System of the Committee for the Properties of the Israeli Community in Baghdad
Committee Name
Article One - A committee shall be formed to manage the affairs of the properties of the Israeli community in Baghdad under the supervision of the Executive Council, and this committee shall be called (the Committee for the Properties of the Israeli Community in Baghdad); the formation of the committee shall be
in accordance with Article Twenty-Five of the Israeli Community System No. 36 of 1931 and for the purpose of Article
Seven of the Israeli Community Law No. 77 of 1931 and Article 21 of the aforementioned System.
Committee Formation
Article Two - The committee shall be composed of five members appointed by the Executive Council, and half of them shall be reappointed
every two years, with three considered half for the first time and two for the second time, and so on. The renewal of half of the members shall take place
after the election of the Executive Council every two years, and retiring members may be reappointed one or more times.
Upon the election of the Executive Council, the committee shall inform the new council of the retiring members and shall
nominate twice their number for the council to choose from them or others to fill the vacant memberships.
Election of the President, Vice-President, and Secretary
Article Three - The committee shall meet after its appointment or the renewal of half of its members, under the chairmanship of the oldest member.
It shall proceed with the election of a president, vice-president, and secretary, and the election results shall be presented to the Executive Council. There is no objection
to re-electing the president, his deputy, and the secretary more than once.
President's Duties
Article Four - The committee shall be represented by its president, who has the right to sign all correspondence, contracts, and papers
except for bonds and cheques, which must be co-signed by the secretary in accordance with Article (15) of
this System. The secretary may be granted the authority to sign correspondence as decided by the committee from time to time.
Minutes Register
Article Five - The committee's discussions and decisions shall be recorded in a special register by the secretary or whoever is assigned to do so.
This shall be signed by the president and the members who attended that session.
Quorum for Meetings
Article Six - The quorum shall consist of three members, provided that the president or his deputy is present, and decisions shall be made
by a majority of the attendees' opinions, provided that this majority is not less than three.
Committee Meeting
Article Seven - The committee shall meet at times it deems appropriate and whenever necessary. The committee may establish

the rules that it deems appropriate for organizing its meetings and activities and distributing its work among the members.
Absence of Members
- Article Eight - If a member is absent from three consecutive sessions without a legitimate excuse, he shall be considered
resigned and shall be notified thereof, with the Ecclesiastical Council being informed of the same.
Resignation of Members
- Article Nine - Members' resignations shall be submitted to the Ecclesiastical Council for consideration, with a copy thereof
to the Committee for information.
Filling Vacancies
Article Ten - The Ecclesiastical Council shall fill vacancies that occur in the Committee in cases stipulated
in Articles 8 and 9 and otherwise, in cases based on the Committee's nomination for weak number of vacancies, provided that the
Council is free to appoint the nominees or others, and the new member shall complete the remaining term of the member who
he replaced.
Vice President's Functions
- Article Eleven - If the Chairman of the Committee is unable to perform any of the powers and duties assigned
to him under this system for any reason, the Vice President shall act on his behalf.
Sub-Committees
- Article Twelve - The Committee may appoint sub-committees from its members or others to carry out special tasks,
provided that it informs the Ecclesiastical Council thereof.
Committee's Responsibilities
- Article Thirteen - The Committee shall be responsible before the Ecclesiastical Council for carrying out the following matters and shall have the right
to establish the necessary regulations to ensure that.
a - Supervising the management of immovable funds from estates, endowed properties, and exploitable properties
endowed for charitable purposes belonging to the Israelite community in general.
b - Managing endowments for which no administrator can be appointed according to the conditions of their endower.
c - Supervising church properties.
d - Supervising immovable properties and assets belonging to, endowed to, and bequeathed to
the Israelite community and its institutions.

h. Supervising all necessary renovations for immovable properties, provided that the approval of the Body Corporate is obtained in advance.
i. The committee may submit proposals to the Body Corporate on whatever it deems appropriate for the promotion of
the condition of the aforementioned properties and their optimal exploitation.
j. The committee shall organize a register containing all properties under its supervision and take
the necessary measures to register the unregistered ones in the Tabu Department according to the procedures
and law, provided that all deeds, documents, and records related thereto are kept with
the Committee.
Appointment of Employees
Article Fourteen - The committee has the right to appoint any employees and staff it needs, provided that it is accompanied by
the approval of the Body Corporate.
Depositing and Withdrawing Reserve Funds
Article Fifteen - The committee's reserve funds shall be deposited in one of the banks in the name of the Committee for the Properties of
the Iraqi Jewish Community in Baghdad, and withdrawals shall be made with the signature of the Chairman and Secretary on behalf of the Properties Committee.
Annual Report
Article Sixteen - The committee shall submit a comprehensive annual report to the Body Corporate covering the progress of
work and accounts, supported by adequate statistics, two months before the beginning of the fiscal year
at least.
Attending Committee Meetings
Article Seventeen - Any member of the Body Corporate may attend the committee's meetings without
having the right to participate in voting. The committee may invite anyone it wishes to consult to attend its meetings without
having a vote in the decisions.
Implementation of the System
Article Eighteen - This system shall be implemented from the date of its approval by the Body Corporate.
Temporary Article
The formation of the committee for the purpose of this system is considered the appointment that takes place immediately after its implementation, and then the three people who will be replaced at the end of June 1949 will be appointed by a vote conducted by the Body Corporate.
The term of the Chairman, Vice-Chairman, and Secretary who are elected for the first time in accordance with Article Three
of this system shall end at the end of 1950.

