challenging the Iraqi administration, and striking the prestige of the government to the core with the demonstrations
they held on al-Rashid Street in public view after challenging the government with their dangerous
secret institutions; despite this, they raised a hue and cry claiming that
the Iraqi government is carrying out a wave of alleged persecution against them, even though the government
did not punish them for their horrific crimes, let alone the alleged persecution which we suspect they
mentioned as a joke! And here are the Jews today carrying out a new wave of physical
criminality undertaken by their educated school youth in the Alliance or Israelite
Alliance schools. The Alliance schools - as is known - are a branch of an international Jewish
institution called by this name with its headquarters in Paris, and this institution
and its branches around the world supply Jewish youth with weapons and train them in

If we review the "human miracles" that took place within a year of the founding of
the Indian and Pakistani states at the hands of the men of these two modern states,
we realize the extent of our negligence toward ourselves, our countries, and our nation. In India, there were (500)
independent or semi-independent states. In each state was its own Raja, its own government,
and its own systems, such as the state of Hyderabad. The first year of the establishment of the
Indian state had not passed until it was able to annex these many states to India, the motherland,
without this major operation being accompanied by noise or clamor. India, thanks to its
sincere leaders, has come to tip the scales in international politics today.
As for Pakistan, which is less than India in terms of population and capabilities, it faced internal
and external difficulties that would weigh down the largest and richest of countries, but determination and wisdom
subdued the difficulties and overcame the problems. In its first year, it was able to
solve the dilemma of housing about 9 million people who took refuge in it from India, and they were in the most severe states
of misery. It found housing and work for these many millions, provided them with food
and clothing, made them an active element in the life of Pakistan, and triumphed over

And here is the place for comparison. The Arabs have been afflicted with two problems similar to what happened in
India and Pakistan: First, the multiplicity of Arab states in the name of Arab governments;
Second, the issue of displaced Arabs. Have the Arabs been able to solve even one of them
until now? A not-short time has passed since the establishment of most Arab governments; have they
taken a single step toward unity or union? Have they unified their currency? Have they
removed customs barriers and passports between them? Have they joined each other
despite what they called the Arab Alliance before, and the Arab League today? The position
of the Arab governments regarding the Syrian-Iraqi union project is the best silencing answer
to those painful questions. Therefore, the Arab governments do not resemble the government of modern India
in any of its national goals, which saw its strength in its unity and thus eliminated
everything that weakens its status to prove to the world that it is one great nation with a great message, not a group
of discordant and different peoples. Meanwhile, the Arab governments stood—and there is no pride in it—
regarding the union between the Arab peoples in a shameful position involving blatant ignorance
and excessive selfishness.
As for the second aspect, the Arab governments stood in a position that also calls for
ridicule. While India resorted to force in annexing some parts to it, such as the state of
Hyderabad, the seven truce governments left Palestine a prey to Zionist gangs without
a sword stroke or a spear thrust, and stood watching—oh, the shame—the tragedy of a million Arabs
displaced without shelter, food, or clothing, dying patiently from hunger, fatigue, and exposure in
full view and hearing of a hundred million Arabs, unfortunately. This is while the Jews roam
and enjoy themselves in Arab countries, and in Iraq specifically, without accountability or oversight.
This is mentioned at the time when Pakistan was tested with 9 million refugees and treated
their problem in months until there was no longer a refugee problem for them.
There is no way to represent this miserable and shameful situation in which the Arab nation
is wallowing now except in one of two ways: either the independence of our countries is forged and has no
reality to it, and that we do not possess the freedom of action for ourselves, and in that case, the Arabs must rise up
all at once to build their entity anew and declare their unity and independence; or
the governments of these countries are insincere and dishonest in serving the country. And in that case,
the Arabs must fight those who wasted time for them, missed opportunities,
and brought them to the point of humiliation and disgrace. We would not be exaggerating if we said that both possibilities
are correct, and the duty of the Arabs in the face of that is known.

