Supplement to the Industrial School Report
The first proposal regarding the possibility of reducing the branches of specialization to two branches
The committee noted that perhaps the high initial costs and annual operating expenses are among
the reasons delaying the implementation of the project. It found it appropriate to address the possibility of reducing the branches
of specialization from four branches to two.
Given that the country is relatively saturated with carpentry and electrical workers, while there is an urgent need for specialized workers
in the branches of mechanical industry and sanitary fixtures, it might be advisable to suffice with the branches of mechanical industry
and sanitary fixtures. In that case, we suggest that the school accept the same number of students mentioned
in the original report, i.e., forty students annually, and distribute them between the two aforementioned branches instead of distributing them
among four branches. This is because reducing the number of students admitted annually does not significantly affect the financial aspect of
running the school, as it is necessary for the school to have the same facilities whether the number of students in the class
is thirty students, for example, or forty.
If the project is implemented in this manner, i.e., by sufficing with opening the branches of mechanical industry and sanitary fixtures,
the committee may see that the construction of the workshop be completed in the form mentioned in the original report and according to the same design, while
allocating the building to only two spacious workshops instead of dividing it into four workshops. Thus, the workshops for
mechanical industry and sanitary fixtures will accommodate double the number of students originally planned if four branches were opened as
stated in the original report.
Also, in this case, the expenses for the tools of the electrical and carpentry branches are deleted, provided that the tools for the
mechanical industry and sanitary fixtures branches are increased to suffice for double the number of students previously planned for these two
branches, since the same number of students will be distributed between two branches instead of four branches.
In this case, it is possible to reduce the expenses for tools and equipment necessary for the workshop from 6400/- Dinars
to 4200/- Dinars, i.e., a reduction of 2200/- Dinars in expenses.
It also becomes possible in this case to reduce the annual operating expenses from 4600/- Dinars
to 3800/- Dinars, i.e., a reduction of 800/- Dinars in salaries for technical instructors (two) for the carpentry and
electrical branches supposed to be cancelled.
Thus, the costs of initial items and annual operating expenses for the school become as follows:

The second proposal regarding the possibility of shortening the years of study
to three instead of five in the case of accepting students who are graduates of
Intermediate School

There are some benefits in changing the curriculum of this school so that it is distributed over three
years instead of five, in the event of an agreement to accept students in the first year of this school from
graduates of intermediate studies, if a sufficient number is found for that.
In this case, it is possible to benefit from the theoretical information that the student had obtained in
intermediate schools, and thus reduce the expenses spent on theoretical study during two years.
This is in addition to the fact that a graduate of intermediate studies is, in terms of physical ability, prepared to use
workshop tools such as heavy machinery and the like more successfully than the use of these tools by students
of a younger age.
In the event of resorting to the application of this curriculum, we see the necessity of reconsidering the study curriculum, and
especially the theoretical part of it, so that it is appropriate for the level of the students, bearing in mind that most of the structural
foundations and workshop tools remain as they are in both cases.

that the aforementioned society has established the buildings and improvements mentioned above on its owned lands
which were originally lands free of buildings and improvements, and that the value of these buildings and improvements
mentioned above is a real value.
This document confirms that the Jewish Charitable Society in Iraq has established the buildings and improvements mentioned above
on its owned lands and that the value of these buildings and improvements has been estimated by a specialized technical committee and that this value
is their real value at present.
And based on the request submitted by the aforementioned society to confirm its establishment of these buildings and improvements on its owned lands
these buildings and improvements have been inspected by us, the undersigned, in our capacity as members of the specialized technical committee
for inspection and appraisal, and it has become clear to us that the value of the buildings and improvements mentioned above is a real value and that the lands owned by the society
were originally lands free of buildings and improvements, and that these buildings and improvements were established by the aforementioned society
at its own expense.
The amounts for the value of the buildings and improvements mentioned above have been paid by the aforementioned society according to official receipts

