with the Community Properties Committee. It is known to your Excellency that this society is officially established according to
a system approved by the government and subject to inspection by the Ministry of Interior.
The society, considering that it serves a vital project for our community, publishes its accounts every year

Based on the decision of the Property Committee dated 22 / 2 / 948 for the plot of land
adjacent to the distant hospital buildings, obtained from the excess straightening of the road.
I state that I submitted a request to the Baghdad Tabu Department regarding the survey and mapping
of this plot, but it became clear from the inspection results and the verifications
that were carried out on the previous and subsequent maps that this plot was removed from the alignment
of the street called Baghdad - Azamiya General Street, and it appears that it is originally part of the old hospital
with sequence number 128, which is still registered under the name of the late Mir Elias.
However, based on the settlement announcement in the adjacent Western Sarrafiya district
to the hospital and the absence of any representatives of the community at that time, this plot
was included within plot 6 of district 28 Western Sarrafiya and registered along with the original
plot numbered 6 as an endowment of Adila Khatun, and the details were published in the pages of
the Iraqi Gazette number 1069 and dated 20 / 7 / 941. Based on the absence of any
objection to that, this decision became final. It would have been more appropriate for the hospital administration,
which considers it the authority, to reclaim this plot and dispose of it, as
it connects to a public street and was not adjacent to the hospital. At that time, the settlement authorities
could have observed these factors and invited the concerned parties to prove their ownership. Therefore,
I enclose a Fareszo map for district 28 Western Sarrafiya, and from its examination, it appears
that this plot was included within plot 6 of the aforementioned district. And you remain respected.

Upon its formation, this committee reviewed a copy of the report by Mr. Meir Dangour, the former President
of the Hospitals Committee, dated 13 / 3 / 1947, in which it was stated in the first paragraph that there is
a piece of land opposite the main gate of Meir Elias Hospital that is not fenced.
This committee took an interest in the matter and attempted to obtain the necessary documents to establish ownership of the mentioned
piece; however, it unfortunately became clear that this piece, based on the settlement announcement in the West Sarrafiya district
adjacent to the hospital, has been registered along with the original plot numbered 6 as an endowment (waqf) of Adila Khatun. Since no
objection was raised by the hospital at the time, the decision became final, as shown in the letter from Mr. Gurji Heskel, the lawyer,
a copy of which is attached herewith.

not using this facade to a depth of five meters at the present time
in order to be able to benefit from it in the future. We also favor holding

We convey to you below the first paragraph of the minutes of the sixteenth session of the Council held
on 8/4/1948, concerning your committee, for your kind attention to its contents. And you remained well.

First paragraph of the minutes of the sixteenth session
1 - The meeting was attended by Messrs. Saleh Hisqil Hindi, Salman Soufir, Kourji Hisqil, and Naseem
Rabea, Chairman and members of the Property Committee, for the purpose of deliberating on the proposals received by the aforementioned committee, and after
reading the committee's letter no. 8 dated 23/2/1948 and discussing its contents, the following was decided:
(a) - The Property Committee was informed that the cafe attached to the Israeli slaughterhouse was leased for an annual rent of sixty dinars.

(b) - The committee was assigned to try to find a tenant for the vacant soap shop at present.
(c) - His Excellency the President of the Community was assigned to investigate the issue of the premises used for storing straw inside the cemetery without permission.
(d) - His Excellency the President of the Community was assigned to instruct Mr. Hisqil Haddad, who is in charge of burials, not to
carry out burials in the section located in front of the old cemetery in Sheikh Omar, due to the possibility that this section may be needed for purposes other than burial in the future.
(e) - The Community Secretary was assigned to contact Mr. Youssef Aboudi and Hevrat Kadisha to study the issue of the plot of land belonging
to the Hevrat Kadisha society and report the result to the Property Committee.
(f) - The Council initially approved the expenses that will be incurred for obtaining some maps and copies of deeds that the Property Committee will need.
(g) - Due to the lack of a vacant room to serve as an office for the Property Committee's secretary, it was decided to approve the establishment of
a temporary wooden room in the administration headquarters of the Community, to be built by Mr. Salman Soufir,
member of the Property Committee.

