With reference to the administrative order numbered M/268/43 and dated 1952/6/19,
The Corporal Council, in its session held on 1952/6/20, approved the appointment of Mr. Kadhim
Hassan as Head of the hospital farmers with a monthly salary of ten Dinars, including high cost of
living allowances, effective from 1952/6/16, provided that one of the farmers is dismissed and the
mentioned person takes his place, in line with the reduction of staff to achieve an actual balance
between revenues and expenditures.

To the Honorable Member of the Lay Council Mandated for the Management of Hospital Affairs
After greetings and respect;
Reference to your letter numbered M SH / 26 / 338 and dated 21 / 7 / 1952, I wish to clarify the following points:
1- No committee has previously intervened in the affairs of doctors and nurses, as their work is purely technical and relates directly to the director
and this is the current custom in all hospitals of the world, as the doctor's task is to satisfy the patient in the first degree
and this is what I have actually done and what all patients, rich and poor without exception, testify to, and all of that appeared in your reports even
a few hours before submitting my resignation as Assistant Director. It is strange that the observer monitors me regarding trivial matters like those mentioned in your letter
It would have been more appropriate to approach me orally to draw my attention to the subject before using the pen to write this tone
harsh as I also think that writing this letter is a waste of time in drafting and typing, nothing more.
2- In fact, I consider the hospital as my private home and I have worked and still work to raise its status and reform its shortcomings. It may happen to every
person to forget the fan of his house open, so he is not punished for it and does not become subject to accusation. The truth is that God is the only one who
does not know forgetfulness, while man has been blessed by God with forgetfulness as a means to alleviate pain. Therefore, you see, sir, that it is
truly regrettable that my forgetting the fan open is considered a crime for which a severe letter like this is directed.
3- As for the electric lamps, I am the one who leaves them lit as is the current custom in all hospitals of the world, as the room of the doctor
on duty must inevitably remain lit so as to be distinguished from the rest of the outpatient clinic rooms, and turning off the light means the absence of
an on-duty doctor in the hospital.
4- As for your statement that I do not observe the hospital's economic situation, I, with great regret, do not agree with you on this statement as even if
the fan were left open night and day, that would not cause any tangible economic damage since the difference in electricity consumption would be between
5 - 10 electrical units at most, and since the price per unit costs the hospital (4 fils), the amount of the difference would be
20 - 40 fils. Do you see, sir, that this trivial amount will cause damage to a humanitarian project whose monthly expenses reach
1500 /- Dinars?? I do not think that, my dear, is the reason for the attack.
5- As for your description of that by saying (that this work indicates a definitive indication of recklessness), I do not think there is a place for the syntax of your statement
this, as it is lack of propriety to mention this phrase in a letter directed from a respected personality representing the committee to a doctor, where
recklessness is a word used to express bad morals, and I think your sentence was written by oversight.
6- Finally, your sentence about instructing to monitor me, I thank you very much for your written admission after you had denied it orally
that I am placed under surveillance whether in my movements or my telephone calls, and the setting of eyes to follow my steps by employees
and servants means the loss of obedience and the disruption of order. I assure you that if there were no respect between me and the employees (the two
of course) and the nurses without exception, I would have lost all control to run the hospital's affairs, but their feeling toward my treatment of them
as a brother is the remaining thread. As for the department servants, their coarseness is blatant but I pretend ignorance and adhere to patience. It is known
that if authority is given to weak people they misuse it. The truth is that trust has vanished among all hospital members and
hostility has become blatant, which makes the hospital members spy on one another. This is what I wished to point out
hoping that matters stop at this point and that God grants us success for the public good.

The administration supervisor has submitted a report to me indicating that the electric fan installed
in your room operates day and night. Even during the times you leave the hospital, the fan remains on, as is the case
when you go out to examine patients, the light remains on as well. The hospital management does not approve of this method, and it is inferred from this
that you have not taken the hospital's financial situation into account and have not observed complete economy. This action is a conclusive indication of
the recklessness you practice in the hospital and wastefulness in expenditures. Therefore, I see fit to desist from these matters and not
turn on the fan except during the times you are sitting in the room. I have instructed to monitor this aspect in the future. Best regards.

After greetings and respect,
With reference to your letter No. M. Sh. / 29 / 343 dated July 23, 1952, I wish to inform you of the following:
1- It is a waste of time, my dear, for the administration to occupy itself with a letter referred by a doctor, commented on by the supervisor, then referred to you, then a draft of the letter was written and typed. This process naturally took two hours of everyone's time, not to mention the time spent thinking about the subject and how to mold the letter. I do not think you need all this trouble, as had you contacted me directly, the matter would have ended verbally to the satisfaction of both parties without the need to use the derogatory words contained in your respected letter. However, I am still ignorant of the reasons for these actions; perhaps God will grant me success in discovering them so that things return to normal. I think it would be better for the administration to occupy itself with repairing the hospital's countless deficiencies rather than occupying itself with correspondence regarding trivial matters such as these.
2- As for your statement regarding the lack of cooperation between the doctors, I assure you, to my great regret, that the lack of cooperation is a result of the tension created in the atmosphere of this hospital. No conflict had occurred between me and Dr. Qattan in the past. May I be successful one day in knowing the reasons, and I do not think that day is far off.
3- As for your statement that no decision was issued by the committee allocating the telephone to me personally to the exclusion of others, etc. (...) if you were to review the telephone directory from pages 64-67, you would find that there is a private telephone for every doctor on duty in all hospitals. Therefore, you see that there was no reason for this violent attack. However, Glory be to the Almighty, who has suddenly changed the circumstances; after I was softening the atmosphere following your previous strong attack on Dr. Qattan, the tables have now turned against me. I would also like to inform you that there is a telephone in the courtyard of the outpatient clinic building dedicated to all doctors in the hospital (Dr. Sustman, Dr. Balayan, Dr. Tokar, and Dr. Qattan) and they can all use it during their morning duty hours. As for the real reason for your desire to give the telephone to Dr. Qattan, it is for psychological pressure and for reasons I do not wish to mention, as it is my character not to disturb my friends regardless of the reasons.
4- It would have been more appropriate to approach me about the matter verbally, then write in a polite tone and receive my reply. If it were contrary to your opinion and if there were any right to give the telephone to Dr. Qattan, then after that you would have the right to use this severe tone.
5- In conclusion, I would like to inform you that there is no need for written threats to cut off the telephone, as I have no objection to removing the telephone from my room whenever you wish, without the use of threatening and menacing language.

