below in addition to the aforementioned conditions indicated from letter (A) to (D), namely.
(1) The custodian must, before the beginning of each academic year, prepare a budget that includes the annual income and expenditures of the school
for the coming year, and it must be approved by the guardian. This budget shall be applied in that coming year, provided that if any expenditure outside that
budget is incurred, an equivalent income must be found to cover it.
(2) And the custodian must submit a list to the guardian once every six months containing an account of the income and expenditure incurred
during that period.
(3) And the guardian must examine the list and reconcile it with the ledgers. And if it becomes clear to him that it is consistent with the ledgers and reality,
he shall certify it as truthfully consistent with the ledgers and reality. And if he finds anything inconsistent with the ledgers, the custodian shall be held responsible for
the amount that is found to have been accounted for in expenditures or not accounted for in income contrary to the actual ledgers. And the competent authority shall be asked to
dismiss the custodian if it becomes clear that he accounted for that amount in expenditure or did not account for it in income
with the intention of embezzlement for his own benefit or for the benefit of others.
(4) And the custodian shall be dismissed if he refrains from submitting the account as described in the specified period in paragraph (2)
above, and this refusal is confirmed if he is officially notified of the obligation to provide the account and fails to do so.
(5) And the custodian shall also be dismissed upon signs of negligence and idleness in the administration of the school and its timings, and in the preservation of
its income and collection, and spending an amount unnecessarily.
After that comes the statement of the necessary trial procedures according to Islamic law and the court's judgment on the validity of the school's endowment
and its enforceability according to the written conditions.

Dear Sir,
I acknowledge receipt of your letter of the 22nd of June, 1947, in connection with The Sir Sassoon Eskell Technical School in Baghdad.
Your enquiry as to whether we are planning to have this school opened within a short time, to this I would reply that it is our keen desire to do so at the earliest date possible.
You are, no doubt, aware that when the school buildings were completed we were unsuccessful to have them handed over to the "School Committee" that was constituted at the time, owing to some local disagreement or opposition on the part of the very few, notwithstanding the valuable help and advice which were very kindly extended to us from the several members of the "Committee" to speed up the agreement containing the very reasonable conditions which were stipulated by us to take effect upon the handing over of the school building and the teacher's house annexed thereto together with a substantial capital sum in cash as an endowment fund for the upkeep and operating the school.
Seeing then that it served no useful purpose to continue a discussion which appeared to us was no longer of any interest to the very few, and due to the opposition encountered, we regretfully had to

look elsewhere for an educational institution to take over on the same
conditions as were required of the Bagdad Committee, but unfortunately
due to the outbreak of the war in 1939 the formal delivery of the school
and the funds to that educational institution had to be suspended and
eventually dropped, and this was due to unforeseen circumstances resulting
from the war.
However, it had not been nor is our intention to leave
this matter in abeyance for any length of time and, in fact, we are
presently in communication with an educational institution offering
to them the school and the fund pertaining thereto to be operated by
them on the same stipulated conditions as were disclosed to the Bagdad
Committee.
The course which we intend to take, although is not
relished by us, it is, however, you will observe, had been forced upon
us due to the fact that the Bagdad Community exhibit no interest in the
matter and you will, perhaps, agree that it cannot be expected of us to
leave the matter of the opening of the school in abeyance forever.
It would be further observed that should the school be
eventually handed over to a foreign educational institution this action
will not, obviously, be neither to the substantial benefit of the very
many in the Community who are or will be in need of such a type of
schooling nor to the credit or standing of the Jewish community, and this
would be to our great regret.
If, however, those responsible are reconsidering this
matter and are now willing to do the needful to take over the school
upon those same conditions, we would certainly be happy to complete
such an arrangement provided, however, we shall not have already at

that time entered into any definite engagement with the foreign

His Excellency, the esteemed President of the Physical Council
Through the respected Secretary of the Administration of the Israeli Community in Baghdad
Presented to your esteemed selves
According to the decision issued by the esteemed Physical Council, I commenced the secretarial work of the Churches Committee
in Baghdad starting from February 23, 1947, in addition to my regular duties and outside
official working hours. It was believed that the work of this committee would not last more than a few
months, but it turned out that the work of this committee is extensive, diverse, and arduous, requiring its continuation on a
permanent basis.
The committee meets officially once a week, but its work is almost daily, whether
it is inspecting one of the churches or bringing in its contractors and holding them accountable. The minimum duration
for inspecting a church and inventorying its contents takes no less than two to four hours,
as happened in Sheikh Isaac's synagogue, where the inspection and inventory took from six o'clock
in the afternoon until ten o'clock at night, in addition to the time I must spend alone on clerical matters
and arranging records.
The esteemed committee has so far inspected only ten churches, and it was found that there was
manipulation in four of them. The committee took the necessary measures regarding them. Among its duties is also
the preservation of the funds of the churches that were demolished due to road construction, including the Isaac Chaim Synagogue, which
forced the committee to move its contents and place them in a special location. It was demolished, its rubble sold, and the remaining area was fenced
until its reconstruction. All of this requires me to perform certain tasks.
As it appears to your esteemed selves from the above, the committee's work is extensive and cannot be temporary, and the tasks
that have been entrusted to me are numerous and require strenuous effort to perform them to the fullest and on a
continuous basis. Therefore, due to my limited time, I request that you kindly relieve me from performing the secretarial duties of
the Churches Committee and that you graciously allocate my wages for the work I have performed to date.