Are we a nation that emerged from the Palestine war humiliated and defeated? Are we a nation
preparing to take revenge and wash away the shame? Are we a nation - regardless of that - facing
the actual Jewish danger to its general entity? In short: Are we a nation that wants to live
honorable and dignified?!
These are questions we do not think anyone can answer in the affirmative, unfortunately.
For we knew that the British had decided to evacuate Palestine on May 15, 1948,
and that the Jews were preparing to take their place in every spot they evacuated. The
truce governments pretended to care, so they sent units or regiments of their forces, and told the Arab
peoples: Do not lift a finger, we will take care of the matter for you, and we will throw the Jewish gangs into
the sea within only 15 days at most... And the truce governments entered
Palestine and took steps in the purely Arab areas that the partition resolution in
the United Nations left for the Arabs, until they reached the partition borders, the ship of the
wretched stopped, followed by a temporary truce to cover the conspiracy, followed by a permanent truce! And the
catastrophe befell Palestine. We marveled, as did foreign observers, that we do not see nor do they see
any trace indicating that the Arabs are in a state of war against a mean enemy supported by mean states.
There was no preparation or mobilization, and everything indicated diversion. The dance halls were crowded,
the entertainment venues were open, and the economic measures and others were as they were before the outbreak of this
war. In a brief word, the country would not have felt the state of war except upon hearing
the "communiqués" which they metaphorically called (military communiqués), and they had nothing to do with
military communiqués in any way!
And when the disaster befell the nation, they said apologetically that they did not possess weapons or
ammunition to continue the war in Palestine, which forced them to accept the truce
and hand over Palestine to the Jews, then return empty-handed! Leaving behind a million displaced
Arabs wandering aimlessly. It was supposed in this case and after this
catastrophe that the intoxication would pass and thought would come, so the Arabs would rise as one to
prepare and get ready, if not to take revenge and wash away the shame, then to appreciate what resulted from
the new situation of the dangers of the Jewish invasion. And here we are looking right and left,
and we do not sense an initiative indicating our realization of the danger sitting on the chest of this nation.
It only indicates that we have delegated our matter to fate and destiny! So we gave free rein to the Jews
to roam and wander; even those who were accused, judged, and arrested returned to their activities,
positions, and influence.
The Jews today in Tel Aviv have no less than 200,000 fighters, and they have of
cars alone about 10,000 Jeeps, besides tanks, armored vehicles,
cannons, airplanes, and other equipment. And they are able to convert most of their forces into
highly mobile mechanized forces as confirmed by our military experts. Iraq has no
defensive lines to protect it from the Jewish danger except Syria and Lebanon, and these two are small
and cannot withstand the Jewish attack for days, if not hours. It can be
said - based on that - that Iraq's borders are exposed before the Jews, and this is what requires us
to arm ourselves to the maximum we can, even if the armament program requires the entire state budget
and the stopping of all projects. It is appropriate for us to demand the government to speed up the expansion
and arming of the army. I do not mean spending money on buying weapons from abroad,
for that only benefits us for a while. Rather, we demand the establishment of factories in Iraq
to manufacture weapons, including heavy ones. For no nation won a war with what it buys of
weapons from foreign countries that we do not know in advance how they might refrain from supplying us with what we need
from them. We have experienced how Britain itself broke its promise to us in supplying us
with weapons in the battle of Palestine despite the treaty, and how the United Nations prohibited
the export of weapons to us while weapons were pouring in on the Jews from every side.
Buying weapons is not a decisive remedy; rather, we must establish weapon factories in
our country, and we will not lack military experts in making weapons, both nationals and foreigners.
The Iraqi army is the pride of the Arab countries in its training and bravery, and upon it
we pin our great hopes in achieving our national aspirations and rely on it to repel every aggression.
But the soldier must possess sufficient weapons with which to fight his enemy, so
the plane does not stop for lack of ammunition, the cannon does not fall silent because its shells are exhausted, and the
tank does not break down for lack of reserves. There is no escape then from relying on ourselves in arming
our army with what is manufactured in our country so that we have an inexhaustible source of it. Only then
will we possess the secret of victory in the battle of dignity. So, have we prepared ourselves for this battle?
A responsible official smuggles Jews

lured by their active organization with money and beauty was
an employee (unfortunately) in an important institution.
Also arrested in connection with this incident were two people,
one of whom is a Jew named Na'im Yusuf, who is said
to be the pivot of the organization.
In another incident, a number of Jews
men and women, were arrested near
(Al-Kubaisi). It was noticed that each one of them
was wearing several suits, and there were found with them various
quantities of pounds, bars, and gold
medallions. These incidents are still occurring
despite the tightening by the specialized departments
and their activity to communicate, which proves that
those who run the movement have mastered
and organized it. As a result of that,
many houses in the city of Basra became empty
and their rents dropped.
From all this, people conclude that the movement is
organized, orchestrated, and intentional, and as we said
in our previous article, which ⟦Kh...sarah⟧ dared to
issue a fabrication about it. Rumors are circulating
that the Jews could not embark on
a collective action like this except by an order or semi-
order; and tongues say in commentary on that,
it is rumored that a verbal fatwa has been issued
by the Presidency of the Community urging that.
On this occasion, I had a conversation with
a Jew who has a social standing; I discussed with him
the activity of the Jews' flight movement and selling their furniture, etc.
He replied to me (that there is no need to question
or be surprised, for Jewish religious books
herald the establishment of a Jewish state, this on one hand,
and on the other hand, the events that
took place proved that Jews are not looked upon in
every society they inhabit with trust and comfort,
because they are generally Jews before anything else, and for this
reason, they are always and forever in isolation from others,
not mixing with anyone completely, but rather
superficially driven by personal interest, and
they cannot be truly sincere to anyone
except their own kind among the Jews; their religious
books suggest that, and however much we pretend
sincerity and patriotism, no one believes us
at all). This Jew added, saying:
(Look at the Jews in all parts of the earth,
are they well? Are they looked upon with
assurance? Review history since
ancient times and in the era of Hitler; how many dark
calamities befell the Jews and destroyed many of them,
all because of the psyche they were fashioned upon
as Jews, with whom it is impossible to merge
with others; for they always and forever want for themselves
a special entity, such that they believe they are God's
Chosen People, and that (God) whom we call (Yahweh)
is our chosen Savior God; He is for us and we are
for Him, and everyone besides us is impure, filthy, infidels,
outcasts (Goyim)... Then this Jew said to me,
I swear to you, even though you will not believe me,
that I wish and desire from the core of my heart to be rid
of my Jewishness and embrace Islam or Christianity
or others, and distance myself from the abomination of the Jews
and the ethics of the Jews, etc., but would anyone believe
me? ... Our past, our nature, and our psyche
have deprived us of people's love for us, so we lived as
you see, hated, and we will live forever
hated, since whoever considers others
to be filthy and impure is himself the one who is filthy
and impure.) All of this makes the Jews
insecure about their money and themselves, and a ghost
of their foundling appeared to them, so they rushed toward it
running.
It does not matter to us Arabs whether the Jews sold their furniture
or did not sell it. Whether they fled collectively or individually.
Just as it does not matter to us if their flight is organized or if
Judaized traitors helped them flee... all of that does not matter
to us at all. Rather, what matters to us is that
our money leaks to the foundling for whom the hearts
of Jews everywhere have materialized to embrace him
and stay awake for his upbringing, then their 'goodness' returns to us
(considering them Iraqis) after they train
there, where they work among us as a fifth column
equipped with its special means... It is a problem
(as Mr. Mahmoud al-Durra said in his opening article
in the illustrious Baghdad newspaper Al-Awqat)
which we must hasten to solve decisively
and explicitly; the government should declare to
everyone the permission for every Jew
to leave Iraq under certain conditions,
the first of which is specifying an amount of money not exceeding
100 Dinars for each one, and that his Iraqi
citizenship be permanently revoked, along with other
measures that end this
problem. Without that, our economic,
political, and social entity will remain threatened
by danger; rather, danger will befall it and actually
shatter it.

