Resoureces to participate in the tender of supply-
ing 500 pregnant Friesian Heifers according to
the conditions and specifications which can be ob-
tained from the Accounting Department against
the payment of ID. 5/— for one copy, unrefunda-
ble.
2— Offers will be submitted to the above de-
partment up to 1/3/1976 in sealed envelope mar-
ked with name and number of tender, and acco-
mpanied with the following documents;
a — New certificate of income Tax registra-
tion.
b — Crtificate of Chamber of commerce me-
mbership for the current year of 1975.
c — Purchasing receipt of the conditions and
specification of the tender.
d — The company should be registered in the
Iraq General Directerate of Companies Register-
ation and Inspection.
Foreign supplier who have no local agents
will be exempted from terms (a and b and c
and d ).
3— Tenderers should be provided an initial
deposit not less than ID. 5000 (Five thousand)
which must be paid either in cash or by endores-
ed cheque or a valid guarantee from Iraqi Banks
for at least 6 months should be amounted to 8% by
the successful tenderer.
Any quotation without deposit will not con-
sidered.
4— This office does not bind itself to accept
the lowest prices or any other offer.

low this policy in the futu-
re, the Arab homeland will
witness the rise of joint
Arab projects covering the
whole of its wide territory.

to these projects.

Tender for the construction of Comprehensive School for Boys at Risafa in the Governorate of Baghdad Educational Project under the following terms and conditions:—
1— Tender documents of the above project can be obtained from the Directorate of Works in Baghdad Governorate or from the Directorate of Works in Baghdad against an unrecoverable amount of ID. 15/— provided that the tenderer should undertakes to purchase the general conditions and technical specifications if the tender is rested on him.
2— The last date for submitting these tenders is at/or before 12:00 o'clock on Tuesday the 23rd December 1975, and to be handed over to the Secretary of the Committee responsible for opening these tenders at the Directorate of Public Works, Baghdad/Legal Department. The period for completing this project is 18 months.
3— Tenders should be accompanied by the following documents:—
a — A deposit of ID. 3000/— (Iraqi Dinars three thousands) either in the form of bank guarantee valid for six months effective from the closing date of the tender, or by submitting a sanctioned cheque.
b — Baghdad Chamber of Commerce booklet together with a certificate issued from the Directorate General of Income-Tax duly renewed for the current year.
c — A list indicating similar jobs previously executed by the Contractor.
d — Classification of the Contractor.
4— Tenders which are not submitted within the period stated above shall be ignored.
5— This Directorate is not obliged to accept the lowest or any other tender.
6— The tenders shall be opened in the presence of all tenderers at the date fixed above and the preliminary results shall be affixed on the notice board.
7— The penalty for not completing the project during the Contract period mentioned above is ID. 30/— per day and the Contractor should appoint a site engineer to supervise the work.

The provisions of Law 157 will be applicable to the Contracts, specifically those articles relating to:—
(i) relief from taxes and duties,
(ii) free importation,
(iii) reimbursement of Social Security and other Labour Law payments.
The Republic of Iraq has negotiated a loan from the International Bank for Reconstruction and Development (IBRD in various currencies equivalent to $40 million towards the cost of the Lower Khalis Irrigation Project.

Top England Football Personalities Arrive Here
Don Revie, England Team Manager, Ted Crocker, Secretary of England FA and Allen Wade, Director of Coaching at the FA, have arrived here on Wednesday for a short visit.
The three top-English football personalities will hold several meetings with the Iraqi Football Association to discuss the problems and solutions of football in Iraq.
Inteviewed by the editor, Revie said that the English Football Association is looking forward to promote the game in this part of the world.
Mr. Crocker also added that the 3-members FA delegation will try to discuss with the Iraqi Football Association the possible ways of co-operations between the two associations.
"England didn't play well against Portugal two weeks ago in the Europe-
an Cup, and they didn't deserve to qualify for the quarter-finals", Revie said.
The 3-members' England FA delegation was met by General Fahad Al-Meera, President of the Iraqi FA and mebers of the FA on arrival.
TUNISIA AND LIBYA QUALIFY FOR FINAL ROUNDS
Tunisia and Libya have qualified for the final rounds of the African Nations Basketball Championship which will be held in Alexandria.
The decision has been taken by the African Basketball Confederation following the failure of Morocco to arrive in Tunisia.
ASIAN CUP GROUP TEAMS LEFT BAGHDAD
Saudi Arabia, Qatar and Afghanistan have left Baghdad on Wednesday after participation in the Asian Cup - Group II - Preliminary Rounds in which Iraq came first.

