With reference to your letter dated 24 / 6 / 1952, we list below the following conditions, requesting
your kind confirmation in writing -
1. The hospital administration agrees to your employment as Head of the Surgical Unit, and you shall be prepared
to respond to all surgical requests and perform all operations at all times.
2. a. The hospital administration agrees to pay you one-third of what the patient pays to the hospital
in fees (the term fees includes room fees, daily fees, and operation fees, but does not include the costs
⟦of⟧ medicines, which belong to the hospital).
b. Subject to paragraph 2-a above, the hospital administration agrees that your monthly share shall not be less
than sixty Dinars as a minimum.
c. You have no share in the analysis and X-ray fees paid by the patient.
3. You must be prepared to perform operations and examinations for poor patients of the Jewish community
free of charge.
4. If the hospital administration grants an exemption to a patient, whether total or partial, whether from
room fees or operation fees, the third shall be calculated after deducting the exemption.
5. The agreement is effective for a period of three months from the date you begin work at the hospital.
6. Both parties have the option to renew the agreement on the same mentioned basis or to review it based
on the agreement of both parties.

I have the honor to refer to our interview yesterday
which you were kind enough to grant me regarding the dismissal of
Miss Bolomey. According to your kind recommendation I went
yesterday evening to the hospital where I had the opportunity to discuss
the matter with your competent director, Mr. Jacoob Issa Abdulla.
Dr. Joseph Kattan also attended this discussion. -
Following the request of your director I venture
to provide you below with a summary of the matter in question
which presents itself -according to Miss Bolomey's statements- as
follows:
By various letters from Dr. Sostman, director at
the hospital at that time, Miss Bolomey was engaged at the Meir Elias
Hospital in Baghdad as head nurse. On May 1, 1952 Miss
Bolomey began her work at your hospital. On July 30, 1952
she received your letter stipulating the end of the engagement for
July 31, 1952. -
At the beginning of her arrival in Baghdad, Director Dr. So-
stman and Mr. Salman Cohen, who was then administrator, submitted
to her a contract in the presence of Mr. J.-P. Jéquier, Chargé d'Affai-
res of Switzerland in Iraq, and Dr. Joseph Kattan. This contract was
translated from Arabic into French by Dr. Joseph Kattan. Under
the pretext of typing it on a typewriter, this translation of the
contract was taken back. The two contracting parties agreed on
all the clauses and from that day Miss Bolomey considered herself
bound by contract to the hospital just as she considered
that the hospital was also bound by this same contract to her;
this particularly after the expiration of the trial period
set at two months.
This contract provided that in case of breach without a major
cause, the party withdrawing had to pay the other the sum
of ID. 100.--- (one hundred Iraqi dinars). -
Another clause settled the question of vacations and
stipulated one month of paid vacation for Miss Bolomey for one
year of work. In this specific case, Miss Bolomey is entitled to one
week of vacation for the three completed months, i.e., ID.12.500
(twelve and a half Iraqi dinars).-
Director Dr. Sostman requested Miss Bolomey in his
letters of engagement in March 1952 to hold herself at
disposal as soon as possible. These arrangements on your part
obliged her to break her engagement in Switzerland and she was preparing to
leave. The departure did not take place within the scheduled time because the
authorization from the Ministry of Health delayed her arrival a period

of two months. Under these circumstances Miss Bolomey has suffered a
loss of salary. In view of this fact, in view of the costs she has borne
for this travel and considering the short period she
was given to spend in your service Miss Bolomey claims
the sum of ID. 40.⟦line⟧ (forty Iraqi dinars) which is cer-
tainly justifiable and legitimate. Because of this short period
of only three months her net salary only amounts to
ID. 120.⟦line⟧ (after deduction of 30 dinars tax). -
According to your Director Jacoob Issa Abdulla who
moreover like Dr. Joseph Kattan recognized the justifi-
cation of Miss Bolomey's request, this letter will be pre-
sented Friday, August 15, 1952, at the meeting of your Lay Coun-
cil. I very much hope that the matter can be settled amicably
and I will not fail to believe that you will be the good interpreter
of this cause to the Gentlemen members of the committee.

Manual Decision
Based on the secret letter of the Meir Elias Hospital administration numbered M Sh / 33 / 260 and dated
29 / 7 / 1952 and according to what was revealed from the result of the deliberation between Dr. Koji Mubin and Mr. Yaqub Ezra Abdullah
the member of the Physical Council delegated to manage the affairs of the hospital regarding the incompetence of the Chief Nurse Nelly Blum
from both administrative and technical aspects, and since her work is undesirable for other matters mentioned in the secret letter

Greetings and respect.
Further to my previous letters and according to your order communicated to me via the Council Secretary
Mr. Shaul Moussa.
I met with Dr. Gurji Rabie yesterday evening from 8:30 until
ten o'clock at night to deliberate on hospital matters, and he agreed with me on all matters that
concern the hospital and has become very convinced of the work of this charitable institution
and agreed to take the following measures quickly.
Dr. Gurji Rabie stated that the head nurse, Miss Nelly Bloumi,
is not fit to be (head) from all aspects, neither in terms of management nor in terms of monitoring
medical matters required of her as head nurse, in addition to the rumors and facts that
you know outside the hospital which have been proven, and he supported my previous report that I submitted
to your Excellency earlier regarding the subject. Accordingly, he informed me that she is not fit even to be just a nurse,
and he prefers an Iraqi nurse over her. Therefore, he recommended the High Council to take
an urgent decision to terminate her services at the end of the current month and give her travel expenses
to enable her to return to her place.
As for Dr. Salman Mashal, he supported the decision of doctors Dr.
Balayan, Dr. Mills, Dr. Nuka, and Dr. Susan's oral recommendation submitted by him
to your High Council at the time, and said that this doctor is not fit to be a resident doctor
in the hospital nor is he fit to be a regular doctor, and that he is incompetent. Furthermore, he
is immature and his knowledge is very limited. Since the processing of Dr. Khedhouri Nassim is nearly complete,
he recommends that upon the appointment of Dr. Khedhouri Nassim, to dispense with the services of Dr. Salman
Mashal because the hospital cannot be handed over to this doctor. In the event that Dr.
Khedhouri Nassim is unable to work, other measures will be taken to find another doctor
among them instead of Dr. Salman Mashal. Therefore, I request the issuance of two decisions regarding dispensing
with the services of the (head) nurse and notifying the hospital of that so her separation is completed at the end of
the current month. Please accept my highest respect.