A new phenomenon, or a theatrical play
or call it what you will, its chapters are unfolding today
on the stage of our country, and its events are occurring
in our midst, as furniture and household
supplies are displayed in shops for "Public Auction"
and secret auctions, sold at the lowest prices. And the seller
is the son of the Israelite community and the buyer
is the Iraqi citizen..
This phenomenon or that "play" has
its impact on Iraqi financial life; and it has
its consequences for the stability of the financial situation in
the country, for the Jew who displays the furniture
of his house in the "auction" was not among those in need
of the price of selling his furniture, but he does that
to collect the circulating money from the market to impoverish
the country, and make it flounder in a financial crisis
with no end.
These matters are taking place in all the cities
of large Iraq, and even in its villages,
countryside, and districts, and if this indicates
anything, it only indicates a pre-planned matter
for Iraq whose lines were drawn in Tel Aviv,
and the Iraqi Jews must implement it. And those
who sell what they own of movable property
we find after a few days there is no mention of them in all
parts of Iraq, so where did these people go
I wonder? .. Did they go to Palestine
by their known methods ..?. We do not know
The days reveal to us the convergence day after
day of these mysterious incidents.
Similar incidents took place in
sisterly Egypt, and the Egyptian government
did nothing but announce that it favors the
departure of those who wish of the Egyptian Jews
abroad. After it placed on that
certain restrictions. .
And today we want from the new ministry
to notice this important issue, and it is
desirable for it to announce to the Iraqi Jews
its approval and preference for those who wish to leave
the country. . But for the Jews to carry out such
actions, while we remain looking at
that and not lifting a finger, it means complete neglect
in our internal and financial policy.
And it indicates more clearly the complete disregard
for the feelings of the Iraqi citizens, and the waste
of their dignity and destiny on the altar of Jewish
ambitions. . So we have informed and upon the
officials is the action. . So will they act?

