Regulation of the Committee of the Israelite Synagogues in Baghdad

Name of the Committee - Article 1 - A committee shall be formed under the name of the Committee of the Israelite Synagogues in Baghdad
and it shall undertake the following tasks under the supervision of the Lay Council.
( 1 ) Supervising all Israelite synagogues in Baghdad and overseeing all their affairs
administrative and financial.
( 2 ) Preserving the properties of the synagogues of all kinds and monitoring their real estate
in participation with the Properties Committee.
( 3 ) Auditing the synagogue trustees regarding their revenues and expenditures whatever their
source.
Formation of the Committee - Article 2 - The Committee shall consist of five members appointed by the Lay Council
and half of them shall be reappointed every two years after the election of the Lay Council, and
half for the first time shall be considered three, and the second time two, and so on. The
renewal of half the members shall take place following the election of the Lay Council every two years, and it is permitted
to reappoint withdrawn members once or more than once. The Committee, following the
election of the Lay Council, must inform the new Council of the withdrawn members
and nominate double their number for the Council to choose whom it sees fit from them or others
to fill the vacant membership.
Election of the President and Vice - Article 3 - The Committee shall meet following its appointment or the renewal of half its members
President under the chairmanship of the eldest member and proceed to elect a president and a vice president, and the result
of the election shall be presented to the Lay Council. There is no objection to re-electing the president
and his deputy more than once.
Functions of the President - Article 4 - The president represents the Committee and has the right to sign all correspondence
and contracts and papers, except for bonds and checks which must be signed jointly
by the vice president in accordance with Article 17 of this regulation.
Register of Decisions - Article 5 - The Committee's deliberations and decisions shall be recorded in a special register and signed
by the president and the members who attended that session.
Quorum of Sessions - Article 6 - A quorum consists of three members provided that the president
or his deputy is present, and decisions are taken by a majority vote of those present, provided that this
majority is not less than three.
Committee Meeting - Article 7 - The Committee shall meet once a week as far as possible, and if
a quorum is not reached, the meeting is postponed to the following week. The Committee may set the rules
it deems appropriate for organizing its meetings and work and distributing its tasks among the members.
Absence of Members - Article 8 - If a member is absent for three consecutive sessions without a legitimate
excuse, he shall be considered resigned, and he shall be notified accordingly, with the Lay Council being informed.

Resignation of Members - Article Nine - The resignation of members shall be submitted to the Physical Council for consideration,
with a copy thereof to the committee for information.
Filling Vacancies - Article Ten - The Physical Council shall fill vacancies that occur in the Committee in
the cases stipulated in Articles 8 and 9 and other cases based on the nomination of
the Committee, for double the number of vacancies, provided that the Council is free to appoint the nominees
or others, and the new member shall complete the remaining term of the member he replaced.
Functions of the Vice President - Article Eleven - If the Chairman of the Committee is unable to perform any of the powers
and duties assigned to him by virtue of this system for any reason, the Vice President shall act on his behalf.
In this case, he shall be joined in signing bonds and instruments, according to Articles
Four and Seventeen, by one of the members authorized by the Committee for this purpose.
Subcommittees - Article Twelve - The Committee may appoint subcommittees from among its members or others
to carry out special tasks, provided that the Physical Council is informed thereof.
Responsibilities of the Committee - Article Thirteen - The Committee shall be responsible before the Physical Council for monitoring
the properties of churches and their real estate, and it may set the necessary regulations to ensure that.
Register of Assets - Article Fourteen - The Committee shall maintain a register that includes the assets of the churches, including
books, furniture, etc. This register shall be matched from time to time with what is present
in the churches.
Accounts - Article Fifteen - At the end of each Hebrew year, the Committee shall submit a copy of the accounts
of revenues and expenditures of the Israeli churches in Baghdad.
Disposal of Donations - Article Sixteen - Any amount collected by the Committee or donated by philanthropists
must be entered as revenue in the accounts, with the Physical Council being informed thereof.
Deposit of Funds - Article Seventeen - Reserve funds shall be deposited in a bank in the name of the Committee of

on behalf of the Committee.
Annual Report - Article Eighteen - The Committee shall submit a comprehensive annual report to the Physical Council

Attending Committee Meetings - Article Nineteen - Any member of the Physical Council may attend the meetings of
the Committee without having the right to vote, and the Committee may invite anyone it wishes to consult
to attend its meetings without having a vote in the decisions.
Temporary Article 1
The composition of the Committee for the purpose of this corrective system, which shall take effect immediately upon its implementation, shall be considered. Then the three persons to be replaced at the end of 1949 shall be appointed by ballot conducted by the Physical Council. The term of office of the President and Vice President, who were elected for the first time in accordance with Article Three of this system, shall also end at the end of
1949.