Industrial School Report
To the Presidency of the Esteemed Physical Council
Based on the assignment from your respected council as per your letter No. 236 dated
1/21/1949, our committee immediately began studying the project of opening the Surmasion School in the future
for craftsmen from both technical and financial aspects. Several meetings were held during which this project was studied
in detail.
This committee had learned that this same project had been discussed more than twelve
years ago in a comprehensive manner, and designs were drawn up for it by specialists in England. According to this design,
the implementation of the project had begun, and the currently existing buildings were constructed as part of it. The reason that ⟦...⟧
the disputes that had occurred at that time between the heirs of the project owner and the body in charge of the project, along with
the outbreak of the last World War, caused the postponement of the implementation of the entire project. Our committee has tried
from time to time to obtain the old designs and information for this project, but it was not possible for it to do so.
Accordingly, it was forced to discuss the subject once again and study its foundations anew, and it reached the following
points: -
(1) Stages of Study
The school shall be in the form of an institute for craftsmen in which graduates of primary education are accepted. In this
school, the student is given enough general information to broaden the horizon of his thinking above the level of the
current ordinary class, and is also given practical training in some professions that guarantees him, after graduation, employment
as a skilled worker ( ⟦...⟧ ).
To achieve this goal, it has been established that the number of years of study shall be five, and as a result,
the graduating student will have the same rights and privileges enjoyed by a high school graduate or a graduate of the
official industrial school in Baghdad. As for the professions intended to be taught in this school, they are listed in paragraph
(2) below. As for admission to the school, it shall be on the following bases: -
A - The maximum age for admission shall be fourteen.
B - Priority for admission shall be given to those who have the highest average in the grades of the official general examinations
(Baccalaureate) for the sixth primary grades, while taking into account the student's fulfillment of health
conditions.
C - Forty students shall be accepted in this school annually as a maximum, due to the lack of study facilities
for more than this number annually from both technical and financial aspects.
D - If it is found that the demand to join this school from holders of the primary school certificate
is very low, such that the number of applying students does not fill the first class (if it were)

fewer than ten students, for example) in which case they resort to accepting students who have passed the primary sixth grade school exam only. In that case, there is a fear that the idea of equating this school's certificate with the secondary certificate might be temporarily abandoned, and it is hoped that this idea will be realized when there are plenty of students in the future.
(2) Type of Study
The duration of study in this school is five years, and in the first two years, the same subjects are taught to all students regardless of the number of their specialization branches, as the subjects of the first two years are considered a fundamental base, while students begin to be distributed to different branches, each according to their specialization, starting from the third year. As for the specialization subjects, they are as follows:-
1- Mechanical Industry Branch, which includes two branches (
A- Smithy and Foundry.
B- Fitting and Machining.
2- Electricity Branch, which includes two branches :- (2) ELECTRICITY.
A- Electrical Wiring.
B- Electrical-Motor-Repairing.
3- Carpentry Branch, which includes two branches :- (3) CARPENTRY.
A- General Carpentry.
B- Household Furniture and Cabinet-Making.
4- Plumbing and Sanitation.
The committee has considered a second specialization branch in the type of specialization competence in machines of all kinds, including agricultural machines, their maintenance and repair, provided that this branch complements the Mechanical Industry branch mentioned above. This type of specialization can be introduced if circumstances permit with the opening of the school, and if the technical aspect allows it.
A table has been included in this report showing the number of theoretical and practical lessons per week for all grades. We will mention here the subjects that all students of the school study, regardless of their specialization branches and the rest of their studies, for the reader to get a complete idea of the general basic subjects required to be studied by all students. These subjects are :-
1- General Sciences (Chemistry, Physics, Principles of Mechanics, Botany, Zoology, Health, Economic Geography)
and taught only in the first year.
2- Mathematics (and taught in the first four years).
3- Languages (Arabic, English, French). Some of them are taught in all years.
4- Drawing (and taught in all years).
5- Principles of Accounting and taught in the fourth and fifth years.