The Main Points of the Draft Law on the Administration of Awqaf and its Explanatory Grounds
Awqaf Affairs - Retirement of Religious Post Holders - Accountability of Trustees - Charitable Institutions
The Council of Representatives discussed in one of its sessions during the last meeting the draft law for the accountability of trustees, and that discussion ended with the referral of the draft back to the Legal Affairs Committee in the Council of Representatives, which in turn returned it to the Council of Ministers accompanied by observations made regarding most of its articles.
After the Council of Ministers studied the draft anew and reviewed the observations received from the Council of Representatives, it reframed this draft and introduced the amendments deemed necessary. It also decided to cancel its previous title, which was limited to the accountability of trustees, and made it general to include all aspects of Awqaf, referring it to the Council of Representatives as the Draft Law on the Administration of Awqaf.
The first chapter of this draft dealt with the definition of Awqaf in general and the entity that supervises and manages its affairs, which is restricted to the person of His Excellency the Prime Minister. Meanwhile, the second chapter dealt with the structures of the Awqaf administration, its types, and how to monitor them. The third chapter was limited to the nature of the Awqaf Shura Council and scientific councils and the definition of their work and powers. The fourth chapter was divided into four sections: the first dealt with temple affairs, their sections, and methods of spending on them; the second section dealt with retirement affairs for religious post holders, the pension deductions taken from their salaries, and the methods for investing these deductions by the General Directorate of Awqaf; while the third section
concerns the affairs of religious schools affiliated with the Awqaf and the conditions for admission to them. The fourth section dealt with charitable institutions, how they are managed, and the conditions that must be observed in that management.
The fifth chapter stipulates the affairs of Awqaf leases and the rules under which leasing operations are conducted, and the sixth chapter dealt with issues of substitution and the conditions specific to them.
The seventh chapter was dedicated to the affairs of trusteeship and trustees, their accountability, and their dismissal. It was divided into four sections: the first on trusteeship, the second on the rights and duties of those responsible, the third on the accountability of those responsible, and the fourth on the dismissal of trustees.
The eighth and final chapter included miscellaneous articles related to Awqaf affairs. This draft contained eighty-nine articles.
As for the explanatory grounds for legislating this law, they are as follows:
The legislative movement develops with the development of nations and changes with the change of need and time. On this basis, the government has proceeded in the last ten years to amend many of its laws, even reaching the Basic Law. Since Article (122) of the Basic Law stipulated that (the Islamic Awqaf Department is one of the government departments and its financial affairs and matters are managed and regulated according to
a special law) and since the Law of Awqaf Administration No. 27 of 1929 only addressed a small portion of this institution's duty, and since the development in Awqaf administration and the introduction of improvements to it are required by the public interest, this draft was prepared.
The most important points mentioned in this draft are summarized as follows:
1 - Guardianship and monitoring over the annexed Awqaf, which is a matter required by general provisions and requested for the preservation of Awqaf rights from tampering (Article - 8).
2 - Awqaf supervision over the endowments of non-Muslim sects, and this right is derived from the provisions of Article (112) of the Basic Law which permitted the government this supervision. It is the right of the government to delegate it to any department it appoints, and since the Awqaf Department is specialized, granting it this right in this case is considered to achieve the purpose (Article 12).
3 - Formation of the Shura Council. The law currently in force did not discuss this council, but it was mentioned in the regulations. Since the duty of the Shura Council is mostly administrative, placing an article in the heart of the law fits the purpose targeted by the Basic Law. This draft aimed, in addition to that, for the Shura Council to be composed of a group with legal and religious standing; thus, a member of the Cassation Court, one
of the senior state officials, and one of the scholars were considered natural members of this council. Its duties were also defined in the draft, and in this way, general monitoring and supervision over Awqaf activities became the responsibility of the Shura Council first, then the competent Minister, then the Council of Ministers - in some cases. (Article - 14 - and following).
4 - The current law did not contain a text specifying how temples are managed and the duties of their employees, so Article (19) was introduced to remedy this deficiency.
5 - Neither the current law nor other observed laws stipulated a right for religious post holders to receive (pension) allowances or the like. Since religious and social interest requires giving those who dedicate their lives to serving society such a right, Article (25) was placed for this purpose.
6 - Since observing development in preparing a religious youth is a matter dictated by duty and is considered at the core of Awqaf duties, articles were placed requiring the creation of organized religious schools, thereby affirming the current situation and supporting the requirements of the public interest (Article - 27 - and following).
7 - Long-term leasing is applied in the present situation, but its duration and the method of contracting it have not been focused upon until now, so articles were placed for this purpose (Article - 38 - and following).
8 - The substitution of endowed properties
has not been defined by legal controls, but currently proceeds according to what the judge deems as justifications derived from some jurisprudential rulings. A judge who permits substitution upon the destruction of most of the property might not be followed by another judge who stipulates the total loss of utility. To prevent this possibility and to lead the judiciary to adopt the interest determined by reality without others, articles were placed explaining the method of substitution and its justifications on the basis of observing the agreement reached among jurists regarding the permissibility of disposing of what is most beneficial for the Waqf. Thus, the confusion seen today has been removed (Article - 46 - and following).
9 - The actions of some trustees have caused grievances and occupied the Waqf departments and courts. Since the trustee is nothing more than a manager of an institution, he is, in this capacity, subject to monitoring. It is in the interest of the public that his rights and duties be defined to facilitate his monitoring. Therefore, solid rules were placed that fulfill the purpose (Article - 25 - and following).
10 - The accountability of trustees is guaranteed by Article (13) of the Awqaf Administration Law, but the mentioned article was ambiguous. Therefore, articles were placed explaining the method of accountability and its results. Placing these restrictions is a matter required by duty and necessitated by interest due to its relationship with the rights holders, such as the beneficiaries and religious post holders (Article - 62 - and following).
11 - This is the most important of the basic points mentioned in the draft. Through its drafting, the government aimed to organize administration and preserve the rights of the Waqf, the religious post holders, and those related to the Awqaf.

In another part of this newspaper, the dear reader will find the sentence issued against the members of the Jewish convoy that tried to flee from Iraq abroad. The number of members of this convoy reached 31, including women and children...
In fact, we do not care about the escape of these Jews, rather we are among those who rejoice at their departure from Iraq, because the citizen who disavows the homeland in which he was born and lived for, and tries to harm it by this means, cannot be considered a useful citizen, and must be subject to the maximum punishment. The court that sentenced these fugitives to three months in prison used the utmost leniency, mercy, and compassion with them. While duty necessitates their execution, or even shooting them..
This is one incident among various incidents that happen to us and take place in our midst every day. In fact, every hour and even every moment.. Jews fleeing abroad after disposing of their movable and immovable property at any price. Not because of an injustice done to them or a gross unfairness that befell them, or because of provocative acts committed against them by the Iraqi people, but rather these things are happening as a result of mandatory orders issued to them from Tel Aviv, which dictate the necessity of joining their "Mother" homeland, as they claim..
Therefore, duty in this case necessitates that the government - as sisterly Egypt has done - issue a statement to the members of this sect regarding the necessity of remaining calm and refraining from what might generate provocation to public opinion and avoiding doing everything that reeks of instability in the country. It must also inform the members of this sect that it has no objection - just as the people have no objection either - to the departure of all Zionist Jews out of Iraq after they hand over their movable and immovable property and stored money to the Iraqi state treasury.
This is what we want from the new ministry, and this is what occupies public opinion at the present time.

