The heads of Arab and foreign delegations participating in the second conference of the Scientific Research Foundation held in Baghdad, and the Spanish delegation headed by Dr. Juan Bosch Luis, member of the Spanish Parliament and President of the University of Granada, and Mr. Polbot, Swiss State Secretary for Foreign Trade, visited the Republican Palace yesterday morning and signed their names in the protocol register on the occasion of their visit to the country.
Dr. Taha Ibrahim al-Abdullah, President of Baghdad University, and Dr. Taha Tayeh al-Nuaimi, President of the University of Technology, also attended and signed their names in the protocol register on the occasion of their return from outside the country.

Brick factory owners prohibited
from dealing with intermediaries
The Trade Regulation Council prohibited brick factory owners from selling bricks through intermediaries.
The Council emphasized, in a meeting chaired by Mr. Taha al-Jazrawi, member of the Revolutionary Command Council and Minister of Industry and Minerals, the necessity of selling bricks directly to citizens, state departments, and all contractors, and that sales be made according to receipts issued by factory owners to buyers, and that any type of sale adopted by factory owners be subject to the supervision of the responsible authorities, with legal measures taken against violators and manipulators.
The Council also decided to approve that state departments or the General Automobile Company shall not import any type of production vehicles except in coordination with the General Establishment for Engineering Industries.
It authorized the General Establishment for Agricultural Development, through the Fruit and Vegetable Marketing Service, the authority to import fruits and vegetables during the current year, calculated against the allocations of next year's import program.
The Council [instructed] the General Automobile Company regarding Chevrolet and saloon cars, and exempted those entering Iraq from any [date] after the fourth of the current month, so that their fate would be the customs duty imposed on manifest cars, as well as for the cars of immigrants whose temporary customs entry was decided in case of their registration.
Al-Jazrawi receives Jordanian Affairs Minister
Mr. Taha al-Jazrawi, member of the Revolutionary Command Council and Minister of Industry and Minerals, received in his official office at the Ministry's headquarters yesterday morning Mr. Sami Ayoub, Jordanian Minister of Social Affairs and Labor.
During the meeting, discussions took place regarding ways of cooperation between the two countries in the fields of industry, economy, and labor, and the exchange of technical expertise in line with the economic and technical cooperation agreement concluded between Iraq and Jordan.
The meeting, which lasted half an hour, was attended by Mr. Wahid Ibrahim, Undersecretary of the Ministry of Labor and Social Affairs, and the Ambassador of Jordan in Baghdad.

