It is truly regrettable that the success rate of sixth-grade students in the ministerial exam for this
year is a very small percentage, barely exceeding 30%, contrary to previous years despite the stability of the situation
and the continuity of study this year. However, it seems that the reason for these results is the lack of responsibility
and sense of duty by the specialized teachers, especially since their promotions and annual increments are given to them
merely upon the passage of the legal period without regard to their sincerity in work and their sense of responsibility to raise
the academic level of their students and alerting them to the problems students suffer from during the school year, especially
those weak in academic subjects. Accordingly, this Mutasarrifate will not consider the promotion of any negligent teacher
who does not perform their professional and educational duties as required.
We request to circulate this to all primary schools and notify male and female teachers of it, and inform us of
those who are negligent and responsible for these results when they are due for promotion.

is truly regrettable that the success rate is very low compared to what we hoped for our children. There is no doubt that
the largest part of the responsibility lies with the teacher and the administration before it falls on any other party.
The success rate of the teacher will be taken into consideration when granting increments or making promotion recommendations.
We hope that this will have a clear impact on our students' levels as we are on the threshold of a new school year.

We are sending you herewith ( ) envelopes for admission forms for the Literary branch and ( )
envelopes for admission forms for the Scientific branch, noting that each envelope contains two forms in two
different colors. As for the graduates of the Commercial branch, if they exist in your school, they should be given
Scientific branch forms. Please fill them out according to the following instructions:-
1- Admission forms shall be distributed to students who passed in the first session whose totals are not less
than ( 420 ), and for those who passed in the second session whose totals are not less than ( 441 ), and for graduates
of previous years whose totals are not less than ( 455 ), provided they are not among the students
who were accepted into the University of Baghdad or left their studies, whether due to failure or otherwise.
2- Each male and female student shall be given an envelope containing two forms (Scientific or Literary) according to the student's branch
to record the information required of him/her in the form, as well as the name of the college or institute they
wish to join, arranged according to their preference, then the student signs it along with their guardian and attaches the
required documents (Iraqi nationality certificate, civil status book - original copy, certificate of no criminal record,
and four personal photographs) and submits it to the school administration to record their grades and verify the
attached documents, and gives a receipt to the student in exchange, which includes the student's name, total, branch, and year
of graduation, and they are then sent to us. In order to organize the admission process and spare students many
follow-ups and long stays in Baghdad, please follow the instructions below to classify
the university admission forms before sending them.
a- Classify the admission forms of each branch separately: Scientific, Literary, and Commercial (if any).
b- Sequence the admission forms with their envelopes according to the students' totals, such that the envelope of the student
who achieved the highest total is first, followed by the rest of the forms, i.e., the sequence of the total for each
student and for each branch.
c- Lists of the names of form owners should be typed, sequenced according to the organization mentioned in paragraph (b) above,
provided that the Scientific lists are separate, followed by the Literary and Commercial lists (if any).
d- Paragraphs (a, b, c) above apply to this year's secondary school graduates.
As for students of previous years, special lists shall be organized for them, and the forms shall be classified as shown above
and bundled separately from this year's graduates' forms.
e- Please note what was mentioned in the second paragraph of Article (b) of the admission requirements, which states
that (the deadline for submitting applications shall not exceed three weeks from the date announced by the
General Registration Directorate).
f- The student has the right to choose (16) colleges or institutes.