The Tragedy of Humanity in its Twentieth Century

Hundreds of thousands of our brothers, the Palestinian
refugees, receive this biting cold
and these snowy storms while staying in their huts
and tents that do not protect them from the elements, and in
their torn and tattered tents, and in caverns and caves
and under the shade of olive, pine,
and cedar trees in the forests of Lebanon and elsewhere.
These people who represent the tragedy of humanity
in the twentieth century receive death
and extinction without a voice being heard in the world
to rescue them, help them, and pull them from the clutches
of this sweeping epidemic, while the world some
years ago was up in arms over what was called
Semitic persecution in Hitler's Germany. And
the various stories that were told about this
Nazi persecution of the Jews, no matter how much they reached
in terms of fabrication and exaggeration to elicit sympathy, they did not
reach what the situation of the Arabs in Palestine has reached today
in terms of blatant aggression against all principles of
truth and humanity. For those who live
today in their worn-out rags facing death,
they had, in the recent past, their luxurious
palaces, homes, farms, orchards,
properties, and businesses, but the
criminal Jews drove them out of their homes, confiscated
their properties, froze their funds, and left them
dependent on the world, living on charity. And if
the Western world, which severed Palestine from
the Arab body to present it to the Jews, is today
closing its ears to hearing the cries for help
issued by these miserable people and turning a blind eye to
seeing this tragedy, the likes of which history has not witnessed
since the ages of the Romans, Christian persecution,
and the Inquisition until today - and if
the Western world has feigned deafness to hearing the moans
and death rattles of humanity, what is the excuse of the Arabs
themselves before future generations for this
fluid stance they take toward their brothers
and cousins while they are dying and suffering
the death rattle in this terrible winter!
The Palestine catastrophe has revealed a weakness
in the existing conditions in the Arab countries and an
urgent necessity to reconsider Arab plans
and these artificial conditions.
The refugee problem today will reveal
a definitive truth: that the Arabs must
not seek solutions from abroad, but rather seek them
within their own countries. For these funds
confiscated by the Jews in Palestine, and these houses
they demolished, and these orchards and farms
they destroyed, the Arabs must compensate for them from
their properties in the Arab countries if the
Jews continue their aggression and persist in their persecution
of the Palestinian Arabs. By the measure you mete,
it shall be meted unto you, and the initiator is more unjust!
This is the firm policy that the Arabs
should seek today and work for. What
are these conferences and discussions in Geneva
and Lake Success and others but a means
of sedation until the Palestinian Arabs
are finished off finally? For the biting cold and deadly hunger
do not wait for what politicians decide; rather,
their terrible scythe harvests souls every
day, so that when the conferees finish their
Byzantine debate, the refugees will have become
a trace after an essence, and nothing will stand in their pastures but
graves that are a symbol of the ugliest human crime the
world has witnessed from its ancient ages until now.
And if history will curse the criminal European civilization
for this tragedy, the curse will be
harsher on the Arabs who accepted for their brothers
such a painful and humiliating fate!
Will Arab politicians understand their duty,
or are they still wandering in the blindness of their vanities
and delusions, submerged to their chins in their greed
and selfishness? That is what the coming days will reveal,
and their judgment will be the decider. Woe
to us from the curse of history.

Recklessness and Laxity

At a time when the fabricated state began to strengthen its position in usurped
Palestine, and at a time when Zionism is active everywhere to launch concentrated, violent campaigns
against everything that is Arabic, desiring to create an atmosphere of suspicion and doubt that helps it
to carry out new, premeditated aggressions. At such a time as this, when that is happening
under the hearing and sight of the Arabs in the East and West, the Arab governments let their affairs slip
and are lenient in punishing those who offend them internally, and have refrained from repelling the aggression directed
at them from abroad; Iraq was not far from those campaigns and intrigues
directed at the core of its life. The Jews' recklessness toward its interests has reached an extreme limit,
and today they are working with clear openness to undermine its existence and shake its foundations. And if
days have revealed the essence of the Jewish psyche and its nature formed on evil and ingratitude
then that is something we did not expect otherwise from this minority for whom we opened the widest
fields of prosperous living and guaranteed for them the utmost rights and freedoms they dream of. It is not
surprising that the days reveal the essence and reality of this group, but what is most
surprising is that humiliation in the souls of some of those counted among us and attributed to us
as apostate traitors. Nevertheless, if those denied and ignored, and these betrayed
and submitted—the former driven by their evil nature, and the latter driven by their insignificance
and humiliation—if this was allowed to pass, it is not permissible under any circumstances to be lenient in this
matter or to ignore its near and far consequences. All signs indicate that
a conspiracy and collusion were plotted against the interest of this country between the Jews and their tails, which began
to be implemented with precision and mastery.
I do not know how the way is opened for criminal acts committed against the
homeland at a time when the freedom of its loyal sons is restricted, as if tampering with the country's
destiny and threatening its existence is permissible, acceptable, and desirable, and as if resisting that tampering
and recklessness or demanding an end to it is a violation of the law and a crime deserving
the harshest punishment.
We point to these painful facts while the acts of Jewish crime are
active and expanding under the hearing and sight of officials. There is a collective Jewish movement
whose main lines were laid by World Zionism, concentrating its activity in this limited
spot of the Middle East. Jewish actions aim at two things:
The first matter: Smuggling Jews from Iraq to Israel via neighboring
countries using all means, provided the smugglers are according to the following
order:-
1- Those capable of carrying arms, whose ages do not exceed 45 years.
2- Specialists in professions and industries.
3- Jewish women capable of childbearing.
4- Those pursued by justice.
As for the second matter, it aims at smuggling Jewish money in some form or another,
in order to cover the expenses of deporting the smuggled Jews. For this, they resort to the following means:
1 - Encouraging tourism or visiting Iraq to benefit from the tourists' money
in their countries before they come to Iraq, whether from India, Pakistan, Iran,
or elsewhere,
and giving them ordinary transfers to their agents in Iraq to receive the equivalent in
Iraqi Dinars.
2 - Creating a state of tension between Iraq and its neighbors and announcing what is known
as measures against Iraqi nationals, even through some hired employees in
those lands, as happened in Iran a few weeks ago. The purpose of this is to spread
terror in the hearts of Iraqis and make them think about exchanging their money for Iraqi
Dinars; in this way, the Iraqi Dinars smuggled to those countries in one way
or another find popular markets.

