situation was received from the previous Council. And to submit a proposal on how to distribute this amount among
the institutions in need.

1 - It was decided to appoint Al-Nahour Mira to the position of teaching drawing and crafts
in the Rachel Samhoun and National schools with the same teaching load and salary
that Salim Khadouri, the resigned director, used to receive and which was approved
for his salary in the budget.
2 - It was decided to transfer the lessons of teacher Rashid Rushdi from Geography to
an opening in the National School and ten in the Rachel Samhoun School, provided
that eight lessons are added to the Shamash School. As for the salary, it shall be transferred to
the teacher according to his remaining lessons in both the Rachel Samhoun
and National schools.
3 - It was decided to appoint Naji Hakham to the position of teaching Hebrew in the
Rachel Samhoun School with a salary of three dinars and four hundred fils on a
probationary basis.
4 - It was decided to refer the request of Meir Ephraim, the teacher at the Samhoun School, regarding the reduction
of some lessons, to the Physical Council for deliberation.
5 - It was decided to notify Reuven Zalouf, the teacher at the Shamash School, to continue
writing and accounting at the school ⟦illegible⟧ and the agreement regarding them from
his salary in the amount of <del>five</del> lessons <del>five</del> out of thirty-six.

and Preventing the Illicit Import, Export and Transfer of Ownership
of Cultural Property
Article One - The Convention on the Means of Prohibiting and Preventing
the Illicit Import, Export and Transfer of Ownership of Cultural Property
approved by the General Conference of the United Nations Educational,
Scientific and Cultural Organization (UNESCO) held in
Paris on November 14, 1970, is hereby ratified.
Article Two - This law shall be implemented from the date of its publication in
the Official Gazette.
Article Three - The Ministers shall implement this law.

Article Nine - The cancellation of the license results in the suspension of
work at the feed factory until a new license is obtained
if the necessary conditions for granting it are met.
Article Ten - The owner of the feed factory has the right to
object to every decision issued against him in accordance with the provisions of these
instructions to the Minister within (15) days from the date of being notified of it
in writing, and the Minister's decision in this regard shall be final. This does not
prevent the Department from taking legal measures against those whose violation
of the provisions of these instructions is proven by a final decision to refer them to
the competent courts whenever the violation falls under the penalty of
punishment in accordance with the provisions of the laws in force.
Article Eleven - These instructions shall be implemented as of
the date of their publication in the Official Gazette.
Regulation Amending the Internal Regulation of the General Establishment
for Agricultural Development and its Enterprises
Based on the provisions of paragraph (2) of Article Twelve
of the General Establishment for Agricultural Development Law No.
112 of 1972, we have issued the following Internal Regulation
Amendment Regulation:
Article One - Paragraphs (Second) and (Third) are deleted
from Article One of the Internal Regulation of the General Establishment
for Agricultural Development and its Enterprises. They are replaced by the following:
Second - Vice President of the Establishment: - He is the employee who assists
the President of the Establishment in technical and administrative affairs and must
hold at least a primary university degree
of specialization, and the following departments shall be linked to him:
1 - Department of Agricultural Production
2 - Department of Animal Production
3 - Department of Economic Affairs
4 - Department of Projects and Engineering Affairs
5 - Department of Administrative and Personnel Affairs
6 - Department of Financial and Accounting Affairs

Article Two - This regulation shall be implemented as of the date of
its publication in the Official Gazette.

1 - Mr. Shabib al-Maliki, Undersecretary of the Ministry for Production
Affairs, is relieved of the chairmanship of the Discipline Committee for Employees

the Aquatic Life Fishing and Protection Law No. (32) of 1965

2 - The violator shall be punished with the penalties provided for in Article
Twenty-Three of the above law.