Palestine revolutionary
forces on alert
ZIONIST ENEMY THREATENS
MORE AIR AND NAVAL RAIDS
Beirut, Thursday.
Forces of the Palestine Revolution and national mi-
litia have been placed in a state of alert following re-
ports of Zionist troop concentrations along the southern
frontiers of Lebanon.
Information has also been
received to the effect that the
Palestinian refugee camps will,
in the course of the next few
days, be subjected to more Zi-
onist air and naval attacks.
The Executive Committee of
the Palestine Liberation Orga-
nisation (PLO) met last night
to discuss plans for facing up
the Zionist enemy's raids and
for escalating commando oper-
ations inside the occupied ter-
ritories. The Committee furt-
her reviewed the situation in
Lebanon and a number of de-
cisions were taken to restore
full tranquillity throughout the
country.
YEMENI MINISTER
ON ZIONIST ATTACKS
Zionist attacks on Lebanon
are aimed at liquidating the
Palestine people and hamper-
ing a Middle East settlement,
Yemeni Foreign Minister Ab-
dullah al-Asnag said in Sanaa
today.

The Lebanese daily Al-Moh-
arrer today defended against
Lebanese critics the right of
Palestinians to arm themselves
to resist the zionist war of an-

It said there was no need to

red by the Palestine Resistance
Movement".
"What needs explaining is
what some people in Lebanon
have failed to understand al-

It asked whether the Comm-
andos' critics had realised that
when Zionist entity is furious
it does not distinguish betwe-
en Lebanese and Palestinians,

think that by fighting the Pal-
estinians they will be safe fr-
om Zionist bombs".
All Tunisian newspapers we-
re unanimous today in conde-
mning the Zionist raids. The
government daily La Presse
called Zionist entity a hideous
beast. The newspaper said; Zi-
onist entity's barbarism has de-
finitely no more limits. Nazism,
in its day, did not better", it
said.

ence could only give the im-
pression of complicity, it ad-

ression on Karama in 1968,
the series of aggressions on
Lebanon and the assassination
of martyrs in Beirut up to the
martyrdom of Comrade Abu
Halawa of Southern Lebanese
village of Kufr-Kala - these
all were landmarks in the cri-
minal record of zionism" he
added.

He went on to say that the
not-too-distant future will be
the scene of bitter conflict bet-
ween toiling peoples and fasci-
st regimes, between peace and
aggression and between Arab
nationalism and the racist Zio-
nist movement.

In the past there have been innumerable in-
stances when legations, delegations and individual
diplomats have been victims of abuse, threats, at-
tacks, explosions and even murder. Accredited
foreign diplomats were forced, due to these acts
of threats and violence, to work out elaborate se-
curity measures for their safety.
The countries most affected by such threats
and violence were from the Arab homeland. This
was because of their principled stand against zion-
ism and its master imperialism. Those countries
that came out, as a matter of principle, to support
the just Arab struggle against zionism were also
subjected to such harassment.
The threats, harassments and acts of violence
were principally carried out by the Zionist organ-
isation that goes under the name of the "Jewish
Defence League". This fascist organisation
was responsible for most of the crimes co-
mmitted against Arab and other diplomats whose
countries support the just Arab cause.
It is precisely because of the terroristic ac-
tions of this and other similar organisations that
the UN General Assembly, on Wednesday, adopt-
ed a draft resolution condemning provocations di-
rected against foreign diplomatic missions in the
host country, the United States. It is precisely be-
cause of such actions by Zionist groups that the
resolution particularly condemned provocations
by such terrorist groups.
The resolution of the UN General Assembly
condemning provocations against foreign diplom-
ats, particularly by Zionist terrorist groups, has
been widely welcomed. This is because all justice
minded people in the world are concerned about
such irresponsible behaviour.
However, condemning their action is one thing,
stopping them is another thing. The responsibility
of stopping these Zionist terrorists in New York
lies squarely with the US Government. As the re-
solution of the UN says, the United States should
take all appropriate measures to guarantee the se-
curity of foreign diplomats at the UN.
Any future recurrence of such behaviour, th-
erefore, would be the sole responsibility of the
US - precisely because zionism, a universally co-
ndemned racist movement, appears to enjoy the
protection and support of US imperialists!
US TECHNICIANS
ARRIVE CAIRO

Another team of US techni-
cians arrived here yesterday
evening from Washington hea-
ded by Nicholas Thorne.
This team, along with the
first one that had arrived re-
cently, will undertake to oper-
ate the US espionage systems
in Sinai.
Upon arrival, Thorne declar-
ed that he would conduct con-
tacts in Cairo with the Egypt-

The third conference of the
India branch of the National
Union of Iraqi Students (NU-
IS) has hailed the socialist re-
volutionary steps taken in vi-
ew of laying down foundations
of the Arab socialist revolution
in Iraq.
This was contained in a cab-
le which the conferees had ad-
dressed to President Ahmed
Hassan al-Bakr.
This cable is as follows: "In
the name of delegates to the
third conference of the India
branch of the National Union
of Iraqi Students convening in
New Delhi, we bless the socia-
list revolutionary steps you ha-
ve taken in view of developing
our country and building a du-
rable base for the socialist Ar-
ab revolution. We place all our
energies at the service of the
National Development Plan and
we hail the gains secured to
our toiling masses by the July
17 Revolution. Our conference
highly values your decision to
call for the creation of a figh-
ting northern front and for ba-
cking up other Arab fronts as
a revolutionary practical reply
to the capitulationist settlem-
ents aiming at aborting the Ar-
ab revolutionary movement
and serving the interest of im-
perialism and zionism. Our co-
nference strongly denounces
the un-nationalist and inhuman
attitudes assumed by the Syri-
an regime towards our people
and our socialist revolution.
We pledge perpetual loyalty to
the principles of our Revolu-
tion and its Leading Party -
the Arab Baath Socialist Party.
The member of the Party's
National Leadership said that
those characteristics betrayed
the fascist nature of zionism -
a nature that combined all evi-
ls of colonialism past and pr-
esent, plus many of the hango-
vers of ancient history's bar-
baric invasions. In this conte-
xt, Comrade Farah referred to
the obliteration by the Zionis-
ts of whole villages and the al-
teration of the historic featur-
es of Jerusalem.
Comrade Farah referred to
the recent resolution of the UN
General Assembly condemning
zionism as a downright racist
movement and observed that
the resolution in question, fo-
llowed in identical one passed
by the African Summit Confe-
rence held in Kampala. He sa-
id the resolution reflected the
nature of the conflict raging
between the Arab Nation and
the Zionist movement, as a co-
nflict between justice and ag-
gression, between freedom and
colonialism and between hum-
an civilisation and utter barb-
arism.
Dr. Farah further said the
UN resolution called for grea-
ter effort on our part to fur-
ther lay bare zionism and, at

HEAD OF IRAQI JEWISH COMMUNITY :
RCC DECISION ALLOWING THE RETURN OF IRAQI
JEWS TO IRAQ IS A HUMANE INITIATIVE
EMANATING FROM NOBLE PRINCIPLES
The Jewish community in Iraq deeply appre-
ciated the RCC Decision issued on 26th Novem-
ber, 1975, allowing Iraqi Jews who left the Coun-
try since 1948 to return to the Homeland and
enjoy the full constitutional rights of the Iraqi
citizens. The Iraqi Government will guarantee the
returning citizens' equality and security just like
other citizens and without any discrimination.

President Ahmed Hassan al-Bakr, and Sd. Saddam Hussein, RCC Vice-Chair-
man, had received last Monday a message from the Head of the Jewish Co-
mmunity in Iraq express-
ing, on behalf of all Jews,
their thanks and gratitude
for allowing Jews to return
to their Homeland. The
Head of the Community
paid tribute in the mean-
time to the noble principles
of the Revolution and ap-
preciated the "decision
which consolidated equali-
ty among various religions
and rejects all sorts of ra-
cial or religious discrimi-
nation".
Sd. Robin Naji Elias,
Head of the Jewish Com-
munity, stressed in a state-
ment to "Baghdad Obser-
ver" that the Iraqi Jews
warmly welcomed the great
humane initiative and said
that the denaturalised Je-
ws, whom the Decision
provided for their re-
turn, would be deli-
ghted to realise their dr-
eam of returning to the
Homeland where they had
lived like other citizens in
peace and equality for the
past thousands of years.
Commenting on the UN
General Assembly Resolu-
tion passed on 11th Novem-
ber, 1975, equating Zioni-
sm with racism, he said:
"The leaders and members
of the Jewish Community
have always declared and
confirmed to the local pr-
ess, Radio and TV as well
as foreign correspondents
correspondents
and reporters, that Zionism
is anti-human racist move-
ment. Judaism is a relig-
ion which calls for frater-
nity and tolerance like
other religions. It is also
against all sorts of discri-
mination. The Iraqi Jews
have been always fully aw-
are of the real nature and
aims of Zionism and this
was Confirmed by the rece-
nt UN General Assembly
Resolution equating Zioni-
sm with racism".
"The Iraqi Jews who left
Iraq and were denaturali-
sed will realise the impor-
tance of this Decision as
well as the importance of
enjoying Iraqi nationality.
No doubt they will find
that it has restored to them
their full constitutional ri-
ghts just like other citize-
ns. Certainly they will sei-
ze this opportunity which
secures their reunion with
the homeland," the Head
of the Jewish Community
concluded.

