(a) - Include a budget for the current year entitled (Estimated Expenses and Revenues for the year 48 / 49).
(b) - Rent should be taken into account when organizing the budget for a certain period, as in the budget
of the past year there is an amount of 300/- Dinars as rent, while the situation was that the period
was from 1/11/46 to the end of 4/3/1948.
(c) - Allocate for the rent section and the preparatory section expenses such as salaries, honors, etc., and allocate in the
revenues section the revenues expected to be collected to cover the deficit if it occurs.
7 - Goods and Products
We will present to you another detailed memorandum regarding the results of profits and losses resulting from
the disposal account and the evaluation of the past year and the invoices paid for this purpose within two months
of our submission of this report.
8 - Certificate
After auditing all the accounting entries and records belonging to the association, including revenues
and expenditures, we found them to be in accordance with the principles. As a result of our examination, we have the opinion that the
association's accounts represented in the ⟦correct⟧ manner the expenditures and salaries which actually occurred under
audit during the period mentioned above.

The Council has reviewed an unofficial copy of the endowment deed numbered 57/943 AH and dated
26 / 5 / 43 issued by the Judge of Personal Status in Baghdad regarding the endowment of a house and shops
of the deceased belonging to the late Moshe Yaqoub Al-Kabir to serve as the house as a school for Jewish students in
and the utilization of the shops for spending on the aforementioned school according to the conditions listed in the endowment deed
So it was decided to send a copy of it (enclosed) to your esteemed committee in order to benefit from those endowments by contacting
the trustee, Mr. Haroun Yusuf Shamash, with the request to inform the Council of the result.

The honorable Sharia Council convened on 5/26/943 before the judge, Mr. Mahmoud Izzat, and issued the following decision:
The Endower (Waqif) — Mousa Yaqub Al-Kabeer.
Based on the verification of the excuse, I proceeded to the house of Mousa Yaqub Al-Kabeer in the Al-Tawrat neighborhood, accompanied by the clerk
Muhammad Said, at six o'clock post-meridiem on the afternoon of 5/26/43, to take the confession
of the endower. A legal session was held, attended by the endower and Washa Yaqub, who stated the following:
By my own volition and choice, and in full health of mind and maturity, I have removed from my inherited property the house located in the neighborhood below
the Tekyeh, sequence 92 and modern door number 115/54, built; and half of the shop located in Hanoun Al-Kabeer,
sequence 175 and modern door numbers 4/4/2/3/8/94/240; and half of the shop located in the Hanoun Al-Kabeer neighborhood,
sequence 179 and modern door number 94/244; and half of the shop located in Hanoun Al-Kabeer, sequence 177 and modern
door number 94/242, and made them a valid and perpetual endowment (Waqf) in the following manner: -
That all the endowed properties remain under my disposal for the purpose of residence, housing, and utilization for the duration of my life;
and after me, they shall remain under the disposal of my wife, Mezli daughter of Rahmeen Shoshua, in the manner mentioned above; and after her,
they shall be for the house of the Israeli Students' School in Baghdad, for males and females, and shops to be used by it. After deducting what is required
for the restoration and repair of the mentioned endowments, the surplus of their yields shall be spent on the administration of the mentioned school. He has appointed himself
as the guardian (Mutawalli) over the mentioned endowments; and after him, the guardianship returns to his aforementioned wife; and after her, the
guardianship returns to Harun Yusuf Shamash, and after him to the most upright of his male children; and in their absence,
to the head of the Israeli community in Baghdad. According to the aforementioned form, he requested the issuance of the mentioned endowment deed (Hujjat Al-Waqf),
after his identity was verified by his two witnesses, the official Yusuf Al-Kabeer and Mr.
Harun Yusuf Shamash, residing in the Bab Al-Agha neighborhood. Then the endower stated, repeating the contents of the Tabu and confirming it in
the form prescribed above, and accordingly, what was occurred in the request was recorded.
Then, for the validity and necessity of the endowment, it was required to appoint a guardian for this endowment, and the lawyer Mr.
Yusuf Al-Kabeer was chosen to be the guardian over the mentioned endowment; the aforementioned was summoned and accepted the mentioned guardianship in the manner mentioned
in the endowment report. Then the endower recanted the endowment on the grounds of its non-binding nature prior to the guardian's acceptance of bindingness, and the matter was raised to me in my capacity
as judge. I decided against the endower's request to recant and ruled on the bindingness of the endowment and its validity according to the conditions set forth above.
And it was recorded as fact in the mentioned form ⟦line⟧ 5/26/943

