens, workers, or facilitators of their escape. But unfortunately, this movement began to evolve over time into a development that is not in the interest to remain silent about. Those who want to flee and leave the country permanently are no longer individuals as in the past, but in the dozens, and their numbers have exceeded hundreds in recent weeks. Those working to help them have become gangs formed to facilitate the task of those who decided to leave Iraq permanently in an illegal manner and in violation of immigration laws. Perhaps many of you noticed the furniture selling centers in the city here and there in preparation for liquidation and escape. These centers began selling furniture publicly and overtly, and those frequenting these centers are not in the dozens, but in the hundreds. This is the situation, gentlemen, as it was when the present ministry took the reins of power. We had to treat this matter with wisdom, deliberation, accuracy, and also firmness.
We consulted some wise men from among this community and drew their attention to the current situation and the necessity of cooperating with the government to eliminate this provocative situation and return to respecting the laws. However, it appears that the task of these gentlemen whom we asked to cooperate - and I do not doubt the soundness of their intentions - was difficult, as it seems. They could not do anything to prevent this organized illegal escape, and everyone knows the provocation and many harms inherent in the continuation of this situation. Therefore, gentlemen, the government saw that it was inevitable to legislate the submission of this draft because forcing some
citizens to stay in Iraq for reasons I do not wish to delve into, and there is no room to delve into, is not in the interest of the country, neither in the short term nor in the long term. It may also not be in the interest of the majority of this community to force some who have decided to leave Iraq. We are certain that it is in the interest of this community for the government to force the section that wants to leave Iraq [to leave] because of the problems and troubles it causes for the group. For this reason, the government submitted this draft, and you will notice from its articles that it handled the subject with a treatment far from the narrow spirit seeking developments and acting in the implementation of the laws. With this introduction, I hope I have clarified to your high council the goal the government targeted from this draft.
Cancer!
Faiq Al-Samarrai - I wished the government had submitted this draft urgently and not as a supplement to a decree, because the Jewish problem must be solved fundamentally and radically, and for this reason, many deputies like to take things into account.
I wished the government had applied the issue of foreign transfer and the amounts the fugitive takes, as Egypt did, as it limited the amount to 200 pounds - as I recall. I wished the government would completely freeze the funds of those who join Israel, because it is not fair to find our brothers in Palestine whose funds and properties are confiscated and whose homes and villages are demolished, while the Jew whom the country fed and provided for and who has come to control its economy goes. He goes to Israel carrying supplies for this country and the public wealth. I hoped for a general, comprehensive treatment of the problem; indeed, circumstances might force us to amend the Basic Law so that parliamentary representation for this community becomes irrelevant - if what His Excellency the Minister of Interior expected is correct, that the number of fugitives exceeds hundreds, and after a while, it becomes thousands. Therefore, parliamentary representation for this community is not valid, and we will get rid of this cancer permanently.
The Right to Deprive Citizenship
Saleh Bahr al-Ulum - I am one of the supporters of issuing this law. But I see that the right to deprive citizenship [should belong] to the Minister of Interior, not the Council of Ministers.

Abdul Rahman Al-Jalili - No doubt public opinion was eager for a law regulating the matter of the relationship of Iraq's Jews with the Jews of Israel. This draft has come to reassure a small part of the public opinion's desire, and no doubt the other part of the general desire must be met sooner or later, which is the regulation of the properties of the Jews who leave the country. You all know what Israel did when it froze all Arab funds. We should have followed to some extent Israel's plan with the Arabs.
Can we hear a reassurance that this draft will be followed by the government's follow-up in the near future to reassure the Council and public opinion?
Why the Urgency
Nusrat Al-Farisi - I agree with the government on the necessity of addressing the situation. But I do not agree with it in considering this draft by way of urgency, and I see referring it to a committee or a joint committee to study the draft and exchange views because I fear that we may face results we did not account for, not in terms of aspects related to us, but it may go to international aspects.

Draft Law Supplementing the Citizenship Deprivation Decree
Iraqi No. (62) of 1933
Article One - The Council of Ministers may decide to deprive the Iraqi Jew of Iraqi citizenship who wishes, by his own choice, to leave Iraq permanently after signing a special form before the official appointed by the Minister of Interior.
Article Two - The Iraqi Jew who leaves Iraq or tries to leave it illegally shall be deprived of Iraqi citizenship by a decision of the Council of Ministers.
Article Three - The Iraqi Jew who previously left Iraq illegally shall be considered as having left Iraq permanently if he does not return to it within a period of two months from the effective date of this law, and he shall be deprived of Iraqi citizenship from the date of the end of this period.
Article Four - The Minister of Interior shall order the deportation of everyone deprived of Iraqi citizenship according to Articles One and Two unless he is convinced, based on sufficient reasons, that his temporary stay in Iraq is necessitated by a judicial or legal necessity or to preserve the officially documented rights of others.
Article Five - This law remains effective for a period of one year from the date of its enforcement, and its rule may be terminated at any time during this period by a Royal Will published in the Official Gazette.
Article Six - This law shall be effective from the date of its publication in the Official Gazette.
Article Seven - The Minister of Interior shall implement this law.
Explanatory Memorandum
It has been observed that some Iraqi Jews have begun to use all illegal means to leave Iraq permanently, and whereas others have previously left Iraq illegally, and since the presence of subjects of this kind forced to stay in the country and coerced to retain Iraqi citizenship inevitably leads to results affecting public security and to the creation of social and economic problems, it has been found that there is no alternative but to not prevent the desire of these to leave Iraq permanently and deprive them of Iraqi citizenship. This draft was enacted to secure this purpose.
Or he wonders about the past incidents and the facts that were between the Arabs and the Jews because of Palestine, and the other section talked about supply observations. We do not want the draft to be in any other form than this to allow these gentlemen who were driven by this impulse - as I believe - for national motives or a feeling that it was perhaps inevitable for them to be enthusiastic and driven without distinguishing between the two types of Jews.
We must know that Iraq includes a large number of Jews, and these were recently citizens whose behavior was beyond reproach; indeed, frankly and as confirmed, it was the political incidents that happened and whose cause was Palestine, unfortunately, that drove a significant portion of the Jews to take this rough path and appear in a manner other than what the rights of citizens dictate, so they would be loyal Iraqi citizens to the country, not tied to the enemies of the country by political links, and not influenced by religious or other factors. We found a significant portion of them whose behavior was unsatisfactory, violating national duties and violating the public interest, harming and damaging it.
I do not want to talk much on the subject of form based on full knowledge, but we should distinguish these from the other large number against whom we have no case.
Iraqis are equal in the eyes of the law unless violations and incidents appear that dictate to those responsible that the public interest requires action regarding those who violate the law and act against the public interest. We must not consider all Jews - as one of the speakers demanded - as enemies of the country, or that the government must expel them and deport
the women with them and do what it does.
It is not fair to say that, or to act in that way, and it is not in the interest to be driven by this impulse; rather, we act as much as the necessity of the matter dictates, so we get rid of the sections that we believe their stay is harmful to the country, and this is what targeted. We will work to achieve it.
The draft was studied extensively, and there is nothing in it that will hinder the government's task in implementation or prevent application in issues mentioned by some.
Then His Excellency replied to the question of His Excellency Mr. Khalil Ismail about (the official) and said that the responsible minister who will undertake the implementation of the draft realizes to some extent the importance of this subject, so he delegates the matter to those he believes will implement it as required.
Discussions
The deputies followed in various aspects of the draft. Mr. Faiq Al-Samarrai said that the impulse of the deputies is with enthusiasm (preserving our entity) and said that he differs with His Excellency the Prime Minister in making the Jewish citizens into two types.
Mr. Daoud Al-Saadi submitted seven proposals to amend some articles, but they were all rejected. His Excellency Sheikh Muhammad Rida Al-Shabibi said that he has no objection to legislating the draft but supports and finds it preferable to refer it to the legal committee or a joint committee. Deputy Abdul Razzaq Al-Sheikhly said that he favors the draft in principle and joins the deputies in referring it to the committee.

