It has been noted that some school administrations refuse or hesitate to admit students transferred to their schools despite
the issuance of explicit orders to that effect from this Directorate. Since schools are open to serve all citizens,
the school administration has no right to act against the interests of the students, as it is expected of the principal
to be an educator who prioritizes the interests of the students and facilitates every procedure consistent with the public interest. Refusing to admit
students transferred from schools in other governorates does not, in any way, indicate diligence or a sense of responsibility.
We hope that the administrations of all schools associated with this Directorate will refrain from such actions, which
reflect rebellion and non-compliance with the orders issued by this Directorate. ⟦line⟧

Based on the requirements of the public interest
1- It has been decided that the general examination centers for the primary study for the academic year 64 / 965, first session, will be in accordance with the attached tables.
2- The general ministerial examinations will begin at exactly eight o'clock in the morning on Saturday, corresponding to 22 / 5 / 1965.
3- School administrations whose buildings have been adopted as examination centers, whether official, private, or foreign, must prepare their school desks, halls, and classrooms well in advance of the examination date.
4- School principals must review our letter No. 9043 on 4 / 3 / 965 and study it with complete accuracy, answering points that require a response at the specified times.
5- Students are to be informed of their examination centers from now, and this shall be announced on the school's announcement board.
Important note / School administrations whose buildings have been adopted as examination centers for primary study must move forward the examination dates for non-graduating classes for a period not exceeding five days for the purpose of conducting the general examinations starting on 22 / 5 / 1965.

On the occasion of the arrival of Dr. Lee, the expert specialized in the principles of English language teaching, assigned once again to
Baghdad. During his stay in Baghdad, a curriculum has been organized for him including the delivery of some model lessons
in the principles of English language teaching, followed by special discussions on the subject, according to the schedule shown
below. We ask that the necessary measures be taken to inform those concerned to attend at the designated time and place and to notify us.
1 - Sunday, 3/14/1965 - The First Lesson -
The expert will deliver a model lesson to students of the second grade from the Al-Mamouniya Model School in the hall of
the Institute of Fine Arts from nine o'clock in the morning until ten-thirty, attended by teachers
(male and female) of the English language in primary schools affiliated with the Baghdad Education Directorate / Rusafa within
the boundaries of the Capital Secretariat, as well as the male and female inspectors in the aforementioned directorate, followed by a discussion after
the above lesson.
2 - Monday, 3/15/1965
The second lesson will be conducted as mentioned above.
3 - Tuesday, 3/16/1965 - The First Lesson -
The expert will deliver a model lesson to students of the fifth primary grade from the Teachers' Training College School in
Adhamiya in the hall of the Institute of Fine Arts from nine o'clock in the morning until ten-thirty,
attended by teachers (male and female) of the English language in primary schools affiliated with the Baghdad Education Directorate / Rusafa
within the boundaries of the Capital Secretariat, as well as the male and female inspectors in the aforementioned directorate, followed by the discussion
after the above lesson.

Please circulate to the administrations of intermediate and secondary schools, teachers' training institutes, and vocational schools
affiliated with you the following instructions to act accordingly, in order to preserve the interests of the students and ensure the integrity
and precise conduct of the examinations.
A / Examination Committee
An examination committee shall be formed by an administrative school order for each intermediate or secondary school, consisting of the school
principal, the assistant, and one of the teachers selected by the principal, provided that the Governorate Education Directorate is informed with a copy thereof.
Its duties:
1 | Supervising all school examination matters.
2 | Taking necessary measures to make examination booklets confidential, either by placing secret numbers on them, using booklets
similar to ministerial examination booklets, or by hiding names by folding and taping them or any other method
adopted by the committee.
3 | Transferring grades from the examination booklets after grading them to the student name schedules.
4 | Summing the grades, calculating averages, auditing results, announcing them to students, distributing them, and entering
the grades into the students' grade records.
The committee ensures that graders perform their duties accurately and fairly, and also reviews a portion of the booklets for grading
accuracy in terms of marking errors, placing grades on each question, and signing it.
Secret number slips shall be kept in a special envelope with the subject name and class written on it.
The committee is collectively responsible for everything that occurs during the examinations that warrants responsibility.
B / Examination Schedule
It must be organized and announced at least two weeks in advance.
The class is considered a unit; it is not permissible to set a lesson for each section of the class.
Final examinations start at eight o'clock in the morning.
Important subjects should be distributed across all days of the examination period; it is not permissible for all lessons to be in the first days,
and the last day should be nominally occupied by drawing and physical education.