After greetings,
Your letter No. 38 dated 15 / 8 / 1947.
Three members of this committee visited the endowment house and inspected its sections in the presence of the trustee,
Mr. Haron Youssef Shammash, and reached the following results:-
1- The endowed house is located in the Taht al-Takia neighborhood, in the middle of neighborhoods inhabited by members of the community, therefore
its location is considered suitable.
2- The house consists of two floors and has an independent rear section that can be designated for water and latrines, and apparently
its construction is solid and new.
3- However, its area is small, its courtyard is narrow, and its rooms on the second floor - if some
modifications are made to them - cannot be made into more than three classrooms - as for the lower floor, its rooms cannot be utilized
for teaching and can be used as headquarters for the administration, teachers, and other school purposes.
4- The building is generally healthy, and the lighting and ventilation in it are good.
5- Accordingly, this house cannot accommodate more than eighty pupils at once, at the
most, distributed over three classrooms.
6- Assuming the possibility of opening a school as small as this (a kindergarten, for example), the house would need an expenditure
of five hundred Dinars or more for furniture, establishing water drinking stations and latrines, making modifications in
the rooms, painting the school, and so on.
7- We have learned that the net income of the school's endowments does not exceed (according to the trustee's estimates) one hundred
Dinars annually.
8- Since a small school like this cannot have its income cover its expenses, it will be
in a state of permanent deficit ranging between 250 - 300 Dinars annually, excluding its special income from the endowments.
Based on the above, the situation can be summarized as follows:-
First - This house, in general, is not suitable for use as a school.
Second - If it is necessary to carry out the donor's wish, it is most likely to be used as a kindergarten containing
three classrooms and 80 children at most.
Third - Realizing this project requires securing an amount of no less than five hundred Dinars for the establishment,
and another permanent deficit of no less than 250 Dinars annually, excluding the endowments.

We convey to you below a copy of the resolution of the Lay Council taken on the subject dated 9/25/947
for your kind perusal.
Upon the letter of the Schools Committee No. 300/1/51 dated 9/1/1947 regarding
the house endowed by the late Moshe Yaqoub Al-Kabir to be used as a school; and it was decided
due to the impossibility of fulfilling the endower's wish without finding a resource from the endowment to be able to open
the school, to receive the house and lease it until the necessary amount for opening the school is obtained
from its proceeds, provided that the rental amounts are deposited as a trust in the name of the endowment in a bank; and it was decided
to notify the Schools Committee of this resolution to take the necessary action regarding it.

for sewing and take its management upon itself as a branch. The society has
agreed to the terms he presented and decided at its meeting held
on 19 / 4 / 948 to open the school under the name of the Moshe
Yaqub the Elder Sewing House on the first of May 948. For your Excellency's information, we attach herewith
the letter of the aforementioned trustee and a copy of the endowment deed.
The mentioned branch was opened on the specified date and students are attending
it according to the regulations.

A true copy of the letter from the Trustee of the endowment of the late Moshe Yaqoub the Great
Baghdad, April 15, 1948
The Honorable President of the Sewing Charitable Society for Girls
Baghdad
Greetings and respect.
I confirm the request I presented to you regarding the opening of a school to teach sewing for girls
in the endowed house located in the Taht al-Takia neighborhood, sequence 93, which is under my trusteeship. And that
is so your esteemed society may take over the mentioned house, establish the school in it, and manage that school
at its discretion and without interference from me. The society shall bear the expenses of furnishing and operating the school except
for the following:
First - I will purchase equipment needed by the school amounting to a value of two hundred
dinars, and these shall be at the disposal and use of the society; however, they remain the property of the endowment and shall be returned
to me in the event that the society vacates the ⟦occupation⟧ of the mentioned house.
Second - I shall pay to the school from the proceeds of the endowments belonging to the mentioned endowed house an amount
of fifty dinars ⟦every⟧ every year as a contribution to the school to help cover its
current expenses.
The income generated for the school from sewing work shall belong to your esteemed
society without any interference from me, just as the school's expenses in all aspects, including water
and electricity, shall be its responsibility, except for what was mentioned in the two previous paragraphs and except for property and security taxes.
It is understood that the school is concerned with teaching the principles of reading and writing in addition to sewing.
The aforementioned house shall remain at the disposal of the society for a period of not less than three years, and I
do not have the right to reclaim it before the expiration of this period under any pretext whatsoever. And if the school is destined for success
as I hope, then there will be no reason then for this agreement between us not to continue for an unlimited period.
I thank you for your care for the poor of this community and I wish you success while awaiting your confirmation
of this arrangement.