Amendment of the Jordanian-Israeli Armistice Agreement - His Excellency Mr. Bahaa al-Din Toukan, Jordan's Minister Plenipotentiary in the Iranian capital, denied reports of negotiations between Jordan and Israel to settle the Palestine issue and said there is a tendency to amend the permanent armistice agreement concluded in Rhodes in April 1949, as its fourteenth article allows for such amendments and holding a joint meeting to discuss them if there are reasons for them. His Excellency Tawfiq Pasha Abu Al-Huda, the Jordanian Prime Minister, reaffirmed to His Majesty that any communication of negotiations between Jordan and Israel does not aim to conclude a peace treaty despite the agency rumors about it, but rather aims to amend the current armistice agreement concluded in Rhodes.
The new Syrian budget is ratified - His Excellency Mr. Hashim al-Atassi, President of the Syrian State, approved the new 1950-1951 budget, which amounts to 142,800,000 Syrian pounds.

Iraqi National Bank, after the formation of the present ministry, to study the draft and submit whatever

It also warned and drew the attention of male and female teachers who were found to have neglected the preparation of male
and female students, resulting in the failure rates mentioned, and requested school bodies to double efforts in
this regard and considered them jointly responsible.

Implementation of scouting drills in New Baghdad
The Ministry of Education decided that scouting troops from Al-Mamouniya, Al-Baroudiya, Al-Faisaliya,
Al-Tatbiqat, Al-Najiba, and Al-Mansour primary schools will conduct a tour to New Baghdad to implement some scouting
drills in a social manner on the morning of Monday, March 6, 1950. The scouting troops will meet at
Al-Mamouniya School and begin the march on Al-Rashid Street to Al-Batawin School, where each
troop will be transported by its cars and have lunch tomorrow in New Baghdad. Also, the cavalry troop from the
Islamic Charitable School will accompany the scouts.
A social gathering will be held in which the scouting troops will participate and they will all present a unified program. The
troop teachers were requested to contact Mr. Abdul Razzaq Nu'man, the Scouting Observer at the Directorate of
Physical Education, regarding everything related to the subject.

International Prize for the Peace Partisans Conference
The great poet Mr. Muhammad Mahdi
Al-Jawahiri received a letter from the secretariat to the highness
Al-Jawahiri as a member of the High Committee for the Conference
that the High Committee for the Peace Partisans Conference decided
in its last meeting to allocate 3 prizes, each
one worth ⟦line⟧ francs for the best
artistic or literary work or cinematic production
that helps spread peace in the world. The
French scholar adds in his letter to the great poet
that the High Committee includes the world's leading writers from
various nationalities and countries.
There is no doubt that the nomination of Mr. Al-Jawahiri
to participate in this competition is a scientific appreciation for the Arab mind
and for the Arab lands.
World Youth Conference
Invitation for Iraq to participate in it
Mr. Abdul Razzaq Nu'man, Scouting Observer
at the Ministry of Education, in his capacity as head of
the Iraqi delegation to the World Youth Conference which
was held last year, received a letter from the secretariat of
the World Youth Association including an invitation to the representatives of
Iraqi associations and clubs to attend the next conference
which will be held in Istanbul between August 13
and August 30, 1950. The countries that previously
participated in the previous conference will participate in this conference.
As for the nature of participation, it will be of two types:
members from countries that have six official
institutions concerned with youth and adult affairs,
and as observers for other countries.
The invitation stated that private bodies in
Istanbul will take the necessary measures for the housing
and transportation of members. Special discounts were also decided
for delegations that will visit Istanbul next summer.
Commemorative Plaque
for the late Saad Saleh
The artist Mr. Sabri Shukri presented us with
the commemorative plaque for the martyr of the nation, the immortal leader
Saad Saleh, inside a frame crafted with artistry.
The magazine and the plaque can be requested from Mr. Yahya Jouda,

Communication Roads Committee
The special committee formed in the Ministry of
Communications and Works to study the state of communication roads
in the country held a meeting last Tuesday
in which it discussed proposals from the Directors General
of whom the committee is composed, and matters related to
communication roads and the policy that must be followed
by the government in paving them based on their classification
and according to their importance.
Relocation of Hut Dwellers
The water level in the Tigris River has started to rise
since the beginning of this week until it reached
a high level that made the competent authorities feel the necessity of
acting quickly to relocate the hut dwellers from
the places they live in at present
to other locations far from flood dangers.

56 Jews trying to escape to Israel
Exchange of fire between police and smugglers
Arrest of the fleeing Jews and the killing of one of the smugglers
At midnight last night, there were
two large cars heading towards Abu
al-Khasib carrying fifty-six Jews
trying to escape to Iran and from there to
their foundling "Israel". When they arrived
at the Al-Khoura bridge where there were
some police officers, these officers tried
to stop them for the purpose of inspection and to know what was
inside these two cars because they suspected them.
However, the two cars began to move at a
high speed, which made it impossible for the police to stop them.
The police officers were forced to fire
two bullets at the two cars, but they did not care
about the shooting and continued on their way. They
met a police patrol from the staff of
Abu al-Khasib. When the two cars reached
Al-Sarragi village, they headed towards Shatt
al-Arab and its passengers got out on foot where
a boat was waiting for them to take them to Iran.
The patrol police force headed to the
location of the boat to track this convoy, and they found
the boat with the gang members on board
near the palace of Agha Ja'far. When they saw
the police force near them, they fired
two shots at them, which forced the policemen
to return fire. The police officers were then
able to capture this convoy
which numbered 56 Jews, after the killing of
one of the smugglers named Taha bin Dharb. Early
yesterday morning, His Excellency
the Investigating Judge of Basra and the Assistant Police Chief of
Al-Ashar and the officer-in-charge went to the scene of the incident.
They found the deceased there, and the necessary investigations
were carried out after the order was issued to detain
the members of the criminal gang.