disasters, which prompted the authorities to
redouble their monitoring of Jewish actions

diabolical methods in implementing their hellish projects.
Thanks to these precise investigations carried out
by secret investigation officers, the
Iraqi police were able to discover a secret Zionist
association that collects donations from the Jews of
Iraq and sends them to the Zionist gangs

especially newspapers published in foreign languages and from parties not loyal to the Arab interest.

eighteen smuggled Jews were arrested a few days ago near
- Basra - and 80 gold liras and 600 dinars were found with a woman among them,
while the men were wearing more than three suits, one on top of the other.
2 - That the smuggler has sold everything he owns of movable property or appointed someone
to do so on his behalf, and the purpose of this, besides smuggling, is to freeze the circulating money
and withdraw it from the markets to paralyze the internal economic movement.
3 - The Jewish Agency pays the smuggling fees in local currency to the members
of the gangs formed under its supervision.
To implement this plan, the Jews formed various gangs, all of whose members are non-
Jews, to distance suspicion from themselves, and they began their work with the help of some officials
who are accomplices or others in the southern and eastern regions of Iraq, and the average of what is transported
to Israel by air via Iran is 500 people per month, and about this
number by sea and approximately the same through Kuwait.
The Jewish smuggling movement is overt and blatant; it starts from the Basra train station in
Baghdad until the Iraqi southern border posts, and what falls into the hands of the border
guards is nothing but throwing ashes in the eyes [a smokescreen], and at the suggestion of the gangs themselves,
because the punishment is very easy, as it also aims to raise the smuggling fee per person
on the grounds that the danger has increased and that the surveillance is tightened.
These are brief hints about the most dangerous political movement carried out by the Jews in
Iraq and abroad with the help of renegade traitors among those counted as belonging to this country, and I do not
think the matter needs detail to embody the danger threatening our lives in the present
and the future, and these are nothing but signs of preparation and readiness for a coming battle, which international
Jewry has been working as hard as possible since today to win, while the Arab governments are submerged in their sleep
preparing to lose it. What a difference between the upright owner of falsehood and the owner of the truth
who is asleep. May God have mercy on him who said:

Jews attempting to escape
The Al-Maykhana police learned that a group of
Jews had agreed to flee to Iran
via Khanaqin. Consequently,
measures were taken and they were arrested. It turned out
that they are: Meir Khadduri, Moshe
Daoud, Edward Khadduri, Shalom Murad,
Menachem Ezra, and the driver of car number
2778 Baghdad, named Nahum Shaoul,
and the middleman for their smuggling, named Said
Abdullah Al-Kurdi, a resident of Khanaqin.
They were placed in detention by order of the investigating judge,
and investigations are ongoing.

Mr. Ahmed Ezzat Mohammed,
Iraq's delegate to the Interim Committee
of the United Nations, spoke to the Arab
News Agency, saying that the allegations about the condition of the Jews
are baseless. He added
that Jews in Iraq are treated
equally with others without exception. In his statement,
Mr. Ezzat Mohammed referred
to the World Jewish Congress's request
to include the issue of Jews in Iraq
on the agenda of the Economic and Social Council
of the United Nations, which
began its meetings yesterday. The request stated
that their condition had improved in Lebanon, to which
Dr. Karim Azkoul, Lebanon's delegate
to the Interim Committee of the United Nations, commented,
saying that the situation in Lebanon was never bad
at any point for it to improve now, and that it is
absurd to present such false accusations
to the Economic and Social Council.
He added that the Jews have become accustomed from
time to time to broadcast false accusations about
the treatment of Jews in Arab countries as part
of their planned propaganda. The Arab states
do not have representatives in the Economic and Social
Council, so it is no wonder if the Jews want
to seize this opportunity to say what
they want, feeling safe from any response by
Arab delegates.

Allegations of Persecution of Jews in Iraq!

"New York Times" American in the Middle
East, sent a letter to the mentioned newspaper
from - Khorramshahr - in Iran recently
stating that the sensational stories that have circulated
recently about the persecution of Jews in
Iraq are not based on any basis of
truth at all, and that the departure of a large number
of Jews crossing the Iraqi border into
Iran at the present time can be explained
as a result of the abolition of martial law in
Iraq. Mr. Ross adds
to that, that the condition of the Jews arriving from
Iraq is completely different from the condition of
the displaced Jews who emigrated from
Germany and Central Europe in the period
immediately following the Second World War. For
there is nothing to support that they have been tortured
or persecuted as happened to others under
Nazi rule. The fact of the matter is that
these Jews have simply decided to leave
Iraq to reside in Israel.
As for what relates to the arrest of a number
of Jews by the Iraqi authorities
this past summer, what is not hidden in this
regard is that - Iraq - is still in a state
of official war with Israel, and therefore
the responsible Iraqi authorities consider any
activity aimed at helping Iraq's Jews
to emigrate to Israel a crime punishable
by law.
It is understood from foreign sources that have
continuous contact with the immigrant Jews that
a large number of these are still in great
doubt regarding their future. For after
one of them has made the decision to
depart, he sees a few days later that he
has changed his mind, preferring to stay
where he was.