Mr. Victor Saude Maria, Foreign Minister of the Republic of Guinea-Bissau, and his accompanying delegation visited Babylon Governorate yesterday to see the cultural landmarks and industrial renaissance in the governorate.
The guest minister visited the General Company for Fine Textiles in Hilla, and the Director General gave a brief overview of the company, which began actual production in 1970-1971 as one of the fruits of the national and socialist July 17 Revolution, reviewing the company's productivity, development, and the services it provided to its workers.
Afterwards, the guest delegation visited the company's production departments, saw its furnishing operations, and listened to a detailed explanation of the ancient civilization of Babylon.
The guest delegation had also visited the factories of the General Company for Mechanical Industries in Alexandria, where they were received by Mr. Hamid Mahmoud al-Hassan, Deputy Governor of Babylon, Mr. Abdul Latif al-Alwan, Director General of the company, and senior officials of the governorate.
The Director General of the company reviewed the establishment of the company and the development of its productivity, and the guest minister praised our industrial renaissance.
Scientific conference discussed economic,
agricultural, industrial, and health research
The committees emanating from the second scientific conference of the Scientific Research Foundation continued yesterday discussing the economic, agricultural, industrial, and health research presented to the conference.
Dr. Hassan Fahmi Jumaa chaired the session on the development of animal production, which was held at the Iraqi Economists Association.
The session spoke about studying some physiological changes in Friesians, fertility rates, atmospheric pressure and its effect on sheep from birth until weaning age, and a number of other technical topics related to animal husbandry.
A session was held at the Iraqi Medical Association today dedicated to discussing many industrial issues, in which researchers representing universities and other state institutions participated.
Its topics included research on the clay firebrick industry from locally available raw materials and technical topics related to the nature of work and efficiency of engines and the distribution of electrical voltage.
Other conference committees dealt with research on the statistical system in Iraq and its impact on the development of health services, the estimated loss in the economy due to malaria, and health development in the countryside.
A meeting was dedicated to discussing many educational and social topics, including research on the impact of functional education on economic and social development and the relationship of social research to development.
Doubling allowances for nurses
The Ministry of Health announced the doubling of allowances granted to licensed nurses throughout the country and the continuation of granting incentive allowances to all nurses during leaves.
The decision issued yesterday by the Ministry stated that licensed nurses working in districts, sub-districts, and rural areas be granted allowances of 40 percent of their nominal salaries instead of 20 percent, and for nurses in Baghdad and governorate centers, allowances of 30 percent instead of 15 percent.
The Ministry also decided to continue granting incentive allowances given to nurses while enjoying regular and sick leaves and maternity leave, and not to cut them as was practiced until now.
It is noteworthy that the number of licensed nurses in health institutions affiliated with the Ministry throughout the country is 1,200 licensed nurses, and the number of practitioner nurses is 750 practitioner nurses.
This step comes as a new appreciation for the services provided by medical and intermediate cadres of medical and health services provided to citizens.

Fulfilling telephone call requests

As of yesterday, citizens are able to make telephone calls to all parts of the world automatically and as quickly as possible, as the international telephone exchange operator in Baghdad can now call any required telephone number automatically and directly for incoming calls to the country via the international telephone center in Rome. This measure comes in implementation of the plans of the General Authority for Telephone and Telegraph. Grants for male and female workers
904 male and female workers received amounts of seven thousand and 81 dinars during last November as grants provided by the General Federation of Trade Unions.