System of a committee for the property owners of the Israeli community in Baghdad
Committee Name
Article One - A committee shall be formed to manage the affairs of the property owners of the Israeli community in Baghdad under the supervision of
the Spiritual Council. This committee shall be called (the Committee of the Property Owners of the Israeli Community in Baghdad). The
formation of the committee shall be in accordance with Article Twenty-Five of the Israeli Community System No. 36 of
1931 and for the purpose of Article Seven of the Israeli Community Law No. 77 of 1931 and Article
21 of the aforementioned System.
Committee Formation
- Article Two - The committee shall consist of five members appointed by the Spiritual Council, and the appointment of
half of them shall be renewed every two years. The first half shall be considered three, and the second two, and so on.
The renewal of half of the members shall take place after the election of the Spiritual Council every two years. Reappointment of
withdrawn members is permitted once or more than once. Following the election of the Spiritual Council, the committee shall
inform the new council of the withdrawn members and nominate double their number for the council to choose from them
or others to fill the vacant memberships.
Election of the President, Vice-President, and Secretary
- Article Three - The committee shall meet after its appointment or the renewal of half of its members, presided over by

A - Supervision of the administration of immovable property from inheritances, estates, and waqf estates
for charitable purposes belonging to the Israelite community in general.
B - Administration of endowments for which no trustee can be appointed according to the conditions of their founder.
C - Supervision of church properties.
D - Supervision of immovable properties and assets belonging to, endowed for, and bequeathed to the Israelite
community, its properties, and its institutions.
E - Supervision of all necessary constructions for immovable properties, provided that prior approval
from the Physical Council is obtained.
F - The Committee may submit proposals to the Physical Council regarding anything it deems appropriate for promoting
the condition of the aforementioned properties and their best utilization.

g - The committee shall organize a register containing all the properties under its supervision,
and take the necessary measures to register the unregistered ones in the Tabu Department
according to principles and law, provided that all bonds, documents and records
related thereto are kept by the committee.
Appointment of employees
Article XIV - The committee has the right to appoint the employees and staff it needs, provided that
this is accompanied by the approval of the Spiritual Council.
Deposit and withdrawal of reserve funds
Article XV - Reserve funds of the committee shall be deposited in one of the banks in the name of the Committee for the Properties

Regulation of the Committee for the Property of the Jewish Community in Baghdad
Name of the Committee
Article One - A committee shall be formed to manage the affairs of the property of the Jewish community in Baghdad under the supervision of
the Spiritual Council, and this committee shall be called (Committee for the Property of the Jewish Community in Baghdad). The
formation of the committee shall be in accordance with Article Twenty-Five of the Jewish Community System No. 36 of
1931 and for the purpose of Article Seven of the Jewish Community Law No. 77 of 1931 and Article
21 of the aforementioned system.
Formation of the Committee
- Article Two - The committee shall be composed of five members appointed by the Spiritual Council, and half of them shall be reappointed
every two years. Half of the first time shall be considered three, and the second time two, and so on.
The renewal of half of the members shall take place after the election of the Spiritual Council every two years, and withdrawn members may be reappointed
once or more than once. Upon the election of the Spiritual Council, the committee must
inform the new council of the withdrawn members and nominate twice their number for the council to choose from them
or from others to fill the vacant memberships.
Election of the President, Vice-President and Secretary
- Article Three - The committee shall meet after its appointment or the renewal of half of its members, under the presidency of
the eldest member. It shall proceed with the election of a president, vice-president, and secretary, and the result of the election shall be presented to
the Spiritual Council. There is no objection to re-electing the president, his deputy, and the secretary more than once.
Duties of the President
- Article Four - The committee shall be represented by its president, who has the right to sign all correspondence and contracts
and papers, except for bonds and checks, which must be co-signed by the secretary in accordance with
Article 15 of this system. The secretary may be granted the authority to sign correspondence as
decided by the committee from time to time.
Record of Decisions
- Article Five - The discussions and decisions of the committee shall be recorded in a special register by the secretary or
whoever is entrusted with that, and signed by the president and the members who attended that meeting.
Quorum of Meetings
- Article Six - The quorum shall consist of three members, provided that the president or his deputy is present.
Decisions shall be taken by a majority of the votes of those present, provided that this majority is not less than three.

