The Budget Committee decided in its session held on July 5, 934:
1) The necessity of your participation with the heads of your departments in signing any accounting information submitted to
the community administration with a certification from you that the figures and information included therein correspond to
your books and information.
2) It is not permitted to record any entry in the books that is contrary to the figures approved in the budget
(whether it is an increase or decrease in revenues or expenditures) unless you receive written instructions
to that effect from the heads of your departments, and in this case you must inform the Council in writing of that
immediately.
3) The necessity of keeping the accounts of each year as an independent unit in itself, having no relation whatsoever to the accounts
of the year preceding it or following it.
4) You must follow these instructions strictly, and any violation of them or discrepancy that appears in
accounts submitted to the Council, you will share in bearing the responsibility for it.

63 In the session of November 5, our committee studied the budget submitted by the Schools Committee and decided the following:
1) We found that the schools budget was prepared on a precise basis, in a clear technical manner, and based on real figures supported by documents.
2) We found that the amounts estimated for salaries have been reduced to the lowest possible limit, and despite that, the schools budget for the current year shows a deficit
amounting to ⟦...⟧ Dinars and ⟦...⟧ Fils.
3) The aforementioned deficit is resulting from the increase in the number of students in the Israelite schools by a very large percentage, as their number reached this year ⟦...⟧ (3
students, while their number last year was (⟦...⟧) students, meaning an increase of (⟦...⟧) students in one year.
4) The Israelite schools annually receive a large number of children of the poor and needy for free, and their number this year has reached ⟦...⟧
students.
5) The amounts allocated for books, stationery, and school supplies have been reduced to the minimum, and no further reduction can be made in them.
6) Based on the above, our committee proposes to approve the budget of the Schools Committee as submitted.
7) Regarding the aforementioned deficit, our committee proposes that the deficit be covered from the amounts carried over from last year's budget and from
donations and gifts received by the Schools Committee during the year.

1800 Dinars on the account of the accumulated debts of the community institutions to the Council's fund, and to task
your esteemed committee with studying the situation in light of the accounts present in the Council's ledgers and the ledgers of
the institutions, hoping that you will take into consideration the increase occurring in the cemetery revenues in
this year and the revenues expected to be obtained from the new fees, and that the Council may
borrow for the upcoming months of February and March from the revenues of the next fiscal year as required
by the situation from the previous Council. And to submit a proposal on how to distribute this amount among
the institutions in need.

Ratification of the Convention on the Means of Prohibiting
and Preventing the Illicit Import, Export and Transfer of Ownership
of Cultural Property
Article One - The Convention on the Means of Prohibiting and Preventing
the Illicit Import, Export and Transfer of Ownership of Cultural Property
approved by the General Conference of the United Nations Educational,
Scientific and Cultural Organization (UNESCO) held in
Paris on November 14, 1970, is hereby ratified.
Article Two - This law shall be implemented from the date of its publication in
the Official Gazette.
Article Three - The Ministers shall implement this law.