Conditions for applying for admission to the University of Baghdad
First: Civil and physical conditions
A - Must be of Iraqi nationality
B - Must not have been convicted of a felony or a misdemeanor involving moral turpitude
C - The applicant's age for admission at the start of the academic year must not exceed 25 years (special cases approved by the University Council are excluded from this)
D - It is not permitted to combine study at the university with employment and service starting from this year, and those nominated for admission among them must submit a study leave no later than two weeks from the start of studies
E - Must pass the medical examination approved by the University Health Directorate and the university committees in Basra and Mosul
Second - Academic conditions
A - The student must hold the Iraqi Secondary School Certificate or its equivalent (certified by the Ministry of Education)
B - Admission is based on the sequence of totals in the secondary school certificate and according to the availability of special conditions for colleges and institutes, provided that the applicant's desire in choosing the college or branch is taken into account within the previous limits.
C - Applications for admission may not be accepted for students who passed in the first round if their totals are less than (420) and in the second round if they are less than (441). As for graduates of previous years, the total of those applying for admission must not be less than (455). The General Registration Directorate determines the minimum limits for the sequence of totals of those admitted in light of the statistical studies it conducts after the results of the preparatory study appear, taking into account the differences mentioned above for graduates of the second round and for graduates of previous years.
D - Graduates of the literary branch are accepted into literary and humanistic studies at the university.
Third - Required documents and submission of applications
A - Required documents: The student submits the following documents to the General Registration Directorate
1 - Admission form in two copies after filling it out; admission forms can be obtained from the Directorate of Education in the provinces
2 - Four recent personal photographs 6 x 4 cm
3 - Civil status book, 1957 registration (original copy)
4 - Certificate of non-conviction
5 - Iraqi nationality certificate (original copy)
B - Submission of applications
1 - The student submits the papers and documents mentioned in paragraph (A) directly to his school in exchange for a receipt, and the school administration is responsible for transferring them to the Directorates of Education in the provinces, which in turn send them to the General Registration Directorate by official registered letter.
2 - Admission applications for the University of Baghdad, including the colleges of Mosul and Basra, are collected at the General Registration Directorate. Registration representatives in Mosul and Basra participate with the General Registry in studying and classifying the applications, then the results of the nomination for admission are announced in the General Registration Directorate and the registration offices in Mosul and Basra simultaneously.
3 - Students are not allowed to visit the General Registration Office in Baghdad or the registration offices in Mosul and Basra before the announcement of the nomination results. After the announcement, they must visit the college or institute to which they were nominated in Baghdad, Mosul, or Basra to complete the admission process, including the application of special conditions, if any.
4 - Submission of applications for admission to the university begins as of Sunday, 1/8/965, and ends at the end of official working hours on 19/8/1965.
C - Student review centers in Baghdad are as follows:
1 - College of Science in Adhamiya for students of the scientific branch
2 - Engineering in Bab al-Muadham for students of the literary branch
3 - Girls for all female students of the scientific and literary branches
D - Student examinations are conducted in three centers: Mosul • Basra • Baghdad • Students from the following provinces are examined in Mosul - Mosul - Kirkuk, Erbil, and Sulaymaniyah. Students from the following provinces are examined in Basra - Basra, Amarah, Nasiriyah, and Diwaniyah. Students from the rest of the provinces are examined in Baghdad.
Fourth - A student may not be transferred after being admitted to a college or institute except in the case of unfitness for study in that college or institute when applying special conditions or failing the medical examination.

(Continuation of the fifth paragraph)
1- Graduates of intermediate studies or their equivalent are allowed to travel to Arab countries to study at their own
expense and transfer the necessary funds for their studies.
2- Graduates of preparatory studies and graduates of colleges or their equivalent are allowed to travel abroad to study at
their own expense and transfer the necessary funds for their studies.
3- Graduates of intermediate studies or their equivalent are allowed to travel outside Iraq for the purpose of study and training in
vocational institutes and transfer the necessary funds for their training after the Directorate of Missions is convinced of the country's need for such
training that is not available in Iraq.
4- Excluded from the above are the children of employees sent on official missions outside Iraq or those they legally support
with official confirmation, as well as the children of scientific mission students, those financially assisted, those on study leave, those granted study
fellowships, and business owners residing abroad permanently.
5- The student who intends to travel outside Iraq for the purpose of studying at his own expense (among those to whom the
above principles apply) must submit the following documents to the Directorate of Missions at the Ministry of Education:
a- Iraqi nationality certificate or a certified copy thereof, and if that is not possible, he must submit an official confirmation proving
his acquisition of an Iraqi passport with a statement of its number, date, and issuing authority.
b- The document of his last educational stage in Iraq, certified by the competent authorities.
c- An acceptance document issued by an institute or school recognized by the Ministry of Education, certified by the competent authorities, proving
that the student's study is regular and full-time.
6- It is not permissible to facilitate the travel of graduates of preparatory studies or higher institutes except after the confirmation of the Rights Directorate
at the Ministry's office for preparatory graduates and the Rights Directorate at the University of Baghdad for graduates of higher
institutes that there is nothing preventing their travel outside Iraq for the purpose of study. If the applicant for travel is an employee,
he must present his department's written approval for his travel for the purpose of study.
7- Transfer of funds is not allowed for those who have spent more than double the normal period prescribed for study.
8- These instructions do not include students who joined their studies before they were issued, provided that they submit the documents
stipulated in paragraph - 5 - above and taking into account what was stated in paragraph seven above.

