We attach herewith a table showing the revenues and expenditures realized for the hospitals during the six months from
1 / 4 / 1950 to 30 / 9 / 1950, along with the estimated budget for the same period, as well as the revenues and expenditures
realized for the same period last year.
Below we list the reasons that could be reached regarding the causes of the increase or decrease that occurred
in each chapter of the budget for your information.
Expenditures
Salaries = amounted to -/10937 Dinars, i.e., less by -/800 Dinars than the estimate, and that resulted from not
granting the increases decided in the budget and reducing the doctors' salaries.
Subsistence = amounted to 5750 Dinars, i.e., less than the estimate by -/500 Dinars, to which is added -/200
Dinars as the difference for ice which will not be spent during the coming winter, so the savings will be -/700 Dinars. As for the reason
for the savings, it is due to the use of the "Cold Storage" in the first place and complete economy
as much as possible in spending in the second place.
Clothing and Furnishings = amounted to -/167 Dinars, i.e., less than the estimate by -/200 Dinars, and the reason for that
is the failure to provide most departments with furnishings to replace what was consumed in them, and they must be provided with new furnishings in the near
future.
Fuel and Soap = amounted to 412 Dinars, i.e., less than the estimate by -/400 Dinars; however, fuel expenditures
will increase during the coming winter, yet it is not hoped that a decent surplus will be achieved at the end of the year. As for the reason for the surplus, it is
<del>the use</del> the use of electric washing machines as they saved us large quantities of soap. It is requested to note that
the realized amount for this item during the same period last year reached -/634 Dinars.
Furniture and Equipment = within the realized amount of 909/000 Dinars is -/350 Dinars for the value of an air
conditioner in the operations room, -/245 Dinars for the value of the cooling room machine, and -/210 for the value of washing machines.
Electricity, Water, Telephone = amounted to -/760 Dinars, i.e., an increase over the estimate by -/260 Dinars, and the reason
for that is the payment of an amount of -/120 Dinars as water fees that were not paid last year as the bills were not submitted at the time.
As for the remainder, it is hoped to be covered in the second half of the current fiscal year.
Miscellaneous Expenditures = amounted to -/490 Dinars, i.e., with a decrease of -/210 Dinars from the estimate resulting from
complete economy in the expenditures of the items of this chapter.
Medicines and Dressings = amounted to -/1200 Dinars, i.e., less than the estimate by -/400 Dinars, and the reason for that
is charging a group of poor patients to buy necessary medicines at their own expense in an effort to reduce expenses.
Surgical Instruments = amounted to -/830 Dinars, i.e., more than the estimate by ⟦330 Dinars⟧ and the reason for that is the arrival
of the steam sterilizer from London, the value of which is -/560 Dinars

Analysis Department Supplies = reached -/23 Dinars while the estimated is -/200 Dinars, and that is due to the non-
arrival of orders for required materials from abroad until now.
Renovations and Improvements = reached -/875 Dinars, meaning an increase of -/475 Dinars over the estimate of -/400
Dinars, and the increase represents part of the costs of the cold room, whose construction costs alone reached, excluding the machine,
610 Dinars and was paid from private donations.
Property Tax = reached -/72 Dinars while the estimated is -/300 Dinars, and the reason for that is the presence of an amount of about
-/200 Dinars not yet recorded due to the failure of the Tax Directorate to submit the lists until now.
Doctors' Share = The actual matches the estimate in general.
Rima Khadoori Hospital = The total expenses amount to -/927 Dinars, i.e., a decrease of -/200 Dinars
from the estimate, mostly from salaries, medicines, and dressings.
Dar al-Shifa Dispensary = The total expenses reached -/1685 Dinars, i.e., a decrease of -/390 from the estimate
of -/2075 Dinars resulting from a surplus in salaries amounting to -/290 Dinars and -/100 Dinars from
medicines.
Total Expenses = reached -/29450 Dinars while the estimated was -/31430 Dinars, i.e., less
than the estimate by -/1980 Dinars (note the revenues below as they were less than the estimate
by an amount of -/3758 Dinars).

We wish to inform you that there is an amount of 656/400 Dinars deposited by your
esteemed council in the fixed trust account at the Ottoman Bank, and this amount represents the expropriation compensation
for one of the houses endowed to the Rimah Khedouri Hospital. Given the financial hardship overwhelming the
aforementioned hospital, we request approval to advance us this amount ⟦knowing that the budget of the mentioned⟧
⟦hospital has a deficit of 6000 Dinars for a period of three years⟧ .

Subject - Manual English Typewriter
With reference to your letter No. 51/1936 dated 22 / 5 / 1951.
Since it has become clear to you that it is necessary to send the English typewriter that we previously borrowed from you, we have sent
the mentioned typewriter to you on this date, and we received on 22 / 5 / 1951 our typewriter which was in the community administration
to be used instead of the manual typewriter loaned to us, as the secretary of the community sent it before we received your letter
referred to above.
For clarification, we would like to state the reasons for borrowing the community administration's typewriter, which the secretary of the community
had previously been informed of at the time by the hospital's administrative manager.
In every X-ray institute, only a small manual typewriter can be used, as the doctor
places his typewriter in front of an electric light on which he places the film, and at the same time types the report; in this case, it is not possible
to use a large typewriter as it covers the electric light and the film, so the doctor cannot read it and write the report.
We had a manual typewriter that was used for several years and broke down so that it cannot be repaired.
To save on expenses, instead of buying a new typewriter, we sent a very good large typewriter to the community administration
and exchanged it on a loan basis with the manual typewriter they had. The community employees used the mentioned
typewriter during the past months without the hospital administration hearing any complaint about its unsuitability for work, however
the community secretary contacted the hospital administration and said, I have sent the typewriter to the hospital, so send our typewriter
that you borrowed previously. When it was explained to him that we need the manual typewriter, he claimed that the typewriter had stopped
working and was not fit for typing, therefore the manual typewriter must be sent because the community administration needs it, and he actually
sent the typewriter with the porter. However, upon testing it in the presence of the members of this committee, Messrs. Maurice Shasha
and Victor Hillel, and with the knowledge of Mr. Salim Barshan, who were present at Meir Elias Hospital, it appeared to us with

It is with great regret that the mentioned typewriter is fit for printing and is a very good typewriter, and no typist can
object to it. Therefore, we believe that the behavior of the community administration's typists in this matter has caused damage to
the community fund, as we will be forced to buy a manual typewriter worth no less than thirty dinars, which the community
had no need for at a time when most of its institutions, which had a number of typewriters, have closed. In view of the
lack of funds in the hospital fund, we have been forced to borrow a manual typewriter from the office of Abdullah Hillel
temporarily until the required typewriter is purchased, bearing in mind that this typewriter does not meet the desired purpose.
Therefore, we found it necessary to write these details to you for your information, which may be of benefit
in the future.