G/ Grading Notebooks
The examination shall be secret, and notebooks are graded using secret numbers or by hiding names by folding and pasting them.
Grading is conducted inside the school daily, and it is absolutely not permitted to take notebooks outside the school under the legality of
grading notebooks for any subject by members of the special committee, provided that questions are distributed among them equally.
Grading must be conducted on a fair basis and based on model answers, and it is absolutely not permitted to reconsider
the grading or modify the grade after it has been submitted to the administration.
Each grader places the grade on the answer they graded inside the notebook in both numbers and words, with a short
signature and marking the errors, then these grades are transferred to the cover of the notebooks in numbers and words with the full
signature, and then they are summed and audited by a grader other than the one who performed the summation.
Each committee must provide the school administration with a model solution showing how grades and questions are distributed.
A teacher is not allowed to interfere in examination matters that do not concern them, nor do the principal or teachers have the right
to ask another teacher to modify a student's grade in any form whatsoever.

The assessment of grades in composition is based on two foundations:
First / Abundance of ideas and meanings and their good organization.
Second / Goodness and correctness of expressing them ⟦line⟧
In the mathematics lesson, the grade is considered full if the solution steps are correct and the results are correct.
In social studies and natural sciences lessons, the grade is assessed relative to the number of facts required to be mentioned in the question.
The full grade is considered one hundred (100) and is distributed among the number of questions equally, and the question grade is divided among
the branches also equally unless otherwise stated.
I/ Absences and Medical Reports
Absences must be recorded throughout the examination days daily and in a special notebook signed by the proctor next to the student's name.
Then, the absentees among them must be recorded in the daily attendance register and kept with the rest of the examination notebooks.
Medical reports due to illness are not accepted except from the medical committee in the Student Health Directorate and official doctors
authorized to do so when student health clinics are not available in that province.
Students' visits to the student health clinic shall be by a letter from the school administration before the start of examinations.

Medical reports are considered void for the days on which the student took his exam, and his exam may never be repeated.
A student may not be examined on days for which he is on medical leave by official medical reports.
E/ Examination Results
Examination results must be announced at least one week after the end of the final examinations.
Results may never be distributed by the janitors, but rather by one of the members of the examination committee
to be responsible for that.
Examination results must be written on the students' IDs and signed by the school principal.
Scraping or crossing out in the registers, tables, and grade IDs is not permitted, and if a change occurs due to an error in
transcription or addition, the grade must be crossed out and changed in red ink, provided that this is accompanied by the signature of
the principal and the specialized teacher, with an indication of the reason for the change, and the grade is also adjusted by the principal
and the specialized teacher.

In view of the approaching date of the general examinations and our desire to organize their progress in the most perfect manner, we wish to limit from
now the duties of the principals of schools in this regard, hoping for their study with all precision and putting these instructions
before you for review so that you may answer the information required of you at the times specified in the letter, and that the delay of
the response of one school is sufficient to disrupt the workflow of the examination committee in this directorate, and the school administration
places itself as a result thereof in a position of negligence.
Instructions
1- Principals of schools must, at least one month before the dates of the general examinations, direct
the students of the terminal classes to the necessity of confirming the dates of the general examinations, the subjects, and the examination schedule
with the necessity of adhering to order, obedience, and calm, and applying all that was stated in the instructions (No. 4) for participating students
in the general examinations attached herewith, requesting the understanding of the students concerned of what is stated therein with all precision
and reading it to them repeatedly before the general examinations in order to ensure the progress of the examinations with all precision, order, and calm.
2- School principals must notify all male and female teachers, male and female instructors, and male and female employees
of their duties according to the general instructions upon your receipt of them, with the necessity of maintaining attendance before
the time at the examination center to facilitate knowing each supervisor's place of supervision and receiving the booklets.
3- We request that you ask the students of the terminal classes to provide you from now with their census booklets for the year 957 to ensure
their consistency with the names recorded in your registers and to make the necessary corrections.
4- School principals are requested to audit the annual effort averages for male and female students of the terminal classes
in a precise and correct manner that does not accept doubt, and to send lists of the names of successful and supplementary students only according
to the alphabetical order, and each name should include (the student's name, his father's name, and his grandfather's name or his surname), and we
will not add the name of any male or female student whose name was not mentioned in the lists sent to us from the school, and the school
administration shall be responsible for depriving the female or male student from participating in the general examinations because the addition of
names after giving the sequential examination numbers leads to confusion and obstruction of the examination process, therefore
it must be ensured that the lists are audited precisely and no name is overlooked before sending them to us, as we also request the application of all
instructions issued to you in this regard and that you note with interest the following information when organizing these
lists in order to conduct the general examination matters in a precise and successful manner.
The lists must be written in ink and in clear handwriting, and preferably typed on lined paper and between one line
and another, and in two copies, and there should not be a list for each section, but rather for all sections of one grade there should be
one list, provided that the lists of male students are separate from the lists of female students if the school is co-educational, and it is
not permissible to write two columns of names on one page, nor to write on the back of the lists, and that the lists for Scientific,
Literary, and Commercial should each be separate from the other, and at the bottom of the list of names, the number of male students
and female students entitled to participate and the number of failures should be recorded, and a copy of the annual effort averages must be provided
including all successful, supplementary, and failing students, provided that the lists of names of
students entitled to participate in the general examinations for the three studies are according to the following model:

First: Conditions of Participation
1- External examinations shall be in the final grades only for the three levels of study.
2- Students registered and attending final grades who then left school due to dismissal
or those for whom that year was considered a year of non-failure or any other reason are not allowed to participate in

3- Students registered and attending a grade lower than the final grade are not allowed to participate in the examinations
as external students for that year.
4- Students who failed the annual averages for the fifth preparatory, third intermediate,
and sixth primary grades are not allowed to participate in the general examinations as external students in the year of their failure.
5- External examinations are held inside Iraq only.
6- External students are not allowed to participate in the general examinations for preparatory study except after the passage of
two years or more from obtaining the intermediate school certificate or its equivalent from academic study
from outside Iraq.
7- Graduates of teachers' institutes (male and female) are allowed to participate in the general examinations for preparatory study
after taking the school examinations for the fourth and fifth grades.
8- Graduates of vocational schools (Home Arts, Fine Arts, Industry, Agriculture, and Local
Administration Institutes) are not allowed to participate in the general examinations for preparatory study unless they obtain the
Academic Intermediate School Certificate or its equivalent.
9- External students are not allowed to participate in the general examinations for intermediate study except after the passage of
three years or more since obtaining the primary school certificate or its equivalent from
academic study from outside Iraq.

10- External students are not allowed to participate in the general examinations for primary education except for those who have successfully completed
at least the fourth primary grade.
11- The matter of accepting external students wishing to participate in the general examinations is decided by a committee formed
in the Directorates of Education, headed by the Director of Education and with the membership of one of the inspectors and the examinations supervisor.
12- External examinations for the preparatory and intermediate studies are held in the centers of the provinces only.
13- The participation fees for examinations for external students are as follows:-
1-) Preparatory ⟦line⟧ (5/-) Dinars.
2-) Intermediate ⟦line⟧ (3/-) Dinars.
3-) Primary ⟦line⟧ (2/-) Two Dinars.
14- Documents that must be submitted by the student applying for the general examinations:-
a- The application form for the general examinations, to be filled out upon submission by the student.
b- A school document issued by the last school the student attended and in the academic year in which he intends to perform
the general examination, certified by the Directorate of Education in the province.
c- A Manila folder with the student's name, grade, and academic year written on it.
d- Three recent photographs with a revenue stamp of (50) fils denomination.
15- The deadline for accepting applications is the end of official working hours on Wednesday, March 31, 1965, and no
applications will be accepted after that date for any reason whatsoever.
16- The student must pass the school examinations according to the conditions set forth in these instructions, and those
students who have acquired the right to participate in the general examinations for past years are exempted from these examinations, whether
they participated and failed or did not participate due to illness or other reasons. The following are excluded from this exemption:-
a- Students who lost this right upon returning to their schools; they are treated as registered students and must
perform the school examinations.
b- Students of vocational schools (Agriculture, Industry, Arts, Teachers' Institutes, and the School of Health
Officials... etc.) who did not pass the school examinations previously are obliged to perform them.
17- It is not permitted to transfer the examination center of an external student for the intermediate and preparatory studies except in emergency cases
and with the approval of the presidency of the High Committee. The deadline for accepting transfer requests is the end of official working hours on
April 29, 1965 AD.
18- Primary school students are transferred from one center to another for emergency reasons within the province or outside it with the approval of
the Director of Education in the province, provided that the request is submitted at least fifteen days before the start of the general examinations.
19- It is not permitted to re-examine students who graduated from primary education in their previous branch; rather, they may be examined
in a different branch, provided they meet the conditions for participating in the general examinations as external students and perform
the school examinations for the new branches in which they will be examined.
20- Members of the armed forces are not allowed to enter the examination halls in their official uniforms.
Second - Instructions for school examinations for external students
1- School examinations for external students begin on the morning of Saturday, April 24, 1965.
2- School examinations for the three levels of study are held in the province center only.
3- The Director of Education in the province designates the official school or schools in which the school examination
for external students will be held.
4- The Directorate of Education in the province organizes a unified schedule for each educational stage, including the dates of the school examinations
in the province, and it is announced to the students at least two weeks before the start of the examination in the Directorate of Education and in the examination centers.
5- No student who fails to attend the examination dates will be accepted, regardless of the reasons.
6- External students' examinations are conducted secretly in terms of setting questions, correcting papers, and transferring
grades by subject committees, similar to the final school examinations. These papers are kept
for a period of six months and destroyed with the approval of the Directorate of Education in the province.
7- The minimum passing grade in school examinations is 50% and the maximum grade is 100 for each
subject, and the average total for all subjects is 60% for the intermediate and preparatory studies, and the
Al-Bayati 2/17 is not calculated.