Statement from the Revolutionary Command Council
O great Iraqi people
O masses of our glorious Arab nation
The Zionist aggression against our land and our Arab nation was primarily established to protect
imperialist interests. American imperialism has supported the Zionist entity with weapons, money,
and political support to serve as a guardian for its interests in the region and a tool for aggression against the forces
of the revolution and the struggling Arab forces to liquidate those interests. The revolution in the Iraqi
region has confirmed on all occasions the close link between imperialist interests and the ability of the Zionist
enemy to continue its aggression, and called for the use of all effective Arab weapons
in the struggle against the imperialist-Zionist enemy, foremost among them the weapon of oil, as it is an effective
strategic weapon in paralyzing the capability of the imperialist and Zionist enemy. The decision of the revolution on the immortal
first of June 1972 was a scientific and revolutionary confirmation of this view and a radical and courageous application
of the slogan of using the oil weapon in the national battle. Today, as American-Zionist aggression
escalates against the Arab nation, and based on the commitment of the revolution in the Iraqi region to use
the oil weapon alongside the available military capability against Zionist and imperialist aggression

American, the Revolutionary Command Council has decided to issue Law No. (70) of 1973 ⟦by⟧ nationalizing
the undivided share of the two American companies, Standard Oil New Jersey (Exxon) and Mobil Oil Corporation,
in Basrah Petroleum Company Limited.
O citizens... O masses of our valiant nation... Today, as the imperialist and Zionist aggression
has reached a dangerous level of escalation, and as our Arab forces are fighting on the Egyptian and Syrian fronts
against the Zionist enemy, the creation of American imperialism and its tool in conspiracy and aggression
against our nation. We call upon all Arab countries, the brave masses of our nation, and the forces of the Arab revolution
everywhere in the homeland to strike American interests and liquidate them finally, and to nationalize
its petroleum interests in particular, as a punishment for those who support the Zionist aggressor in its aggression and as effective
support for the national battle. It also calls upon all Arab countries to stop exporting oil to the United
States of America and to every country that supports the Zionist enemy. We call upon the Arab masses and their
struggling revolutionary forces to firmly confront everyone who provides the American imperialist enemy with the energy
for aggression and the means of life. Forward.

The Revolutionary Command Council decided in its session held on 7-10-1973
to issue the following law:-

Law
Nationalization of the undivided share of the two companies
(Standard Oil New Jersey (Exxon) and Mobil Oil
Corporation of America in Basrah Petroleum Company
Limited)
Article One - The undivided share belonging to the operations of Basrah Petroleum Company Limited in Iraq shall be nationalized, and the ownership of the mentioned share and all related rights shall devolve to the State,
from each of Standard Oil New Jersey - Exxon - and the American Mobil Oil Corporation, the owners in the mentioned operations in general, including the installations,
exploration, drilling, and production facilities for crude oil and gas belonging to the Near East Development Corporation, amounting to (23.75%) of

and factories, complexes, pumping, transport, refining, and storage
and main, field, and marine pipelines and other land and sea export
facilities, including the share of the mentioned portion
in the deep port facilities in /Khor al-Amaya/
as well as the rights and assets owned by Standard Oil New Jersey
(Exxon) and Mobil Oil Corporation in
Iraq.
the assets, rights, and properties nationalized under this
law or the documents related to them, or with the intent to obstruct or
disrupt the operations referred to in Article One above, or with the intent
to obstruct the implementation of the provisions of this law.
Article Seven - In the event that any shareholder company in
Basrah Petroleum Company Limited or any related party
or interest in the operations of the companies mentioned in Article
One of this law performs any of the acts stipulated
in Article Six thereof, the government may cancel any concession,
license, benefit, permit, or facilities enjoyed by the company
or the concerned party in Iraq.
Article Two - Ownership of the mentioned share and all assets, rights,
and properties whose ownership was transferred to the state under Article
One mentioned above shall be transferred to the Iraq National Oil Company,
and it shall not be held liable for previous obligations
related to the mentioned assets, rights, and properties except to the extent
of what was transferred to the state from them.
Article Three - The state shall pay compensation for what was transferred to it
under Article One of this law, provided that the amounts
necessary to fulfill taxes, fees, wages, and any
other amounts due to the government from the nationalized share, as well as
the portion of local debts pertaining to that share, are deducted from it,
and the method of determining compensation and deduction and what is required for that shall be determined by a regulation.
Article Eight - Without prejudice to any of the
stricter penalties stipulated in the laws currently in
force, anyone who violates the provisions of this law
or refrains from performing acts required by its provisions shall be punished by imprisonment for a period not exceeding five years
or by a fine, or both.
Article Nine - Regulations may be issued to facilitate the implementation
of the provisions of this law.
Article Four - The Iraq National Oil Company has
the right to implement existing crude oil sales contracts related
to the nationalized share and to cancel or amend them in accordance with what is required by
the interest of the state.
Article Ten - The Minister of Oil and Minerals may issue
instructions and orders and take appropriate measures to ensure
the implementation of this law.
Article Eleven - Texts and provisions
that conflict with the provisions of this law shall not be applied.
Article Five - Every contract, measure, or action
carried out in violation of the provisions of this law shall be considered absolutely null and void.
Article Twelve - The ministers shall implement this
law.
Article Six - Without prejudice to the penalties
and powers stipulated in the laws in force,
the government may cancel the compensation stipulated in Article
Three of this law in whole or in part in the event that any
of the companies mentioned in Article One of this law performs any
act or attempt to sabotage, destroy, damage, or hide
Article Thirteen - This law shall be published in the Official
Gazette and shall be considered effective from the date 10-7-1973.

