Our committee reviewed in its session held on 9 / 4 / 1951 the content of your letter referred
to above, and here is the requested information.
1 - It was stated in the first paragraph of your aforementioned letter that the difference between the inventory assets on 31 / 3 / 47
and 31 / 12 / 1950, amounting to 3484 / 518 Dinars, is an addition to the debt amounting to 10157 / - Dinars.
This is incorrect, as you did not take into account the debt existing on 31 / 3 / 47 amounting to
4490 / - Dinars and the inventory assets on 31 / 12 / 1950. Since the mentioned
assets were estimated at an approximate amount of 2000 / - Dinars due to no inventory being taken at the time,
we will provide you with the value of the actual assets on that date after the inventory which
will be completed within a few days on the occasion of the end of the fiscal year on 31 / 3 / 1951. If, after the inventory,
funds are found in the stores in the amount of 2000 / - Dinars as we had estimated as stated in our report
No. L / 825 dated 26 / 1 / 1951, then the debt will become 9151 / - Dinars
after deducting the mentioned assets from the principal debt.
2 - We also attach herewith a table showing the main revenues and expenditures such as accommodation, surgeries, salaries,
subsistence, medicines, and others during the period from the year 46 / 47, i.e., from 1 / 4 / 47 until 31 / 12 / 50
(three years and nine months), matched by the same information during the period that preceded it. It is clear
from the figures contained therein that salary expenditures have inflated, noting that during the past three
years, the الممتاز [Excellent] building of Mr. Yehuda Nunu, consisting of six rooms for six
patients, was opened, as well as an additional ward for the poor to admit these patients in case of an increase in their numbers.
3 - We also attach herewith the hospitals' cadre staff which is sufficient to meet the need in case the wards and departments
are full of patients to the maximum limit, and its annual total amounts to 22152 / - Dinars.

C - In Rima Khedhouri Hospital, the nurses decreased by two, as after being (9) they became (7) employees.
And based on the new staff cadre, monthly salaries will decrease by an amount ranging between -/300 and -/320
Dinars; however, it must be noted that we cannot dispense with the services of the on-call staff and the surplus nurses
currently beyond the proposed cadre, as they will fill the many vacancies that will certainly occur during the next month
to the extent that we will be forced to use nurses, on-call staff, and health officials to fill the vacancy. As for the servants, a
portion of them has been dispensed with and the rest will be dispensed with at the end of the current month, however, in view of the presence of <del>⟦illegible⟧</del>
the following named employees below whose services can be dispensed with without affecting the progress of
work, we suggest dispensing with them immediately, and they are:-
A - Dispensing with the services of the kitchen supervisor at Meir Elias Hospital, Mrs. Naeema Daoud, as
her salary is -/16 Dinars per month, and one of the on-call staff can perform her job with a salary of -/6 Dinars
monthly. This is while knowing that we see no objection to keeping her in her position if she agrees to work for a salary
of -/8 Dinars monthly.
B - Dispensing with the services of the dresser at the clinic, Youssef Meir, with a salary of -/16 Dinars monthly, as
the new health official will perform the duties of the pharmacist and the dresser at the same time.
C - Dispensing with the services of the on-call worker Mathilde Sion with a salary of -/5 Dinars monthly in the clinic, as
the aforementioned has only three months of service and cannot benefit from her at Meir Elias Hospital
if she were transferred there, since she is about to travel.
D - Transferring the on-call worker Catherine Selim in the clinic with a salary of 5/500 Dinars monthly to Meir Elias
Hospital after adjusting her salary to -/6 Dinars, which is the minimum salary for on-call workers in <del>⟦illegible⟧</del>
the hospital; otherwise, dismiss her if she refuses that.
-3 Dr. Youssef Qattan, who conducts analyses for the clinic's patients, has a private laboratory in Rima
Khedhouri Hospital; we suggest transferring him to the clinic because there are empty rooms in it and closing his laboratory in Rima
Khedhouri, provided that it is considered thereafter whether there is a need for the services of the aforementioned or the possibility
of dispensing with him.
-4 This, and in view of the shortage of poor patients at the <del>⟦illegible⟧</del> present time, we found it necessary to close
wards 5+6, the free ones, whose number of beds is 26 for surgical diseases under the management of
Dr. Yisrael. This is while knowing that one of the two mentioned wards was opened in the year 1947
and the other in the year 1949 to meet the need in view of the increase in the number of patients at that time; we did not see
a justification for their remaining at the present time after the reasons for their opening ceased, so they were closed on 21 / 2 / 951
-5 In view of the expected travel of Dr. Hayya, the resident doctor at Meir Elias Hospital, in the near future,
and after reviewing the petition of Dr. Maurice Salton dated 5 / 2 / 1951 and the recommendation of the
hospital director to assign the position of resident doctor to him, we see the decision of the following:-