Stripping Jews of Nationality
Its Echo in the Country and Its Expected Consequences
The Jews meet the law with joy and optimism
The Iraqi public opinion welcomed the wise solution reached by the Iraqi
government to put an end to the confusion of ideas and provocative movements in the country by
a group of Israeli citizens who live with their bodies in this country
but their souls live across the borders in Israel.
In fact, this solution was inevitable, if not today then tomorrow, after
we began to hear every day about the smuggling of Jews from Iraq to Israel via Iran
through Basra or Khanaqin, and the measures taken did not help
to stop this movement which violates the laws of the country, because the organization was tight and because
there are hidden hands managing the movement, and His Excellency the Minister of Interior described these
hands as (gangs) and the migration has turned from individual to dozens
and hundreds.
And we noticed in these two days a wave of joy overwhelming many of the members
of the community, especially the young men and women afflicted with (Israel) fever, and someone said that
these obsessed people welcomed Friday night with two holidays: the holiday of their release to travel to
the Promised Land, and the holiday of (the scroll), and hundreds, even thousands, of those who opened
their eyes in this valley and on this soil slept; they slept drunk with the ecstasy of meeting
with Ben-Gurion and those around him.
Iraq is not the only Arab country that allowed its Jewish citizens to migrate
to Israel; Egypt preceded us, then Yemen followed it, and after that the Jews
in Syria and Lebanon began sneaking across the borders as refugees to Israel. The Jews
in Iraq constitute a large number compared to the Jews in the Arab East, as their number reaches
more than one hundred thousand people. Conditions and facts have shown that the Jews of the East,
led by the Jews of Turkey, felt disappointed when they tasted the hell of life in
Israel, with a mixture of the world's Jews speaking 24 different languages, as they did not find
a place for themselves to live among them and returned biting their fingers in regret.
It is not possible to give an idea supported by figures about the extent of the desire of Iraq's Jews
to migrate to Israel. But it seems that a large number we might not imagine will leave
the country, leaving their nationality to receive the nationality of Israel. It was noted that those who fled
to Israel at the beginning of the recent movement were from the poor class, then the
middle class began to follow them, and the rich class began liquidating its transactions and financial
relationships, and brokers began roaming here and there to sell houses ready with their furniture.
It is rumored in the country's circles that many of the major commercial companies in
the country have liquidated their transactions in preparation for departure.
It is expected as a result of the Jewish migration that confusion will occur in the markets, and in
financial transactions and in many sectors, but all that will be overcome,
as the people of the country have the capabilities and potential to fill the gap
caused by the migration of the Jews.
And if there was a minority that lived luxuriously in this country, it is the Jewish minority,
but they were ungrateful for this blessing and rejected this bounty to replace it with the hell of Israel.

Jewish Migration!
Since the Palestine issue reached its
present state and the Arabs lost the first round in
their struggle to preserve the Arabism of
Palestine, everyone knew that the situation of Jews in
Arab countries was abnormal. In Iraq,
shortly before the abolition of martial law, they could not
perform actions that would lead them
to their goals. But as soon as martial law was lifted,
which was only declared to maintain
calm and tranquility in the homeland during
the war in Palestine, everyone began to feel
that a group of Jews in Iraq had
directed all their efforts toward one direction,
which is departing Iraq for Israel.
The unusual movement observed by Jews in Baghdad
is no secret to anyone;
they began selling their movable and
immovable property, an act that made their stay in
Iraq appear undesirable,
evidenced by this readiness and preparation for departure.
The day before yesterday, the Chamber of Deputies
approved the draft law that allows
them to travel, provided their nationality is revoked.
The explanatory memorandum stated: "The
existence of such subjects forced to
remain in the country and compelled to retain
Iraqi nationality inevitably leads to results
affecting public security and creates
social and economic problems. It was found
that there is no choice but to not prevent
the desire of these individuals to leave Iraq permanently
and revoke their Iraqi nationality, and
this draft was enacted to secure this goal."
The draft came after attempts
made to convince the Jews to cease their attempts
to escape through illegal methods, as
forcing some citizens to remain in
Iraq is not in Iraq's interest.
It is noted that the draft has handled the subject
in a way far from violence and was placed to keep pace with
necessities and to implement the desire of the Jews
through legal means. This
reminds us of the great difference between the
Arabs' treatment of Jews and the Jews' treatment of Arabs in
Palestine. Some honorable
deputies mentioned that our treatment of them is the opposite of
their treatment of our brother refugees, and this
demonstrates once again the good intentions of the
Arabs and their desire to solve problems through
peaceful means. This is another bright proof that
Arabs believe in the necessity of establishing peace in
the Middle East. It should not be forgotten that
the presence of Jews in Arab countries could have
sparked unrest due to their uncertainty about
the future and their lack of desire to remain in
the country, as the atmosphere of Israel makes them feel nostalgic
for it, and we should not lose sight of this.
This is while knowing that the behavior of some Jews in
recent times was unsatisfactory behavior
violating the simplest national duties and violating
at the same time the public interest and harming
it.
A final word we want to point out is
that the Jews' economic position in Iraq
is no secret, and their departure to Israel
will vacate their place in the market, which
may result in some consequences known to
all. We must approach the market with a
new spirit full of reassurance, good intent,
work, confidence, and seriousness. To start this, it is not allowed...

the country, justice and fairness require us
to open our hearts to our brother refugees who
⟦expelled⟧ from their homes to settle in Iraq.
We are certain that the government
will be serious in implementing the provisions of the draft
in deporting the Jews, because the slightest mismanagement
will make Iraq feel its dire consequences. We hope
that matters are completed in a spirit that preserves Iraq's
interests, and that Jewish migration is not exploited
for personal greed. We must keep
before our eyes the interest of this homeland which
has suffered much woe in recent days.
There should be no leniency in monitoring Jewish
migrants, and we cannot address this
subject in a more detailed manner before
the government publishes instructions regarding the organization
of the migration granted to the Jews of Iraq.
Lebanon Facilitates the Smuggling of Syrian Jews
A strongly worded memorandum sent by Syria to the Lebanese Government
Damascus - Reliable sources have learned that
information has reached official authorities
in Damascus indicating that the Lebanese authorities
have begun facilitating for Syrian Jews the way
to escape to Israel via Lebanese territory,
even though these Jews are
wanted by the Syrian authorities.
It is expected that the government will proceed
to send a strong memorandum to the Lebanese
government in this regard, asking it to desist
from this matter which violates the agreements concluded
between the two countries.

