( 2 ) English [cement] will be deducted from the final account based on the price difference per ton between English cement and Iraqi cement, according to the quantity of Iraqi cement used in the work. Eighth - The First Party undertakes to pay advances to the Second Party from time to time during the progress of the work, at a rate of ninety percent (90%) for the completed works according to the prices in the attached schedule, and seventy-five percent (75%) for the materials present at the work site.