on International Women's Day
The fifth week for Iraqi young women, organized by the General Federation of Iraqi Youth as part of its activities on the occasion of International Women's Year, was a distinguished week for young women and women in our country.
(Al-Jumhuriya) followed the idea of the week and its activities, and initially held a meeting with Mr. Sattar Al-Bayer, who explained that the week was held in honor of women in their international year and their contributions to the process of construction and progress, and out of interest in her basic role as a struggling woman.
And new foundations for creating work relations built between the parties of production
The Secretariat of Industrial Relations in the General Federation of Trade Unions bears great tasks as it handles the problems of workers in various work sectors, follows up on workers' rights, and studies work and production conditions in a way that ensures the creation of advanced solidary relations between them, leading to the goal of serving Arab production in the country.
In light of the Secretariat's work plan, its activities covered many aspects, including those related to the field of labor relations and disputes, in the field of the Board of Directors and advisory bodies, or in the field of studies and statistics, or in the field of industrial safety, or in the field of field visits to work and production sites and other fields.
Young women and young men
The Federation held this week in cooperation with the Ministry of Youth, and a central plan was established for the celebrations throughout the country, which included the participation of girls in traffic organization work in all parts of the country according to capabilities. It included pleasant marches in all parts of the country through local committees and youth unions, which ended with presenting bouquets of flowers to the branches of the General Federation of Iraqi Women. Central marches were also organized in Baghdad and other governorates, and a revolutionary festival was held in which the pioneers participated, along with a mass gathering and a direct dialogue with state figures.
The pioneers and young women carried out popular work campaigns in various areas, such as the popular work campaign in the branch of the General Federation of Iraqi Women and visiting pioneers in the country's hospitals, and an evening party was held on the occasion.
And during this week, a number of art exhibitions containing women's products of knitting, photography, and ceramics.
When we visited the Baghdad branch of the General Federation of Iraqi Youth, Miss Maryam Mustafa Al-Nidawi, the official in charge of young women in the branch, spoke to us and said that the week was full of various activities that reflected the creativity of Iraqi young women and their constant readiness to serve the homeland and the Arab nation and contribute efficiently to construction work and creating the requirements for social and economic transformation. Among the activities presented was the contribution of two shifts of young women aged between 14 to 18 years as traffic police officers in morning and evening shifts.
On the second day of the specified week, the local committee of the General Federation of Iraqi Youth organized marches that started from the headquarters of its local committees towards the branches of the Iraqi Women's Union. During this, bouquets of flowers were presented to the members of the General Federation of Iraqi Women.
In every branch, as an expression of our union's appreciation for women on the occasion of their international year, many meetings took place between the members of the two unions, during which discussions and exchange of views took place on various matters related to the role of women in the current stage. One of the festival days was dedicated to visiting the - governorate - where the Pioneers and Youth area is located, and a representative from the Girls' Organization Office. The fourth day was allocated for holding parties in the local committees, through which the activity of the pioneers and girls was displayed, and the events and activities were dedicated to this occasion.
On the fifth day, a collective march was organized starting from the Executive Office of Iraqi Women, in which forty male pioneers, forty female pioneers, and one hundred and forty boys from the batches graduating from the camps and a batch of youth girls participated.
In unified uniforms, they performed sports movements in the form of military squads that won everyone's admiration.
The General Federation of Iraqi Youth also allocated six cars to display the products of young women and pioneers in different areas of the capital. Last Saturday, an exhibition was organized in which the most important scientific, artistic, and electrical products were displayed.
The last day was dedicated to presenting gifts from the pioneers' products to the pioneering mothers in all hospitals.
On the evening of the same day, a main party was held in Al-Hurriya Hall, in which the pioneers participated extensively.

