Please instruct all official and private intermediate, preparatory, and vocational schools in your province
not to hand over transfer documents directly to their owners, but rather send them to us with an official letter for authentication, and in turn
send them to the province where the school to which the student is transferring is located. All Directorates of Education must not
accept any transfer document not authenticated by an official letter. The school principal and the Director of Education in the province will be responsible
for the implementation of these instructions.

Instructions No. ( 4 )
For students participating in general examinations
1 - The student must know his examination number and his seating location in the examination hall at least one day before the examination date.
2 - The student must attend the examination hall at the appointed time, bringing with him his general examination admission card. He is not allowed to be late for the examination time, and no student shall be admitted to the examination hall after the start time under any circumstances.
3 - The student must place his general examination admission card on his desk in front of him every day and for every subject. External students must, in addition, bring the receipt given to them for the examination fees.
4 - The student must:-
a - Request his booklet if it is not stamped with the seal of the Ministry of Education and signed by the center director before starting to answer.
b - Write his name as it appeared on the examination admission card and his examination number immediately in the designated place on the booklet cover in ink or indelible pencil. He is not allowed to write this anywhere else, or he will be considered a cheater.
c - Use black graphite pencil for his answers only.
d - Write on both sides of every sheet.
5 - A student is not allowed to bring any books, notebooks, papers, or even drawing tools into the examination hall.
6 - A student is not allowed to:-
a - Speak inside the examination hall.
b - Look at the booklet of the person next to him.
c - Request anything from his colleagues, and whoever violates this is considered a cheater.
7 - Students are not allowed to ask the proctors for explanations or interpretations of the questions at all.
8 - A student is not allowed to put any mark or distinguishing sign inside or outside the booklet, and whoever violates this is considered a cheater.
9 - A student is not allowed to use any paper other than the examination booklet paper, nor is he allowed to write on the question sheet.
10 - A student is not allowed to change his place or the place of his chair throughout the examination days.
11 - Cheating and every attempt to cheat is considered a violation for which the student is punished by disqualification from the general examination for that year and is considered to have failed.
12 - A student is not allowed to request a second booklet unless he has finished the first booklet, and he must write his name, number, etc., on the second booklet as stated in paragraph (b) of Article Four, and place it inside the first booklet when submitting it.
13 - Students must leave the examination hall after submitting their examination booklets. They are not allowed to gather near the examination hall after leaving it or discuss answers.
14 - Absence from general examinations is not allowed except for a legitimate excuse such as illness. In this case, the student must present a medical report in accordance with the following instructions:-
1
Page 137
A - Medical reports for postponing exams are only accepted from the ⟦illegible⟧ ⟦illegible⟧ Student Health in Baghdad or from doctors of
the Ministry of Education in the provinces. In the absence of an education doctor, from the official doctor in charge, and in the absence of an official doctor
in the district, sub-district, or village where the general exam is held, the health official is responsible, and in this case
the medical reports must be certified by the head of the administrative unit.
B - The sick student must obtain a letter from the principal of their school for a period not exceeding one week and not less than one day
before the exam. As for the exam days, they must visit the head of the examination center before 7:30 AM
to obtain a letter from him to be referred to the specialized medical authority. Visits are not accepted except through the head of the center
or the school principal.
C - No visits are accepted during exam hours (after the student sees the questions) except for sudden incidents that
occur in the examination center for the purpose of aiding the student if necessary. Medical reports granted during
exam hours are not accepted for the purpose of exemption, but if this medical report covers more than one day, the
student is exempted from exams for the days following that day which are included in the medical report.
D - Medical reports are not accepted in the second session.
15- A student is not allowed to participate in general exams on the days they submitted a medical report stating they could not participate.
16- The sequence numbers given to students in the general exam are the same used in the re-sit exam.
17- The student is advised upon entering the exam hall to be an example of order and politeness, to maintain composure and calm nerves,
and to start studying the questions quietly and carefully, then begin answering them.
18- The student is advised to start answering the question they believe they can answer better than others, to deliberate on what they write,
and to care for the cleanliness of their notebook, handwriting, and spelling. This has an impact on the grading during correction.
19- The student must place the answer numbers according to the numbers provided in the question sheet and not according to the order of answers in their notebook.
20- The student must answer the required number of questions only. Because the examination committee takes into account the answers according to
the sequence provided in the exam notebook and ignores the last answers exceeding what is required or those clearly crossed out by the student.
For example, if the requirement is to answer five questions and the student answers six questions, the committee will read
the first five answers and ignore the sixth unless one of the first five answers has been clearly crossed out.
21- When the time allocated for the exam ends, the student must stop writing, close their notebook, and remain in their place waiting for the proctor
to receive the notebook from them.
22- It is preferred not to smoke inside the exam hall. The head of the center may allow bringing in cigarettes (without the box). As for cigarette boxes
and matches, they are not allowed to be brought in and are considered a means of cheating.
24- Members of the armed forces are prohibited from entering the exam hall in their official uniform.
25- Every student must hand over the question sheet along with their exam notebook to the proctor.
26- It is prohibited to carry weapons of any kind inside the exam halls.
