Foreign Exchange Statement regarding
Amounts Jews are permitted to take out with them
The Foreign Exchange Control Committee issued a statement addressed to banks authorized to deal in
foreign exchange regarding the amounts permitted for Jews who renounce their Iraqi citizenship
to carry when they leave Iraq permanently. It was stated in this statement that these individuals
will be allowed to carry the permitted amounts in the form of "traveler's checks" or "transfers"
or "checks" made out to them to countries with non-scarce currencies, except Palestine, according to
the statement of the Foreign Exchange Controller, which allows every Jew aged ten years or less
twenty dinars; those over ten years and under twenty years, thirty
dinars; and Jews aged twenty years and above, fifty dinars.
The statement allows each of these individuals to carry with them the equivalent of fifteen dinars in
foreign banknotes, except for scarce currencies and the Palestinian pound, provided that
this does not include more than five British pounds, and that these
amounts are deducted from the quota allowed for each individual.
The provisions of this statement apply to foreign Jews residing in Iraq who
leave Iraq, provided that sufficient evidence is provided that they were considered residents in Iraq.
The new instructions give those authorized to deal in foreign exchange the authority
to implement these instructions without referring to the Foreign Exchange Department. They must stamp
every travel permit card in their possession with their name, granted to every Iraqi Jew whose
Iraqi citizenship is revoked, or the passport of a foreign Jew residing in Iraq, indicating
on it the amount permitted to be carried. No person authorized to deal in foreign exchange may
issue a transfer of any amount to persons whose papers or passports have already been stamped
by another authorized party.
Those authorized for foreign exchange mentioned, as stated in the instructions, will
submit the account with the names of the persons for whom the transfers were issued and the numbers of the travel
permit cards or their passports and residence books for foreigners.
It was also stated in the mentioned instructions that Jews who renounce their Iraqi
citizenship, as well as foreign Jews, are excluded from the previous instructions regarding the amounts
permitted for travelers outside Iraq.

The Professor realized a sensitive point to prove the crime against them, so he took a picture of them without them noticing, printed several copies, and handed a copy to the station officer, telling him to keep it for the day of the trial to present it to the head of the court. When the Jews tried before the court to escape what was attributed to them, claiming they had come for a picnic, the investigator refuted their claim by presenting the picture of them wearing the flight and disguise clothes. The military court at the time was convinced and convicted them. This is an incident we mention in praise of Mr. Muhammad Ali al-Khatib's good conduct in combating smuggling and other activities across the Iraqi border into Iran.

Arrest of (32) Jews in Badra
They were intending to flee
On the 19th of this month, while Mr. Ibrahim al-Khafaji, Qaimaqam of Badra District, Mr. Abdullah al-Nasiri, the judge in the said district, and the Assistant Police Chief Mr. Mardan al-Saad were patrolling the border, a bus driven by (Muhammad Amin Shawli) appeared to them. The most dangerous gang for pickpocketing and theft in Baghdad
A school for teaching the principles of pickpocketing and the arts of theft

The police have taken up their duty in their recent
present era in pursuing criminals and eliminating them
and cutting off their roots by allocating special patrols
to track suspects. While the corporal of the detachment
monitoring suspects for the Al-Abakhana area, numbered
788, accompanied by the first policeman numbered 433,
were conducting their patrol in (Aqid al-Nasara)
and while passing through the alley of (Aqid al-Arid),
they saw one of the suspects named Haskil
Abdullah, nicknamed (Nuri Munshi), aged
17 years and a repeat offender, walking in the company of
another suspect named Jassim Safia. To prevent
their escape, they sent another secret policeman
to cut off their escape route. Indeed, the third
policeman approached the suspects and attempted
to arrest them. When Jassim Safia noticed
that this policeman wanted to arrest him and his
colleague, he drew a dagger on him and wanted to stab him,
had the corporal and his colleague not arrived at the right
time and managed to take the dagger from the hand of
the perpetrator before his hand fell upon the poor
policeman. They managed to arrest (Nuri).
(Jassim) attempted to flee, but
the detachment managed to arrest him and lead him

he pulled them from their place, and he also forgot that
his (cap) fell from his head, and in it was a (prayer)
registered in his name (for protection). Since then,
the police have been serious about arresting him until the day

(Nuri) even left Baghdad, but he was surprised
on the road by being surrounded by three of
(Munshi Haskil Nathan's) colleagues, led by the one called
(Khalil Meiki), and they threatened to beat him
and tie him up and go with him to a heinous act,
then lead him if he did not agree to accompany them
to Munshi's house, where he would return to his old ways.
Thus, this boy was returned to the house of sin
and evil. When he was returned to Munshi's house, Munshi took him
as usual to roam the neighborhoods
and to steal the property of God's peaceful servants. The innovative
method of (Munshi) in stealing is that he carries

