students transferred from schools in other governorates does not in any way indicate concern or a sense of responsibility.
We hope that all school administrations associated with this directorate will refrain from such behaviors that
reflect rebellion and lack of compliance with orders issued by this directorate.

On the occasion of the arrival of Dr. Lee, the expert specialized in the principles of English language teaching, assigned once again to
Baghdad. During his stay in Baghdad, a curriculum has been organized for him including the delivery of some model lessons
in the principles of English language teaching, followed by special discussions on the subject, according to the schedule shown
below. We ask that the necessary measures be taken to inform those concerned to attend at the designated time and place and to notify us.
1 - Sunday, 3/14/1965 - The First Lesson -
The expert will deliver a model lesson to students of the second grade from the Al-Mamouniya Model School in the hall of
the Institute of Fine Arts from nine o'clock in the morning until ten-thirty, attended by teachers
(male and female) of the English language in primary schools affiliated with the Baghdad Education Directorate / Rusafa within
the boundaries of the Capital Secretariat, as well as the male and female inspectors in the aforementioned directorate, followed by a discussion after
the above lesson.
2 - Monday, 3/15/1965
The second lesson will be conducted as mentioned above.
3 - Tuesday, 3/16/1965 - The First Lesson -

Please circulate to the administrations of intermediate and secondary schools, teachers' training institutes, and vocational schools
affiliated with you the following instructions to act accordingly, in order to preserve the interests of the students and ensure the integrity
and precise conduct of the examinations.
A / Examination Committee
An examination committee shall be formed by an administrative school order for each intermediate or secondary school, consisting of the school
principal, the assistant, and one of the teachers selected by the principal, provided that the Governorate Education Directorate is informed with a copy thereof.
Its duties:
1 | Supervising all school examination matters.
2 | Taking necessary measures to make examination booklets confidential, either by placing secret numbers on them, using booklets
similar to ministerial examination booklets, or by hiding names by folding and taping them or any other method
adopted by the committee.
3 | Transferring grades from the examination booklets after grading them to the student name schedules.
4 | Summing the grades, calculating averages, auditing results, announcing them to students, distributing them, and entering
the grades into the students' grade records.
The committee ensures that graders perform their duties accurately and fairly, and also reviews a portion of the booklets for grading
accuracy in terms of marking errors, placing grades on each question, and signing it.
Secret number slips shall be kept in a special envelope with the subject name and class written on it.
The committee is collectively responsible for everything that occurs during the examinations that warrants responsibility.
B / Examination Schedule
It must be organized and announced at least two weeks in advance.
The class is considered a unit; it is not permissible to set a lesson for each section of the class.
Final examinations start at eight o'clock in the morning.
Important subjects should be distributed across all days of the examination period; it is not permissible for all lessons to be in the first days,
and the last day should be nominally occupied by drawing and physical education.

In view of the approaching date of the general examinations and our desire to organize their progress in the most perfect manner, we wish to limit from
now the duties of the principals of schools in this regard, hoping for their study with all precision and putting these instructions
before you for review so that you may answer the information required of you at the times specified in the letter, and that the delay of
the response of one school is sufficient to disrupt the workflow of the examination committee in this directorate, and the school administration
places itself as a result thereof in a position of negligence.
Instructions
1- Principals of schools must, at least one month before the dates of the general examinations, direct
the students of the terminal classes to the necessity of confirming the dates of the general examinations, the subjects, and the examination schedule
with the necessity of adhering to order, obedience, and calm, and applying all that was stated in the instructions (No. 4) for participating students
in the general examinations attached herewith, requesting the understanding of the students concerned of what is stated therein with all precision
and reading it to them repeatedly before the general examinations in order to ensure the progress of the examinations with all precision, order, and calm.
2- School principals must notify all male and female teachers, male and female instructors, and male and female employees
of their duties according to the general instructions upon your receipt of them, with the necessity of maintaining attendance before
the time at the examination center to facilitate knowing each supervisor's place of supervision and receiving the booklets.
3- We request that you ask the students of the terminal classes to provide you from now with their census booklets for the year 957 to ensure
their consistency with the names recorded in your registers and to make the necessary corrections.
4- School principals are requested to audit the annual effort averages for male and female students of the terminal classes
in a precise and correct manner that does not accept doubt, and to send lists of the names of successful and supplementary students only according
to the alphabetical order, and each name should include (the student's name, his father's name, and his grandfather's name or his surname), and we
will not add the name of any male or female student whose name was not mentioned in the lists sent to us from the school, and the school
administration shall be responsible for depriving the female or male student from participating in the general examinations because the addition of
names after giving the sequential examination numbers leads to confusion and obstruction of the examination process, therefore
it must be ensured that the lists are audited precisely and no name is overlooked before sending them to us, as we also request the application of all
instructions issued to you in this regard and that you note with interest the following information when organizing these
lists in order to conduct the general examination matters in a precise and successful manner.
The lists must be written in ink and in clear handwriting, and preferably typed on lined paper and between one line
and another, and in two copies, and there should not be a list for each section, but rather for all sections of one grade there should be
one list, provided that the lists of male students are separate from the lists of female students if the school is co-educational, and it is
not permissible to write two columns of names on one page, nor to write on the back of the lists, and that the lists for Scientific,
Literary, and Commercial should each be separate from the other, and at the bottom of the list of names, the number of male students
and female students entitled to participate and the number of failures should be recorded, and a copy of the annual effort averages must be provided
including all successful, supplementary, and failing students, provided that the lists of names of
students entitled to participate in the general examinations for the three studies are according to the following model:

First: Terms of Participation
1- External examinations shall be in finishing classes only for the three levels of study
2- Students registered and attending finishing classes who then left school due to dismissal
or those for whom that year was considered a year of non-failure or any other reason are not allowed to participate in
general examinations.
3- Students registered and attending a class lower than the finishing class are not allowed to participate in the exams
as external students for that year.
4- Students who failed the annual averages for the fifth grade of preparatory and third grade of intermediate
and sixth grade of primary school are not allowed to participate in general examinations as external students in the year of their failure
5- External examinations are conducted inside Iraq only.
6- External students are not allowed to participate in the general exams for preparatory study except after the passage of
two years or more from obtaining the intermediate school certificate or its equivalent from academic study
from outside Iraq.
7- Graduates of primary teacher training institutes for men and women are allowed to participate in the general exams for preparatory study
after taking the school exams for the fourth and fifth grades.
8- Graduates of vocational schools (home arts, fine arts, industry, agriculture, and institutes of
local administration) are not allowed to participate in the general examinations for preparatory study unless they obtain the intermediate school
academic certificate or its equivalent.
9- External students are not allowed to participate in the general examinations for intermediate study except after the passage of
three years or more since obtaining the primary school certificate or its equivalent from
academic study from outside Iraq.