2- The committee visited the vacant lot belonging to the Jewish community located in Qanbar Ali, sequence 1 / 475
known as the Sha'shua Endowment and recently leased by the Lay Council to Mr. Nassim Makki Muhammad
Said for an annual rent of (125 Dinars) for a period of ten years - according to the Lay Council's letter
numbered 91 and dated 23 / 1 / 1948 - and it was decided after studying the subject and considering that the mentioned lot
overlooks an important crossroads located on Ghazi Street (the roundabout) to notify the Lay Council that the committee believes
that the fair market rent for this lot exceeds its current rent. It was also decided to notify the Council that this
committee favors being consulted for its opinion in such matters in the future to enable it to perform its duty successfully.
3- The committee visited the Jewish slaughterhouse located on Sheikh Omar Street (Faraj Allah) and noted the following:-
a - It was noted that a special door has been opened from one of the slaughterhouse wings for the purpose of establishing a cafe, so it was decided to inquire
from the Lay Council whether it has knowledge of this, and in the affirmative case, to ask about the
annual rent, noting that the owner of the cafe replied when questioned claiming that
he had rented this cafe from the contractor of the offal and His Eminence the Head of the Community jointly.

B - It was noted that the intestine factory located at the rear of the slaughterhouse was empty, so it was decided to inquire from the head of the
Jewish slaughterhouse, through the head of the physical council, whether there was a possibility to utilize
the mentioned factory.
E - The committee visited the old Jewish cemetery located in Al-Kolat, Sheikh Omar Street, and toured all
its sections, including the Kohanim cemetery, in the presence of Mr. Hasqil Haddad, who is in charge of burial affairs, and also tried to confirm
the locations of the empty plots designated as a cemetery and registered under the following names:

with all its sections to verify its area and ownership and to apply the existing bonds related to it
available to the committee at present with the map to be obtained.

2- It was noticed that a part of this cemetery, located at the back and adjacent to the recently acquired khan
for the purpose of expanding the aforementioned cemetery, is being used as a place to store hay. It was therefore decided to inquire from the Physical Council
whether this hay was placed in the aforementioned plot with the knowledge of the Council and whether the owner of the hay
had rented this plot from someone to make it a place for hay.
3- Mr. Heskel Haddad informed this committee that the Habra Association might have a plot of land outside the cemetery.
The committee visited it to inspect it to see if it could be utilized, but the committee was unable
to confirm its location and area. It was therefore decided to task Mr. Kourgi Heskel, the lawyer, with verifying the deed
of the aforementioned plot in preparation for studying the possibility of utilizing it and informing the Physical Council accordingly.
4- Further to resolution no. (2) of this committee, adopted at the sixth meeting on 15/2/1948, concerning
the possibility of utilizing the facade of the old cemetery overlooking the newly opened street in Sheikh Omar,
which is considered an important industrial area, the committee studied the matter locally and measured the distance of the facade of the
cemetery and noticed that its length is (370 meters), of which (1) part was previously buried in (2)
and a part of it was recently buried in (3) and a part of it is not buried in, knowing that the last part
is (75) meters. The committee decided, after deliberation, to endorse what was stated in its letter addressed
to the Physical Council on 18/2/1948, number 7, regarding the proposal to instruct the
person in charge of burials not to use this plot for burial permanently at the present time
in preparation for considering the possibility of utilizing it.
6- It was decided to request the preliminary approval of the Physical Council for the expenses that will be incurred to obtain some
maps and copies of deeds that the committee will need to carry out its mission.

Greetings,
Since this committee was established to register the properties of the community, across all its institutions, in accordance with the mandate
issued by your esteemed council in your letter number 69, dated 30 / 11 / 47, it has made and continues to make efforts
unceasingly to achieve the desired goal, despite the problems and difficulties it has faced. It has held
fourteen meetings at different times, and in order to continue the work of the previous dissolved Property Committee, this
committee decided to send a general letter to all community institutions to fill out forms with details of the properties they
possess. Upon their arrival to us and their verification, the necessary details have been entered into the relevant property register
and a file has been opened for each property, whether previously or subsequently registered. In it, the title deed or a copy of the property record, a map, and an endowment deed
are kept, if found, along with all correspondence related to the property. This file resembles the files of the Tabu (Land Registry) departments
which, when reviewed, reveal the status of the property. This committee has striven to obtain title deeds
or certified copies of their records to keep in their specialized files, just as the property register kept by this
committee contains registration information for each property and includes a copy of the ownership, so that it matches the information stored
in the files. We are now submitting herewith a table containing the properties registered with this committee belonging to all institutions
of the community. From its verification, the properties supported by title deeds or certified copies of their records, and the properties requiring
such deeds, will appear. The institutions have been contacted to complete the request and send the deeds so that the files are completed
as required. This committee is interested in this, and there are some procedural and legal deficiencies recorded in the
remarks field for each property separately. This committee will therefore make efforts and accomplish everything it can accomplish,
taking into account the current economic circumstances, and will always be in contact with your esteemed council in this regard.