" Transferring Dr. Maurice Saltoun from his current position as assistant to the surgeon to the position of resident doctor in
Meir Elias Hospital according to the following conditions: -
a - He receives a monthly salary of -/35 Dinars, including high-cost-of-living allowances.
b - He performs afternoon duty from the end of official working hours until the start of the night shift.
c - He performs the night shift for five nights a week.
d - He assists the surgeons in the morning until all surgeries are completed before leaving the hospital.
e - The above shall be applied as of the date Dr. Hayya stops working, with informing the aforementioned
individual that the committee will consider his promotion at an upcoming early opportunity.
6- Dr. Maurice Saltoun was the one collaborating with Dr. Hayya in taking two night shifts
per week, therefore we see it necessary to appoint Dr. Ibrahim Muallim to perform the mentioned two night shifts.
The aforementioned individual currently works on an honorary basis and receives five Dinars as transportation fees for going to the
Menashi Saleh Asylum to treat patients there. We suggest canceling the mentioned allowances and granting him -/12 Dinars
as allowances for performing the mentioned shift and going to the asylum.
7- Since the observer Abdullah Kabbay performs the duties of Administrative Manager in the hospital, we suggest changing
his job title from observer to Administrative Manager with an increase in his salary from 33/250 to 37/250 Dinars
including high-cost-of-living allowances effective 1 / 2 / 1951.
8- In view of the presence of five female attendants who perform their duties in a very satisfactory manner equivalent to
the work of graduate nurses, we suggest increasing the salary of each of them by two Dinars as follows effective

Reference to your letter No. 45 dated 1/29/1951.
It is clear to us from it that on 3/30/1947, the debts owed by the hospital were 4490/- Dinars
offset by funds in the hospital warehouses amounting to 5484/518 Dinars, so the surplus resulting from the subtraction is 994/518
Dinars, representing funds present in the hospital warehouses. Therefore, we would like to be informed in detail about how the debt amounting to 10157/-
Dinars was formed for the period from 3/31/47 to 3/31/1950, as stated in your report No. L/825 dated 1/26/1951.
Knowing that the current warehouse inventory as of 12/31/1950 was valued at 2000/- Dinars
approximately, while knowing it was 5484/518 Dinars on 3/31/1947, meaning the difference is 3484/518 Dinars.
This difference is added to the debt. Note that the expenditures for the intervening period from 3/31/1947 to 12/31/1950
must inevitably be less than they were before this date due to the general decrease in prices (subsistence, medicines, bandages,
furniture, etc.) which inevitably leads to a reduction in expenditures.
From the above, the following is clear: ⟦line⟧
1- All expenses from the year 1947 to 1950, if compared with the preceding years, must inevitably be less due to the reasons
noted above, as shown in the comparison of expenditure chapters for each year.
2- Revenues in the years preceding 1948 must be less than in the years following it, as during this period two hospitals
with fees belonging to others were closed. Naturally, revenues in the following years are higher in view of what we explained above
in the following years, which leads to a surplus due to the increase of revenues over expenditures.
3- We see that some expenditure chapters for the years from '47 to the end of '50 are more than what they were in the years prior
to the year 1947. We would like you to provide us with your information and details of the expenses spent after 1947 until the end of 1950
and a comparison of its chapters with the years preceding '47, as a comparison of the annual total for each chapter of salaries or others in the years prior
to 1947 and subsequent to it. Also, provide at the present time a schedule for the employees and others required by the hospital at the maximum
capacity for the total number of patients, in order to conduct the comparison between 46-47 and 47 to the end of 1950 and the current time.
4- In addition to the regular revenues, donations of significant amounts occurred in the years following 1947, and also
an endowment occurred in the amount of 600/- Dinars. These amounts were added to the revenues, as well as the Physical Council allocations
which increased over the years preceding the year 1948.