(Nuri) in the alleys and paths while calling out

of (Nuri). The investigating judge decided
to detain them and conduct a search in
Munshi's house. When the search was
conducted by the officer of the Sibaiya police station
and their investigator, they did not find anything
in the house of the accused Munshi, but an old well in
the house caught the station officer's attention, so he sent
for someone to call a (diver) for him and gave him
(a quarter dinar) in exchange for diving into this
well and bringing out what he might find in it. He
found a part of the stolen stove inside it.
The effect of the water indicated that it had not remained for long
in the well, and that the period it stayed in the water
did not exceed fifteen days.
All members of Munshi's family denied
their knowledge of (Nuri), but after investigation,
they admitted that he had been living among them for years.
As for the accused Jassim Safia, he is a dangerous
repeat offender. Before this case, an arrest
warrant had been issued against him by the investigating
judge for committing theft and pickpocketing in the
Bab al-Sheikh area, and another warrant for his arrest
for kidnapping a (boy) from the Bani Said area.
We have been able to obtain information
about the most dangerous school in Iraq, as
Jassim Safia is the right hand of Munshi and runs
a school for teaching the principles of pickpocketing and the arts
of theft to Jewish children brought by Munshi.
He stipulated that no one over the age
of six should join this school.
The number of students in his school currently is

On the night of 12-13 April 1950, after the people
had slept and it was nearly half-past twelve,
at this time, some officers of the Iraqi army
were riding in a car outside the borders of
the city of Basra at a long distance, in rugged
terrain. A black shadow appeared to them floundering in
the darkness, so suspicion entered their hearts and they wanted
to find out the news of this shadow. As soon as
they turned their car's steering wheel toward that
shadow, they found five people who were
lying on the ground. The officers stopped their car

that these people were accompanying (two women, two boys,
and a man). When asked about the reason for their presence
in this place and at such a late hour
of the night, they stated they were waiting for a car
to take them to the station. The truth is that they

them and lead them to the Ashar police station,

As a result of the general census that

the number of Jews registered in Basra

to renounce their Iraqi citizenship in Basra

to renounce their citizenship is 500 Jewish families, and if

for theft and pickpocketing. However, it is worth
mentioning that in the Abakhana police precinct,
as we have been informed, there is a large number of lawsuits in which
the investigation has not been completed and they have not been presented to the courts,
despite remaining since the era of the previous assistant
who was in this area during the era of the tyrant of
Baghdad (the Black Thief). If this indicates

The General Building .. a long topic and a complex problem
which days have not been able to solve, as we have written

from this, when the police applied Regulation No.
33 for the year 1948 and closed all the existing cafés
in the general building after the health departments confirmed
the necessity of closing them in application of this
regulation, the owners of these cafés were able
by one way or another to bring out their tools
from inside these cafés and placed them on both sides of
the road along its length for the patrons of the café
to sit on, and tea, lemon juice, and types of
refreshments are served to them, which are placed in some houses whose
owners' names we can provide to
the specialized departments based on the precise information
that reached us from one of our

restaurants that serve food to the patrons of the nightclub, but
despite this, we see that restaurants in their healthy form
that meet the conditions are strictly prohibited according to
the regulation, while the mobile restaurants that were placed
on tables in filthy shops and in the paths of
the building were not subject to this prohibition.
As for (opium) and (hashish), speak
without hesitation, as the ease of obtaining them in
this place is more than anyone imagines.
All this exists despite the strict supervision?!

the teenagers and children in
the general building should be taken into account from now on, and to prevent the entry of tea into
the houses after it was prohibited in public cafés, for
each of these houses has become a secret café
where the dancing of (Shammareen) is practiced
to the rhythms of the (Donbak), in addition to serving
tea to entice customers to sit in these
secret cafés.
Now, because those who frequent it are from the poor class that
forms the majority of the Iraqi people, and since this
majority is accustomed to frequenting this place
it is necessary to impose the strictest health supervision on
the prostitutes in it, as it is noted that
the most widespread diseases in Iraq
and the most dangerous and deadly and most widespread
is syphilis, and we can state with certainty that we
may find five percent of the prostitutes found
in this place free of diseases. As for
the rest, as stated by His Excellency the Director General of Health
they are inexhaustible sources of disease. Just
as if those in charge observed the issue of boys
and teenagers frequenting this place, they would be appalled by their number.
Also, the mentioned regulation prohibits the presence of
children of both sexes in the building at a time
when we find dozens of children
⟦...⟧ of girls and boys.
We also request that the guard consisting
of police officers in the general building be rotational
changed every week or every 3 days, not permanent
to prevent the service from returning to its old habits?!
And despite what we write, we advise to clarify
that the police are performing their duties
to the fullest, but what happens happens
from some individuals who have ties to the
past era, and whom His Excellency the
Deputy Director General of Police is now working to clean the police corps
of them, and they are known. We also hope the
health departments carry out a wide-scale campaign
and set a specific day for the examination, its timing
being secret, where all the building's exits are monitored
and the Director General of Health himself attends and performs
the examination on all the residents of the general building
including the procuresses to verify their safety
from communicable diseases and to know the number of prostitutes
present in the building without registration in
the general register, as the number of prostitutes in the general
building, as we have learned, is not proportional to the number in
the mentioned register.
This is a small word we send to our friend
the Baghdad Police Director and the Sarai Police Assistant
according to jurisdiction, hoping for the necessary action to be taken
regarding what was mentioned in it, and to the health departments, hoping
for attention to what we suggested about performing the general health
check-up.
As for the issue of moving the general building from its current location
this is a matter left to the judgment of the responsible
authorities and the current government, which has become
the sighs of the people and the country. We are polling the honorable
readers among the sons of the noble people about
the issue of moving the general building, as we have polled the officials
who agreed on the necessity of moving it, and we shall
return to the subject.

