Following the formation of our committee, we submitted a report to you on 29 / 1 / 1951 regarding the financial situation of the hospitals
with the accumulated debts, and we requested support from the Council to remedy the situation. You had suggested in your letter numbered
J / 658 / 51 dated 12 / 2 / 1951 to hold a joint meeting with this committee to study the status of the hospitals
in general; however, until now the aforementioned meeting has not been held. Therefore, we found it necessary and mandatory
to inform you that some creditors are harassing the hospital to a great extent. Here are the details. We attach herewith
the latest letter from the General Income Tax Directorate for your review.
Amounts that must be paid immediately | Amounts that can be deferred for a few weeks
740 Income tax for the year 49 / 50, i.e., for last year | 1100 -/ The remainder of their claim until March / 1951
232 Telephone Department |
140 Property Tax |
300 Moshe Ibrahim, ice supplier for one year | 250 -/ Shortfall of this year until the end of March
1000 Pharmaceutical stores - old debts | 1600 -/ Shortfall of pharmaceutical store debts
525 Dr. Israel - the aforementioned person owns only this amount, and he postpones his travel from time to time until he receives this amount. He cannot postpone travel further than this, noting that he cannot leave Baghdad without receiving the amount. |

Construction of the Radiology Department at Meir Elias Hospital
Greetings and Respect,
I would like to inform you that the construction works for the expansion of the Radiology Department are nearing completion. The
agreed-upon lump sum for the completion of the work was 1,350 Dinars, ⟦and it cost⟧ some additional works requested by
the hospital administration 75/- Dinars. To this date, the total amount of advances given to me has reached 870/- Dinars,
of which 50 Dinars were paid in cash by you and 820 Dinars by the Hospital Committee.
I approached the Hospital Committee requesting an advance, and they informed me that they do not have any amount at the present time.
When the contract was agreed upon, ⟦which⟧ <del>you promised me</del> you promised me that when the hospital administration is unable to pay my requests,
you would pay them from the community fund as a loan to the hospital, to be deducted from the radiology revenues. Therefore, I request
your order to grant me an advance of five hundred Dinars, as I am in dire need of it at the present time.
Please accept my highest ⟦line⟧ respect;;

Subject - Expansion of the Radiology Department in
Meir Elias Hospital
Based on Article 20 of the Bylaws of the Jewish Hospitals Committee, we list below a copy
of the resolution taken at the meeting of this committee held on 17 / 1 / 1951 regarding the expansion of the
Radiology Department at Meir Elias Hospital. We enclose a copy of the correspondence with the engineer Mr. Yusuf Meir for review,
from which it is clear that the mentioned engineer pledged to complete the construction for an amount of 1350/- Dinars. However, our committee decided
afterwards to make minor changes to the building and install an air conditioner, the costs of which amounted to 70/- Dinars, bringing
the total to 1420/- Dinars. Added to this are customs duties and installation fees for the machine by an English engineer and miscellaneous expenses
amounting to 266/568 Dinars. Thus, the total expenses are 1686/568 Dinars, while the amount donated
by the children of the late Shaul Hakham Haskel is only 1000/- Dinars.
Since the construction will be completed within the next few days, it will be necessary to pay the remaining balance of
686/568 Dinars within a few days.
Respectfully yours,

The radiology building for installing the new device; and the mentioned device has actually arrived at the hospital as the engineer
Mr. Yusuf Meir has prepared the necessary designs to expand the current building of the Radiology Department, and an agreement was previously made with
the mentioned engineer by some individuals from the Lay Council verbally to carry out the necessary renovations
according to these previously agreed-upon designs for an amount of 1350 Dinars.
A - Authorizing the President to sign the necessary contract with Mr. Yusuf Meir to start the renovation immediately after obtaining
the approval of the doctor in charge of the Radiology Department on the mentioned designs.
B - It was decided to write to Mr. Meir Hakkak to approach the sons of the late Shaul Hacham Heskel to donate the rest of the costs of
the renovation, which will exceed the previously donated amount by about five hundred Dinars.
C - The committee found it necessary to reconsider in a future session the condition requested by the mentioned
benefactors, which includes sequestering all revenues of the Radiology Department and placing them in a special account so they are not
spent except for the purpose of the mentioned department, given that the mentioned condition is impractical.

Meir Elias Hospital
After greetings
With reference to my oral conversation with some members of the Hospitals Committee in the office of Mr. Salim Barshan
yesterday morning, dated 1/31/1951, I hope to state my following observations regarding this building for presentation to
the Committee and to clear up any misunderstanding if it occurred and as a solution to any problem if found.
A few months ago, several maps were organized during the presence of the previous committee, and as a result, they decided on the map
attached and marked with red pen with the letter (A), and accordingly I organized an estimate, a copy of which is attached, for an amount of (1150)
one thousand one hundred and fifty Dinars, and I sent the necessary maps with the brief estimate to the Committee to carry out the work in the way
it finds suitable for it, and my relationship with the subject ended at that time, and no action was taken after that, nor did the person entrusted
with obtaining the building permit fulfill his promise.
After a period that was not short, I was invited to the house of the President of the esteemed Physical Council to inquire from me about the fate of
the project, and I informed him that the design was completed some time ago with the necessary estimate and building permit application, and they were all sent to
the Committee, and I have no knowledge of what happened to the subject. During a meeting with the President, Mr. Meir Dangoor was present and criticized
the project bitterly because the expansion was carried out near the Maternity Department and its lack of some amenities
for visitors and patients and the ease of passage between the main rooms, but I did not agree with him in general on his criticisms
due to the lack of sufficient funds available to the Committee to cover the expenses of the first <del>⟦illegible⟧</del> project, so how could I proceed with
expanding the expenditure, and as a result, the President requested the organization of a plan for the amended project, attached herewith and marked