to the year 947 and subsequent to it, as well as giving at the present time a schedule of employees and others required by the hospital at the maximum
limit for the total of patients, in order to conduct the comparison between 46-47 and 47 to the end of 950 and the current time.
4- In addition to the regular revenues, in the subsequent years from 947, donations of considerable amounts were obtained, as well as
an endowment occurred in the amount of -/600 Dinars, and these amounts became an addition to the revenues, and also the allocations of the Physical Council
increased over the years that preceded the year 948.

1- Following the appointment of our committee by your esteemed council according to its letter No. H/636/51 dated 1/1/1951,
the committee took over the management of the Jewish hospitals. After a preliminary study and review of the account schedules organized
by the administration of Meir Elias Hospital, we found that there are debts owed by the aforementioned hospital amounting to 10,157/-
dinars as of 31/12/1950. This is a significant amount, especially since the creditors are urgently demanding payment of
their debts, including foreign companies in Baghdad, an English company in London, the hospital's doctors, and the Income Tax Department.
We attach herewith a schedule of the mentioned debts for your review.
2- It is very necessary that there be appropriate quantities of medicines, dressings, food, and fuel in the hospital stores
ranging in value between 5,000/- and 6,000/- dinars for the purpose of carrying out hospital operations as desired, especially since
prices have begun to increase continuously in the markets. Note that the current store inventory that can
be utilized is estimated at approximately 2,000/- dinars only, which causes difficulty in meeting the hospital's needs
in the required manner.
3- In view of the above, we wish to inform your esteemed council that it is very necessary to take urgent measures. It may
be appropriate for community notables to participate with the Lay Council and this committee for the purpose of remedying the current situation and
covering at least a portion of the mentioned debts immediately. Otherwise, continuing in this state - especially since the hospital's income
is not expected to be sufficient to cover even ordinary expenses - will lead, God forbid, to a deterioration of the situation to a degree
that cannot be remedied at that time. With respect.

A - In view of the travel of the resident physician Dr. Haron Hayya, and after reviewing the petition of Dr. Maurice Salton dated
5 / 2 / 1951 and the recommendation of the hospital director Dr. Balayan to assign the position of resident physician at the hospital
Meir Elias to him, it was decided to transfer him from his current position as an assistant to the surgeon to the position of resident physician at Meir
Elias Hospital according to the following conditions:-
1 - He shall receive a monthly salary of - / 35 dinars (thirty-five dinars) including high cost of living allowances, with
informing the aforementioned that the committee will consider the matter of his promotion at the earliest possible opportunity.
2 - He shall perform duty in the afternoon from the end of official working hours until the start of the night shift.
3 - He shall perform night duty for five nights a week.
4 - He shall assist the surgeons in the morning until all operations are completed before leaving the hospital.
5 - The above shall be applied starting from 1 / 3 / 1951 afternoon.
B - Assigning Dr. Ibrahim Moallem to perform two nights of duty per week according to the schedule organized by the hospital director
and continuing as the physician for the patients of the Menashi Saleh Asylum in exchange for monthly allowances of - / 12 dinars per month