Greetings :
With reference to your letter numbered J/876/52 and dated 17 / 6 / 1952 in which
you requested me to study the conditions of employment for the nurse Nelly Belloumi and submit a report to the High Council for approval
thereof . I would like to reply to your Excellency as follows :-
The employment of this nurse at a salary of 50/- Dinars per month is very high, to which is added
free housing and living expenses, and thus her salary becomes approximately 100/- Dinars per month. I see that
the hospital is not able to bear 1200 Dinars annually for the sake of employing this nurse
this from one side, and from the other side, the aforementioned person does not master the English language well
to enable her to communicate with the patients and read their charts which are written in English and observe the medications
given to the patients .
I have not sensed from her since I took over the hospital administration until now any improvement in managing the
patients' wards. If the duties of the head nurse are assigned to nurse Maliha Ishaq in addition to her work,
it is possible thereby to handle the matters required by the hospital; furthermore, nurse Nelly is ready
for any person who invites her out for an excursion outside the hospital and she returns at late hours of the night .
Accordingly, I have no opinion to offer regarding her employment and I recommend the High Council in a secret manner
and before the end of the current month, which was agreed upon with the previous administration as a trial period, I see that
the hospital should bear the return expenses and terminate her services on the grounds of lack of work that necessitates
her remaining in the hospital .
Note :- while writing this letter, a person named Mamdouh Zaki, who
was previously a patient in the hospital, came to the hospital and invited her for an outing with him and she went in his company, and we do not know the time of her return
to the hospital, and I have learned that most of the times she goes out of the hospital, she returns at a
late hour of the night. These are notes about her and we leave it to the High Council to decide her fate regarding staying or not .
And we return herewith all papers related to her subject . Please accept my highest
respect .

Hospitals Committee as the first party and the employee as the second party, and this agreement is subject to the approval
of the Lay Council. We see fit to apply the same principle to the contract of employment of Miss Nelly Bellomi.
Most of the points mentioned in your letter referred to above have been agreed upon between
the hospital administration and nurse Nelly as a result of the correspondence that took place between the hospital administration
and her before her arrival in Iraq.
Therefore, we list below the information requested in your letter referred to above after it was presented
to her and her consent was obtained.
1- The date she joined the work is 1 / 5 / 1952.
2- Monthly salary -/50 Dinars (-/40 Dinars salary, -/10 Dinars Head Nurse allowance).
3- The period of employment is one year starting from 1 / 5 / 1952.
4- The trial period is the first two months of the agreement.
5- She is entitled to a regular leave with full salary for a period of one month for every year spent in actual service.
This is due at the end of the agreement, and these leaves may accumulate (and leave is earned for
any part of the year spent in actual service).
6- She performs the duties of Head Nurse, supervising the work of nurses and servants and distributing tasks among them, supervising
the cleanliness of the patients, and she is responsible for supervising the nurses when applying the prescriptions and medical orders
given to the patients, and for distributing food. She is the intermediary between the treating physician and the nurses.

7- If either of the two parties wishes not to renew this contract, they must inform the
second party in writing at least two months before the date of the contract's expiration. In case
this notice is not provided, the contract shall remain in effect for an indefinite period, with the right of either
party to cancel it at any time they wish after the end of its legal term, provided that they inform
the second party in writing of that, and the contract ends two months after this notice only, without
being required to pay any compensation.
8- The hospital administration has the right to cancel the contract within the trial period without paying any compensation in
case the hospital is not satisfied with her work.
9- If reasons beyond the control of both parties occur and cause the termination of the contract, the contract shall be
null and void without requiring either party to pay any compensation to the other party.
10- The hospital administration must provide Miss Nelly with an airplane travel ticket from Baghdad to her place
of residence in Switzerland in the case of paragraphs 7, 8, and 9.
11- A place of residence shall be provided for her free of charge along with free subsistence within the duration of the contract.
12- In the event that either party violates the terms of this contract, it shall be considered void and they shall be obligated
to pay the second party monetary compensation in the amount of 100/- Dinars. If
Miss Nelly violates the terms of this contract, her right to claim a return ticket shall be forfeited in addition
to paying the compensation referred to above at the beginning of this paragraph.

We request approval for the employment of Miss Nelly Bloom, of Swiss nationality, as a nurse in Meir Elias
Hospital belonging to the leadership of this community, noting that the employment of such a nurse in
the aforementioned hospital is vital and necessary to raise the level of nursing there, and to enable it to fulfill its humanitarian
mission to the fullest extent.
This nurse holds certifications that qualify her to undertake this task.
Therefore, we request a decision on the matter so that we may wire her to complete her travel formalities.
It is also the intention to employ another Swiss nurse, so we request your preliminary approval on the matter.
