To Dr. Sustman
Respectfully,
Administration of Meir Elias Hospital
Greetings,
With reference to your letter No. Sh / 1 / 230 dated 4 / 6 / 1952, the Council, in its session held on
20 / 6 / 52, reviewed the report submitted by the auditor Shamir Somikh regarding the results of his audit of Dr. Sustman's account, based
on the assignment by the Council under its letter No. H / 856 / 52 dated 12 / 6 / 1952.
The Council decided the following:-
1 - Adopting the principle of calculating the accumulated leave salary on the basis of the average monthly salary for the year in which
the entitled leave occurred, not on the basis of the average salary of the last year.
2 - On this basis, the amounts due to Dr. Sustman for his accumulated salaries and accumulated leaves
until April 1952 are as follows:-
Fils | Dinar
087 | 260 | Net accumulated salary account until April 1952
800 | 231 | For accumulated leaves until April 1952 calculated in light of the principle referred
| | to in the first paragraph of this letter.
⟦line⟧ | ⟦line⟧ |
887 | 491 | Total amount due to him according to the Council's letter No. H / 851 / 52 dated 1 / 6 / 52
887 | 325 |
⟦...⟧ | 56 |
Therefore, the Council decided to approve the payment of the amount of fifty-six dinars to the mentioned doctor for the remainder
of his account for salaries and accumulated leaves until April 1952.
3 - The above amount is considered a debt on the hospital to the Lay Council.
4 - As for the amount of 8/000 dinars mentioned in the said auditor's report, it shall be paid to Dr. Sustman after his return
from service, and the payment shall be from the hospital fund.
5 - We refer you to the second and third paragraphs in our letter No. H / 851 / 52 dated 1 / 6 / 1952,
requesting the implementation of what is stated therein.
Please accept our highest respect.

1 - The Community Accountant for necessary action.
2 - Withdraw the amount of 56/000 to the order of Dr. Sustman and deliver it to the hospital administration against a receipt.

Greetings,
Further to our letter numbered M Sh / 1 / 197 dated 19 / 5 / 952, the salary of Dr. Sustman
for the month of April, amounting to 60/- Dinars, was not included in the requested amount. The reason for this is that the doctors'
salaries are not recorded as a claim for them in the accounts payable ledger, but are paid to them directly in the payroll lists at the end of each
month. An oversight occurred in not adding the April salary to the amount of his claim after closing the records on
30 / 4 / 952.
Therefore, please kindly approve the payment of an amount of 60/- Dinars, as well as his air travel expenses.
Please accept our highest respect.

Subject: Termination of Dr. Sukman's Employment Contract
Head of Department
In view of the termination of Dr. Herbert Sukman's employment contract at
Meir Elias Hospital due to his need to leave Iraq, listed below are
the amounts entitled to the aforementioned doctor until the end of April 952,
whether those amounts are for accumulated leaves or
accumulated salaries.
1- Ordinary Leaves: -
Dr. Sukman is entitled, pursuant to Article Five
of his employment contract dated 1 / 2 / 949 with Meir Elias Hospital,
to one month for every eleven months spent in actual service.
Although this article did not explicitly state the permissibility of receiving the leave,
it stated in its preamble the granting to the aforementioned person a leave of
one month with full salary to be enjoyed at the end of the employment contract
(which is renewed annually periodically). However, this article
is devoid of the nominal salary according to which accumulated leaves
are calculated. Since this article explicitly stated the granting to the aforementioned
person a leave of one month for every eleven months spent
in actual service, it has become necessary to calculate the salary of that leave
based on the average monthly salary for the year to which the leave was ⟦attributed⟧.

amounting to a remainder of 260.087 Dinars as established in the hospital records,
including the salary and his share of the revenue for the month of April 952.
C - Return Fees: Dr. Shukran is entitled to his travel expenses
from Baghdad to Berlin in second class according to Article 12 of his
employment contract. The aforementioned requested to travel by air and there is no objection
to granting his request if the air travel fees are equal

Subject: Termination of the employment contract of Dr. Novar.
Greetings,
In view of the termination of Dr. Novar's employment contract at Meir Elias Hospital
due to her necessity to leave Iraq, we list below the amounts due to her
from the end of April 950. Whether those amounts
are due for accumulated leave or from her accumulated salaries.
1- Regular Leave
Dr. Novar is entitled, according to Article Five of her
employment contract dated 8 / 2 / 41 with Meir Elias Hospital, to one month's leave
for every eleven months she spends in actual service. Although this article
did not explicitly state the permissibility of accumulating leave, it stated at its beginning
that the aforementioned shall enjoy a leave of one month with full salary, to be taken
at the end of the employment contract (which is renewed annually periodically). However,
this article is silent regarding the base salary according to which the
accumulated leaves are calculated. Since this article explicitly stated that the
aforementioned shall enjoy a leave of one month for every eleven months she spends
in actual service, it has become necessary to calculate that leave on
the basis of the average monthly salary for the year to which the leave belongs.
Accordingly, we list below the accumulated leaves of the aforementioned, each in its year,
stating their equivalent salary:
