1 — In arranging the budget for the coming year, a ratio of 3 to 4 was observed between this year and the following, because the steady
progress of work is increasing at this rate.

The Budget Committee met on July 5, 1934, in the presence of its members, Moise Effendi Abia and Saleh Effendi
and Meir Effendi Zilkha, and decided:
1- Not to consider any increase or request for exemption for any employee at the present time and to postpone
consideration of these requests until next January 1st, and to inform the departments in writing.
2- It was decided to inform all institutions of the necessity of participating with their department heads in signing
any accounting information submitted to the community administration as a certification from them that the figures listed therein
match their books and information, and that they must not record in their books any entries that are
contrary to the approved budget except after receiving written instructions from the Director, and in this case
they must notify the Council in writing of this, noting that any violation of these instructions and any discrepancy
that appears in accounts submitted to the Council shall hold the accountant responsible for it ⟦alone⟧.

After greetings: I draw your Excellency's attention specifically to decide on an important issue
which I outline as follows:
The secondary section of our school teaches six lessons a day, four of them in the morning and two
in the afternoon, and the primary section teaches four lessons in the morning and three in the afternoon. Based
on this, the school administration has considered making secondary teaching in the morning only for the following
reasons:
First: Lessons in the afternoon generally have less value than morning lessons.
Second: Most of the students' lessons must be prepared at home.
Third: The current arrangement occupies the students' time in the afternoon and they cannot benefit
from this opportunity.
Fourth: It is not possible to benefit from the seventh lesson in the primary classes due to the disturbance caused
by the secondary students leaving their classes and going home.
Fifth: All secondary schools in the world and in Iraq have made secondary student teaching
in the morning only. And they allocated afternoon times for reading, games, or for the
students to ⟦study⟧ from it in a special way.
