Excellency,
I am sorry to bring to your notice that the financial administration of our community is not well organized nor entrusted into the hands of a legal council, and this, of course is a great obstacle to the general administration of our community.
Sometimes ago, I had tried to form in this country, a local council, conforming to the official regulations of the Chaplain Office, "Hakamkhana Nazamnamassi," but the Constantinople authorities gave an objection to the subject, pretexting that the right of having a local council is only reserved to the Constantinople community, and have advised me by a letter of which I enclose herein a copy.
At that time, the question was settled as the law in question was to be submitted to the State council for interpretation.
Now, I would feel much grateful, should your Excellency be so kind as to appoint provisionally until further orders from England, an official commission, who would administrate the finances of the community and its institutions, having with them a reliable accountant to keep the books under the Government control.

to gather coolies from the roads, but in doing so, they are
thrashing them most unmercifully. Last week, one of the many
such like cases has been brought to my notice. A Jew was tied
up by the feet and pulled all along the streets, and of course
he got dangerously ill. Therefore, I pray that your Excellency
may give the necessary orders regarding this matter.

Feast, but for that purpose only.
The celebration commences on August 19th 1917.

from the Taht al-Takiya quarter, in which she requested financial
assistance from her husband Yehuda Meir Shasha, a resident of
Luxor (in Upper Egypt), His Excellency the
Acting Civil Commissioner has directed me to inform
Your Eminence that he has kindly presented the case
to His Excellency the British High Commissioner in Egypt.
Upon conducting an investigation through the Police Department
in Cairo, it appeared to His Excellency that Yehuda has a small
grocery shop and is not in a position to be able
to send financial assistance to his family.
Therefore, I would be pleased and grateful to Your Eminence
if you could inform the aforementioned family about