Article Six — The foreigner authorized to work in Iraq must provide a written pledge to train a sufficient number of Iraqis in the work or profession they practice in Iraq. Administrations or employers who employ foreign experts and technicians must appoint Iraqi assistants whose qualifications are commensurate with those of the foreigner to train for their work during the period of the permit. The Ministry shall determine the conditions and duration of training and may seek assistance from specialized entities.
Article Seven — Based on the requirements of the public interest, the Ministry shall grant facilities for granting work permits to the following persons: —
1 — Those born in Iraq.
2 — Those married to Iraqi women or those married to Iraqi men.
3 — Those who have first-degree relatives in Iraq.
4 — Residents in Iraq before 9-24-1958 who have continued to reside therein continuously and legitimately.
5 — Companies, institutions, and persons who wish to invest their money in Iraq for economic development purposes. The amount to be brought in by them shall be determined by a decision of the Minister. They must provide a certificate from one of the accredited banks in Iraq proving the amount of invested capital.
6 — Representatives of foreign companies and institutions, provided they submit the following: —
A — A letter of representation from the company they represent, certified by Iraqi missions abroad.
B — A certificate from a bank proving that all their expenses and salaries are transferred to them from abroad.
Article Eight — 1 — An employer may not employ a foreigner who has not obtained a work permit in accordance with the provisions of this regulation, taking into account the provisions of Article (172) of Labor Law No. (151) of 1970 regarding employment provisions.
2 — Employers who employ foreigners must maintain records in which the necessary information is recorded in accordance with instructions issued by the Ministry.
3 — Employers must inform the Ministry when a foreigner leaves work, when their service ends, when their permit period expires, or when they leave Iraq, and they must return the work permit to the Ministry.
Article Nine — The following are excluded from the provisions of this regulation: —
1 — Those working for international bodies, diplomatic missions, and commercial and foreign consulates accredited in Iraq.
2 — Foreigners employed by the government and the mixed sector who are linked by direct contracts with them. Also, foreigners
employed by foreign companies contracting with the state after obtaining the approval of the competent Minister for their employment.
3 — Foreigners who are permitted by laws, international agreements, and treaties to which the Iraqi government is a party to practice business in Iraq.
Article Ten — A work permit shall be cancelled at any time in the following cases: —
1 — If it is proven that the information and documents regarding the permit applicant are incorrect.
2 — If the presence of the foreign worker becomes harmful to the public interest.
3 — The cancellation of the permit does not prevent the referral of the foreigner or the employer to the courts when their violation of one of paragraphs (1 and 2) of this article is proven.
4 — If the employer dispenses with an Iraqi worker in a manner contrary to the law and employs a foreign worker in their place, and the Iraqi worker enjoys the same competence and working conditions as the foreign worker.
Article Eleven — The work permit contains the following information: —
1 — Full name and surname.
2 — Nationality.
3 — Age.
4 — Permanent address abroad.
5 — Permanent address in Iraq.
6 — Name of the establishment where the foreigner works.
7 — Photograph.
8 — Renewal period, observations to be followed, and necessary instructions.
Article Twelve — Anyone who violates the provisions of this regulation shall be punished according to the provisions of Article (255) of Labor Law No. (151) of 1970.
Article Thirteen — The Regulation for Non-Iraqis Practicing Work and Professions in Iraq No. (23) of 1963, as amended, is repealed, and the instructions issued thereunder remain in effect if they do not conflict with the provisions of this regulation.
Article Fourteen — This regulation shall be published in the Official Gazette and the Ministers shall implement its provisions.

