His Excellency the Honorable Minister of Justice
Subject: Summoning the Rabbi of Kirkuk
It is not hidden from Your Excellency that the case of Jahla daughter of Baruch, which has been under discussion, has not resulted
in a decisive outcome until today due to the contradictions occurring regarding this matter.
It was stated in the letter received from the Rabbi of Kirkuk dated 18 September that Jahla daughter of
Baruch has been divorced, despite the fact that previous correspondence regarding this matter did not mention, by the
aforementioned Rabbi, any word indicating the said divorce. This is from one side, and from the other side,
it was stated in the minutes signed by the elders of the Israelite community of Kirkuk dated 23 October
928 that the aforementioned Jahla daughter of Baruch is not divorced, a matter which was confessed
before the Rabbi of Kirkuk himself.
Based on what we have mentioned, it has become necessary for the aforementioned Rabbi to come to Baghdad -
to investigate him in this case, and since the aforementioned did not ⟦respond⟧ to attend, we request by this that -
you mediate in summoning him.
With great respect to Your Excellency,

His Excellency the Honorable Minister of Justice Subject: Regarding the case of Jahla daughter of Baruch
Reference: Summoning the Hakham of Kirkuk
Based on the reference to your letter No. 575 dated 11 January 1929 to the court
from the Spiritual Court, a copy of which was sent to this department, and based on the court's report
that the Israelite Spiritual Court in the Hakham of Kirkuk on 18 September that Jahla daughter of
Baruch had visited the court, the aforementioned Jahla, on 16 February 28 and presented the marriage
dowry contract, claiming what she was entitled to from the inheritance of her deceased husband. Since the person
who came to the court presented that the deceased husband had divorced his wife Jahla 3 years before his death,
however, what was presented in her aforementioned marriage contract is not sufficient evidence to prove her non-divorce
from her husband, and because it may happen that a woman claims upon her divorce that her marriage contract
is lost, thus failing the guarantee of the legal family obligation and waiving accordingly what is due
to the woman of the dowry right estimated for the mentioned husband, then the dowry is presented later after
the husband dies. Accordingly, the court saw no alternative but to inquire from the Hakham of Kirkuk as to whether
the divorce had actually occurred before the death or if that was a mere rumor with no truth to it.
We regret that we did not receive a response at the time from the mentioned Hakham despite
the repetition of this inquiry.
Finally, we received a response from the aforementioned Hakham informing us that Jahla daughter of
Baruch had been divorced from her deceased husband Nahum Moshi Kirkukli.

To the Head of the Spiritual Israeli Committee.
We had requested in our letters dated 8 August 928 and number 1882 to inform us about the case of Jahla
wife of the deceased Nahum Moshe Kirkukli, as to whether she was divorced or not divorced from her husband
the late Nahum, despite subsequent confirmations dated 9 October 928 and 10 December
928 and numbered 2382 and 2986 for our previous notifications, no answer has arrived until now
neither negative nor positive. Since the case is extremely simple and does not require a long time to answer
and since duty requires all departments and spiritual heads to exert what is in their power
to provide the information and answers required to the courts to facilitate the interests of the people and distribute
justice among them, the delay in providing the required answer for all this period has caused
a delay in viewing and settling the lawsuit. Therefore, we hope to provide the answer as quickly as possible and inform us
about the late Jahla, whether she is divorced or not divorced from her late husband Nahum without the need
for another confirmation.

Budget Committee
Baghdad
Based on the decision of the Lay Council No. ⟦158⟧ on 15 July year 1933
The Budget Committee decided in its session held on ⟦18⟧ July year 1933, ⟦25⟧ July year 1933, and ⟦1⟧ August year 1933
The Schools Committee budget for the year 1933
After auditing the Schools Committee budget for the year 1933 submitted by the aforementioned committee, whose total estimated expenditures amounted to ⟦11850⟧ Dinars
and its total estimated revenues amounted to ⟦10850⟧ Dinars, i.e., with a deficit of ⟦1000⟧ Dinars, and after discussing the details of the items of the aforementioned budget
it was decided to reduce the amount of ⟦81⟧ Dinars from the annual salaries and wages in the Alliance School for Boys, and the amount of ⟦100⟧ Dinars
from the annual salaries and wages in the Alliance School for Girls, and the amount of ⟦50⟧ Dinars from the annual salaries and wages in the
Midrash School, and the amount of ⟦25⟧ Dinars from the annual salaries and wages in the Nouriel School, and the amount of ⟦25⟧ Dinars from the annual salaries and wages in the
Reema Khedouri School, and the amount of ⟦20⟧ Dinars from the annual salaries and wages in the Masouda Salman School, and the amount of ⟦10⟧ Dinars from the annual salaries and wages
in the ⟦National⟧ School, and thus the total reductions in annual salaries and wages will be ⟦311⟧ Dinars, and thus the total
estimated expenditures become ⟦11539⟧ Dinars, and since the estimated revenues are ⟦10850⟧ Dinars, the real deficit will be ⟦689⟧ Dinars.
The Budget Committee, in submitting this budget to the esteemed Lay Council, requests its approval so that the Schools Committee can
commence paying salaries and wages and performing other necessary tasks, noting that the Budget Committee has observed that there is
a large number of poor students who do not pay tuition fees, and that the Schools Committee is doing its utmost to
ensure education for these students, and the Budget Committee sees the necessity of the Lay Council providing the necessary assistance
to the Schools Committee to enable it to perform its duties towards these poor students, and the Budget Committee will submit
a detailed report on the financial situation of the Schools Committee at a later time.
The Budget Committee has also decided to disburse an amount of ⟦100⟧ Dinars to the Schools Committee as a first installment of the aforementioned deficit
above to enable it to pay the salaries and wages due to the officials and employees in the aforementioned schools.