accompanied by the clerk Mohammed Saeed, at six o'clock in the afternoon on the day of
May 26, 1943, in order to take the confession of the endower. A Sharia council was convened and the endower
Moshe Yaqoub Al-Kabir attended and stated the following:-
That I, by my own free will and choice, and in full health, sanity, and maturity, have removed from my ownership the land
of the house located in the Taht Al-Takiya neighborhood, sequence 92 and modern door number 115 / 54, with its building,
and half of the shop located in the Hanun Al-Kabir neighborhood, sequence 173 and modern door number 94 / 238, and half of the
shop located in the Hanun Al-Kabir neighborhood, sequence 175 and modern door number 94 / 240, and half of the shop
located in the Hanun Al-Kabir neighborhood, sequence 179 and modern door number 94 / 244, and half of the shop located
in Hanun Al-Kabir, sequence 177 and modern door number 94 / 242, and I have made them a valid and perpetual endowment (waqf) as
follows:-

Israeli community in Baghdad. In the manner presented, he requested the issuance of the mentioned endowment deed (Hujjat Al-Waqf), and that was after
his identity was identified by the two identifying witnesses, namely the lawyer Yusuf Al-Kabir and Mr. Harun Yusuf
Shamash, residing in the Bab Al-Agha neighborhood. Then the endower stated, repeating the contents of his request and confirming it in the
manner stated above, and accordingly, the facts of the request were recorded.
Furthermore, for the validity and necessity of the endowment, it became necessary to appoint a temporary trustee for this endowment, and the
lawyer Mr. Yusuf Al-Kabir was chosen to be the trustee over the mentioned endowment. The aforementioned person attended and accepted the mentioned
trusteeship in the manner described in the endowment report. Then the endower recanted the endowment on the grounds of its non-binding nature,
⟦the trustee's opposition⟧ regarding the binding nature, ⟦which⟧ in my capacity as a judge, I decided to reject the endower's request for recantation and ruled on the binding nature of the endowment
and its validity according to its conditions set forth above, and that was recorded in the mentioned form.

Article 1 - Name of the Association (Charitable Sewing Association for Girls)
Article 2 - The Association's headquarters is Baghdad
Article 3 - This Association has no relation to politics at all
Article 4 - The purpose of the Association is to refine poor girls and teach them manual industries such as sewing and embroidery
and the basics of reading and writing, and assisting them as much as possible
Article 5 - The Association consists of two bodies: the Administrative Body ⟦and the body⟧ and the General Assembly
Chapter Two (The General Assembly)
Article 6 - A person is considered a member of the General Assembly if they are:
A - Regular in paying a scheduled subscription
B - One who provides moral assistance to the Association and the Administrative Body grants them the right of honorary membership
C - One who has completed payment of an amount not less than three hundred fils
D - No one under twenty years of age or those deprived of civil rights shall be accepted into the Association
Article 7 - The General Assembly meets once in November of each year at the invitation of the Administrative Body to look
into the auditors' report and elect the Administrative Body. The election is held by secret ballot.
A quorum is considered reached in the General Assembly meetings, both ordinary and extraordinary, by the presence of one-third
of the members. If the required quorum is not reached, the body is called a second time within one month, and the
quorum is then reached by any number present. Decisions in all matters are taken by a majority of the votes of those present.
Article 8 - The Administrative Body may call the General Assembly to an extraordinary meeting when necessary, and it must
do so whenever it receives a written request from ten members of the General Assembly.
Article 9 - The General Assembly must appoint in every ordinary meeting auditors to review the Association's accounts and submit
a report on them to the assembly at the times it specifies.
Chapter Three (On the Administrative Body)
Article 10 - The Administrative Body consists of seven members elected by the General Assembly in accordance with Article Seven.
Article 11 - The Administrative Body meets following its election to elect a president, a vice president, and a treasurer
from among its members.
Article 12 - The Administrative Body meets under the chairmanship of the president or the vice president and is considered in session if four of
its members are present. Decisions are taken by majority, and in the event of a tie, the president has two votes, and its
decisions are recorded in a special book.
Article 13 - If a member is absent from attending three consecutive sessions without a legitimate excuse, he shall be notified
of the necessity of attending the fourth session, and upon his failure to comply, he shall be considered resigned.