Please provide us with a list showing the names of male and female students who have incomplete status in all their subjects, and students
with incomplete status due to medical reports in the general examinations for preparatory studies for the academic year 1964 / 1965
in the first round. Boys should be separated from girls, as well as the scientific branch from the literary branch and from the
commercial branch. Meaning, there should be a separate list for boys from the girls' list, while maintaining accuracy and according to
the model listed below. The school administration will be responsible for the accuracy and correctness of the information.
Notes /
1 - Lists are to be delivered to the Examinations Supervisor.
2 - The administration of a school whose students' success rate is 100% must also inform us of the absence of incomplete students in
their school.
3 - A correct and accurate summary of the number of incomplete students shall be organized.
4 - Lists shall be sent within a maximum period of three days from the date the results are released.

For students participating in general examinations
A - Duties and General Instructions
1 - The student must know their examination number and seat location in the examination hall at least one day before the exams.
2 - The student must attend the examination hall at the designated time, bringing their general examination participation permit card. No
delay from the exam time is allowed, and the student will not be admitted to the examination hall immediately after opening the question papers.
3 - The student must place their general examination participation permit card on the desk in front of them every day and for every subject. The
external student must additionally bring the receipt given to them for examination fees.
4 - The student must:-
A - Request their booklet if it is not stamped with the seal of the Ministry of Education and signed by the center director before starting the answer.
B - Write their name as it appears on the examination participation card and their examination number immediately in the designated place
on the cover of the booklet in ink or indelible pencil, and it is not permitted to write this elsewhere, otherwise it is considered cheating.
C - Use black lead pencil in their answers only.
D - Write on both sides of every sheet.
5 - The student is not allowed to bring any books, booklets, papers, or even drawing tools into the examination hall.
6 - The student is not allowed to:-
A - Speak inside the examination hall.
B - Look at the booklet of those next to them.
C - Request anything from their peers, and whoever violates this is considered to have cheated.
7 - Students are absolutely not allowed to ask the proctors to explain or interpret the questions.
8 - The student is not allowed to place any sign or distinguishing mark inside or outside the booklet, and whoever violates this is considered to have cheated.
9 - The student is not allowed to use any paper other than the exam booklet paper, nor is it permitted to write on the question paper.
10 - The student is not allowed to change their place or seat throughout the exam days.
11 - Cheating and any attempt to cheat is considered a violation for which the student is punished by deprivation from the general examination for that year and is considered to have failed.
12 - The student is not allowed to request a second booklet unless they have finished the first booklet, and they must write their name, number, etc. on the second booklet
as stated in paragraph (B) of Article Four. It must be placed inside the first booklet upon submission.
13 - Students must leave the examination hall after submitting their examination booklets. They are not allowed to gather near the exam hall
after leaving it to discuss the answers.
14 - Absence from general examinations is not allowed except for a legitimate excuse such as illness, in which case the student must present a medical report in accordance with
medical report instructions.
15 - Anyone who causes a disturbance in the examination hall or creates an artificial noise to obstruct the progress of exams or disturbs its peace is deprived of taking
the exams and is considered to have failed for that year.
16 - Anyone who threatens or assaults any member of the examination centers or
examination centers is deprived of taking the exams and is considered to have failed.
17 - If the student's booklet contains anything considered defamation, insult, or a violation of order or morals, their exam is cancelled and they are considered to have failed.

Regarding Medical Reports
1 - Medical reports are not accepted except from the medical committee in the Student Health Directorate in Baghdad or from student health doctors in the provinces. In the absence of student health clinics, reports from hospitals or health institutions are accepted. Reports issued by private doctors are absolutely not accepted.
2 - The sick student must obtain a letter from his school for a period not exceeding one week and not less than one day before the exam, or from the exam center manager during the exam days, in order to provide him with a medical form before 7:30 AM for the purpose of exempting him from the exam for that day or the days included in the report.
3 - No review is accepted during the exam hours (after students have seen the questions). If a student suffers a sudden accident in the exam hall, he must be given first aid. Medical reports granted during exam hours are not accepted, but if this medical report covers more than one day, the student is exempted from exams for the days following that day (on which the accident occurred) and which are included in that medical report.
4 - The student is not allowed to participate in general exams for the days on which he submitted a medical report, and his exam is considered canceled if he participates on those days he was tested.
5 - Delays in submitting medical reports are not permitted; a grace period of only one week is granted after the end of the exams. Medical reports are not accepted after the announcement of results, regardless of the reasons.
6 - Medical reports are not accepted in the second session, and students may not be provided with letters or medical forms for the purpose of sending them to medical committees.
7 - The medical form is organized according to the following model in two copies; the center manager keeps one and attaches the other to the form for sending packages to the examination center. In case of delay in receiving the examination result from the student health clinic, the center manager indicates its number and date on the package sending form.