A New Zionist Campaign Against Iraq
The Tone of Persecution of Jews in Iraq is Renewed
Lake Success - The special correspondent of the Arab News Agency in Lake Success writes
saying that Jews in America have begun a new movement intended to stir up feeling against
the Arabs in America, and they are trying to do so by claiming that the status of Jews in Iraq is worsening
and they are asking the Economic and Social Council, which has begun its meetings, to include
"the plight of Jews in Islamic lands" on the agenda. It is worth mentioning that the Jews
recently complained about the ill-treatment of Jews in Iraq, but it then became clear after the
truth was revealed that Jews in Iraq enjoy their full freedom. These claims, which
have been proven false, have now been raised again in a letter sent by the World Jewish Congress in
New York to Mr. Trygve Lie, the Secretary-General of the United Nations, in which it stated that the situation
of Jews has improved in Lebanon but has worsened in Iraq. There is no reason for these new allegations
except for the desire to win "sympathy" in the United States toward the Jews and to stir up

The Lesson from the Case of Mr. Ali Khalid!
Since Mr. Ali Khalid was the Director
of Baghdad Police, people feared his name,
wary of his oppression, while some flattered him
and others sought to benefit from his position;
the fearful and the virtuous bestowed their wealth upon him,
and with the wealth of the fearful and the virtuous, he was generous!
Alongside supporters and protégés, he had
associates who lauded his competence and affirmed
his sincerity! They went as far as promoting
the claim that the kingdom's safety was linked to his presence
at the head of this armed force! In which he merely
exploited his stability and expected his repeated return
to it—this hideous exploitation that rumors
have recently confirmed he swore an oath upon
while in a state of "drunkenness." Those who know
Mr. Ali and his past in the police service,
his deep knowledge of methods for evading
responsibility, his vast shrewdness, and his ability to
fabricate suitable situations, we say that
those who know all of that with complete knowledge
know with certainty that the man had thought,
plotted, and prepared excuses before taking action!
When he failed in his conspiracy, he asked—according
to what is rumored—the morning of his failed coup: Where
am I? And what brought me here! Had
Mr. Ali been in his official police position
and been surprised by a detainee with such a "theatrical
performance," he would have laughed at him!
Our concern today is the lesson from this grave
incident, and paying attention to the stance of some of us
towards it. For had Mr. Ali not found the field
wide open before him to dominate people for a long time,
he would not have dared for a single moment to rebel
against the system. Had he not felt that he would find
those influenced by his company to the point of accepting every rumor
that trivialized his responsibility, he would have been more hesitant
and less hasty.
We must, therefore, judge public interests using
our minds and consciences; we must not incline to support any person,
regardless of their government position, as long as we feel
that this person is exploiting this position, which
was created to serve the people with a service free from
the impurities of tampering with the law, to which
everyone must be subject equally, without
any distinction between the influential and the non-influential
among the sons of this wretched homeland.
Mr. Ali filled the houses of the influential
with servants from the police! He was the fastest official
to perform any service requested of him to please any
influential person, and he would instruct the poor
and the fearful to carry it out! His influence reached
its peak until he convinced successive governments
to increase the police allocation in the general budget
until it reached the amount allocated to the Ministry of Education
entirely! Despite all this, criminal
incidents were innumerable, and police officers themselves
often complained about the distribution of the force to serve
the influential, such that an adequate number
was not available for patrolling the districts!
In Mr. Ali's era, it became understood among
the people that it was better to settle through private
means what they feared to settle in courts,
litigation, and legal scrutiny! Sometimes the
Director General's orders dictated ignoring the
investigating judges' orders and forgetting the laws!
Thus the situation deteriorated until people imagined
it was impossible for any system to exist in Iraq
as long as this type of police
method was prevalent! Despite all this,
we used to hear that Mr. Ali was the most capable, sincere,
and competent Director General of Police! Had the reasons
for appointing certain police officers in one place over
another been scrutinized, as well as the methods of evaluating their qualifications for promotion
and advancement over others, and the reasons for turning
a blind eye to secret houses and hidden gambling
dens in some places—had all that been investigated
and addressed, Iraq would have moved in an important
aspect of its life from one state to another!
It was part of Mr. Ali's brilliance that he deluded
some officials into believing in his ability to combat
Communism. In reality, the presence of a man like him
in the position of Director General of Police is the greatest encouragement
and strongest driver for the spread of resentment and complaint,
creating the natural environment for Communism. How many
young men entered detention accused of it, only to clash
with the police's treatment in detention until their
souls were soaked in bitterness and they became inclined toward Communism? Indeed,
some nationalists, whose sincerity we know, were accused
of Communism and fell victim during
the existence of martial law; it only
pained their souls to be imprisoned on a charge unrelated
to their beliefs or their activities.
Mr. Ali Khalid did not hesitate to invite
Mr. Al-Safwani, a member of the executive body
of the Independence Party and owner of Al-Yaqza, to
his office and threaten him if he continued his campaign
against Jewish activity, and that was
in the presence of the Haham Bashi himself! It was
his duty to please the Rabbi more than to
carry out an official order! In fact, he caused the detention
of two young men because they were tracking Zionist activity
during the Palestine war itself and informing
the competent military authorities of what
they discovered!
And here are the Zionist Jews today,
overcome with gloom after Mr. Ali failed in
his attempt. Previously, they mocked the
press campaigns against Zionism and
did not hide their confidence in Mr. Ali's sympathy! How much
money they smuggled out, and how many of them fled during
his prosperous era!
Today, the popular feeling resulting from
getting rid of Mr. Ali's nightmare and
referring him to fair justice cannot be described. He exhausted
the people with his power, his dominance lasted long,
and the scope of his exploitation of influence expanded. He was no longer
an official serving the state; rather, he became dominant
by his person and position over the people, until
many of them finally began to repeat that it was God's vengeance
alone that drove him to expose the extent of
his recklessness with security and his audacity against the system!
For he always found friends and supporters
who promoted him, hid his reality, and downplayed his danger!
We do not doubt that fair justice will give every
arrogant, exploitative official a lesson by sentencing
Mr. Ali Khalid to what he deserves.