Article 14 - If one of the members of the administrative body resigns and their resignation is accepted, the body may elect a replacement
from among the members of the general assembly. In the event that four of the elected members resign from
the general assembly in this manner, the general assembly must be called immediately to determine the election of an administrative body
for the remaining period of the previous body's term.
Article 15 - If three members of the administrative body resign at once, it is then considered dissolved, but it
remains responsible until the election of the new administrative body and the handing over of management.
Article 16 - The administrative body oversees the improvement of education and refinement, the preservation of ethics and its principles, the appointment
of employees, their dismissal, and the raising and lowering of their salaries as needed.
Chapter Four (On the Society's Finances)
Article 17 - The society's resources:
A - Donations and monthly subscriptions paid by members.
B - Zakat, donations, gifts, endowments, and other things provided by benefactors.
C - Proceeds from ceremonies and lotteries held by the society, the sale of products, etc.
⟦...⟧ Article Eighteen - The immovable property belonging to the society must be registered in the Land Registry department in the name of the society and
it is absolutely not permitted to register them in the names of specific individuals.
⟦...⟧ Article Nineteen - The society has the right to dispose of its movable and immovable property as an owner disposes of their property, and it must sign
receipts and withdrawal papers by both the president and the treasurer, and spending is carried out by a decision of the body

Article 20 - The society's money is kept in a bank or with a money changer as decided by the administrative body, and it is not permitted to remain
with the treasurer more than twenty dinars except by a decision of the administrative body.
Article 21 - At the end of its term, the administrative body issues a report on its activities or accounts and distributes a copy
of it to each member at least ten days before the regular meeting of the general assembly.
⟦...⟧ Article Twenty-Two - The society is represented by its president or secretary, and they are authorized to conduct official transactions in
government offices, courts, and official councils of all kinds.
Article 23 - This constitution is subject to amendment by a decision of two-thirds of the members present in a meeting held by
the general assembly in accordance with Article Seven.
Article 24 - This society shall not be dissolved except by a decision of two-thirds of the members present in a meeting held by
the general assembly in accordance with Article Seven, and it is not considered effective unless it is confirmed by a similar decision issued by two-thirds of the members
present in a second meeting held by the general assembly in accordance with this constitution.
Article 25 - If a decision is issued to dissolve this society in accordance with Article Seven, the general assembly shall meet within
15 days and determine in the final meeting the charitable entity to which the society's property shall go,
and the last administrative body must take all necessary measures to implement this decision.
Article 26 - All masculine forms mentioned in this constitution include females as well.

held on 22 / 4 / 945, after deliberation on the specific article
from the agenda regarding the formation of a society to help poor girls with marriage,
approved a proposal submitted by one of the members to refer this matter to
your esteemed council for study and to submit a report to the General Assembly for
consideration. I am awaiting the opinion of your esteemed council to present it to the General Assembly.
Enclosed you will find the minutes of the General Assembly meeting dated April 22, 945
for your information.

His Excellency the President of the Honorable Israeli Lay Council
After greetings and respect.
Reference to your letter No. 3484 dated May 11, 1945.
Acting on the opinion of your esteemed council, we submitted a request to the venerable Ministry of Interior to form
a society under the name ((Society for Aiding Poor Israeli Girls for Marriage)) and we are pleased to present
to your Excellency a copy of the license No. (23070) dated October 20, 1945
which we received from the aforementioned Ministry, and we will present to your esteemed council a copy of the Internal
Bylaws of the society as soon as it is printed to be kept in your files.
The goals of the society, as clarified in its bylaws, are not limited to distributing money to facilitate
the marriage of poor girls, but aim much further than that. Our society will seek to address
this serious social problem in a deeper and more effective way. Among our primary purposes
is to prepare means of living for poor girls through an honorable livelihood that may help them in marriage and after marriage
and help them live with honor if they remain spinsters. We will exert our effort to open institutions
to teach poor girls professions and trades to the extent permitted by the society's finances.
While we will approach the public for assistance through fundraising and holding
charitable parties, we cannot do without the aid promised to us by the esteemed council
in its letter referred to above. Such an extensive project needs a fixed income in addition
to the non-fixed revenues that come from donations.
For this reason, we hope the council will meet our request with sympathy and encouragement as expected
and decide to allocate half of the Ketubot revenues to our society. It is only fair and just that
this fee, which is collected from marriage, be spent on encouraging marriage and saving girls from the painful fate
they fall into due to their despair of marriage and their lack of an honorable livelihood to help them
live. We hope that the council takes this decision at the appropriate time to present it to
the esteemed General Council when approving the budgets for the year 1945/46.