Instructions
Organization of the Formations of the Diwan of the Planning Council
No. (1) of 1973
Based on the provisions of Article Fourteen of the Planning
Ministry Regulation No. (72) of 1968, as amended, regarding
detailing the duties of the formations and departments mentioned in the
said regulation and determining their interconnections.
We have decided to issue the following instructions for organizing the departments of the Diwan
of the Planning Council.
Article One - The Diwan of the Planning Council shall be headed by
an official with the rank of Director General who shall be responsible for supervising the
work of the Council's Diwan and controlling the decisions of the Planning Council
and the Steering Committee.
Article Two - The Diwan of the Planning Council consists of
the following departments and formations:
1 - Department of Preparation of Agendas and Decisions:
It is headed by an official with the rank of Director, assisted by a number of
employees, and this department shall be responsible for the following
matters:
a - Preparing and auditing the agendas of the sessions of the Steering
Committee and the Planning Council and distributing them to the
members on time in a categorized manner according to the
sectors of the National Development Plan and as
required by the rules for organizing session agendas.
b - Preparing and auditing the decisions of the Steering Committee
and the Planning Council in accordance with what was approved during
the meeting of the Committee or the Council as the case may
be, and recording the explanation of the violation (if any) in
a special register.
c - Notifying the decisions of the Steering Committee and the Planning
Council to the concerned departments.
2 - Contractors Classification Department:
It is headed by an official with the rank of Director, assisted by a number of
employees and staff, and this department shall be responsible
for organizing forms, records, and correspondence
related to the classification of contractors, as well as organizing the minutes
and decisions of the committee responsible for classifying contractors
and the Appellate Committee.
3 - Central Archive Department for International Relations:
It is headed by a specialized official with the rank of Director, assisted by
a number of employees and staff, and this department shall be
responsible for organizing and recording documents related to
Iraq's relationship with other countries and international organizations,
whether from an economic, commercial, technical,
or other aspect that clearly reflects
the auditing of the record of Iraq's relationship with other countries. The
said department shall specifically document the following matters:
1 - Treaties
2 - Economic and technical cooperation agreements.
3 - Loans
4 - Trade exchange agreements
5 - Trade balance
6 - Commercial centers
7 - Diplomatic representation
8 - Economic blocs such as the Arab Common Market,
the World Bank, the Bank Fund, Comecon,
and the European Common Market... etc.
9 - Any other matters that would organize and coordinate
documents related to Iraq's relationship with other countries
and international organizations.
4 - Typing and Reproduction Department:
It is headed by an official with the rank of Chief Observer, assisted by
a number of employees, and this department shall be responsible for typing
and reproducing all decisions and correspondence related to
the work of the Diwan.
5 - Archive and Correspondence Department:
It is headed by an official with the rank of Chief Observer, assisted by
a number of employees, and this department shall be responsible for
the following matters:
a - Categorizing the decisions of the Steering Committee and the Planning
Council according to the card system ( ⟦illegible⟧ )
b - Recording incoming and outgoing transactions and communications
from the Diwan in special registers.
c - Auditing transactions incoming to the Diwan and ensuring
that all required copies are completed.
d - Preserving and coordinating the decisions of the Steering Committee
and the Planning Council and organizing and maintaining the
Diwan's files.
e - Preparing and coordinating special cards for contracts in a way
that facilitates knowing the works entrusted to each contractor,
in addition to organizing special cards for each project.
Article Three - The Director General has the authority to distribute the works
mentioned in these instructions among the employees and staff of
the Diwan.
Article Four - The instructions for organizing the formations of the
Diwan of the Planning Council No. (2) of 1969 and its amendments are repealed.
Article Five - These instructions shall be published in the Official
Gazette and shall be effective from the date above.

Based on the authority vested in us under Article 10 of Regulation No. (11) of 1951, we have issued these instructions:
Article One - Paragraph (h) of Article Two of Instructions No. (2) of 1954, added to it by Article Two of Instructions No. (1) of 1969, is repealed and replaced by the following:
h - If the rental value of the property is less than 7% of the estimated value.
Article Two - These instructions shall be implemented from the date of their publication in the Official Gazette.