You find them at times hiding themselves in a ship
filled with hay or straw, and at other times
sitting in large barrels in the middle of

and you find some have worn Arabian
clothing (the Agal and Keffiyeh) and dressed
the women with them in the clothing of the people of
the South, and stranger than this or that
is what happened recently when
some Jews escaped while wearing
police uniforms after they placed in
the hands of some Jewish men iron
shackles (handcuffs) and with them women
and children, claiming they arrested this
group while it was trying to escape and that
they were leading them to the borders to deliver them with
their belongings and the rest of their companions

It was recently rumored that some have
invented a method that does not attract suspicion at all,
which is that they agreed with the sailors of
merchant ships to transport them to the border
point while wearing sailors' clothes
like the captain of that ship

And some of them bought donkeys and sheep
and cows and luggage similar to the luggage of nomadic
Arabs after they dressed their women in the clothes of
Arab women, as well as the children,
claiming they are from Arab caravans

Approximately 26 days ago,
some members of the Basra police saw in the
Al-Siba sub-district (Abu Al-Khaseeb District) a woman
wearing a (Boushi/face veil) but she was stumbling in
her walk, which made suspicion
seep into the hearts of the individuals, so they arrested
her and did not touch her at all until
they arrived at the center, and there it appeared through
a woman on behalf of the police that it was
Dr. Ja'roor wearing these
clothes to escape from Iraq, and he had in
his possession (15) thousand Iraqi Dinars
and some gold jewelry and gems,
and he was a doctor in Basra who sold
his furniture in preparation for escape, so he was presented to court
and its result is not known until now
⟦line⟧ Heretic Muslims ⟦line⟧
About 30 days ago, while the
Shatt al-Arab patrol was conducting river
guards at two o'clock after midnight,
it saw from a distance a motorboat
full of passengers, but when it sensed
the presence of the police motorboat, it fled,
but the police pursued it, and after
a chase that lasted two hours or more,
it was seized and it appeared that it carried (11)
Jewish passengers trying to escape to
Iran via the Shatt al-Arab, and that
this boat belongs to three partners,
all of whom are (Muslims). Everyone confessed
to the attempt to escape by means of these
(Heretics), and when this case was presented
to His Excellency the Governor of Basra,
he summoned these Muslims and tears were almost
jumping from his eyes because of his ⟦happiness/unhappiness⟧
except that he ordered an investigation to be conducted before him,
and their papers are now before His Excellency for a decision
on them . . .

With such methods and innovations,
Iraqi Jews are able to cross
the Iraqi borders without concern because
a rumor among them says that the police only arrest
5 percent of the escapees, so the Jew says
to himself, either I will be of this five
percent or I will be among the escapees.

There are several ways through which they escape,
some unknown to tongues until
now, and the other part is through:
Shatt al-Arab district, Umm al-Rassas,
Umm Huwayjran, the entire Al-Siba district, Kut
al-Zayn, Al-Amiya road, Al-Fawqani
road, and others whose names we do not
know, but they know them as if they
were geographers!!

As for how they continue their journey to Palestine,
that is very easy, as the Iranian
authorities, it is said, consider
every Jew who enters its borders a "refugee,"
so they grant them refugee status and allow them residence
and passage, where the escapee finds there
planes to transport them to the "homeland of Israel."

After all this, shall we remain ⟦fooling⟧ ourselves and claim
that we are fighting smuggling and ending this
movement, which results in weakening the
Kingdom's economic entity? Because the Jew
who invents such precise methods
in smuggling himself and his family
can invent a more precise and more
astonishing method to smuggle his wealth from Iraq.
And lest we forget, we shall not forget the public auctions
abounding with precious home furniture that
is sold every morning and evening in
all Iraqi cities, which if they indicate anything,
they only indicate a wide-scale movement
in emigration and the leakage of financial cash from
Iraq . . . and the incidents of fraudulent
bankruptcy among Jewish money changers in
recent days warn Iraqi trade
of danger, a matter that cannot be
rectified if more days pass over it.

Therefore, we declare to the officials
the necessity of rectifying this grave danger,
and we demand the exertion of mighty efforts to stop
this smuggling movement at its limit, or else
peace be upon our fate.