System of the Committee of Iraqi Churches in Baghdad
Name of the Committee
Article One - A committee named the Committee of Iraqi Churches in Baghdad shall be formed to undertake the following tasks
under the supervision of the Ecclesiastical Council.
(1) - Monitoring all Israeli churches in Baghdad and encompassing all their administrative affairs
and financial matters.
(2) - Preserving church properties of all kinds and monitoring their real estate in cooperation
with the Expropriation Committee.
(3) - Accounting for the church agents regarding their revenues and expenditures, whatever their source.
Formation of the Committee
- Article Two - The committee shall consist of five members appointed by the Ecclesiastical Council, and half of them shall be reappointed
every two years after the election of the Ecclesiastical Council. Half of the first term is considered three, and the second term two,
and so on. The renewal of half of the members shall take place after the election of the Ecclesiastical Council every two years, and
the re-appointment of retired members is permissible once or more. After the election of the Ecclesiastical Council, the committee shall
inform the new council of the retired members and nominate twice their number for the council to choose from them
or others to fill the vacant memberships.
Election of the President and Vice President
- Article Three - The committee shall meet after its appointment or the renewal of half of its members, under the chairmanship of the eldest
member, and proceed to elect a president and vice president. The election result shall be presented to the Ecclesiastical Council,
and there is no objection to re-electing the president and his deputy more than once.
Duties of the President
- Article Four - The committee shall be represented by its president, who has the right to sign all correspondence, agreements, and papers
except for bonds and checks, which must be co-signed by the vice president in accordance with Article
(17) of this system.
Record of Decisions
- Article Five - The committee's discussions and decisions shall be recorded in a special register and signed by the president and the members
who attended that session.
Quorum for Sessions
- Article Six - The quorum shall consist of three members, provided that the president or his deputy is present, and decisions shall be taken
by a majority of the votes of those present, provided that this majority is not less than three.

- Article Seven - The committee meets once a week if possible, and if the quorum is not met, the meeting is postponed to the next week. The committee may set the rules it deems appropriate for organizing its meetings and work and distributing its work among the members.
Absence of members
- Article Eight - If a member is absent from three consecutive sessions without a legitimate excuse, he is considered resigned and the ecclesiastical council is informed of this.
Resignation of members
- Article Nine - The resignation of members is submitted to the ecclesiastical council for consideration, with a copy sent to the committee for information.
Filling vacancies
- Article Ten - The ecclesiastical council fills vacancies that occur in the committee in the cases stipulated in Articles (8) and (9) and other cases, based on the committee's nomination ⟦for the lack of⟧ the number of vacancies, provided that the council is free to appoint the nominees or others. The new member completes the remaining term of the member whose place he filled.
Vice President's duties

Subcommittees

Committee responsibilities
- Article Thirteen - The committee is responsible before the ecclesiastical council for supervising the properties of the churches and their real estate, and it may establish the necessary regulations to ensure this.
Inventory register
- Article Fourteen - The committee keeps a register that includes the assets of the churches, such as curtains, furniture, etc., and this register is periodically matched with what is present in the churches.
Accounts
- Article Fifteen - At the end of each Hebrew year, the committee submits a copy of the income and expense accounts of the Israeli churches in Baghdad.

Disposition of Donations
- Article Sixteen - Every amount collected by the committee or donated by benefactors must be entered
as revenue in the accounts, with notification to the Body Council.
Depositing and Withdrawing Reserve Funds
- Article Seventeen - Reserve funds are to be deposited in one of the banks in the name of the Israeli Kash Committee
in Baghdad, and withdrawals are to be made with the signatures of the President and his Deputy on behalf of the Committee.
Annual Report
- Article Eighteen - The Committee shall submit a comprehensive annual report to the Body Council covering the progress of the
Committee's work.
Attendance at Committee Meetings
- Article Nineteen - Any member of the Body Council may attend the Committee's meetings without having
a vote, and the Committee may invite anyone it wishes to consult to attend its meetings without having
a vote in the decisions.
Temporary Article
The formation of the Committee for the purpose of this system is considered the appointment made immediately after its implementation, and then the
three persons whose replacement will take place at the end of 1949 will be appointed by election conducted by the Body Council.
The term of the President and Vice-President, who were elected for the first time according to Article Three of this
System, also ends at the end of 1949.

First amendment to the committee
Israeli churches in Baghdad dated November 27, 1947 (1)
Election of the Secretary -
1 - Article three of the Israeli Churches Committee system shall be amended
Baghdad, approved on November 27, 1947, by electing
a secretary in addition to the president and vice-president, and the rest of the provisions remain
as they are without change.
Vice President's duties
2 - Article eleven shall be amended by deleting the last phrase (and in
this case, he shares the signature ...) to the end of the article
Depositing and withdrawing reserve funds
3 - Article seventeen shall be amended so that withdrawal is made by signing
the President (or his deputy) and the Secretary instead of the signatures of the President
and the Vice President, and the rest of the provisions of this article remain as they are.
Implementation of the amendment -
4 - This amendment shall be implemented as of the date of its ratification by the Council
Physical.

1- Article 3 of the bylaws of the Committee of Israeli Churches shall be amended
in Baghdad, approved on November 27, 1947, by the election of a
Secretary in addition to the President and Vice-President, and the remaining provisions of this
Article shall remain unchanged.
Deposit and withdrawal of reserve funds -
2- Article 17 shall be amended so that withdrawals shall be made by the signature of the President
(or his deputy) and the Secretary instead of the signatures of the President and Vice-President, and the
remaining provisions of this Article shall remain unchanged.
Vice President's duties -
3- Article 11 shall be amended ⟦by⟧ deleting the last phrase
(In this case, he shares in the signing, etc.) until the end of the
Article.
4- This amendment shall be implemented as of the date of ⟦its approval⟧ by
the Lay Council.