Municipality Court
Due to what the visitors of the Municipality
Court suffer from various difficulties in their movement

the specialized authorities have decided to allocate

is appreciated for its help to the visitors

A complaint from Nasiriyah
In a letter from Nasiriyah, the sender complains

National Hatred, and National Pride
Which is more guaranteed to restore Arab dignity?
The call for "national pride" arose
in Iraq before other Arab countries, and that
was more than ten years ago, and we do not want
today in our article to criticize the proponents of this principle
and its advocates, for we know they are driven by good intentions
and a love of service for the sake of the national interest.
But we intended to discuss their views in a purely scientific
discussion and to convince them of the errors
their viewpoint entails. In our discussion of the idea of
"national pride," we do not fail to always take pride
in our belief that they were extracted from the
ancient Arab character and the inherited Arab tendency.
Like the Jews or a grandson like the English, duty
and historical evolution necessitate that we raise
our new generation on national hatred, not national
pride. We must make our sons and grandsons understand
(that they are Arabs and that the Arabs are a nation no less
deserving of civilization and progress than others, and that
the English have betrayed the Arab nation dozens
of times, colonizing its lands and partitioning them,
killing every sensitive feeling in its sons
and preventing its progress in all aspects,
and they were not satisfied with that, but gathered the displaced Jews
from the corners of the world and established a state for them in
the heart of the Arab homeland. The Jews have violated
our sanctities and displaced a million people from
our brothers after killing a large number of them
and burying some of them alive in Deir Yassin
and committed atrocities that the tongue does not dare mention).
This is what the new Arab youth must understand
so they grow up saturated with the spirit of
hatred and grudge toward the Jews and the English,
seizing every opportunity for revenge and retaliation,
underestimating every sacrifice for the sake of restoring
their national dignity after this dear dignity
was notched and torn by the lowest
of peoples and the basest of nations.
If we raised the new generation on correct blind national
pride, they would have become worse
than what we have become, and believed themselves to have strength
and immunity while they are far from them, and underestimated
the importance of the enemy until he achieves from them what he wants, just as
we mocked the destinies of the Jews and the capabilities
of the Jews and the power of the Jews, and the result was as
we see it now.
So we must realize these facts with a complete
realization and prepare our modern youth on the concept of
not national pride, but rather making them understand that their nation

either they drop their citizenship and it becomes mandatory for them to
leave Iraq with no return, or
they stay as they are, and this is what they do not accept
due to the establishment of the alleged Israel. If they abandon
the revocation of their citizenship, the law might be repealed
after a while and they do not know when, and that may be followed by
⟦line⟧ some obstacles for nations that prevented them from
going to Palestine; therefore, they resorted
to requesting the revocation of their citizenships
himself. As for how that happens, the Jews,
with the diabolical ideas they possess, have found
a way that would never occur to any devil
at all, which is that once his citizenship is revoked,
another one of them files a lawsuit against him claiming
debts of money, and thus they have been able,
these cursed ones, to know the way by which they remain
in Iraq despite the revocation of their citizenships
from them.
It is known that civil lawsuits require
notification, which requires days and nights that may be long
in duration. They also require the appointment of a day
for the hearing, and medical reports may delay that
in requests for postponement, then what follows of
objection and then other stages of
trials as is commonly followed. Such
cases require months, even years.
How many civil lawsuits have passed years
and are still in their early stages.
The Jews want to be left to go
and come; if they find a place in Israel, as
they hope, they stay in it, and if they do not find it as
they want, they return from it. Therefore, they will
not leave any means without resorting
to it to stay and escape, and to revoke their citizenship
and keep their citizenships at the same time.
They know how that happens, and we do not know
what they are plotting and what they have done now for this
despicable, despicable, exposed Zionist purpose, but we
now have caught them in this trick, and it
alone is sufficient for the extent of what these
demons can do.
The filing of lawsuits by some against others
on this wide scale has caught our attention because
these lawsuits were not genuine;
if they were genuine, they would not, firstly, be in this
large number and limited to those whose citizenship is revoked,
to those whose citizenship was revoked. Furthermore, the lawsuits
are filed against those whose citizenship has been revoked from
the Jews only; we did not find a Christian or a Muslim
who filed such lawsuits, and if something
like that happened, it is a rare, natural, and simple thing, as is the case
in every matter that occurs by chance.
Therefore, we call upon the government to
be strict in taking measures and use the most precise
precautions in preventing these apostate Jews
from remaining in the country because their presence is a danger to
the country due to the confusion, turmoil,
and corruption they carry in it, and the intrigue and malice they plot.
We want to reduce evil as much as possible, for every
one of them who leaves the country, there leaves
with him a bottle of the germs of evil and corruption
and a wineskin from the alleys of vice and degradation.
It is a cause for optimism for all Iraqis