At half past ten yesterday morning, the Senate held its fourth session chaired by His Excellency Mr. Jamil al-Madfai. It opened with the reading of the minutes of the previous session, which were amended, and then the incoming papers were read. The last of them was the draft law of the appendix to the citizenship revocation decree, accompanied by a proposal from His Excellency the Minister of Interior to deliberate on the appendix to the bill in an urgent manner. His Excellency Al-Pachachi spoke on the subject and said:
His Excellency Al-Pachachi
Gentlemen - I do not recall that since the day of its founding until now, a bill has been presented to the National Assembly as serious as this one; a bill in which many reasons and factors are present that facilitate legal problems and international entanglements that are difficult for a person, no matter how much knowledge and culture he is given, to determine the serious results generated by the policy included in this bill in Iraq or in the Arab countries. Therefore, I cannot hide my feeling of astonishment that the current respected Ministry is presenting this bill and asking the Chamber of Deputies and this Council to treat it in a manner of urgency and improvisation. The issue is not related to a group of Iraqi citizens who wish to leave Iraq for good, as they should be met with appreciation and not blamed if they fled permanently as long as they do not want to stay. The issue is not that simple, and a single reference to what was stated in the explanatory reasons shows you that the government itself believes that this case has an impact on international public security. I draw your attention to this expression and the meanings and objectives it contains, which inevitably lead to results that have an impact on public security - a case that is said to generate results on international public security and is intended for the Council, as requested from the Chamber of Deputies, to treat it in a manner of urgency and improvisation.
The Ministry said in Article Two of Internal Affairs - ensuring stability, the rule of law, and consolidating the foundations of security and order - the Ministry said this and brought us - unfortunately - a bill by which we implicitly admit that it has yielded to a group of Iraqis who have flouted the observed laws and regulations.
His Excellency the Minister of Interior says in his statements delivered before the Chamber of Deputies - "and gangs have circulated to facilitate the task of those Jews who decided to leave Iraq permanently in an illegal manner and in violation of the laws" - and for this reason, he brings us a bill to facilitate the escape of these Jews who flouted the laws and helps the gangs to help these people. This means that the government wants to make these violations something legitimate, so it brought this violating bill and asked the Council to consider it urgently when it found that it could not prevent this sect that originated from a clique that should be subjected to the severest punishment.
His Excellency the Minister of Interior said in his statements in the Chamber of Deputies that he contacted some of the wise men of this sect, but they could not do anything to prevent the organized escape - so the government saw that it had no choice but to present this bill because forcing those who wish to leave Iraq to stay in Iraq is not in the country's interest and may not be in the interest of the majority of this sect... I cannot help but express my deep regret for the Ministry's appearance in this weak manner, the appearance of bending, surrender, and submissiveness before people who deserve nothing but punishment. If the government, as it appears, is unable to combat people who flouted the laws and that it is unable to apply the provisions of the laws to them, then there is only one thing before it, which is to leave the government.
I do not know if this bill is among the policies referred to by the Ministry in its program in Article Two of "Foreign Affairs" where it said... continuing efforts with Arab countries to find the best solution consistent with the interest of the Arabs in Palestine. Did the respected Ministry find that providing a hostile front, whose danger and ambitions no one disputes, I say, did the Ministry see that providing this front with Iraqi youth would strengthen its front and be a fifth column for it? Is this among the policies referred to in Article Two of Foreign Affairs?
Gentlemen - this bill will lead to many results, as I said, and it is difficult for a person to quickly determine their seriousness because, as I said, there are many international and Arab parties involved. However, I point to some of the dangerous aspects that occurred to my mind in this regard, and this does not mean that the aspects I will point to are all the aspects or the warnings resulting from this bill.
Among the results of the bill is, as I said, that it facilitates for a clique that flouted the laws of the country and forced the government to fulfill its desires, and you undoubtedly know the bad results that this policy creates in the Arab countries and in Iraq itself.
Gentlemen - the majority of those who escaped are young men who will be a force for the army of a hostile front whose danger we knew, and those who will go in large numbers to that hostile front that we are supposed to fight will leave behind a big problem for Iraq because they will leave their money and their families, and you know that the presence of a clique of enemies who use countries for support and to go to a hostile front will leave their affairs here, and you know the dangers that arise from this for Iraq due to the intelligence that will be carried out and the contacts that will occur.
If Iraq adopts this policy, it will eventually be forced - if international pressure occurs, and I do not doubt its occurrence - to facilitate the deportation of many other Jews who are related to those who preceded them. Have you considered the impact that such a matter has, as if the current government should have contacted the Arab countries and sought to achieve a unified and harmonious policy among all for the good of all countries, including Iraq.
The government, by its action, has done more than what some Zionists requested. I do not know if you remember that a man named (Mr. Edwin Samuel), who is the son of Lord Samuel who was the High Commissioner in Palestine for a long time, this man, whom no one doubts is one of the strongest supporters of Zionism, and who left Britain and came to Palestine to intervene as a citizen, this man wrote an article in the American Middle East Journal published in January 1949 in which he demanded what should be done regarding the case of Jewish citizens in Arab countries. He believes that the interest of the ⟦Arabs⟧ is to form a body under the supervision of the United Nations to look into exchanging Jews for Arabs in Palestine and liquidating their assets for the benefit of both parties. This man never asked, while wanting to facilitate the departure of Jews, for this liquidation to take place without benefiting the Arab refugees as well as the Jews. Wasn't it the government's duty at least to take this opinion in its policy included in this bill, which indicates that Jews will be free to leave the country, and you know that the smuggling of money will continue while the Arabs cannot transfer their money in Palestine, which is frozen, and their country is occupied and their farms exploited by the Jews.
Gentlemen - when we were in the Ministry, a specialized body presented a proposal explained by the articles of this bill. In my capacity as Deputy Prime Minister, I refused this proposal and forced the security to have a body from the Arab countries meet to discuss this issue and handle the solution to this problem in a general and comprehensive manner.
However, I do not know if the respected Ministry believes that the Palestine issue has ended? And that the Arabs' efforts to recover it have become useless and futile? And has despair and hopelessness overcome it until it adopted the policy included in this bill, which is to facilitate the removal of Jews so that they go to a hostile front and help strengthen hostile armies at the expense of the Arabs and Iraq... we must all not forget Palestine, our policy should be striving to save Palestine, not creating complications and obstacles before us. Yes, painful and unfortunate events have occurred for the Arabs of Palestine, but this does not mean that the Arabs have despaired of Palestine and succumbed to despair and hopelessness. Leaving Palestine to the Jews is a humiliation and a shame for the Arabs to let these lowly people control it. For these reasons that I have explained, I believe it is in the interest for the government to withdraw this bill or at least agree to refer it to a committee to study it thoroughly and present the necessary proposals to eliminate its dangers and harms as much as possible. Then, if it is necessary to submit to the importation of Jews, the government - at least - should ignore these smugglings and not bring a bill like this and ask the National Assembly to issue a law facilitating smuggling, so that these fugitives have no right, and if they return to their defiance, then one article is sufficient for that, which states that every Jew who flees is considered to have lost Iraqi citizenship. But the government did not do anything, it seems, except to take this bill in an urgent manner, and this is what surprised me to present a proposal in this regard.
Then the Presidency announced the receipt of a proposal from His Excellency Mr. Muzahim al-Pachachi, so His Excellency the Minister of Interior asked to speak and said:

The respected Senator said to the effect that the government yielded to the desire of those among the Jews who flout the laws, so it enacted this bill that facilitates their travel to a hostile front, and said that this material side will benefit from these people and this benefit will harm the interests of the Arabs and Iraq - naturally - among the Arab countries.
Gentlemen: If you browse the bill, you will not find in it that these Jews will inevitably go to this hostile side intended by the respected Senator, nor is there anything in it that facilitates the departure of those whom the Senator described as youth to this side, but it is possible that some of them might leak to this side.
The respected Senator said that the government should have subjected these people to the rule of law and not allowed them to leave the country in this manner, and that the government was unable to subject them to the rule of law and should have - after admitting its failure - withdrawn from power.
Gentlemen - I truly do not know how the respected Senator concluded that the government showed an inability to subject a segment of citizens to the rule of law. No, sir... the government did not show inability, but rather wanted to treat a problem in a manner consistent with the country's interest and the current facts and realities. The situation that prevailed, as I said in the last session of the Deputies, this prevailing situation benefited from the government that preceded us - unfortunately - and it was expected from the respected Senator, who was firm against the organized smuggling I referred to and which was carried out by gangs formed for this purpose, it intensified during the time of the Ministry in which he was Deputy Prime Minister and Minister of Foreign Affairs. I say, it was expected that the government would act in the way his Excellency believes is consistent with the laws or with the Arab policy he mentioned in his statement.
The organized gangs and organized smuggling began during the time of the previous Ministry, and following the abolition of martial law, as martial law was abolished on 12-17-49, and this smuggling began to intensify since the second or third day after the abolition of these rulings, and the leak to neighboring countries began to appear clearly in Basra, Amara, Khanaqin, Kefri, and Mandali at that time. Indeed, the respected Senator reviewed at that time the reports and official books sent by the governors, and he must have reviewed the comprehensive report presented by the Directorate of General Police. If the respected Senator believes, as he has shown, that the case is so serious that the government should have applied the laws to these people, why did his Excellency fail to apply this policy he aimed for, whether as a moralist or as Foreign Minister.
Gentlemen - I hope if we want to treat such matters that we be mindful and not forget our sympathy or our indifference to treating issues that we raise against others the next day.
The strange thing is that the respected Senator mentioned that the government stated in the explanatory reasons that the bill has an impact on international public security.
Gentlemen - I ask his Excellency to reconsider the explanatory reasons that are now before him, in which the term international public security does not exist at all.
The respected Senator kindly mentioned damages that still affect many international and traditional existences, and I truly wished he would point out these international warnings among them. But I am sorry because I did not find in everything the respected Senator said that there are many great international and internal damages as he stated, and the points he kindly explained as damages, whether in terms of the internal situation or the external situation, where he said the bill included facilitation for a clique that became famous or known for flouting the laws.

Senator Ezra Menahem and Constitutional Citizen Rights Between Abnormal Conditions and Exceptional Restrictions

The Honorable Senator Muzahim al-Pachachi
Not at all, but rather it did not include such facilities.
No, gentlemen, it only wanted to address
this situation, about which some explanation was given,
with a decisive treatment that agrees with the interest of
the country above all else. For the citizen who
does not want to stay in this country, it is
futile to force them to stay in it.
And whoever wants to leave the
country can seek the means to help
with that. A large number of
these people have sought means in full view and hearing of
the government that preceded us, and we were unable
to do anything.
My lords—it is futile to try to keep
a large crowd of citizens who want to
leave and emigrate for known reasons.
Keeping these people and forcing them to stay
is what might not be consistent with the general interest,
neither in the short term nor in the long
term.
The honorable senator was kind enough to say
that facilitating the travel of these people to a hostile
side would be a fifth column. Let his excellency permit
me to say that the fifth column does not mean
that unfaithful elements go to some side or another,
but rather the fifth column means
that a group of citizens remains who might feel a feeling
that is not consistent with the feeling of the people of the country in
this country. This is the meaning of the fifth column,
and it does not mean that they go and the
country is rid of their evils in the future, but rather
I ask the honorable senator to pay attention to this
point.
The honorable senator wished that
there would be a unified policy agreed
upon by all Arab countries to deal with this
matter.
It would be good, gentlemen, if the Arab countries
that the honorable senator means had thought
about this and worked for it together,
and I do not want to enter into the subject
of the policies of Arab countries in this
regard, but I say that Egypt
took a measure somewhat similar to this
measure, but I can confirm
that it is not like the measure we have proposed,
and from this the honorable senator will know
the big difference between the
two measures.
Egypt allowed those among them who wanted to leave
to leave with a travel
document (passport), and this passport
will make it possible for the traveler to return to
Egypt at any time he wishes. But here, the requirement of
this draft, which I consider—and I do not know
how I consider it—facilities for them, is that
according to this draft, Iraqi citizenship will be revoked
from these people and they will not
have the right to return as citizens in the future.
There is a difference between the two measures; this is
the difference between the two measures, and I do not know where
the facilities are.
And perhaps the honorable senator has heard of
the measures taken in Yemen, the details of which
I do not know, but I have learned that
a large number of these people have left Yemen.
⟦illegible⟧ It is good that we mention
Palestine from time to time and that we weep
over Palestine and that we feel pain for what befell the Arabs of
Palestine in terms of attacks, suffering,
and damage... but I do not know if we,
the suffering ones—and let the honorable senator permit me—

