In the presence of His Eminence the Acting Hakham Bashi of Baghdad, the respected Hakham Sassoon Khedhouri
The Petition
Some time ago, the Baghdad Court of First Instance had inquired of your respected department regarding Hajla daughter of Baruch as to whether she was divorced from her deceased husband
Nahum Ibrahim Kirkukli, and you referred the question to the Hakham of Kirkuk, Hakham Eliyahu Hay, and the reply was received from the aforementioned Hakham written
in the Hebrew language, in which he mentioned that the aforementioned Hajla is divorced.. whereas the aforementioned Hakham had confessed in the presence of several individuals from
the notables of the Kirkuk community that the aforementioned Hajla is not divorced, according to the report signed by the members of the Milli Council there
which is in our possession, and besides that, the signature on the Hebrew letter sent by this Hakham does not match his signature
real, and we have learned that the Hakham has confessed before Isaac Effendi and others that he did not issue a reply to your respected department, and since our client
the aforementioned Hajla is wronged and the act committed by the Hakham is an act that violates the spirit of the Israelite law.. therefore we beg
from your Eminence to order his summoning through the Iraqi government to look through you into the divorce claim that is alleged to have occurred, and may the Lord bless you

Notes on school budgets for the year 33/34
( 1 ) Revenues
School Fees
The most striking thing in these budgets is the fees section, which is the main source of
revenues. These fees have been estimated at 11,081 Dinars, of which 2,840 Dinars are from Shamash School
and 5,750 from the Albert Sassoon and Laura Kadoorie schools. By comparing the total fees for the year 33/34 with the total
fees actually collected in the year 32/33, amounting to 5,625 Dinars, it appears that the figure has almost doubled
in a period of less than three years. In the committee's belief, these successive increases in fees
must inevitably be accompanied by:
1) Increasing efficiency in the level of teaching, whether by retaining existing qualified staff
actually by giving them their due or appointing qualified individuals to vacant positions.
2) Providing the necessary means to facilitate study, such as laboratories and libraries.
3) Making the necessary furniture and completing other deficiencies.
( 2 ) Expenditures
The most striking thing in expenditures is:
1) 1,100 Dinars were allocated in the expenditures chapter, of which 804 Dinars are to be spent on necessary repairs
for the Albert Sassoon school building, which was in dire need of repair. Of this
amount, 574 Dinars have been spent so far, and 230 Dinars to complete the deficiencies of the modern Masouda Salman school building.
2) 288 Dinars were allocated, of which 220 Dinars are for making individual desks for the fourth and fifth
secondary classes in Shamash School and furnishing and improving the laboratory, and 40 Dinars for renewing and adding furniture for
Masouda Salman school, and 28 for making desks in the National School and improving the laboratory.
3) As for the increases that affected salaries, they are of two types:
A- Increases given to some qualified individuals, especially the secondary department teachers at
Shamash School, to retain them. B- Small increases given to junior teachers whose salaries are less than
five Dinars, considering they have been affected by the high cost of living due to the war and have become in a state of
severe hardship, and it is a matter of chivalry to add small increases to their meager salaries so they can manage their
family affairs and perform their duties as required.
While the committee acknowledges that there are others who deserve kindness, it has left that for ⟦another⟧ ⟦opportunity⟧ that allows
for economy.
The morning class at Shamash School. The surplus revenue for this class is estimated at 250 Dinars and has been set aside
to cover the expected decrease in the allocations of the Anglo-Jewish Association in London at the time of its writing to the
venerable Council, as well as the allocations for the acting director and others. However, if no reduction occurs in the allocations, the Council has the choice
to transfer the amount from the allocations to be spent on the entity it designates.
The fourth secondary class at Rachel Shahmoon School. As for the fourth ⟦secondary⟧ class at Rachel Shahmoon School,
its revenues are estimated at 715 Dinars and its expenditures at 415 Dinars, with a surplus of 300 Dinars. This amount
has been set aside for renting and furnishing an independent building for the secondary school, which there is no choice but to open ⟦only⟧.

Next year for these students and others
Rents
1) The Albert Sassoon School used to collect one hundred dinars annually from the Nouriel School
as rent for the classrooms occupied by the students of this school in the Albert Sassoon School building. Since
efforts are directed towards increasing the amount allocated for constructing a building for the school, the committee decided to cancel this rent
to add it - along with the surplus of the Nouriel budget - to the amount allocated for constructing a building for this school.
2) As for the rent of the Masouda Salman School, amounting to 125 dinars, it is set
to repay the amount borrowed from the Council for construction, and it is merely a bookkeeping transaction.
(3) Allocations
Furthermore, our committee found it necessary to assist the Noom School, given that its revenues are insufficient to cover
expenses and the existence of a previous deficit. It allocated an amount of 255 dinars for it in the new budget. Also, the budget of
the Menashi Saleh School, which was approved in the last academic year with a deficit of 468 dinars, has been approved
this year on the basis of covering all expenses without leaving any further deficit.
It is necessary to point out that all these matters were accomplished without the total allocations
for schools from the Lay Council increasing significantly. The total allocations required for the year 933/34
have now reached 6845 dinars compared to 6075 dinars last year.