New Draft Regulation for Private and Foreign Schools
The Ministry of Education has allocated in the general budget
for the current year sufficient amounts for private and foreign
education in Iraq. The esteemed professor
Awni Bakr Sidqi, Director of Private Education
at the Ministry of Education, says that it is the Ministry's plan
to encourage and expand private education, and therefore it
pays substantial amounts to private schools as annual
grants. Were it not for the current financial constraints, it
would not have stopped increasing those grants, which exceed
seventeen thousand dinars - at the present time - .
A draft of a special regulation for private and foreign
schools has been prepared and will soon be submitted for approval.
The Directorate of Private and Foreign Education oversees
more than 200 private and foreign schools,
to implement the provisions of the Public Education
Law No. 57 of 1940.
Teachers for Primary Schools
At the beginning of this academic year, efforts were
made to appoint male and female teachers
for primary and secondary schools for the purpose
of teaching Arabic language and social studies, and it
encountered immense difficulties in this field, as the
number of those whose academic credentials qualify them and who
were not employed in public schools is very small,
in addition to the weak financial status of most private schools.
Raising the Standard of Private Schools
Furthermore, the Ministry of Education does not hesitate to
seize every opportunity to raise the level of private
schools by providing them with competent teachers,
inspecting them, and auditing their staff lists with the aim of
introducing new elements for teaching in them instead of some
male or female teachers whose academic capacity does not qualify them
for teaching.
The time may come when the Ministry is able
to provide material and moral assistance

Regarding the stripping of Iraqi citizenship from Jews
The Foreign Exchange Control has circulated
to all banks a circular regarding
the stripping of Iraqi citizenship from Jews,
which included the following instructions:
1 - Jews whose citizenship has been stripped
pursuant to the law are permitted to carry
with them travelers' checks or transfers
or checks made out to them to soft currency
countries - except Palestine - in an amount
equivalent to the following sums in soft currencies:
a - Twenty dinars for a Jew who is ten
years old or younger.
b - Thirty dinars for those whose age
is more than ten years and less than
twenty years.
c - Fifty dinars for those who reach
the age of twenty years and above.
2 - Jews whose Iraqi citizenship is
stripped are permitted to carry with them
banknotes in foreign currencies - except
rare currencies and the Palestinian pound -
equivalent to fifteen Iraqi dinars,
provided that the English banknotes
do not exceed five British pounds
per person, on the condition that
these banknotes are calculated within the amounts
allowed for these Jews according to
the previous paragraph.
3 - The provisions of this circular apply to
foreign Jews residing in Iraq
who travel abroad, provided that
they provide the necessary documents proving
that they are considered as residents in
Iraq.
The Foreign Exchange Control Department has authorized
all licensed banks dealing in
foreign exchange to certify on its behalf
the special forms related to this
matter, provided that they observe what is required of
the licensees who perform the transfer
in terms of stamping and endorsing the laissez-passer
or the document carried by the Jewish traveler
whose Iraqi citizenship has been stripped, with the amount
of the transfer granted by them according to
the powers granted under this
circular, and the inadmissibility of another licensee
making any other transfer for the same person
whose laissez-passer or travel document has been stamped
by another licensee. It has obligated
the licensees who will carry out these
operations to provide it every two weeks
with independent schedules containing all
the forms certified under
this circular, including the form number,
the amount of the foreign transfer, the name
of the traveler, the laissez-passer number, or travel
passport, or document, or the residency book.

fleeing to it, who is (Dawud Samih), known
in Baghdad circles for his work in circumcising children,
to hard labor for ten years and the dismissal of
his two sons, who were officers, from the Jewish army,
because he was appointed as a supervisor on the Iranian
