His Excellency, the President of the Honorable Lay Council

After offering respect
I noticed when fixing the hospital's staff roster, which will be submitted to your high
council soon for approval, the existence of a position titled Head Farmer, the incumbent of which receives a salary of 20
dinars per month, i.e., 240 dinars per year, while there are farmers with a salary of 15 per month. Since the work
currently being performed is sufficient, I see no need to pay an amount of 20 dinars to the Head
Farmer, especially since he does not perform any work other than giving orders, on the one hand, and on the other hand, the
hospital's situation does not support paying salaries to people who have no work. It is possible to benefit from the salary of the Head Farmer
in other important matters. Therefore, I request Your Excellency to take the necessary decision to dismiss this employee from his job and give him
a one-month salary bonus in view of his services at the hospital.
Please accept the highest expressions of respect.

It is not hidden from your position that for eighteen years I have been employed as a Head of Farmers at
Mir Elias Hospital, performing my duties of operating machinery and other tasks in the best manner... it is also not hidden from you
that I performed an unforgettable duty during the movement of Rashid Ali al-Gaylani - I and my family members, risking
our lives and sacrificing everything precious and cheap. We transported food supplies to the victims from the house of Menahem
Daniel. The doctors (Susman and Noeker) support this, as well as Meir Dangour, the former head
of the committee, and other employees of this hospital who support this claim of mine... and finally, I was notified
of a warning stipulating my dismissal from the job without knowing the reasons calling for that, because I am not guilty.
Therefore, as I am responsible for a family consisting of six persons (wife, a son, four daughters, and I) and we have no
means of subsistence except my aforementioned salary. I submit this petition to your Excellency, pleading for the removal of
injustice and grievance from me, the cancellation of the dismissal decision, and the rescue of me and my family from injustice and grievance, as if -
I am dismissed from the hospital, I and my family will suffer the catastrophe of poverty and destitution in these difficult circumstances. And
this institution does not accept our catastrophe as it was founded for human mercy, and the matter is yours, Sir.

Greetings and respect.
I submit to your Excellency herewith the petition of Dr. Salman Mun'al, in which he objects
to his appointment as Assistant Hospital Director with the same allowances that Dr. Raymond used to receive.
I would like to draw the High Council's attention to the fact that the aforementioned person performs his duties in the best possible way, and I have observed
this from him since he took over the hospital administration duties until now, and he is still performing them.
Therefore, I first recommend raising his salary to 40 Dinars, as was received by
his predecessor Dr. Salton, who also held the position of resident physician. <del>Secondly</del> And secondly, if the Honorable Council
wishes the doctor to occupy the position of Assistant Administrative Director in the morning (outside his working hours),
as his duty starts at two o'clock in the afternoon. <del>So</del> if the High Council considers
his case, he must be on duty 24 hours a day and also practice medicine in the morning, as the hospital
is in need of that after both Dr. Naeem Rabie left and the services of Dr. Sussman ended at
the end of the current month, and given that Dr. Yaban has not been regular during the designated times at the hospital.
Therefore, please kindly consider his promotion case in line with government doctors and consider the value of
the allowances that should be paid to him in view of his performance as Assistant Director and morning physician.
Please accept the highest expressions of respect.

Honorable Managing Director for Hospital Affairs Administration,
After greetings and respect,
With reference to your letter No. 875/52 dated 6/17/1952, I thank you for the trust you have placed
in me, and I have only one desire, which is to perform this job to the fullest extent, thereby satisfying you and satisfying my conscience at the same time.
And now I hope to inform you of the following points:
1 - Dr. Rabi' was receiving a salary of 32 Dinars and administration allowances of 7.500 Dinars.
Each of the mentioned amounts is unrelated to the other, so I request separating the allowances from the salary so that each is independent from
the other.
2 - Dr. Rabi' was receiving the mentioned allowances for administration and performing hospital management tasks in the morning
within his powers as Assistant Director of the hospital for a few hours during his shift. Since my shift begins at two o'clock in the afternoon and ends
at eight o'clock in the morning the next day, the morning is outside my duty hours. If your respected decision to appoint me to this position
is for me to practice my powers during my shift only, then I agree to the allowances that Dr. Rabi' was receiving, amounting to 7.500 Dinars.
However, if the administration requires me to practice this job outside my duty hours (i.e., in the morning as well), this necessitates setting another salary
unrelated to the mentioned allowances, on the basis that the administration in this case is appointing a new employee to occupy the position from
eight o'clock in the morning until two o'clock in the afternoon, and provided that this salary is proportional to my abilities which you have verified.
3 - My doctor colleagues receive a salary of 40/- Dinars after the current progression they obtained, therefore
I hope that I will be included in what my fellow graduates received with this salary, despite the difference between the two shifts, as the government doctor works mornings
only, while my shift is 18 hours. Also, the government doctor has his private clinic which he opens in the evening, while you see me deprived of this right. For these
reasons, Dr. Salton was receiving a salary of (40 Dinars) while some hospital doctors receive less than this salary. Therefore, I request
your consideration to look into my promotion so that I may receive this salary, and thus you would have guaranteed for me the salary received by my doctor colleagues.
Please accept my utmost thanks and respect.

After greetings and respect.
With reference to your letter No. 871 / 52 dated 17 / 6 / 1952.
We have received a check for the amount of 705/280 Dinars, which is the remaining amount
of the employees' salaries for the month of May 1952, and it has been distributed to the employees properly. At the same time,
the hospital administration thanks the esteemed Lay Council for the valuable assistance it provides from
time to time to this charitable institution to avoid the grumbling that occurs every now and then by
the employees and the claimants. Since this amount was distributed in its entirety for salaries only and there was no room left to cover
some of the requests from the drugstores that have begun to urge us strongly to settle their claims, knowing
that some of the drugstore claims have been pending for about two years, therefore Your Excellency can see that <del>some</del>
drugstore owners have refused to supply the hospital with medicines in urgent cases, and
the drugstores have also refused to calculate the allowance they used to pay previously. This leads to the disruption of
hospital affairs, depriving patients of urgent medicines, and damaging the hospital's economy.
Therefore, we hope for your assistance in a special and urgent manner to pay an amount of 676/845 Dinars according to
the list attached to this letter of ours so that we can conduct the hospital's affairs in the required manner.
Please accept our highest thanks and respect.
