These are documents from the Baghdadi Jewish community. There is a letter from the British Military Governor for the allotment of lambs for the Jewish New Year 1918. Correspondences from community members to the President of the Jewish Community regarding personal issues: help to finding relatives; dispute on a dowry issue; burials; a teacher requests a financial reward for 32 years of working in Midrash Talmud Torah, requests to continue to receive a retirement allowance of deceased husband; letter to Rabbi Sassoon Khedouri from a member of the Supreme Court requesting an additional salary for some extra work he does to help him financially; letter from workers requesting salary increases to the President of the Jewish Butchery; list of thirty names of needy and retired people whose allowances were decided upon by the Jewish Lay Council and approved by General Council. Also included are issues of the Iraqi Chronicle in 1973 on the nationalization of Exxon and Mobil Oil companies.

Revolutionary Command Council
Based on the provisions of paragraph (a) of Article 42 of the Interim Constitution and based on the approval of the President of the Republic to the proposal of the Minister of Justice.
The Revolutionary Command Council decided in its session held on 20-9-1973.
To issue the following law: -

Law
Third Amendment to the Civil Procedure Law No. (83) of 1969
Article - 31 - The Court of Peace shall have jurisdiction in the final instance, subject to appeal, to hear the following lawsuits: | Article One - The following phrase shall be added to the end of paragraph (2) of Article (13) of the amended Civil Procedure Law No. (83) of 1969.
1 - Debt and movable property lawsuits whose value does not exceed five hundred dinars. | (The notification may be carried out by the process server of the court to which the lawsuit was filed if the place of notification is located within the boundaries of the Mayoralty of the Capital or the municipality within whose boundaries the court is located).
2 - Lawsuits for the removal of joint ownership in real estate or movable property, regardless of the value of either. | Article Two - Article (31) of the Law is repealed and replaced by the following: -
3 - Eviction of leased property regardless of the amount of rent. | 
4 - Possession lawsuits and claims for compensation thereof if filed subordinately and the value of compensation does not exceed five hundred dinars. |

5 — Lawsuits for installments due from debts paid in installments, provided that their amount does not exceed five hundred dinars, as well as the remainder of a debt if it is five hundred dinars or less. However, if the lawsuit leads to proving the origin of the debt that exceeds the mentioned amount, the lawsuit shall be referred to the competent Court of First Instance while retaining the paid fee.
6 — Other lawsuits for which the laws stipulate the jurisdiction of the Court of Conciliation.
Article Three — Article (32) of the Law is repealed and replaced by the following:
Article — 32 — 1 — The Court of First Instance is competent to hear all lawsuits whose value exceeds five hundred dinars, lawsuits subject to a flat fee, lawsuits of unestimated value, and all lawsuits for which the Court of Conciliation or the Sharia Court is not competent. Its judgment shall be of the first degree, appealable according to the provisions of Article (185) of this Law. In other cases, it shall be of the final degree, subject to cassation, taking into account the provisions of other laws.
2 — The Court of First Instance is competent in bankruptcy lawsuits and what arises from bankruptcy according to the provisions established in the Commercial Law.
3 — The Court of First Instance is competent in company liquidation lawsuits and what arises from liquidation according to the provisions established in the Companies Law.
Article Four — Article (57) of the Law is repealed and replaced by the following:
Article — 57 — The defendant's attorney shall be awarded, upon the invalidation of the lawsuit petition according to paragraph (2) of Article (56) of this Law, one-third of the attorney fees prescribed by law.
Article Five — Paragraph (1) of Article (59) of the Law is deleted and replaced by the following:
1 — The litigants must submit their briefs and documents before the first session of the pleading or at the dates specified by the court. The court may reject them if they are submitted after that without a legitimate excuse, and it may seek clarification from both parties about matters it deems ambiguous or if clarifying them is beneficial for settling the lawsuit.
Article Six — The following two paragraphs are added to Article (62) of the Law and shall be paragraphs (3, 4) thereof:
3 — The period of adjournment may not exceed twenty days unless necessity requires it.
4 — The litigant requesting the adjournment who is not present at the pleading must check with the court to be notified of the pleading day to which the lawsuit was adjourned. In all cases, he is considered notified of the mentioned day without the need to issue a notification paper to him.
Article Seven — The following paragraph is added to the end of Article (160) of the Law and is considered paragraph (3) thereof:
3 — The judgment issued by the court remains valid and respected unless it is invalidated or amended by the court itself or revoked or overturned by a higher court according to legal methods.
Article Eight — The following paragraph is added to Article (166) of the Law and is considered paragraph (5) thereof:
5 — Attorney fees are not multiplied by the multiplicity of the judgment creditors or judgment debtors or by the multiplicity of the attorneys.
Article Nine — Paragraph (1) of Article (188) of the Law is repealed and replaced by the following:
1 — The appeal shall be by a petition submitted to the Court of Appeal or the court that issued the judgment. If the appeal petition is submitted directly to the Court of Appeal, the petition is registered, the fee is collected, and a session is set for its consideration. The appellant is notified of its date on the petition, and the appellee is notified of the session date. The court that issued the judgment is notified of the occurrence of the appeal and is requested to send the case file to the Court of Appeal. However, if the appeal petition is submitted to the court that issued the judgment, it must collect the legal fee, register the petition, and send it with the case file directly to the Court of Appeal.
Article Ten — The phrase (or the court that replaced it) is added after the phrase (the contested judgment) mentioned in Article (199) of the Law.
Article Eleven — Paragraph (1) of Article (216) of the Law is repealed and replaced by the following:
1 — It is permissible to challenge by way of cassation the decisions issued by the summary judiciary, in precautionary attachment, decisions issued in grievances against orders on petitions, decisions issued to invalidate the lawsuit petition or to stay the proceedings in the lawsuit and consider it delayed until another matter is decided, decisions issued to refuse the consolidation of two related lawsuits or to refuse referral for lack of value or territorial jurisdiction, or the decision to reject a request to correct a material error in the judgment or accept it, and the decision to reject a request to appoint arbitrators or challenge them, and the decision to determine the fees of the arbitrators. The period for challenging these decisions shall be seven days from the day following the notification of the decision or its consideration as notified.