EFFICIENCY DEPENDS
ON ORGANISATION
One of the attendants of the Second Arab
Conference on the Development of Manpower in
Industry is a Frenchman - Mr. Henri Benoit,
Chief Engineer at CEGOS. a French management
and training consultancy service, and a previous
expert with the International Labour Organisa-
tion (ILO).
"I am impressed with
the work of the Conferen-
ce. You can feel that the
participants want to come
out with positive working
results", said. Mr. Benoit
in an interview with "Ba-
ghdad Observer".
"I have participated in
the works of the Fourth
Committee which deals wi-
th Human Resources, with
a paper on the methods of
organising of training and
the preparation of training
centres. The title of my
paper was 'How to Prepare
A Project for A Training
centre'. I discussed in it
the relation between train-
ing and organisation of the
firm. I pointed out that ef-
ficiency depends on the
organisation of the firm
and insisted on the proper
organisation of the mana-
gement of the training ce-
ntre".
The firm Mr. Benoit re-
presents is presently on
contract with the French
company that is construct-
ing the Steel Plant in Bas-
rah to organise and spon-
sor the opening of the Tra-
ining Centre for the Plant
that will eventually produ-
ce the necessary cadre for
the plant.
Mr. Benoit, who does'nt
speak Arabic, was capable
of following the proceedin-
gs of the conference with
the aid of a personal inter-
preter that was provided
for him by the organisers
of the Conference. "I am
very thankful to the Minis-
try of Industry for inviting
me to participate in the
Conference and to those
who made my participation
effective. I think that a
conference of this nature
involving such high calib-
re personalities is bound
to produce results in the
interest of their members".

The student masses have pledged to go on guiding
themselves by the progressive ideology of the Arab Ba-
ath Socialist Party (ABSP).
This was contained in a cab-

udent masses joining the "Cul-
tural Week" of the National
Union of Iraqi Students (NU-
IS).
The cable is as follows: "We,
the student masses meeting in
the main yard of the Law Col-
lege to participate in the "Cul-
rds extending recognition of
the Zionist entity. At the same
time, we pledge ourselves to
follow the foot steps of the pr-
ogressive nationalist ideology
of the Arab Baath Socialist
Party (ABSP) and contribute
effectively to the building of
the universities of the Revolu-
tion as well as to developing
the educational process".

the Syrian regime of the man-
date of the International Eme-
rgency Forces as a step towa-
mrade Dr. Elias Farah, Memb-
er of the National Leadership
of the Arab Baath Socialist
Party delivered, at the Law
College, the concluding lecture
in the "Lecture programme"
arranged by the National Uni-
on of Iraqi students. Comrade
Farah reviewed the history of
the Zionist movement and its
inborn hostility to humanity.

In a message to the anti-fas-
cist world conference, which
opened in Patna, capital of the
Indian province of Bihar yes-
terday, the President said that
the Arab people were facing
the same assignment vis-a-vis
the imperialistic-Zionist aggre-
ssion as represented by zioni-
sm which the UN recently de-
nounced as a form of racism.
The President's message, re-
ad out by Sd. Aziz Sharif, Se-
cretary General of Iraq's Nati-
onal Council for Peace and So-
lidarity (NUPS), is as follows:
"Dear friends,
It is my pleasure to greet
your conference on my own
behalf and on behalf of the
people and Government of the
Republic of Iraq and wish you
all success in contributing to
the mobilisation of world pub-
lic opinion and in accomplishi-
ng your momentous assignme-
nt.
"The peoples of the world,
by dint of their determination
and devotion and by the acts
of heroism of their militants
have succeeded in obliterating
fascism thirty years ago. That
came after immense sacrifices
without parallel in human his-
tory in terms of millions of li-
ves sacrificed and the material
resources and monuments of
human civilisation lost.
"In our present age, the age
of liberation from colonialism,
struggle against the modern
facets of fascism has become a
basic factor in the struggle for
the liberation of all peoples
and for thwarting the designs
of the policy of imperialism,
particularly American imperia-
lism based as it is, on intensi-
fication of tension, setting the
dark forces of reaction and fa-
scism in motion and meddling
in an aggressive manner in the
security and independence of
peoples.
"The accomplishment of this
militant assignment calls for
enduring struggle, joint effor-
ts and effective solidarity with
the struggle mounted by peo-
ples around the world. Furth-
er, on this occasion, we call
for the holding of more anti-
imperialistic conferences, as
well as for exposing the impe-
rialistic policy and condemning
its crimes at all times and in
all places in our world of to-
day. The progressive forces are
also called upon to sharpen
their weapons of struggle so
as to collectively deter the im-
perialistic aggression on peop-
les all over the world.
"Dear friends! Our Arab pe-