for the highest? I do not know if
the Palestine issue is solved by such discussion in
these drafts or in another way?
Therefore, gentlemen, it is not right
to discuss the Palestine issue on every occasion and without
an occasion, for we would be accused that the discussion of
the Palestine issue is for the purpose of propaganda only.
Isn't it better then to address the Palestine
issue in serious, practical ways that
help solve it fundamentally, and not
through emotions, enthusiasm, and so on?
And I do not claim that if we take this
appropriate stance to discuss the Palestine issue, but I doubt
that this is the appropriate time for discussions
like these.
The honorable senator was kind enough
to touch upon an article written by Sir Samuel
in the Middle East Journal and mentioned that this
Jewish man suggested some
suggestions for dealing with this issue, and as
I remember ⟦illegible⟧ he denied in it
this article, and the honorable senator was at
that time a official in the government.
If he believed that this suggestion had some
validity, why did his excellency not take it
and work to achieve it?
The honorable senator was kind enough to claim
that our proposal for dealing with such situations
was submitted by a party when his excellency was
in office, and he did not mention who this party was,
and I wished he would clarify who this
party was and what this proposal was, then his excellency
also said that he rejected the proposal.
It is true that his excellency Al-Pachachi,
in his capacity, has the proposals he believes are
harmful or inconsistent with the internal or
external policy he aims for.
That is true, but was he kind enough to find
a solution to this problem? We have not heard from
his excellency that he wanted to address this subject
with a real treatment in the way
he wants, whether negatively or positively.
As for if the honorable senator recommends
ignoring such a matter as his excellency has been doing
until now, in the future the government
made this draft, rather it leaves the matter
which has reached a state that led to
the smugglers' investigations clashing in an armed
clash with the police and blood being shed as
occurred in recent days. Yes, if the
honorable senator wants the government to ignore
the matter and leave the situation as it is, then let his excellency
permit me to answer that, as the government
cannot ignore a matter
like this, but must treat it in the way it
believes is consistent with the general interest,
and it has treated it in this way.
Sir—if the government ignored
the departure of these people in this illegal
way and remained silent about it, this would mean
exposing this country to the danger of these people returning
a second time, and perhaps if these people returned, or
the group he referred to as the youth, after
they go and perhaps get trained and practice many
things, if these people returned again
hiding behind their citizenship, then therein lies the danger.
So it was necessary for us to revoke the Iraqi
citizenship of these people, and we have revoked it.
This is the difference between ignoring
and silence and between the firm stance that
must be taken toward a matter like this.
I think one point remains—and I hope
the honorable senator will remind me if
I missed any of his observations so that
I may answer them—yes, one point remains,
which is the urgency. The honorable senator knows
that the internal regulations stipulate that
there are matters for which the government has the right to
request urgency in discussing them.
And perhaps it does not escape the honorable senator that
this draft is urgent given the surrounding
reasons that necessitate the government
hastening to take the measures implementing it.
And it cannot remain as the situation is,
where days and perhaps weeks pass over the current situation.
Therefore, presenting urgent drafts is a
legal right that the government can use
when it believes it is necessary, and I believe the High Council
will undoubtedly appreciate the necessity over others.
The followed procedures in this regard
are for the government to submit the request and for the Council
to decide it. Therefore, I hope that
the High Council will decide as it wishes. These
are the answers I wanted to use to comment
on the statements of the honorable senator.
Here, the proposal of His Excellency Al-Pachachi was read,
which included the government withdrawing
the draft, and in case of non-approval of
that, referring it to the specialized committee.
When the proposal was put to a vote,
it was rejected. Then the government's proposal was put
to include the draft in the agenda of the session
and to discuss it in this session as a matter of urgency,
and it was accepted.
The first article of the draft was read,
and His Excellency Senator Ezra Menahem spoke about it
and said:
Ezra Menahem
I have a word about this draft. There is no doubt
that the government, in view of what the condition of
the Jews of Iraq has reached in terms of a painful situation, has come forward
reluctantly with this draft with the aim of
limiting the disturbance resulting from
illegal migration, which has begun
to expand day after day, by stripping
Iraqi citizenship from those who wish to
leave the country permanently. This measure
addresses one aspect of the situation of the Jews of
Iraq, but what is the cure for hundreds of Jews
who do not wish to leave their homeland
permanently, but are loyal and performing all
the duties required of them according to the prevailing
laws and regulations, yet as a result of the
administrative measures that placed upon them
abnormal restrictions applied to them exclusively
among citizens, they have become deprived of
enjoying constitutional and legal citizen rights,
and they were treated with discrimination and narrowing of
their freedoms, dealings, livelihoods, and education.
Doesn't the government see that it is its duty
to reassure this large segment of
loyal citizens of its determination to lift
those exceptional restrictions so that reassurance,
confidence, and stability may return, a matter which undoubtedly
will result in public benefit for this beloved
homeland in all its aspects.
And since the Jews of Iraq are among the
original inhabitants of this country for nearly
2500 years, besides Iraq being the birthplace
of their great forefather, our master Ibrahim al-Khalil,
peace be upon him, it is hard for every Iraqi Jew
to leave his homeland and birthplace, which holds for him
the fondest memories, unless he is driven by
the most extreme necessity. Therefore, I do not think it is too much
for the esteemed government to reassure
the public with statements that would remove
the restrictions and burdens imposed
exceptionally. I do not wish to delve into the search
for the reasons for the lack of reassurance and stability
among the Jews of Iraq, as they are undoubtedly not hidden
from anyone, and history will reveal the real
reasons for this migration and will prove that
the Jews of Iraq have no connection to
the painful events of which our fellow
citizens complain.
His Excellency Al-Pachachi
Then His Excellency Mr. Muzahim al-Pachachi followed,
thanking the Minister of the Interior for his statements
which he gave, even if he did not agree with his excellency
on what was contained therein. He said that he noticed that nothing
appeared in his excellency's response regarding what he said
about the government yielding to what is wanted by a section
of Iraqis who disregarded the prevailing
laws and regulations. Then he said: He
wished for the government to combat
the gangs and force whoever's soul whispered to him
to violate the laws to submit to the control
of the law, while nothing appeared in the statements
of the Minister of the Interior regarding this point.
Then he said that this draft cannot
be interpreted as anything other than yielding to the reckless
members of this community. Then he touched upon the subject of the
party that proposed to the previous cabinet
something similar to what is in this draft,
saying: The party he meant was the specialized
committee, and that what came in its proposal aimed
to lift the restrictions imposed on the travel
of Jews and that he refused to approve it.
His excellency then moved to what the
Minister of the Interior referred to regarding a sentence of
His Excellency Al-Pachachi when he was in office,
and he read Sir Samuel's article about this
problem, saying that the issue of the journal in which the
article was published reached Iraq after he left
office, and that when he returned to office
two months or more ago, he was thinking about what
should be done in this regard. As for the
drafting party and the existence of a previous draft
more important than it, as the Minister of the Interior said,
regarding the existence of a draft more important than this one and touching
the interests of Iraq and all Arab countries,
then he thanked the Minister of the Interior for his refutation
of what constitutes a fifth column and said that he agrees with the
definitions provided by the Minister of
the Interior. His excellency continued and referred to
the subject of Palestine, saying that it is necessary for
every one of us to remember Palestine
constantly and not to forget it under all circumstances,
and that the occurrence of setbacks and errors
does not justify forgetting it and resorting to despair
and despondency. His Excellency Al-Pachachi concluded his speech
pointing out that the government's duty is
to combat the gangs that were smuggling
the Jews and to force those who disregard the laws
to submit to their rulings, not to come forward with a draft
that includes facilitating the mission of these people.
His Excellency Mawloud Mukhlis
It was the turn of Senator Mawloud Mukhlis,
who began his speech by pointing out that he does not see in
this draft anything that benefits or solves the dilemma,
and that everything in it gives the gain to the Jews
and puts the loss on Iraq. He said: He
disagrees with the Minister of the Interior on what was mentioned
in his speech that the Jews who will leave
Iraq are not necessarily heading for the
hostile front, and he said that he believes they will go
actually. Then he said: He believes that the first article
of this draft is sufficient. He then pointed out
that he speaks as a neutral citizen and not
as an opponent, and that he believes that this draft
is harmful because it allows Jewish youth
to leave Iraq and join the enemy,
and that he considers the Palestine issue not yet solved,
but rather it will be like the Crusades, which
ended in the manner everyone knows,
regarding a specific subject. He touched on the subject of
liquidation and said that he believes it is more correct for
the government to resort to final liquidation
to rid the country of the dangers that threaten it,
because the pain of the slain sleeps, but the pain of the cradle does not sleep.
He concluded his speech by pointing to the necessity of working
to combat the smuggling movement instead of this
draft.
His Excellency Al-Ayoubi
Then he was followed by His Excellency Senator Ali Jawdat
Al-Ayoubi, who said: His Excellency
Al-Pachachi and His Excellency Mawloud Mukhlis have sufficiently
responded to what was stated in the Minister of the
Interior's statements, but I hope the High Council will permit
me to respond to two points mentioned in the statements of
the Minister of the Interior. The first is regarding what
the Minister of the Interior pointed out that

