Greetings,
The Committee has noted the presence of an amount of 2258/750 Dinars in the hospital records registered under the suspense account section belonging to the benefactor of blessed memory, Sir Elly Kadoorie, regarding the annual grant usually received from the family of the aforementioned benefactor for the Rimah Kadoorie Hospital, amounting to 250/- Dinars annually. Accordingly, a discussion took place between the Chairman of this Committee and the notable Mr. Ibrahim Nahum, in his capacity as an agent for the family of the aforementioned benefactor of blessed memory. It subsequently became clear that the Hospitals Committee had previously sent a letter to the family of the aforementioned benefactor, No. 18/379 dated 23/6/1946, to remind them of this grant; however, no reply was received to that letter. But when the situation was explained to the notable Mr. Ibrahim Nahum regarding the Rimah Kadoorie Hospital's dire need for this grant, he stated that the arrival of these donations had stopped during the late last war in view of the prevailing conditions in the Near East at that time. However, he promised to allocate an amount of 25/- (twenty) Dinars per month starting from 1/1/1950 as a grant for the mentioned hospital from the family of the benefactor of blessed memory, Sir Elly Kadoorie.
Since it is deemed advisable to keep amounts in the hospital records as a debt in the name of the late benefactor, especially since its origin is a donation, the Committee decided, in view of the above, to propose writing off this amount while requesting your Council's approval for this write-off.

It also decided to approve your proposal to stop providing food for Dr. Israel and his family effective from 7/1/950. Committee of Israeli Hospitals in Baghdad C / 512 / 950 18 / 6 / 1950 No. - L / 805 Date - 18 / 6 / 1950 Presidency of the Lay Council in Baghdad With reference to your letter No. C / 512 dated 28 / 5 / 1950, the Committee studied the content of your above-mentioned letter regarding reducing hospital allocations from 4327/- Dinars to 1327/- Dinars. After taking into account the decrease in endowment rents this year compared to the past year, estimated at approximately 2000/- Dinars on one hand, and the low hospital income given the small number of patients and fee-payers, which may lead to a deficit in this revenue of about 8000/- Dinars annually on the other hand, the Committee decided in its meeting held on 13 / 6 / 1950 to take the following measures and request your esteemed Council's approval as a first step to enable us to reconsider the general budget for the hospitals: - 1 - Closing the second surgical unit for poor patients in Meir Elias Hospital, consisting of two wards with a total of 24 beds, whose work is assigned to Dr. Israel, noting that one of these wards was opened in late 1946 upon the appointment of Dr. Israel, and the second was opened in late 1949 due to the increase in the number of free patients. 2 - Dispensing with the services of Dr. Israel and sufficing with the other surgeon only, Dr. Sostman. 3 - The two measures mentioned in the above paragraphs will save an amount of nearly 3000/- Dinars annually for the hospital. 4 - Dispensing with the services of Dr. Albert Salman Koji (his monthly salary is 40/250 Dinars), who currently serves as an assistant to the surgeons in operations, given the closure of the surgical unit mentioned above and the general decrease in the number of operations. 5 - For the purpose of implementing a general reduction in hospital staff, the nursing in the first-class and premium sections will be entrusted to one nurse instead of two, and the number of shifts and servants in the two mentioned sections will be reduced in general. 6 - The Committee will also try as much as possible not to fill vacancies that will occur as a result of some nurses and employees renouncing their nationalities. 7 - Note that a reduction in staff will take place at Rima Khedouri Hospital and the Dar al-Shifa Dispensary as well, and most other budget items such as subsistence expenses, medicines, and instruments will be reduced in light of the current financial situation. Given the necessity of deciding on the above urgently, we suggest holding a joint session between this Committee and your Council to clarify the matter and take the final decision. (22) Honorable Vice President I have contacted Mr. Abdullah Kabay, a member of the Council, regarding the matter and he informed me that the Requirements Committee is aware of the details of the case in its entirety and that the petitioner had contacted the committee during its meeting and it was confirmed to them that her claims are not based on any truth. (22) To the Honorable Vice President of the Israeli Physical Council. Presented to you: I am Na'ima bint 'Abadah, residing in the Sanat al-Hadiya neighborhood in the house numbered ⟦28⟧/120. For ten years, and given the critical circumstances we have passed through, and since the house in which I reside and which is rented by me belongs to Meer Elias Hospital, and since the house has become dilapidated and the situation does not allow for living in it as desired, and since its rent is (100) Dinars annually. Finally, I agreed with (Abboud and Salman Khudair) that I would pay monthly (5) five Dinars, and this matter was before witnesses, and in addition to that, I paid them in advance (10) ten Dinars for two months according to two receipts. How is it that after all this, the aforementioned came to file a lawsuit against me and carried out a precautionary seizure? So now I come before you ⟦pleading for mercy⟧ that you consider the circumstances we are now in, and we are in critical and harsh circumstances, and they have made matters worse. They seized furniture that is not worth five Dinars, and therefore, due to my poverty, I am certainly now a woman and I have no capability to pay what I agreed upon with them, as there remains twenty (20) Dinars due from me, and they receive (40) Dinars from me, as I was previously paying (100) one hundred Dinars annually. They also filed the lawsuit so they cannot obtain anything from me, and now I decided to present this request of mine regarding the claim of these two persons. Finally, I present my plea that you end this case according to what I agreed upon with these two persons, and the matter is yours, sir.
