Summary of conditions under which deferred foreign telegrams are accepted
1 - Deferred foreign telegrams are sent according to the foreign telegram regulations published in the Iraqi Post and Telegraph Guide.
2 - The fee for this telegram is half the fee charged for an ordinary foreign telegram.
3 - It is not permitted to use more than one language in writing the body of this telegram.
4 - The sender of the telegram pledges by his signature on the face of this form that its body is entirely written in plain language and does not carry any meaning other than what it indicates.
5 - The sender of the telegram must record in the space provided on the left side of the address on the face of the form his desire to send the telegram via any of the
telegraph methods used, or that the fee for its reply is prepaid. If the telegram is for "Iraqi Government service," the word (Official) is recorded.
6 - The Iraqi Post and Telegraph Administration shall not be responsible for delay, error, loss, or damage that may occur to the telegram due to its non-transmission or non-delivery during
transmission or distribution.
7 - The Iraqi Post and Telegraph Administration has the right to refuse to register the telegram. It also has the right not to send it even if it has been registered for transmission or distribution: in
this case, its fee is returned to the sender upon submitting a request for that.
8 - Requests related to the refund of fees and all complaints about telegrams are submitted to the General Directorate of Posts and Telegraphs in Baghdad.
9 - To prevent mistakes, this telegram should be written carefully and clearly.
Conditions on which Deferred Foreign Telegrams are accepted
1. Deferred Foreign Telegrams are forwarded in accordance with the rules for Foreign Telegrams published in the 'Iraq
Post and Telegraph Guide.
2. The rate of this telegram is half that charged for Ordinary Foreign Telegram.
3. The use of more than one language in the text of this telegram is not allowed.
4. The sender, whose signature on this form, declares that the text is entirely in plain language and does not bear any mean-
ing other than that which appears on the face of it.
5. The sender may write the instructions, in the space provided, at the left side of the address, on the face of this form
such as Route, Reply Paid, or State if on 'Iraq Government Service.
6. The Administration of Posts and Telegraphs, 'Iraq, shall not be liable to make compensation for any delay, error, loss,
injury or damage arising from omission, non-transmission or non-delivery of the telegram.
7. The Administration of P. & T., 'Iraq, may decline to accept the telegram. It may also decline to forward it although it
has been booked. In such case the amount paid for transmission shall be refunded to the sender on application.
8. Complaints and applications for refund should be addressed to the Directo⟦r⟧ of Posts and Telegraphs, Baghdad.
9. To prevent mistakes this Telegram must be legibly written.

published on our side regarding the inclusion of Iraq within the Sterling zone, and I asked him to inform me whether

Consul and taking a recommendation from him, and I have not known until this date if you have done so,
And since there is now no longer any trouble, I hope you will settle the matter and finish it immediately; therefore

After greetings and respect,
Reference to your letter dated 2 / 12 / 1941
Your correspondence with His Excellency the President arrived in due time, and since we were still intent
on concluding the case, we preferred to delay the reply until a result was obtained so as not to increase the correspondence.
Indeed, we answered you in letter No. 6714 dated 27 November 941 as follows:
"Iraq's entry into the Sterling area is imminent, and we will inform you upon our first receipt of
the amounts recommended by the Official Trustee in Calcutta. Best regards."
Now that Iraq has entered the Sterling area, we have sent a telegram to Mr. Cohen
in Calcutta as follows:
"Iraq Admitted Sterling Block Please Insist Trustee Send Cheques
Urgently Wire."
And his reply was the following:
"Interrogated Trustee For Early Remittance"
We will inform you as soon as the checks arrive from the Official Trustee in Calcutta. The

Conditions for accepting this telegram
1 - The Director General or any telegraph company or foreign government through which this telegram is sent, according to the ordinary course of the telegraph interest, has the right to
refuse to send it even if it has been taken for transmission, and in this case the fee paid for sending the telegram shall be returned to its sender upon his request.
2 - The Director General or any telegraph company or foreign government through which this telegram is sent, according to the ordinary course of the telegraph interest, are not liable
to guarantee against loss, injury, or damage that occurs or results from non-transmission or non-delivery of the telegram, or for error, delay, or omission that occurs
in its transmission or delivery, whatever the causes of non-transmission, non-delivery, delay, omission, or error that occurs.

Sir,
I have the honour to refer you to your letter No. 1286 of the 5th
July and its enclosures. 24/1/18
I have accepted the selection of the five Jewish Charitable Institutions
in Bagdad as made by the Presidents of the Jewish Community and the Jewish Lay
Council, to share the bequest made by the testator the late Mr. R.A.Gubbay of
Hongkong to the Jewish Charitable Institutions in Bagdad.
I send herewith five receipts and five crossed cheques, as under, drawn
by me on the Imperial Bank of India, Calcutta.
(1) Cheque No. 208 dated 30/1/42 for Rs. 2,00,000/- (Two lacs) in favour of
the President of the Jewish Lay Council of the Jewish Community of Bagdad and
the President of the Committee of the Meir Elias Hospital. (For Meir Elias
Hospital).
(2) Cheque No. 209 dated 30/1/42 for Rs. 93,000/- (Ninetythree thousand) in
favour of the persons as in (2). (For Nouriel Elemen--
tary School for Boys).
(3) Cheque No. 210 dated 30/1/42 for Rs. 80,000/- (Eighty thousand) in favour
of the persons as in (2). (For Midrash Talmud Torah).
(4) Cheque No. 211 dated 30/1/42 for Rs. 20,000/- (Twenty thousand) in favour
of the persons as in (2). (For Rahel Shahmoon Elementary School for Boys).
(5) Cheque No. 212 dated 30/1/42 for Rs. 7330/- (Rupees Seven thousand three
hundred and thirty) in favour of persons as in (2). (For Menahem Saleh Daniel
Elementary School for Girls).
I shall be much obliged if you will kindly make these payments on my
behalf by handing over the cheques to the respective proper party in exchange
for the respective receipts duly signed by the payees. As soon as payments have
been made, please return the receipts to me as vouchers for my record. I am
sending a copy of this letter to the payees and also advising them by cable.
In the meantime please acknowledge receipt hereof.
I enclose a copy of the Exchange Central Department letter No. CA.E.C.
20077/129 of the 13th December 1941 sanctioning these remittances.