that help it eliminate the likes of these
gangs. As for the second point, it is what
the Minister of Interior pointed out regarding the lack of
certainty that the Jews who will leave
Iraq will lose Iraqi nationality, so
His Excellency said that he supports the view of Mr. Mawloud
Mukhlis that he will secure for Israel and not
for Spain or others. His Excellency concluded his speech
saying that he saw some foreign countries
preventing the migration of their Jews to Palestine out of respect
for the feelings of the Arabs, so how can the
government proceed to facilitate their travel to Israel?
His Excellency Mustafa al-Umari
said that this draft is one of the important
drafts and that it must be scrutinized in a
very precise manner because it accepted a dangerous
and important principle, which is the government's acceptance of the
person's desire to leave his Iraqi nationality,
and accepted the principle of stripping nationality from
the person of Iraqi origin. He demanded scrutiny of the
draft and not to rush into deliberations
regarding it. After he touched upon the property of
the Jews and the agreement of some of them with their criminal
acts, he mentioned that the method followed
in facilitating travel is the passport or
stripping of nationality, while the government chose
the second method. He said that this method
will facilitate the occupation of the private homeland. No passports
for those who leave Iraq with relatives for them. Then
he expressed his desire that this draft be prepared
on a family basis, meaning that the person who
expresses his desire to travel should have
his brothers and other members of his family leave with him.
Then he directed the government's attention to the issue of the property
and funds of those whose nationality is
stripped, and said that movable funds are easy
to smuggle, and there remained the matter of immovable
property. The Zionist government has
frozen the property of the Arabs and considered them
enemies and appointed a special official under the title
"Custodian of Enemy Property" to manage
various Arab properties. So why doesn't
the Iraqi government take such a
step regarding the Jews whose nationality is
stripped? Then he addressed the topic of stripping
nationality from those who left Iraq by their own choice or
those who attempt to leave Iraq in an
illegal manner or those who left Iraq, and said that
the draft included the property of these people. Then he questioned
the government's position on the Jew who
left Iraq with a passport and did not return
despite the expiration of the passport's duration. Then he said
the necessity of accepting the principle of stripping nationality
for all those who wish to leave Iraq
lest the lack of a provision for the necessity of that lead
to violations.
Ezra Menahem Daniel
He addressed what was stated in the speech of His Excellency
Mawloud Mukhlis regarding his words and repeated what he said
before regarding the conditions of the Jews in Iraq.
He mentioned that he does not know what the Jew should do
after the abnormal circumstances have lasted two years.
But now the Jew does not enter
higher schools and is not allowed to study
at his own expense abroad and is forbidden from
employment and has restrictions on trade.
So what is the guidance to solve the problem? Then he said
that were it not for the strict restrictions, the situation would not have reached
the level where the Jews show this wide scope.
He added that he believes that if the government
wants an actual solution to their problems and for their community
to practice their work, then the restrictions must be eased
and they should be directed toward work.
His Excellency Mawloud Mukhlis
said that the restriction included all Iraqis.
- In this case, we are all in this case - the pressure did not happen
only to the Jews but to everyone, to
the Christian, the Muslim, and the Jew; everyone is
equal in the restriction.
His Excellency the Minister of Interior
Gentlemen - let the High Council allow me
to make a simple and quick comment on
some of the remarks made by the
honorable members of the Council. I say in response or
answer to what the honorable Senator
Ezra Menahem stated: we as a government look with an eye of
sympathy at the citizens loyal to the homeland
who do not place themselves in situations
at odds with the country's interest, and we seek it
with all nobility. And the eye of the clement Ezra Menahem
also says that a non-negligible group of Jewish
citizens are business owners whose work was not
consistent with the country's interest. Not only this,
but they harmed the country and its interests with these actions.
Perhaps among the motives that prevented a large portion
of the members of this community were political
and religious motives that have centered in the minds of these
people. But we as a government feel
that it is not in the interest to stand in the way of
the migration of these people to wherever they want.
And those who do not want to stay in
this country, and have determined to migrate from the
country permanently for such reasons, their remaining
in the country becomes harmful. As for the
other citizens, as I said, the
government considers them Iraqis; there is no difference
between them and other Iraqis, whether
they are Muslims or Christians, as long as they
comply with orders and laws and work
according to the country's interest, and do not place
themselves in suspicious situations that call for doubt
and caution. The Basic Law is capable of
guaranteeing these aspects, and the existing laws
guarantee that. But there is no doubt
that the honorable Senator agrees with me, just as
the agreement that no government can
turn a blind eye to such elements
that I mentioned. This is a brief answer
to the honorable Senator Ezra Menahem, and I think
it contains what reassures the Senator of the
government's wise behavior in accordance with the laws
and the country's interest.
Gentlemen - I did not say that the government
submitted this legislation because it has no
choice but to yield to the activity of smuggling
gangs, and that it is unable to act
in combating the gangs that work on
smuggling. The honorable Senator
Muzahim al-Pachachi wanted to identify this
point more clearly and the wide scope began.
I say: these policies the government saw
to apply as a solution to address
an important issue, and it found that the best treatment for it
is to allow the exit of whoever wants to leave
the country, provided that Iraqi nationality is
stripped from him, and not to let him return later
to the country. This policy the government believes
it is necessary to present in solving this
issue, not because it cannot combat
the matter of smuggling, but because it believes that
there is no benefit in combating smugglers or
escapees. If the government wanted to
combat, it is in its power to grab
these smugglers or escapees
and return them from whence they went. But
what is the benefit of this action? There is no
benefit in it; rather, the benefit, all benefit, is in
getting rid of these elements that I said
will harm the country whether in the short
term or in the long run.
And I hope to distinguish between the statement
that the government submitted this draft in order to
facilitate the travel of these people,
and the statement that the government
brought this draft while it wants to strip
Iraqi nationality from whoever thinks of leaving
Iraq. So please pay attention to this
difference.
I hope His Excellency Muzahim
al-Pachachi mentions what I said. For I
did not say that the honorable Senator,
when I submitted the proposal for the first article,
I wanted, if His Excellency Muzahim
al-Pachachi saw the necessity of working according to
this proposal, for him to show something of
effort toward its implementation. And perhaps
he tried and circumstances did not help him, and I have no
account for that. Also, I never said
- and I want to establish this point
clearly - that I am insistent on the departure of
these people to Israel; rather, I said it is
important for those who want to leave, and
to leave with a passport. The number of
those who left was not limited to some families
as His Excellency Senator Muzahim al-Pachachi stated,
and it was not limited to a small hundred. And I
when I announce that the number who left
Egypt exceeded a thousand, I hope in order for
him to be certain and to hear that this
number exceeded a thousand.
His Excellency the Senator asked whether the
government contacted the Arab League regarding
to set a unified policy on the matter.
We believe that the present government
is fully aware of its duties regarding
Arab issues in general.
And this general subject regarding
exchanges and other things may, if
this subject is discussed in the League, let
the present ministry have its point of view
in this regard. And I believe it is a bit
premature to discuss a subject like this
before the League convenes and studies
Arab problems, and what it is capable
of doing to solve these problems.
His Excellency the honorable Senator Muzahim
al-Pachachi permits me to answer his statement, which is:
Were the Jews asking for more
than what this draft has granted them?
Allow me to say that if
he scrutinizes, he will find that what the Jews desired to
obtain perhaps, or rather certainly,
was something else. And it is other than the measure
which cuts their relationship definitively with
Iraq, and takes them out of Iraq to where
there is no return after that. It is possible they desire
to obtain passports with which they would soon
return to Iraq after
supporting or contacting other fronts
and doing what they do there.
Gentlemen - I appreciate with all appreciation
the overflowing feeling that overwhelmed the
honorable Senator Mawloud Mukhlis, that feeling
which I do not doubt stems from sincere
patriotism. But allow me to say
in commenting on his answer regarding the necessity of a general
liquidation, that question or desire in which
His Excellency the Secretary Mustafa
al-Umari shared with him. We did not understand what the purpose of
the general liquidation is, and I wanted
this desire to be clear and explicit to enable
an answer to it. So if the desire is
the liquidation of all Jews, this is a desire that seems
to me to be difficult to achieve. For it is not
fair - gentlemen - for us to question
people whom we believe are innocent and that they have
no connection to the matters that make us complain
about them. Everyone knows that Iraqis
are equal before the law and before the constitution
and their rights are one and equal, and unless
evidence is established against them by these laws or
their work on what contradicts the public interest,
we have no way against them.
It was asked: what will be the fate of those who
went to Israel and joined the ranks of
the enemy army and fought us if they return?
Gentlemen: We do not know who
fought us, and until enough information
is available to us indicating that, we cannot
do anything. As for the statement made by
His Excellency Senator Mustafa al-Umari that he
wished the draft would come on a family basis,
so if one of its members wanted to announce his desire
to leave Iraq permanently, it was necessary
for the government to deport all
family members with him and strip them of Iraqi
nationality. The honorable Excellency the Senator
who knows the laws perfectly allows me that I
do not agree with him on that, because there is not in this