Dr. Youssef Qattan submitted a report to the observer, who referred it to me, complaining that he has
requested you repeatedly to leave the telephone located in your room when you are outside your official working hours
and you have refused to give it to him on the grounds that the telephone was allocated to you alone to do with as you wish, while
you know that the aforementioned person has been appointed as a doctor in the hospital and performs the same tasks that you do
without distinction, and your behavior in this regard is a conclusive indication of the lack of cooperation between the doctors on one hand,
and on the other hand, no decision was issued by the committee to allocate the telephone to your person to the exclusion of others, as
no title deed was issued registering the telephone in your name at the Land Registry Department, but rather the telephone must be
shared among the doctors so they can use it to conduct urgent and very important business. The method
you have adopted, which is placing the telephone in the room and locking it when you are outside of your working hours ⟦with us⟧,
indicates that you intend by this action the lack of cooperation required by the interest of the hospital, which must
be above everyone's interest, as required by humanitarian duty as well. Therefore, you must leave the telephone to
the other doctor when you are outside your working hours, otherwise I will be forced to remove the telephone from your room no matter
what the cost, and I do not wish for such actions to be repeated in the future.

occur from not paying the amount on the specified time. On this occasion, we refer you to our letter

In view of the necessity to disburse the following amounts, we have decided the following: ⟦line⟧
1- Approval to disburse an amount of 93/750 Dinars to the Meir Elias Hospital administration to be used in fulfilling
the tax due on the house numbered 21/ 9/ 1 located in Al-Bataween neighborhood, provided that an objection to the assessment is submitted immediately to
the General Revenue Directorate to reduce the assessment from 240 Dinars annually to 120 Dinars annually as it is leased according to the contract.
2- Approval to disburse an amount of 6/110 Dinars to the Meir Elias Hospital administration to be used in fulfilling
the fees due for supplying it with raw water by the Capital Municipality for the period from 1/ 10/ 51 to 31/ 3/ 1952 from the deposits

The house located in the Al-Bataween neighborhood, numbered 1/9/21, which belongs to the endowments (Awqaf) of this hospital,
is currently leased for an annual rent of 120/- Dinars, while the property tax assessment is
240/- Dinars annually.
It is not hidden from the esteemed Council the amount of injustice inflicted upon the hospital as a result of the administration's inability to
object to this assessment, because this property is required to pay an old tax amounting to 93.750 Dinars since
the year 949, and it is not permitted to object unless this amount is paid.
In view of the financial hardship seizing the hospital's treasury at the present time, we therefore request the esteemed
Council to pay the amount referred to above, totaling 93.750 Dinars, so that the hospital administration can follow up on the objection
and reduce the assessment amount to the real rent, and by this we would have saved a significant amount for the hospital's treasury.

Greetings,
With reference to the decision of the Lay Council taken at its meeting held on 15 / 8 / 1952:
1 - An amount of (350) Dinars (three hundred and fifty Dinars) shall be paid to Meir Elias Hospital to cover the salary deficit for the month of July 1952.
2 - The amount spent under the above paragraph shall be recorded as a debt owed by the hospital to the Lay Council.

The Corporal Council, in its session held on 15/8/1952, approved your following procedures: -
a - Assigning the duties of Dr. Balian to Dr. Koji on the occasion of the former's travel outside Iraq, pursuant to your letter No. M/367/43 dated 4/7/1952.
b - Appointing Dr. Yusuf Qattan as a physician in the hospital with a monthly salary of thirty dinars (including cost of living allowances), pursuant to your letter No. M/369/43 dated 6/7/1952.
c - Accepting the resignation of Dr. Salman Mish'al and assigning his duties to Dr. Yusuf Qattan, pursuant to your two letters No. M/368/43 and M/369/43 dated 4/8/1952.
d - Appointing Dr. Balian as Technical Director of the hospital instead of Dr. Sustagan, pursuant to your letter No. M/Sh/291/2 dated 6/7/1952.
Appointing Dr. Kadhim Shubbar as Head of the Surgical Unit in the hospital and approving the terms of the agreement concluded between him and you in this regard, pursuant to your letter No. M/Sh/310/26 dated 12/7/1952.
Second - The Corporal Council approved the amount spent for Dr. Sustagan for his travel expenses outside Iraq due to the termination of his services at the hospital, amounting to one hundred dinars, pursuant to the Corporal Council letter No. 52/889 dated 30/6/1952.