gnment vis-a-vis the imperiali-
stic-Zionist aggression represe-
nted by zionism, which the Un-
ited Nations has condemned
as a form of racism. Special
mention should be made of the
fascist acts and settler colonia-
lism schemings perpetrated by
the Zionist entity on the Arab
people of Palestine, as well as
on the rest of the occupied
Arab territories.
"We have reiterated our so-
lidarity with the national gove-
rnment of India in the firm
measures it has taken to cru-
sh the imperialistic schemings
that took the form of setting
in motion the most backward
fascist forces.

Four more Zionist settlements
on Syrian Heights under
construction
Occupied Syrian
Heights Thursday.
Work began this morning on the building of four
more Zionist settlements on the Syrian Heights.
The decision to build the fo-
ur settlements was recently
made by a Zionist ministerial
committee as part of the Zion-
ist plan to perpetuate Zionist
occupation of Arab territories.
According to an AFP report,
work on building the settleme-
nts followed the renewal by
the Syrian regime of the UN
forces' mandate on the occupi-
ed Syrian Heights. One of the
settlements will face the Syri-
an town of Kuneitra.
ZIONIST PROJECTS
IN OCCUPIED
SINAI
Occupied Territory Thursday
Construction has begun on
the industrial zone of the new
zionist settlement of Yamit, in
the occupied northern Sinai.
Director-General of the Hou-
sing Ministry, David Wainshal
and other Zionist officials yes-
terday attended a cornerstone-
laying ceremony at the site,
about three kilometres from
the settlement.
Projects already approved
for inclusion in the first sta-
ge of the zone include a photo-
graphy laboratory a metal
workshop, a garage and a ce-
ment plant.
About 1,300,000 sterling has
already been invested in these
projects.

'RCC's call for Iraqi
Jews to return home

step'

The Kuwaiti magazine "Saw-
tul-Khalij" (Voice of the Gulf)
⟦illegible⟧ the decision of the
Revolutionary Command Coun-
cil (RCC) entitling Iraqi Jews
to return home.
The magazine described the
decision as a highly effective
step along the way of dwindl-
ing the position of the Zionist
entity and exposing it for wh-
at it is, a racist colonialist st-
ructure.
The magazine said the Iraqi
decision has given the lie to
Zionist propaganda and to the
venomous allegations which zi-
onism has been spreading aro-
und the world.
The Kuwaiti magazine added:
"The decision of the Revoluti-
onary Command Council of Ir-
aq has reflected the clarity of
vision and undercut the sche-
mings of Zionist information
media which have been all out
to denigrate the Arab Nation
and the Arab cause.
EDITORIAL:
PROVOCATIONS AGAINST FOREIGN
DIPLOMATS AT THE UNITED NATIONS
The headquarters of the United Nations is
based in New York in the United States. The UN
is made up of sovereign states and one of the pr-
ime duties of the member states is to send repr-
esentatives to air their respective views on all is-
sues of common concern. Also from time to time
heads of states of different member countries at-
tend General Assembly sessions to make key ad-
dresses.
However, for these representatives of sover-
eign states to play their full role at the UN and
discharge their onerous duties it is imperative that
they are not compelled to work under overt or
covert acts of threats. Nor should they be subject-
ed, in any way, to acts of naked hooliganism or
reactionary violence. On the contrary they should
be ensured — at all material times — a climate
compatible with their diplomatic status and duty.
The task of ensuring such a climate, needless
to say, rests firmly with the host country. In this
case it is the United States.

SECURITY COUNCIL SEEKS ACCORD
ON PLO PARTICIPATION

Security Council members
resumed private consultations
today on whether and on what
terms to invite the Palestine
Liberation Organisation
(P.L.O.) to join a scheduled
Middle East debate this even-
ing.
Diplomatic sources said that
the P.L.O. appeared to be one
vote short of the minimum of
nine required for the Council
to issue a formal invitation.
Egypt, supporting a Leban-
ese request for a Council ses-