Article Twelve - Paragraph (2) of Article (223) of the Law is repealed and replaced by the following:
2 - If the court finds that the request for correction was submitted after the legal period has passed, or that the objections of the person requesting correction are not based on a legal reason, it shall decide to reject the request and record the security deposits as revenue for the treasury. However, if the person requesting correction submits a petition to withdraw it before it is considered, it shall decide to invalidate it and return the security deposits to him.
Article Thirteen - The following phrase is added to the end of Article (233) of the Law:
(And it must decide on that on the day following the submission of the request at the latest).
Article Fourteen - The phrase (for the debtor whose property is seized and for the third party under whose hand it is seized) mentioned in the preamble of Article (240) of the Law is repealed and replaced by the following:
((For each of the creditor whose request for precautionary seizure the court decided to reject, the debtor whose property is seized, and the third party under whose hand it is seized)).
Article Fifteen - Article (245) of the Law is repealed and replaced by the following:
Article - 245 - 1 - If the judgment issued in the lawsuit does not stipulate the confirmation of the precautionary seizure, or does not stipulate its lifting, then the judgment issued therein in favor of the plaintiff includes the confirmation of this seizure. Likewise, the judgment rejecting the lawsuit includes its lifting. Unless an independent decision has been issued confirming the seizure or lifting it and has acquired final status.
2 - Subject to the provisions of paragraph (1) of this article, whoever claims ownership of the funds for which a judgment was issued confirming the precautionary seizure, or claims any right therein, may file an entitlement lawsuit with the competent court or appeal by way of third-party opposition against the judgment paragraph containing the confirmation of the precautionary seizure when its conditions are met, and his recourse to one of the two paths forfeits his right to recourse to the other path.
Article Sixteen - Paragraph (17) of Article (248) of the Law is repealed and replaced by the following:
17- The adequate dwelling for the debtor's residence, or for his family's residence after his death. The proceeds of selling the dwelling or the proceeds of its expropriation for public benefit are considered to have the status of a dwelling, and the common share of a dwelling and the land prepared for establishing a dwelling on it are also considered to have the status of a dwelling. However, if the dwelling is mortgaged or if the debt arises from its price, it may be seized to pay the mortgage value or the price.
Article Seventeen - Article (252) of the Law is repealed and replaced by the following:
Article - 252 - An agreement on arbitration is not established except in writing. It may be agreed upon during the proceedings. If it is proven to the court that there is an agreement on arbitration or if it approves the agreement of the parties on it during the proceedings, it shall decide to consider the lawsuit stayed until the arbitration decision is issued.
Article Eighteen - Paragraph (2) of Article (261) of the Law is repealed and replaced by the following:
2 - The request for recusal is submitted to the court originally competent to hear the dispute, and its decision in this regard is subject to cassation according to the rules set forth in Article (216) of this Law.
Article Nineteen - The phrase (or separation or divorce) mentioned in paragraph (1) of Article (309) of the Law is deleted.
Article Twenty - This Law shall be effective after thirty days from the date of its publication in the Official Gazette, and the Ministers shall implement its provisions.

The Revolutionary Command Council decided in its session held
on 13-9-1973 the following: -
1 - Re-appointing the retiree Dr. Kamal Abdul Hamid
Al-Nuaimi, formerly a teacher at the University of Sulaymaniyah, in the Ministry of
Higher Education and Scientific Research according to its assignment
and with his same previous salary.
2 - The Ministers of Higher Education, Scientific Research, and Finance shall
implement this decision.

1 - Calculating the period spent by Nahida Jamal al-Talabani (the observer in the Ministry of Northern Affairs) out of service due to her resignation from her previous job at the College of Arts at the University of Baghdad as continuous service for the purposes of allowance, promotion, and retirement. Without her having the right to claim the salary for that period. Provided that the pension share is collected from her at the rate of her salary when she left the job in 1963.

The Revolutionary Command Council decided in its session held on 9/22/1973 the following:-
1 - Authorizing the Ministry of Communications (Post, Telegraph and Telephone Administration) to take possession of the areas allocated for the construction of download stations for the Eastern Coaxial Cable project and the construction of post and telegraph offices on them in Diyala Governorate in accordance with the designs prepared for this purpose and to start implementing the project. Provided that this does not conflict with the expropriation and allocation procedures necessary for this purpose.
2 - If the implementation of the project mentioned in (1) above requires the removal of buildings or plantings located in the plots allocated for the purposes of the project, they may not be removed except after conducting an inspection of them and estimating their value by the competent court.
3 - The competent ministers shall implement this decision.

1 - Extending the period specified for registering lands owned by citizens in each of the cities of Al-Thawra and Al-Shula until 8-31-1974.
2 - The persons covered by this decision must contact the competent real estate registration departments to complete the ownership transactions during the period indicated above. Their right to ownership will lapse after the mentioned date.
3 - The competent ministers shall implement this decision.

Based on what was presented by the Minister of Foreign Affairs.
We have decreed as follows: -
Falih Abdul Razzaq al-Samarrai, Ambassador of the Iraqi Republic in Sana'a and non-resident Ambassador in Aden, is appointed as its Ambassador in Beijing.
The Minister of Foreign Affairs shall implement this decree.
Written in Baghdad on the thirteenth day of the month of Sha'ban for the year 1393, corresponding to the tenth day of the month of September for the year 1973.

and Shatt Al-Mulla and Umm Al-Rawayah in the Al-Khayrat sub-district of Babylon

Karbala Governorate.

mentioned in this statement unless they obtain a planting license
from the competent monopoly departments.

It is not hidden from Your Excellency that the case of Jahla daughter of Baruch, which has been under discussion, has not resulted
in a decisive outcome until today due to the contradictions occurring regarding this matter.
It was stated in the letter received from the Rabbi of Kirkuk dated 18 September that Jahla daughter of
Baruch has been divorced, despite the fact that previous correspondence regarding this matter did not mention, by the
aforementioned Rabbi, any word indicating the said divorce. This is from one side, and from the other side,
it was stated in the minutes signed by the elders of the Israelite community of Kirkuk dated 23 October
928 that the aforementioned Jahla daughter of Baruch is not divorced, a matter which was confessed
before the Rabbi of Kirkuk himself.
Based on what we have mentioned, it has become necessary for the aforementioned Rabbi to come to Baghdad -
to investigate him in this case, and since the aforementioned did not ⟦respond⟧ to attend, we request by this that -
you mediate in summoning him.

Further to our communication to you in your letter No. 587 dated 14 January 29 to the court
from the Spiritual Court, a copy of which was sent to this department, and based on the court's inquiry
from the Jewish Spiritual Court to the Rabbi of Kirkuk on 18 September that Jahla bint
Baruch has The aforementioned Jahla visited the court on 16 February 28 and presented the letter
of the marriage dowry, claiming what she deserved from the inheritance of her deceased husband, and since it became problematic
for the judge of the court that the deceased husband had divorced his wife Jahla before his death for a period
The first is her presentation of her marriage contract. The mentioned inheritance is not sufficient evidence to prove she was not divorced
before from her husband because it may happen that a woman claims upon her divorce that her marriage contract
is lost, so she takes the oath by legal religious duty and waives accordingly what she is entitled to
as a woman from the dowry right established in the mentioned contract, then she recovers the dowry according to this that -
Accordingly, the court saw no alternative but to inquire from the Rabbi of Kirkuk as to whether
the divorce had actually occurred before the death or if that was merely a rumor with no truth to it
and we regret that we did not receive a response at the time from the mentioned Rabbi despite
the repetition of this inquiry.
Finally, a response came to us from the aforementioned Rabbi informing us that Jahla bint
Baruch had been divorced from her deceased husband Nahum Moshe Kirkukli.

We had requested in our letters dated 8 August 928 and number 1882 to inform us about the case of Jahla
wife of the deceased Nahum Moshe Kirkukli, as to whether she was divorced or not divorced from her husband
the late Nahum. Despite subsequent follow-ups dated 9 October 928 and 10 December
928 and numbered 2382 and 2986 to our previous notices, no answer has arrived until now
neither negative nor positive. Since the case is extremely simple and does not require a long time to answer
and since duty requires all departments and spiritual heads to exert what is in their power
to provide the information and answers required by the courts to facilitate the interests of the people and distribute
justice among them, the delay in providing the required answer for all this time has caused
a delay in viewing and deciding the lawsuit. Therefore, we hope to provide the answer as quickly as possible and inform us
about the late Jahla, whether she is divorced or not divorced from her deceased husband Nahum without the need
for another follow-up.
