Greetings.
During our stay at the hospital, I am pleased to mention that the doctors (Sustman, Na'im, Rabi',
Salman Meshaal) worked with complete faithfulness among themselves to save our child. They did more than what is requested for a patient, which
necessitated our lasting and great thanks.
Upon the request of Dr. Rabi', I had submitted a report to him about the hospital, and now, based on the request
from Mr. Ya'qub Ezra Abdullah, I am pleased to present below the same report with the recommendations that I see as necessary
to implement.
Nursing - was very far from the limit of satisfaction, despite the presence of some capable nurses. The hospital needs
cleanliness in most of its departments. The walls of some first-class rooms, for example, were filled with spit
from previous patients. Also, the bathrooms, window frames, glass, and wooden doors could not
possibly be made filthier than they were. Such deficiencies must be strictly forbidden in hospitals,
even in the free section.
Some foods not allowed for patients were being delivered to my room without special instructions warning them of the
inadmissibility of their use, which may sometimes cause some medical complications.
Waste and negligence in the kitchen.
Recommendations. In my opinion, it is necessary to implement the following:
First: That the honorable Lay Council sends a trustworthy person and grants him all the necessary powers to perform the duties of
"Head of the Hospital" on behalf of the Council, provided that no other person is allowed to interfere in the affairs of the hospital,
as otherwise the administration will be disrupted and chaos will inevitably prevail.
Second: Supporting the hospital financially immediately and in a very sufficient manner has become vital, as its current
revenues are very weak and do not enable it to meet needs, if we want the hospital to proceed
satisfactorily in the future. Therefore, a financial sacrifice must be made in advance and starting from now. Those responsible for the life of
the hospital must not think at all in terms of profit and loss. This technical aspect was not created for
this project just for the project to lose financially if necessary; otherwise, the fate of the hospital will have been decided
forever. Please make it live and not half-dead for the sake of money only, as is the case now. In that regard,
I believe that in the event of providing financial assistance (in the form of a long-term or unlimited loan) and providing competence in
the administration, material profit will also be guaranteed.
Third: Someone who possesses complete competence and qualifications must be found to perform the function of administrative manager, being responsible
only to the Council's representative (i.e., the Head of the Hospital). The manager should be granted a very large salary if necessary.
In addition to his known duties, the manager must direct complete economy without affecting the requirements of
the hospital, as well as supervise the pharmacy. But if it is not possible to obtain a person with such qualifications,
I recommend assigning Dr. Salman to perform this duty in addition to his duty as the on-call doctor, even if on an
experimental basis, as long as the on-call duty does not take any of his time during the day.

Fourth. There are some capable and desirable employees who feel their salaries are insufficient. I believe it is necessary to
satisfy them to ensure they stay and not allow their numbers to dwindle further, but rather increase them whenever possible. In
general as well, the hospital must pay salaries higher than the rates paid by other private hospitals
in order to guarantee the following:
A — Obtaining the most capable hands in every department of the hospital.
B — Retaining the capable hands the hospital has acquired permanently, so that
no employee thinks of resigning one day for the sake of a higher salary obtained at another institution.
Fifth. The Swiss Head Nurse shall be responsible to the Director. I consider her recruitment a very
laudable step for private hospitals here, provided she has the competence which I believe she possesses.
If she is directed correctly by only one person, namely the Director, her presence will have great benefits. If
more than one person directs her regarding her duties, I doubt she will not grow weary of the service. Her
job shall be limited to the following:
A — Supervising nursing to ensure that all nurses perform their duties perfectly (as
it has been proven that some wrong injections and medications not included in the doctor's prescription are given to patients) and
correctly (there are some nurses who do not know how to give injections properly).
And at the times specified by the doctor, we noticed that some injections and medicines are not given to the patient at all in
some instances, perhaps due to oversight, and at other times they are given at inconsistent times.
B — Ensuring that nurses and dressers attend to patients' needs and cleanliness, as is the case
in other hospitals, and changing the bedding in the morning before breakfast, as well as at other times each day if
necessary, and not leaving the patient without cleaning nor allowing their relatives to perform these tasks themselves.
C — Supervising the cleanliness of all hospital departments, inside and outside the rooms, etc. (Please ask her
to note the points listed in the introduction of this report).
D — Supervising the kitchen (food, its quality, cleanliness, cooking efficiency, and distributing food to patients
in the medically permitted manner).
E — Accompanying doctors during their visits to patients whenever possible; otherwise, the nurse in charge of the department can
accompany the doctor, but the Swiss Head Nurse must check the patient's file immediately afterward to ensure whether
a new prescription has been given.
F — Ensuring a sufficient number of linens is always available. It is necessary to organize a special ledger for linens
for each department of the hospital to ensure none are lost, and those that become unusable are handed over to the
competent official with the knowledge of the Head Nurse.
Essential condition: The Head Nurse must not be asked to perform nursing duties herself at all.

We present to you the following information regarding the current pharmacist and how the pharmacy's affairs are being managed.
Please take them into consideration and consider this case one of the very urgent cases.
Mr. Yaqoub Dawood was appointed by the previous Hospitals Committee as a medical dresser in Meir
Elias Hospital and as a pharmacist, and he was completely incompetent to perform either of these two tasks, let alone both of them together.
Below are the events that occurred during the period of his employment in the aforementioned position.
The Pharmacy
1. Mr. Yaqoub is not licensed to be responsible for the task of pharmacy, given that he did not graduate
from the College of Pharmacy. This is an explicit legal violation of the Pharmacy Practice Law in Iraq, and it results in
significant responsibilities for the administration as a result.
2. He is incompetent to perform this task given the mistakes he made in dispensing
different medications to many patients, which almost claimed their lives.
3. He is incompetent in maintaining medication records, whether they are storage or pharmacy records, and he
explicitly admits his inability to do so. Therefore, these records were neglected, which resulted in the
administration's inability to control the contents of the storage and the pharmacy.
4. He cannot calculate the amount of medication dispensed to patients and their value, which
causes financial damage to either the patient or the hospital. Frequently, some patients would object to the amount

1. He is incompetent to perform this task, although he practiced it for a period in the Iraq Petroleum Company stations.
2. Despite the limited amount of dressing work in the hospital, Dr. Sustman performs the dressing for his patients himself
and sometimes Mr. Yaqoub assists him. In these few cases, his errors led
to performing three operations on a single patient and almost cost the patient's life, which forced him
to flee from the hospital after staying there for about two months.
Therefore, we request a decision on the appointment of the pharmacist, Miss Madeleine, a 50/51 graduate of
the Iraqi College of Pharmacy, immediately, so that she can finish the handover of the
Amiri funds in her custody at the Public Health department. This will take at least about one month until
she joins our hospital.
A preliminary agreement has been reached with her for a monthly salary of 45/- Dinars after
her commitment to maintain and control the records of the medicine store and the pharmacy. Note that the increase in
salary is proportionate to the complete economy in pharmacy expenditures, as controlling the records saves
the hospital an amount greater than the difference between the two salaries.
The preliminary agreement was reached with her after consulting and taking the opinions of both Dr. Salman Mishal,
the resident physician, and Mr. Shlomo Somikh, the auditor. Therefore, we request a decision on the matter immediately
as it cannot tolerate delay in view of the above.
The aforementioned person currently receives a salary of 35 Dinars per month from the government and works at
the Al-Ahali Pharmacy in the evening for a salary of 20 Dinars per month. She agreed after insistence to a salary of
45 Dinars. I have obtained Dr. Sustman's approval for this, and he informed me of the necessity of making this appointment
immediately. The new formations will be as follows:

Approval has been granted to pay an amount of 24 Dinars to the nurse
Juliet Elia in addition to the amount paid to her which was 20 Dinars. Since
the hospital is currently suffering from financial difficulties, please be so kind as to approve the payment of
the latter amount of 24 Dinars to this hospital and consider it part of
the grants.

Presented to your Excellency:
I am Juliet, daughter of Ilya Ishaq Wafair, a nurse in your hospitals
from the year 1941 until now, which is nearly eleven years.
And now I have decided to travel, and I am in poor circumstances and have nothing with me.
Above this, I am assisting my brother Murad, who was imprisoned for three years
and is now detained awaiting travel, and my salary barely suffices for me and my brother. And
some of the respected notables of the community know of this difficult situation of mine and what has befallen me
of disasters. For these reasons, I have come to you with this petition, appealing and seeking mercy
from your Excellency to look upon me and kindly assist me with the travel fees required of me.
With this, you have much thanks and respect.

The Lay Council decided in its session held on 13 / 6 / 1952 the following :-
1- Disbursement of the remaining amount of May 52 salaries, amounting to 280.705 Dinars, provided that the mentioned amount is recorded as a debt on
the hospital to the Lay Council
2- Postponing the consideration of the matter of the debts owed by the hospital to another time
3- The hospital management must take the necessary measures to ensure the collection of the debts owed to the hospital, which are mentioned in the list attached
to your above letter, and to inform the Council of this

The hospital is suffering from harsh and difficult conditions from a
financial standpoint, given the current low number of patients, and most of the hospital staff
have not received their salaries for the month of May 952, and the hospital administration relies
primarily on the assistance of the honorable Lay Council.
You will find attached a list of the debts owed by the hospital, and we hope you will take
the necessary measures to settle them urgently so that the hospital can
conduct its affairs in the required manner.