6 - Education in workshops (taught in the fifth year only).
7 - Industrial technological sciences such as the study of types of metals, wood, etc... (taught in the second
and third years).
The committee hopes that if the previous curriculum is applied, the fifth-grade students will have sufficient knowledge to
perform some productive work that brings some income to the school.
(3) Permanent construction foundations for the school
⟦line⟧
It was mentioned in the introduction of this report that the committee was unable to obtain the maps and designs
of which the current buildings were constructed as a part. After deliberation on this matter, the committee found it best
to allocate the current building (except for the residence that had been allocated to the school principal) for theoretical study,
as these may not have been originally based for this purpose. As for practical lessons, it is necessary to establish a
second building specifically for them in the form of a workshop so that it includes four departments - the first for mechanical industry, the second
for electricity, the third for carpentry, and the fourth for sanitary tools. This is along with the required annexes
such as rooms for the managers responsible for the workshops, a general store for materials, etc... We attach to this report a
rough sketch of these buildings with an estimate of their cost amounting to approximately 5400/000 Dinars.

On this occasion, the committee would like to draw your esteemed attention to the fact that the conditions under which it was intended
to establish this institution in the current area in the year 1933 are different from the current conditions, as this
area has become populated with residential houses. The committee fears the possibility of the Baghdad Municipality's approval to establish a building
for workshops there. The committee thought about the subject and found that among the solutions that can be implemented are:
A - Replacing the building and land with another in a suitable location in the capital or its suburbs.
B - Utilizing the current land and its buildings and renting another suitable location to be used as an industrial school, either
by named lease or other arrangements.
(4) Tools and equipment necessary for work in its various branches
⟦line⟧
When preparing lists of tools and equipment that students will need in their practical studies,
care was taken that the cost of these tools be within the limits of the amounts endowed for this institution. Accordingly, there have been listed
in these lists only the very necessary tools and equipment without which the school cannot be run, and there is
great scope for expansion in this aspect if financial resources become available in the future for that.
As for the approximate cost of this equipment at the present time, it amounts to about / 6400 Dinars as
detailed in the lists attached to this report as follows:

It is worth mentioning here that it is not necessary to spend this amount in full when the school opens, as it may be distributed over two or three years and the school's equipment with these tools can be completed gradually as needed, as the school progresses in attendance.
(5) Administration, teachers and annual consumable expenses (permanent)

Once the school has its five classes, it will need the teaching staff listed below to perform its duties. The annual expenses for running the school were estimated as follows:

It should be noted that the annual expenses during the first two years of opening the school (i.e., before
the number of its classes reaches five full classes) will be much less than the mentioned amount. For example, in the first year,
the expenses may not exceed -/1600 dinars.
The committee wishes to express its opinion regarding the preparation of a competent staff of teachers and technicians from
now on. The committee believes that it is difficult to find local technical teachers for the school's laboratories to train
students, each according to their specialization in practical lessons. The best way to overcome this shortage is to send students
who are graduates of Iraqi high schools abroad to specialize in the industrial branches intended to be opened in
the described school and grant them scholarships on the condition that they serve in this school according to certain conditions.
((Summary))
Below are the conclusions reached by the committee, which were included in the body of the above report
in a simplified manner:
Firstly - The duration of study in this school will be five years after primary education, and it will accept
forty students as a maximum in the first grade from primary school graduates
each year.
Secondly - Graduates of this school will be called skilled workers (⟦TRADES⟧) in the following branches:
1- Mechanical Industry Branch.
2- Electricity Branch.
3- Carpentry Branch.
4- Pipes and Sanitary Tools Branch.
Thirdly - In the first two years, the same subjects are taught to all students, regardless of the number of their specialization branches,
while specialization begins in the third year.
Fourthly - The total lessons for each class will be forty lessons per week, practical and theoretical, and the lessons
will be more practical in the first and second years and the practical lessons in the last three years.
Fifthly - A workshop consisting of four branches with its necessary accessories will be established, and these workshops will be equipped
with specialized tools according to the lists attached to this report, and the theoretical study rooms will be equipped
with desks and necessary tools, and the administration and teachers' rooms will be equipped with the necessary furniture.
All these things, including the workshop building, its tools, and the school's furniture, are considered part of

of fixed establishments. As for its cost, it is currently approximately as follows:-