The general average rate for primary education
If the external student passes or is safe in the school exams, he has the right to participate in the general exams
Drawing, sports, singing, home economics, handicrafts, and needlework are excluded from the school exams for external students.
Common subjects in the grades are considered one subject for the school exams for external students only.
Example of that.
The arithmetic question paper for intermediate study must include the subjects of the first and second intermediate grades
And the Arabic language question paper for intermediate study includes the subjects of the first, second, and third intermediate grades for the mentioned teacher. And the English language question paper for preparatory study, its subjects are for the fourth and fifth secondary grades, and so on.
External students are tested in school exams for the three studies: primary, intermediate, and preparatory, before their participation in the general exams as follows.
Primary
A- External students for primary study take a school exam in the subjects of the fifth and sixth primary grades.
B- Students who have previously passed the fifth primary grade successfully and then left school take a school exam in the subjects of the sixth primary grade only.
Intermediate
A- External students for intermediate study take a school exam in the subjects of the first and second intermediate grades. ⟦And the third? Is there a printing error?⟧
B- Students who have previously passed the first intermediate grade successfully and then left school take a school exam in the subjects of the second and third intermediate grades.
C- Students who have previously passed the second intermediate grade successfully and then left school take a school exam in the subjects of the third intermediate grade only.
Preparatory
A- External students for preparatory study take a school exam in the subjects of the fourth and fifth secondary grades, according to the branch chosen by the student.
B- Students who have previously passed the fourth secondary grade successfully and then left school take a school exam in the subjects of the fifth grade only, each in his branch.
Third - Organizing documents and records for external students
1- The results of school exams for external students are considered for the purpose of participating in general exams or not, and it is not permissible to provide the external student with a school document or a letter about the result of ⟦line⟧ his school exam for any other purpose ⟦line⟧.
2- The participation ID for general exams for external students is organized by the Directorate of Education in the Liwa.
3- The Directorate of Education provides school administrations with the results of their students who participated in the general exams as external students to mark that in their records.
4- A special record is opened in the Directorate of Education for each of the three studies and is planned as written below, provided that its pages are serialized and the grades obtained by the students in the school and ministerial exams as external students only are recorded in it, in addition to their files, to be a reference for them in the future.

Despite the instructions issued to school administrations through the Directorates of Education
in all provinces, in which we emphasized the necessity of avoiding the use of abbreviations and summaries
that encourage a spirit of dependency among students and distract them from benefiting from their prescribed textbooks, some
teachers (male and female) are still using such books in teaching their subjects, especially in
Mathematics, Chemistry, and Physics (and they select exam questions from the same exercises and their solutions),
which has led students to search for these books and acquire copies of them to memorize the exercises and their solutions.
Since such books and their likes only lead to turning the educational process into mere memorization
of information and superficial recall of answers without any real learning.
We request your support in urging all inspectors to note this during their inspection visits and to emphasize
to the members of the teaching staff to refrain from using these books or giving solved exercises
from them, and to hold accountable anyone who violates this and inform us.