What calls for fairness and what the law favors: how can we, if one member of a family wishes to announce his desire to leave Iraq, say to the rest of the family, "We are stripping you of Iraqi citizenship because of that relative of yours who announced his desire to leave Iraq, so you must follow him, leave Iraq, and emigrate"? I believe that in this there is injustice, and great injustice, against those who do not want to leave this land, who align with the country's interests, and do not commit a crime leading to that.
The honorable Senator Mustafa Al-Umari spoke about the acceptance of the principle of stripping citizenship from those who want it stripped, or stripping citizenship from those who try to leave Iraq illegally or leave it legally. His Excellency Al-Umari spoke about the importance of this aspect and its gravity, saying how an Iraqi can be treated in this way because stripping citizenship is a serious matter. But what can the government do in accordance with the public interest while adhering to keeping those who want to leave Iraq permanently without stripping them of Iraqi citizenship? Does His Excellency want the government to be satisfied with travel permits or passports? I believe that if His Excellency Al-Umari re-examines this subject, he will find that there is no escape from stripping Iraqi citizenship from such a group of people. If citizenship is not stripped from these, then from whom shall it be stripped? I hope His Excellency can give an example of those worse than these elements so that citizenship is not stripped from them and their problem is addressed through passports, visas, and permits. His Excellency Al-Umari questioned the status of the funds and properties of those whose Iraqi citizenship is stripped, mentioning that they are able, still able, and will be able to smuggle their money. I believe everyone knows, given the existing conditions and possibilities, that anyone who wants to smuggle their money to neighboring countries on the borders—and I do not want to mention the borders of these countries—can smuggle money through them. Perhaps it is possible to study the financial conditions to set a wise financial plan to preserve the country's wealth. His Excellency Al-Umari knows that there is a law called the Foreign Transfer Law, and the Foreign Transfer Law is what is applied in such matters; therefore, I leave the long research in this financial aspect, which is not the subject or specialty of the bill that was limited to a specific purpose or goal. His Excellency Al-Umari mentioned that the bill addressed three points and neglected a fourth. The committee is technical; those who wish to leave Iraq permanently in the first article, those who leave or try to leave Iraq illegally in the second article, and those who previously left Iraq
in the third article. In these articles, there are clear provisions for dealing with these cases. His Excellency Al-Umari asked about the fourth point, which is the status of those who left Iraq using (passports). I believe that those who left under passports have normal transactions, as anyone who goes with a passport for a purpose, interest, or trade can return to Iraq under the law unless it appears that this man or the passport holder committed a violation. If that is proven, the rule of law will be applied to him, and I believe in this answer there is enough to clarify this aspect. (And here the Prime Minister and others appeared, indicating a desire to end the discussion after the time exceeded half-past one). His Excellency the Minister of Interior continued: As I find a strong desire to be brief, I do not wish to prolong, and my position at the end regarding the quality of the Ayubri among the points I believe necessary to touch upon is the point of facilitating the travel of Jews and his statement that some countries prevented the migration of Jews to Palestine, so why are we facilitating this migration for them under the legislation? Gentlemen—the government did not facilitate migration today under this legislation, and the bill as it appears does not facilitate at all, but rather contains what strips Iraqi citizenship from those who want to leave Iraq permanently.
His Excellency Al-Ayubri mentioned that since the government is in the process of abolishing martial law, it has taken measures to prevent their migration and leaving Iraq or to prevent the activities of Zionist gangs. Gentlemen—it is possible the government thought of these measures or actually took them, but I regret that I did not find a trace of such measures that prevented the activity of smuggling gangs or their escape. Furthermore, I say it is necessary for martial law to remain so that His Excellency Al-Ayubri can take from this word a response to... as for what I said, I agree with His Excellency on the necessity of avoiding the implementation of exceptional methods such as martial law and other things unless there is an urgent need for that. If an urgent need is found to impose martial law, then all we in the executive authority can do is take the imposition of martial law as a means to maintain security and order in the country, and these laws are known in difficult cases and times. I never intended the idea of abolishing martial law.
I believe there are no important points left that I haven't answered. I suffice with these answers as I feel the time of the High Council no longer helps to continue speaking about these subjects.