The five charitable institutions selected by the President of the Jewish Community
and the Lay Council have accepted the portions of the bequest bequeathed by the late Raphael Aaron Gabbay (Hong Kong) to the institutions
Jewish charities in Baghdad.
Enclosed herewith are receipts, which are marked checks drawn with my signature on the Imperial Bank
in India (Calcutta) as follows:
1- Check No. 208 dated 20 / 2 / 942 for the amount of Rupees 200,000/-

Copy of the decision of the Lay Council regarding the estate of the late Raphael Gabbay, taken on 28 March 943
After reviewing the correspondence ending with letter number 1240 dated January 30, 1943,
the copy of which was received by the Lay Council from the Official Trustee of Bengal in Calcutta (India),
concerning the estate of the late Raphael Haron Gabbay, who died in Calcutta, and after hearing the explanations of the President of
the Lay Council, who is one of the members of the advisory committee appointed by the aforementioned Official Trustee
to provide advice on this matter, it became clear to the Council the following: -
1) That the late Raphael Haron Gabbay, who died in Calcutta on November 27, 1922, had bequeathed
a portion of his estate to the Jewish charitable institutions in Baghdad and entrusted the execution of this will to
the Official Trustee of Bengal in Calcutta, who at the time approved the proposals submitted to
him by the lawyer M. Laniado, who was appointed by the Lay Council by its decision taken on December 17,
940, which is the appointment of an advisory committee in Baghdad consisting of His Excellency Rabbi Sassoon Khedhouri,
the President of the community, and Mr. Eliahou Hayim Tawfiq, President of the Lay Council representing the Lay Council, and Mr.
Meir Hakham Moshe Doctor, President of the Hospitals Committee representing the hospitals, and Mr. Moise Ita, Secretary of
the Schools Committee representing the schools, and the gentlemen Ibrahim Hayim Hakham Isaac, Yehuda Saleh Zelouf, and Menashe
Saleh Shmuel David from the notables, to provide him with the necessary advice for nominating the Jewish charitable institutions
in Baghdad that fulfill the conditions stipulated in the will and which are most deserving and in need of benefiting
from the estate, and on how to distribute the amount of the estate among them.
2) Based on the recommendations submitted by the aforementioned committee, the Official Trustee sent the following checks
with the letter referred to above as follows: -
1 - Check No. 208 dated 1/30/943 in the amount of 200,000 Rupees to the order of the President of the Lay Council
for Jews for the Jewish community and the President of the Jewish Hospitals Committee for the Meir
Elias Hospital.
2 - Check No. 209 dated 1/30/943 in the amount of 93,000 Rupees to the order of the President of the Jewish Lay Council
for the Jewish community and the President of the Jewish <del>Hospitals</del> Schools Committee
for the Nouriel Primary School for Boys.
3 - Check No. 210 dated 1/30/943 in the amount of 80,000 Rupees to the order of the persons mentioned in
paragraph 2 above for the Midrash Talmud Torah school.
4 - Check No. 211 dated 1/30/943 in the amount of 20,000 Rupees to the order of the persons mentioned in
paragraph 2 above for the Rachel Shahmoon Primary School for Boys.
5 - Check No. 212 dated 1/30/943 in the amount of 7,330 Rupees to the order of the persons mentioned in
paragraph 2 above for the Menachem Saleh Daniel Primary School for Girls.
3) Following the arrival of these checks, the Lay Council held several meetings with the Hospitals and Schools
Committees, during which the current financial relations between the Council and the mentioned institutions were discussed,
as well as the financial state of the Council and the current global circumstances that leave no room for spending the funds
bequeathed to the mentioned institutions. An agreement was reached between the Council and the two aforementioned committees.

on the following :-
a - That the hospital lends the Lay Council the sum of six thousand dinars to be repaid to the hospital
in three equal installments: the first installment on the last day of September 943, and the
second installment on the last day of March 944, and the third installment on the last day of
March 945. This agreement was confirmed by a letter from the Hospitals Committee dated 23
March 942, under which it sent a check on the Ottoman Bank numbered 308002 and dated
the 23rd of it to the order of the Lay Council for the mentioned amount, and the Council deposited this amount
in the mentioned bank in current account No. 2
b - That the Midrash Talmud Torah lends the sum of one thousand seven hundred dinars to be repaid to the Midrash fund
in four equal annual installments, each installment being four hundred and twenty-five dinars: the first installment
on the last day of September 942, the second installment on the last day of March
943, the third installment on the last day of March 944, and the fourth installment
on the last day of March 945
c - That the Rivka Nooraiel School lends the sum of three thousand and one hundred dinars at an interest rate of
three and a half percent annually, provided that the principal of the debt and its interest are extinguished in annual installments
of one hundred and fifty-five dinars each for a period of thirty-five years, and thus
the total amount borrowed by the Lay Council as stated above is ten thousand eight hundred dinars
The agreement explained in paragraphs B and C was confirmed by a letter from the Schools Committee No.       dated 24 March
942, under which it sent a check on the Ottoman Bank numbered 308001 and dated 23/3/942
to the order of the Lay Council for the sum of five thousand five hundred dinars according to the following details:
