allowances, effective from 2/28/1951 in the afternoon.
2 - Nurse Farah Eliyahu with a salary of 21.500 twenty-one Dinars and five hundred fils per month including high cost of living
allowances, effective from 3/1/1951 in the afternoon.
3 - Accountant Sassoon Qara Kalla with a salary of 30/- thirty Dinars per month effective from 2/14/1951 in the morning.
4 - Appointment of clerk Selim Ibrahim Yaqoub at Meir Elias Hospital with a monthly salary of 16/- sixteen
Dinars including high cost of living allowances and assigning him to perform banking tasks at the clinic in exchange for an allowance of
4/- Dinars per month effective from 3/1/1951 in the afternoon.

Based on the work absence of Dr. Shlomo Basri, it was decided to assign Dr. Ezra Nissan with the following
tasks in exchange for an allowance of -/20 Dinars per month =
a - Continuing to treat patients at Rimah Khedouri Hospital.
b - Treating patients at the Rivka Menahem Daniel Clinic.
c - Performing night duty for two nights ⟦for each one week⟧ at Meir Elias Hospital.
d - Furthermore, in view of the travel of Dr. Ibrahim Muallim, who was treating the patients of the Menashi Saleh Shelter,
it was decided to assign Dr. Ezra Nissan to perform the duties of the aforementioned person in the said shelter, with payment of the
allowances that were paid to Dr. Muallim, amounting to -/5 five Dinars to him.

1 - Maryam Boghossian, a graduate midwife from the School of Nurses at the American College in Beirut in the year / 1914
at a salary of 22/500 twenty-two and a half dinars, to which an amount of 7/500 seven and a half dinars is added
monthly, effective from the date she commenced work on 3 / 5 / 1951.
2 - Nurse Maliha Ishaq, a graduate of the School of Nurses for the year / 1944 at a salary of 22/500 dinars, to which
7/500 dinars is added monthly, effective from the date she commenced work on 6 / 5 / 1951 afternoon.

Following this Committee's resolution No. (3b) taken at its sixth meeting held on 3/7/951
which states "that the Committee will consider the promotion of Dr. ⟦Madris⟧ Saltoon at the earliest coming opportunity" and considering
the passage of a period exceeding two years of service by the aforementioned in the hospital, it was decided:-
1 - To increase the salary of the aforementioned from 35/- Dinars to 40/- Forty Dinars monthly including high cost of
living allowances.
b - To amend the fourth paragraph of the resolution referred to above as follows:-
"He shall assist the surgeons in the morning until the completion of all operations before leaving the hospital, provided
that he is covered by the Committee's resolution taken on 23/7/1947 regarding the payment of 5% of the surgery fees
to the surgeon's assistant if he assists the surgeon outside of official working hours."
c - The duty hours for the aforementioned shall start from one o'clock in the afternoon and end in the morning at the start of work
at the hospital as determined from time to time.
d - The above shall be implemented as of 1/5/1951 and shall be subject to the approval of the Lay Council.

We kindly ask for your approval of this decision.
2 - Attached is another list for your information regarding amounts held by the hospital as credits for some patients. Due to
their failure to claim their refunds, our committee decided in the meeting referred to above to record the total of the list,
amounting to 812/55 Dinars, as final revenue for the hospital.

We send herewith the tables listed below as per the Committee's resolution No. (5) taken at
its meeting held on 21 / 5 / 1951.
1- Tables of expenses and revenues achieved during the fiscal year 50 / 1951.
2- A table of net debts owed by the hospital as of 31 / 3 / 1951, including the debts owed by the hospital
and the claims due to it, amounting to 7289/554 Dinars, with a comparison of the financial situation between 31 / 12 / 1950
and 31 / 3 / 1951, showing the surplus that occurred in the hospital's finances during the mentioned period, namely in
the reduction of debts and the increase of assets such as medicines, relief, etc. present in the store.
3- A table of net debts owed by the hospital as of 30 / 4 / 1951, amounting to 4556/057 Dinars
after the esteemed Lay Council advanced an amount of 3000/- on the allocations for the current fiscal year. Please
note that the amount of 4556/057 Dinars is the net debt owed by the hospital, while the actual debts
claimed from the hospital amount to 6434/361 Dinars, which are debts hindering the hospital's operations, especially
under such critical circumstances.
It appears, after reviewing and carefully examining the tables shown above, that the net debt remaining on the
hospital as of 30 / 4 / 1951 amounts to 4556/057 Dinars. This leads the Committee to hope for the support of your
esteemed council to extinguish the remaining debt so that the hospital's affairs can be managed as desired.