Article Two ⟦line⟧ The Directorate shall undertake the following tasks:
1 ⟦line⟧ Monitoring local industrial production in terms of quantity and quality and ensuring that projects produce according to the quantities and qualities specified for them.
2 ⟦line⟧ Monitoring imported industrial goods in terms of quality to protect the consumer in accordance with local and international specifications.
3 ⟦line⟧ Providing specifications for all locally produced goods to ensure and facilitate their monitoring in cooperation with the Standardization and Quality Control Organization formed under the Standardization and Quality Control Organization Law No. (15) of 1963, as amended, or any law that replaces it.
2 ⟦line⟧ Competent authorities shall adopt the Directorate's reports regarding the quantities of locally produced industrial goods to ensure their coordination with the quantities of imported goods similar to local production.
Article Six ⟦line⟧ 1 ⟦line⟧ The Directorate may seek assistance from official and semi-official departments, public and private institutions, and specialized experts to achieve its tasks stipulated in this law.
2 ⟦line⟧ Owners of industrial projects are committed to providing the Directorate with information it deems necessary to achieve its objectives in accordance with the instructions issued by the Minister in this regard.
Article Three ⟦line⟧ To achieve its tasks stipulated in Article Two of this law, the Directorate shall adopt the following methods:
1 ⟦line⟧ Issuing quality certificates for industrial products in cooperation with the Standardization and Quality Control Organization.
2 ⟦line⟧ Conducting technical studies related to the quantity of industrial production, determining the quality level and comparing it with the approved specifications, and seeking assistance when necessary from specialized agencies or specialized experts to facilitate this task.
3 ⟦line⟧ Conducting economic studies for locally produced goods to determine the level of production costs with the aim of monitoring prices and determining the degree of protection.
Article Seven ⟦line⟧ 1 ⟦line⟧ Control committees shall be formed, headed by one of the Directorate's employees who holds a university degree, to carry out the necessary inspections of projects to implement the purposes of this law.
2 ⟦line⟧ Control committees have the right to enter the industrial project and review all records and documents required to carry out their tasks.
Article Eight ⟦line⟧ The Directorate may grant rewards to those who help uncover violations committed against the provisions of this law or provide important services that help implement the purposes of this law, according to instructions issued by the Minister in agreement with the Ministry of Finance.
Article Four ⟦line⟧ 1 ⟦line⟧ The Directorate shall adopt the specifications and standards issued by the Standardization and Quality Control Organization regarding industrial products.
2 ⟦line⟧ In the absence of such Iraqi specifications and standards, the Directorate shall carry out its work in light of international specifications, taking local conditions into consideration after notifying the concerned parties.
3 ⟦line⟧ The Minister, upon a proposal from the General Directorate or a request from the concerned parties, may exempt some industrial projects for a limited period from observing the approved specifications, by a decision issued based on the requirements of the public interest, provided that the Standardization and Quality Control Organization and the concerned parties are notified of a copy of the said decision.
Article Nine ⟦line⟧ If the project owner violates the specifications approved under Article Four of this law, the Minister, based on a request from the Directorate, may stop work in the industrial project until the owner removes the causes of the violation.
Article Ten ⟦line⟧ 1 ⟦line⟧ The Directorate shall request legal follow-up against violators of the provisions of this law.
2 ⟦line⟧ The Directorate shall refer cases of violations of mandatory specifications presented to it, along with the relevant papers and reports, to the Standardization and Quality Control Organization to take necessary action in accordance with the provisions of the Standardization and Quality Control Organization Law No. (15) of 1963, as amended.
Article Five ⟦line⟧ 1 ⟦line⟧ The Directorate shall adopt the production figures determined by the General Directorate of Industrial Development for the quantity of local industrial production.
Article Eleven ⟦line⟧ 1 ⟦line⟧ Anyone who refuses to appear before the Directorate or provide the information required under this law without a legitimate excuse after being notified by official methods shall be punished by imprisonment for a period not exceeding three months or a fine not exceeding two hundred and fifty dinars, or both.
2 ⟦line⟧ Anyone who: shall be punished by imprisonment for a period not exceeding six months or a fine not exceeding five hundred dinars, or both:

A - Preventing inspection committees from entering the project to complete their tasks assigned under this law.
B - Violating the specifications adopted under Article 4 of this law, except for those for whom a special decision is issued for an exemption for a limited period of time according to the requirements of the public interest. The court must decide, based on a request from the Directorate, to confiscate or destroy the goods subject to the violation, in whole or in part.
Article Twelve - Nothing in this law prevents the pursuit of proceedings under another law if the crime requires a more severe penalty.
Article Thirteen - Regulations and instructions may be issued to facilitate the implementation of the provisions of this law.
Article Fourteen - This law shall be published in the Official Gazette. The Ministers shall be responsible for its implementation.

Explanatory Grounds
Since the supervision of industrial production and raising its level in terms of quantity and quality is a necessary requirement to ensure that local industrial projects produce according to specific standards and specifications, and in order to protect the consumer and enhance the reputation of national products in domestic and foreign markets, and to ensure the monitoring of imported goods from a qualitative standpoint, it was found that necessity dictates the establishment of rules organizing this, while ensuring the necessary supervision to achieve these purposes in cooperation with the Organization for Standards and Metrology.
For this reason, this law was enacted.

Regulation
Practice of Work and Professions by Non-Iraqis in Iraq
In the Name of the People
Presidency of the Republic
Based on the provisions of paragraph (b) of Article Fifty-Seven of the Interim Constitution and paragraph (1) of Article One Hundred and Eighty-One of the Labor Law No. (151) of 1970, and based on what was presented by the Minister of Labor and Social Affairs.
We have issued the following regulation: ⟦line⟧
Article One — 1 — For the purposes of this regulation, the word "work" means every industrial, commercial, agricultural, financial, cultural activity, or other works determined by instructions issued by the Ministry.
2 — A foreigner may not work in Iraq except after obtaining a work permit issued by the Ministry.
3 — The work permit is issued on the basis of Iraq's need for manpower and according to the requirements of each governorate and in accordance with what is approved by the Central Employment Office.
Article Two — 1 — A foreigner who wishes to practice a job or profession with or without pay in Iraq must inform the Ministry by a written request submitted to the Iraqi missions abroad or his official agent in Iraq or through the employer who intends to employ him on his behalf, with the exception of those contracting with the government.
2 — The application must include all information related to the foreigner's qualifications, documented by certificates and documents available to him, stating his name, nationality, type of work, its duration, and the employer's name and full address.
3 — The Ministry must decide on the application within one month of its submission, and it has the right to refuse to grant the permit. Its decision in this regard is considered final and not subject to any form of appeal.
4 — An entry visa to Iraq is granted to those who obtain approval to work therein, provided that the competent authorities endorse his passport when granting the visa with the phrase (permitted to work in Iraq under such and such...).
5 — A foreigner who entered Iraq for the purpose of practicing work must report to the Ministry within seven days from the date of his entry into Iraq.
Article Three — The duration of the permit is one year and is renewed according to the requirements of need, taking into account the provisions of this regulation. The
foreigner must request its renewal within one month before the end of its duration, and he must abandon the work and profession upon the expiration of the permit unless it is renewed.
Article Four — The following conditions shall be taken into account when granting a work permit to a foreigner: ⟦line⟧
1 — That his entry into Iraq and his residence therein be in a legal manner.
2 — That he possesses the professional and scientific qualifications for the work he wishes to practice.
3 — That the work to be practiced is among the works required by the national economy and for which Iraqi or Arab manpower is not available, and this is done with the confirmation of the employment offices.
4 — That the foreigner obtains a license to practice his work from the relevant professional unions according to the provisions of their own laws.
5 — That his age is not less than sixteen years and not more than sixty-five years for males and fifty-five years for females.
6 — That he has not previously committed a crime in Iraq or abroad against the security of Iraq and its political and economic interests, and enjoys a good reputation and conduct.
7 — That the competent security departments confirm that there is no objection to the foreigner's engagement in work as far as the security aspect is concerned.
Article Five — The General Directorate of Labor shall prepare a list of works and professions that a foreigner may not practice in Iraq in the month of December of each year after surveying the opinion of unions, employers' organizations, and competent bodies when necessary, provided that the Minister of Labor and Social Affairs approves this list.
