1) a. MIER ELIAS HOSPITAL. is a charitable institution for the cure of
internal and external diseases, surgery, gynecology, childrens
diseases and analytical and X-Ray laboratories. Men Women and children
are treated there. The institution contains 120 beds. The number of
patients who were admitted in the Hospital in 1940was 2718 with an
average of 93 patients a day, the number of surgical operations which
took place in the hospital in 1940 was 565.
b. THE REMA KADOORI EYE-HOSPITAL is a charitable institution for men and
women. The number of out-patients within one/⟦year⟧was about 225.000 rep-
resenting an average of 750- 800 per day. There were 180 major
operations and 593 minor operations.
c. THE DAR EL-SHEFA PHARMACY & the CLINIC are charitable institutions
founded 58 years ago are directed by a qualified phisician a phar-
macist and a dresser with free treatment and free medecine. The
number of patients who received treatment ⟦in⟧ 1940 is 45.000.
N.B. The above institutions are administered and financed by the Mier
Elias Hospital as one single unit from the administrative and
financial point of view.
2) MENASHI SALEH MIDRASH TALMUDTORAis a charitable institution founded in
1935 has its own building and is an elementary school containing 1250
pupils all of them poor are supplied with clothing, food, and exempt
from school fees.
3) MIDRASH TALMUDTORA. The Midrash Talmudtora schools were founded in 1833
and possess their own buildings contain 1500 pupils who are supplied
with clothing, food, and are exempt from school fees.
4) SILAS KADOORI BLIND INSTITUTE founded in 1927 has its own building
contains 70 blind inmates, ⟦supplied with clothing & food⟧.
5) GIRLS SEWING CHARITABLE SOCIETY (DRESSMAKERS) The school for dressmakers
was founded in 1932 pays rent for its premises has 300 girls from the
poorer classes who are supplied with clothing, food, and are exempt
from school fees.
6) WATANIAH SCHOOL is an elementary school for boys was founded in 1923 has
no building of its own but pays rent for its premises contains 700

Subject:- Contribution to the Ezra Assophair's tomb.
With reference to your letter No.352 dated the 29th January
1941.
I have the honour to inform you that as a result of my inquiry
I find that two institutions are in great need of help viz the Ezra
assophair's and the Madrash Talmud Tora, as these two institutions grow
religious pupils, and as the war began, no funds could be obtained from
abroad. The two institutions became in a very delapidated condition --
which necessiate a considerable amount for reconstruction of the most
parts of their existing building which became in ruined condition. The
Shrine of Ezra assophair includes actually thirty families who form a
religious party to read the bible continually, but in view of the war
conditions, no donations could be obtained now a day, and as these fami-
lies cannot be transferred elsewhere, which means the abondonning of the
shrine and this is impossible, we expect a reconsideration of the matter.
As regards the Midrash Talmud Tora, this institution includes 2000 poor
students with 50 teachers and this institution as we said grow Rabbis
and this is the only institution remaining in Baghdad, but in Iraq all
and if funds are available, this institution will remain in encouraging
religious pupils, and as the monies bequeathed by the donor, are special-
ly assigned for such purposes, we hope that the matter will have your
sympathetic reconsideration. Other institutions are ignored by us and we
think that if a reference is made to the Baith Din Saideq in Baghdad,
you will no doubt have other particulars which will render a great help
for this achievement.

I have already forwarded to the Presidents of the Jewish --
Community and the Jewish Lay Council Bagdad a list of the ap-
plications received by me up to 31st August 1938 with a request
to them to select those Institutions only which are most de-
serving of the charity. On receipt of their reply, I shall
consider the matter of distribution of the legacy.

Dear Sirs,
I am in receipt of your letter of the 18th March handed over
to me by Mr. M. Laniado, advocate of Jerusalem.
I am prepared to follow the same system for distribution of
the Bagdad Charities as was agreed to by Mr. Morgan, my predecessor in
office for distribution of the Jerusalem Charities.
I also approve of the proposed committee and of its personnel.
As suggested the committee should get the recommendation of the British
Consul in Bagdad.
It has been held that selection should be made out of those
Institutions which were in existence at the time of death of the testator,
R.A. Gubbay, who died on the 27th November 1922, and that synagogues are
not to participate in distribution of the fund meant for Jewish Charitable
Institutions. I give below a list of the Jewish Institutions in Bagdad
from which applications were received upto 31st August 1938 (the last date
advertised for receiving applications.) Selection should be made out of
these Insitutions having regard to what has been said above.
I hold the following funds for the Jewish Charitable Institutions
in Bagdad:-
5% Loan of 1945-55 for Rs.2,91,400/- (face value)
3% Defence Bonds of 1946 for 65,700/- (face value)

The value of the funds is calculated as follows:-

Dear Sirs,
I am in receipt of your letter of the 18th March handed over to me by Mr. M. Laniado, advocate of Jerusalem.
I am prepared to follow the same system for distribution of the Bagdad Charities as was agreed to by Mr. Morgan, my predecessor in office, distribution of the Jerusalem Charities.
I also approve of the proposed committee and of its personnel. As suggested the committee should get the recommendation of the British Consul in Bagdad.
It has been held that selection should be made out of those -- Institutions which were in existence at the time of death of the testator, R.A. Gubbay, who died on the 27th November 1922 and that synagogues are not to participate in distribution of the fund meant for Jewish Charitable -- Institutions. I give below a list of the Jewish Instituions in Bagdad from which applications were received up to 31st August 1938 (the last date advertised for receiving applications). Selection should be made out of these Institutions having regard to what has been said above.
I hold the following funds for the Jewish Charitable Instituions in Bagdad :-

القنصل البريطاني في بغداد .
من المقرر ان الانتقاء يجب ان يكون من بين تلك المؤسسات التي كانت قائمة في وقت وفاة <del>العرائض</del>
الموصى ر. ا. كباي الذي توفي في ٢٧ نوفمبر ١٩٢٢ وان الكنائس ليس لها ان تساهم في التوزيعات
المخصصة للمؤسسات الخيرية الاسرائيلية .
اضع ادناه قائمة المؤسسات الاسرائيلية في بغداد التي تسلمت عرائضها حتى ٣١ اوكست ١٩٣٨
(وهو اخر موعد عين لقبول العرائض) ويجب ان يجري الانتقاء من بين هذه المؤسسات مع ⟦ملاحظة⟧ ما ذكر

وممثل عن كل من لجنة المستشفيات ولجنة المدارس وثلاثة من وجهاء الطائفة . وقد
ابرق السيد لنيادو من كلكتا في ٢٧ منه ان الامين الرسمي هناك قد قبل الاقتراح
فنرجوكم التفضل باعلامنا عما اذا كنتم ستمثلون لجنتكم في هذه اللجنة الاستشارية