Special report from Mr. Munir Dangoor regarding
the general situation of hospitals

The Presidency of the Honorable Lay Council
On April 10, 1951, the Hospitals Committee had submitted a letter regarding the accumulated debt as of January 1, 1951, amounting to
10,157 Dinars, and it also submitted a comparison table for the main chapters of expenses and revenues from March 31, 1947, to
the end of December 31, 1950, i.e., 3 years and nine months, along with the years preceding them.
If you look closely at the aforementioned table, you will see that the expense chapters have decreased significantly and revenues have increased (including that
subsistence expenses decreased by 8,925 Dinars during the period from March 31, 1947, to the end of December 31, 1950). i.e., a period of 3 years and nine months.
The increase in revenues and the difference in expenses and debts were mostly spent on the Salaries chapter. In the year 46-47, the total
salaries of officials and employees of Meir Elias Hospital, Rima Khedouri Hospital, and the Dispensary reached 22,405 Dinars, while in the financial year
49-50 they reached 27,864 Dinars, i.e., an increase of 5,459 Dinars. As for the total increase in salaries from April 1, 47, to
the end of 1950, i.e., three years and nine months, if the 46-47 financial year is taken as a basis for comparison, it amounts, as shown in the
referred table, to 12,027 Dinars, bearing in mind that in the year taken as a basis for comparison, the number of officials and employees reached
its maximum, and the salaries spent on them reached their maximum as well, as is clear from the staff list sent by the Committee.
Brief information on how the debt was formed until the end of 1950 (i.e., in the period of 3 years and nine months):
1- The chapters of expenses that were spent extraordinarily—even if there was an unusual increase in revenues at the same time—the sudden
decrease in revenues while expenses remained as they were truly led to the formation of a large deficit, and here is an example from the hospital expenses.
If we assume that the expenses of 100 patients in the hospital cost 100 Dinars per month, in the event of their number increasing to (110) one hundred
and ten patients, then their expenses increase by two and a half to three percent and do not increase to 110 Dinars. The difference is in the
subsistence expenses, and vice versa in the case of a decrease in the number of patients, while the number of doctors, nurses, employees, and others remains
sufficient without any increase or decrease.
Information based on our experience regarding the future situation in hospitals:
1- The number of poor patients will be about 15-18% of what they were previously, i.e., 20-23 patients.
2- The number of fee-paying patients will be half their previous number, i.e., 25-30 patients.
3- The survival of the hospital is more necessary than before for Jews retaining Iraqi nationality for various
reasons and considerations.
4- As for the future financial situation of the hospitals, I believe that revenues will be sufficient to cover the hospital's expenses. I hope you will
review this report and take what you deem appropriate regarding the future situation of the hospitals.

Presented in this my letter
When I was employed in your respected department as an accountant and after that as a deputy, you assigned me to take over
the bus and promised me that I would have an assistant since I was not able to handle both jobs, and at that time
I performed all the tasks: treasurer, accountant, monthly reports, and others, and I became working from
7/8 o'clock in the morning until 8/10 o'clock after sunset at night, and besides that, most of the time at night I was not
resting because of the pharmacy and other matters. After this, when we noticed there is no deletion contrary to the decisions
and information, we have ⟦illegible⟧ daily in which we record all daily decisions and expenses in the promotion
and accounting in dirhams by the passing of the second day, and a copy was taken from it and 21 ⟦illegible⟧ deputy for advances and others
I risked myself ⟦illegible⟧ you know with your first cars I stood for the patient of the hospital while I was working
in the administration and taking medicine, and I am still until now a patient until ⟦illegible⟧ you know that I am a man
incapable and I cannot bear such work. I hope from your favors and will to inform me ⟦illegible⟧ that I am continuing
the work on the date above for these thirty days, and at the end of the period, consider me resigned and I will not be
responsible for any party. I also hope from your kindness during the period that you prepare an accountant and a treasurer so that
he may audit the accounts, revenues, and expenses, as a mistake might occur. Please accept my highest respect and stay