Article Seven - The Committee shall meet at times it deems appropriate and whenever necessary. The Committee
may establish rules it deems suitable for organizing its meetings, work, and distribution of duties among members.
Absence of Members
Article Eight - If a member is absent from three consecutive sessions without a legitimate excuse, they shall be considered to have resigned,
and shall be informed of this, with the General Council being notified accordingly.
Resignation of Members
Article Nine - Resignations of members shall be submitted to the General Council for consideration, with a copy to
the Committee for information.
Filling Vacancies
Article Ten - The General Council shall fill vacancies that occur in the Committee in cases
stipulated in Articles 8 and 9 and other cases, based on the Committee's nomination of twice the number of vacancies,
provided that the Council is free to appoint the nominated candidates or others, and the new member shall complete the remaining term of the member
they replaced.
Duties of the Vice President
Article Eleven - If the Chairman of the Committee is unable to perform any of the powers and duties entrusted
to him under this system for any reason, the Vice President shall deputize for him.
Subcommittees
Article Twelve - The Committee may appoint subcommittees from its members or others to carry out special tasks,
provided that the General Council is informed of this.
Committee Responsibilities
Article Thirteen - The Committee shall be responsible to the General Council for carrying out the following matters and may
establish the necessary regulations to ensure this:
a - Supervising the management of immovable property from estates, built properties, and endowments
for charitable purposes belonging to the Jewish community in general.
b - Managing endowments for which a trustee cannot be appointed according to the conditions of their endower.
c - Supervising church properties.
d - Supervising real estate and immovable properties belonging to, endowed to, and bequeathed to the
Jewish community <del>and its properties</del> and institutions.
e - Supervising all necessary reconstructions of immovable property, provided that the approval of
the General Council is obtained in advance.
f - The Committee may submit proposals to the General Council regarding anything it deems appropriate for promoting
the status of the aforementioned properties and utilizing them in the best possible ways.

Z - The committee organizes a register containing all the properties under its supervision
and takes the necessary measures to register the unregistered ones in the Tabu Department
according to the principles and law, provided that all deeds, documents and records
related thereto are kept by the Committee.
Appointment of staff
- Article Fourteen - The Committee has the right to appoint such employees and staff as it may require, provided that
this is approved by the Spiritual Council.
Deposit and withdrawal of reserve funds
- Article Fifteen - The Committee's reserve funds shall be deposited in a bank in the name of the Jewish Community Property Committee
of Baghdad, and withdrawals shall be made by the signature of the Chairman and Secretary on behalf of the Property Committee.
Annual Report
- Article Sixteen - The Committee shall submit a comprehensive annual report to the Spiritual Council covering
the progress of work and accounts, supported by adequate statistics, two months before the beginning of the financial year
at least.
Attending Committee Meetings
Article Seventeen - Any member of the Spiritual Council may attend the Committee meetings without
having the right to participate in voting. The Committee may invite anyone it wishes to consult to attend
its meetings without having a vote in the decisions.
Implementation of the System
- Article Eighteen - This system shall be implemented from the date of its approval by the Spiritual Council.
Temporary Article
The formation of the Committee for the purpose of this system shall be considered the appointment made immediately after its implementation, and then the
three
persons to be replaced at the end of 1949 shall be appointed by a vote conducted by the Spiritual Council.
The term of the Chairman, Vice-Chairman and Secretary who are elected for the first time in accordance with Article
Three of this system shall also end at the end of 1949.

Committee Name

D - Supervision of properties and immovable assets belonging to, endowed for, and bequeathed to the Israelite
community, its institutes, and establishments.
E - Supervision of all necessary renovations of immovable properties, provided that the approval of the
Physical Council is obtained in advance.
F - The committee may submit proposals to the Physical Council concerning everything it deems appropriate to promote
the condition of the aforementioned properties and their best utilization.

For the construction of the Sassoon Heskell Industrial School in Baghdad, according to the plans and specifications set for it -
Selected bricks of the first class and excellent grade are used in all its walls and foundations.
All mortar used in construction below the damp-proof course will be made of gypsum and ash in a ratio of
3 parts ash and 1 part gypsum
Damp-proof course
The damp-proof course will use a mixture of cement and sand in a ratio of one part cement to two parts sand -
To this mixture, pudlo will be added at a rate of three percent
of the total, and its thickness will be 2 1/2 (two and a half) inches.
The mortar used in construction above the damp-proof course will be made of gypsum and ash in a ratio of one part gypsum to -
three parts fine sand, and the joints between the bricks will be thin, not exceeding 1 1/2 (one and a half)
centimeters in thickness.
The interior plastering of ceilings and walls will be according to the adopted specifications - its first layer will be gypsum -
and the second layer of white gypsum and fine refined borax to ensure a smooth finish and a high degree of whiteness.
The thickness of the plaster will be 2 1/2 (two and a half) centimeters.
Floors, stairs, and shelves
The floors of classrooms, administration, and corridors will be laid with mosaic tiles - its first layer will be cement
and sand with an appropriate thickness, and the second layer will be white cement and colored marble chips with an appropriate thickness as well.