18- The serial numbers given to students in the general exam are the same used in the supplementary exam.
19- The student is advised upon entering the exam hall to be an example of discipline and politeness, and to maintain their composure and calmness
and to begin by studying the questions calmly and carefully, then proceed to answer them.
20- The student is advised to begin by answering the question they believe they can answer better than others, and to be deliberate in what they write
and take care of the cleanliness of their booklet, and the quality of their handwriting and spelling. As this has an impact on the grade estimation during correction.
21- The student must place the answer numbers according to the numbers appearing on the question sheet and not according to the order of answers in their booklet.
22- The student must answer the required number of questions only. Because the examination committee takes into consideration the answers according to
the sequence provided in the exam booklet and ignores the final answers that exceed the required number or those that have been crossed out by the student
clearly. For example, if it is required to answer five questions and the student answered six questions, the committee will read
the first five answers and ignore the sixth unless one of the first five answers has been clearly crossed out.
23- When the time allocated for the exam ends, the student must stop writing, close their booklet, and remain in their place waiting for the proctor
to receive the booklet from them.
24- It is preferred not to smoke inside the exam hall, and the center director may allow bringing in cigarettes (without the box). As for cigarette boxes
and matches, it is not permissible to bring them in and they are considered a means of cheating.
25- Members of the armed forces are prohibited from entering the examination hall in their official uniform.
26- Every student must hand over the question sheet along with their exam booklet to the proctor.
27- Carrying weapons of any kind inside the examination halls is prohibited.

For General Examination Proctors
1 - Proctors must be present at the examination centers at least half an hour before the start.
2 - Proctors distribute the examination booklets to the students immediately after they are seated in their places and after ensuring the presence of the stamp of
the Ministry of Education on the booklets.
3 - Proctors must announce to the students the necessity of using black lead pencil for answers only and writing on both sides of each
sheet and writing their numbers and names as they appeared in the participation cards for the general examinations ... etc. in the designated place
for that on the cover of the booklets in ink or copy pencil.
4 - It is not permissible to interpret a word or a sentence of the questions because understanding the question is part of the answer.
5 - It is absolutely not permissible for proctors to talk to students during the exam regarding the answers to the examination questions.
6 - Each proctor reviews the names of the students under his supervision and checks the participation permit cards for the general examinations
by reviewing the photographs to ensure they are not forged and to verify the identity of the holder during the examination of each subject.
The proctor is considered responsible if the students under his supervision are changed or if their booklets are changed.
7 - A - It is not permissible to give more than one booklet to the examinee student except after ensuring his need for a second booklet. The proctor
must record the name and number of the student who requests another booklet and pay attention to the necessity of receiving both booklets (not one booklet)
from him after he finishes the exam and to submit to the examination center director a list signed by him with the names of the students who
used more than one booklet with a statement of the number of booklets used by each of them.
B - It is also not permissible to allow any student to borrow anything from another during the exam.
8 - The proctor must not allow a student who finished his exam before the specified time to return again to the examination hall for whatever reasons.
9 - Upon the end of the time allocated for the exam, the proctor must order the students present in the hall to stop writing and close the booklets
and stay in their places until they are instructed to leave, after the completion of collecting the booklets.
10- Proctors collect the booklets and ensure upon receiving each booklet that the student has written his name and examination number on the cover
of the booklet in ink or copy pencil and that the booklet is stamped with the stamp of the Ministry of Education and they deliver these booklets to the director of the center
the examination.
11- It is expected of the proctors that each of them has reviewed the instructions for students participating in the general examinations. And
to be vigilant and attentive and to stand in a suitable place so that he can observe the movements of every student and it is hoped that the
proctor performs his task with all firmness, interest, accuracy, and cooperation so as to ensure the proper conduct of the examinations as required and prevent the approach of
students to the examination hall and their discussion of the answers after they leave it. Anyone who misuses the
duty assigned to him or neglects it in any form whatsoever shall be punished with the utmost severity.
12- The important thing is to reduce cheating incidents, and firm supervision blocks the way for those who are tempted to attempt cheating, as most incidents of
cheating occur as a result of the laxity of proctors, so preventing cheating is better than its occurrence and then catching it.
13- It is very necessary that the atmosphere in which the students are examined be calm and that the proctor be gentle in dealing with students, but this
does not mean overlooking any attempt to cheat.
14- Proctors are not allowed to be occupied with talking or reading and gathering with each other during the exam.
15- The director of the examination center is the one who checks and decides finally on cheating cases, so proctors must inform him of every case of this kind that occurs.
16- Proctors (or five of them if their number exceeds five) sign the covers of the sealed questions shortly before opening them with three
of the examinee students.
17- It is preferable for proctors not to crowd and move frequently between students' seats to prevent the confusion that may arise from that.