Sixth - When its five classes are completed, the school will have a director, a secretary, and managers for four factory branches, and teachers or lecturers for theoretical lessons, and the total annual expenses for all of these will be at most about -/4600 dinars. As for the first year of the school's opening, it may be possible to limit it to -/1600 dinars only. Then, expenses will gradually increase proportionally until they reach their maximum in the fifth year and subsequent years.
Seventh - From the foregoing, we see that the expenses of the project to open an industrial school are of two types: foundational expenses, amounting to approximately -/12500 dinars, and annual expenses that are recurring and reach a maximum of -/4600 dinars.
Finally, the members of this committee would like to extend their abundant thanks for the opportunity they were given to study an important project like this, which has great importance for the people of this country.

The Eighteenth Meeting 1/8/1949
Chaired by Mr. Abdullah Oweid, and attended by members Mr. Daoud Shlomo, Sami Ibrahim Hayyim
Ezra Fattal, and Menashe Kazwin.
After ratifying the minutes of the previous session, the discussion began in general terms regarding the initial outlines
of the final report that the committee will submit to the Physical Council as a result of its study of the school project
of arts and crafts. Based on Mr. Abdullah Oweid's suggestion, it was initially agreed to divide it into six sections,
which are:
1 - Stages of Study 2 - Type of Study 3 - Tools, Equipment and Furniture
4 - Permanent Structural Foundations 5 - Administration and Teachers 6 - Summary
Then, the annual costs of the teaching staff and furniture were discussed, and it was found that the costs of the teaching staff
will be -/4500 dinars as follows:
Director -/1000 dinars
Fitter -/400 dinars
Carpenter -/400 dinars
Electrician -/400 dinars
Sanitary ware -/400 dinars
Lecturers -/1000 dinars
Guard and miscellaneous -/100 dinars

As for the administration furniture, it was estimated at -/150 dinars, and the estimation of the remaining trips and furniture was left until
the next session.
On this occasion, the committee deemed that the annual teaching staff costs, amounting to -/4500
dinars, along with the costs of equipment and tools, can be spent gradually as the years of study progress, according to the school's
administration, and it is not necessary to spend them all at the beginning.
The session was adjourned, to be held at 6:30 PM on Monday
8/8/1949, to review the final blueprint for the workshops with their costs, which will be prepared by
Mr. Sami Ibrahim Hayyim, and to discuss the report intended to be submitted to the Physical Council in this regard.

After approving the minutes of the previous session, the discussion of the plan
prepared by Mr. Sami Ibrahim Hayyim for the factories intended to be established in
the vacant yard of the Industrial School was resumed. After studying the subject from all its aspects
and taking into account the observations of all members and proposing some amendments
to the mentioned plan, the final form in which this plan will be presented was approved,
which will be prepared by Mr. Sami Ibrahim Hayyim in its final form
along with a list of estimated construction costs in the next session.
The session was adjourned, to be held at six-thirty
on Monday evening 1 / 8 / 1949 to study the annual costs of the teaching staff and salaries
for the Industrial School under discussion.

The minutes of the previous session were read and approved after some
amendments were made to its wording, then the discussion of the plan prepared by Mr. Sami
Ibrahim Hayyim for the factories to be established in the vacant area of the School of Arts
began. After reviewing the said plan and listening to Mr. Sami's explanations
Ibrahim Hayyim on this matter and discussing it, it was decided to postpone the decision on this matter until
the next session.
The session was adjourned to be held at 6:30 PM