When we visited the women's branches of the General Federation of Iraqi Women, one of the mothers told us: The first thing that draws attention in last week's activities is the wide participation of young women members of the General Federation of Iraqi Youth and their dedication in presenting many artistic and productive activities to make this week a success. Last week was like a demonstration expressing the children's tribute to the mothers who put all their energies into the battle of construction and progress.
Miss Maryam Al-Nidawi returns to say that the program prepared by the Federation aimed at understanding the policy of the Party and the Revolution and embodying it. The participation of the Iraqi girl in this week expressed the correct assessments emphasized by the political report of the Eighth Regional Conference on the role of women in the current stage and on the viewpoint of the Party and the Revolution towards the role of women and their tasks. The week also confirmed the depth of the bonds prevailing among Iraqi women and their creative abilities in building the homeland.
She adds: The liberation of women comes through the liberation of society; therefore, the leadership of the Party and the Revolution adopted all measures that build our progressive revolutionary society in which women are equal to men. While women in our country rejoice in the designation of the current year for women, they rejoice more when they follow the decisions and steps taken by the Revolution to guarantee their rights within the country, whether economic, political, or social facts.
Miss Al-Nidawi cites aspects of her observations at the Mexico Conference, which was held last month in Moscow on the occasion of International Women's Year, attended by 235 organizations representing 111 countries, where women's problems in the world and their role in production and in the struggle for peace and solidarity with peoples were discussed.
She said we proposed several matters and focused on the role of the Palestinian woman in her just struggle and her struggling role on the land of stolen Palestine. Among the proposals submitted by our delegation:
1 - Supporting the Palestinian woman in her struggle for liberation and return.
2 - Working to create the real requirements for women's participation in all activities and in all countries as an equal party to men, and through this, our delegation focused on creating the requirements that allow women to work in the productive masses.
Many meetings were held with the youth of Cuba and Democratic Germany, and statistics about women in the country and the great gains they achieved during the era of the Revolution were presented to all participating delegations.
She then spoke about the contribution of Iraqi women in the Berlin World Conference, reflecting a side of the active and effective contributions in this great conference. She said that despite these assessments regarding our country, some young women we met pointed out some negative phenomena that still hinder women in progress and work, and that these phenomena are represented by inherited barriers that prevent many women from contributing to the tasks set before the masses and the Revolution.
Calls were made to organize wider educational campaigns that break through these barriers and open the way completely for young women and women, pushing them to realize their true role in the current stage.
Mr. Salman Al-Bayati, Secretary of Industrial Relations in the General Federation of Trade Unions, speaks about the Secretariat's activity during this year, saying that the Secretariat works in the field of labor relations and disputes towards creating solid work relations between the production parties. As much as we are keen on improving production and productivity, we are keen that advanced human relations prevail among workers. With this concept, the progress of work in various sectors is followed up in cooperation with other concerned parties. In addition, the Secretariat seeks to develop the capabilities of union cadres entrusted with the responsibility of participating in the boards of directors of interests, institutions, and companies in various sectors to be able to participate effectively in planning, managing, and directing projects and following up on workers' affairs in them. During the recent period, the eleventh session for board members was held, in which (37) workers from various work sectors participated. Mr. Al-Bayati says that there are (116) workers participating in the field of management in (48) projects in the public sector, (14) projects in the private sector, and two projects in the mixed sector, and there are (70) workers represented in advisory bodies and in (40) projects.
Mr. Salman Al-Bayati moves in his speech to another aspect of the Secretariat's activities, saying that in light of the stage our country is going through and the prominent and effective role played by the General Federation in the field of development plans and programs, the Secretariat sought to prepare comprehensive and accurate periodic statistics that help in investigating reality and conducting studies, as numbers constitute the pillar and basis for any scientific planning or objective study. From this standpoint, the Secretariat took the initiative to prepare a comprehensive survey of all workers in the country and various information regarding their different distributions, wages, skills, age levels, and culture. The Secretariat also took the initiative to prepare a field study on working women in the country, a study on the role of unions in economic development, and the preparation of an information collection form for a detailed study on workers' wages in the country.
Regarding the field of industrial safety, a draft industrial safety system in Iraq has been prepared, and the committee formed for this purpose has completed the preparation of the system in its final form and submitted it to the Ministry of Labor and Social Affairs. Mr. Salman Al-Bayati touches upon the importance of field visits carried out by the Secretariat, saying that field visits are practices that would deepen positive union formulas and direct mixing between union leaders and workers on one hand, and administrations and employers on the other. Baghdad Bridges

In one of the streets of Baghdad, traffic men stopped a citizen who was driving his private car (Nasr) in the evening after they noticed one of its small lamps was off.. and they asked him about the reason for not replacing the damaged lamp with a new one.. he answered them that he tried that but did not find the required lamp in the markets and even in the warehouses of the General Automobile Company.. and the traffic men were not convinced by the answer, so they issued a violation for him after they apologized for the market devices belonging to him and handed him an amount for referral to the competent court at a later date.

4 - The Need for an Integrated Policy for Human Resources Development:
The Arab population is estimated at about 130 million people. The region as a whole does not suffer from a shortage of natural resources (such as oil - iron - phosphate - manganese ... etc.) or agricultural land or capital and labor. In other words, all the factors that lead to economic development are present in the Arab countries.
In the first section of this research, which was published last Thursday, a debate arose about the missing element in all development projects in the Arab region, which is the joint effort for human resources development in the region. Evidence has shown that such an effort still leaves much to be desired (for the wish). Human resources development is a delicate aspect of development for two main reasons: first, people are the driving factors of economic and social activity. On people's ability to perform depends the maximum utilization of natural and financial resources. As for the second reason, people are the subject of development, and the search for development is not for the sake of development itself, but because it is the means to improve human welfare. If we take these two aspects into account, human resources development can be viewed as a comprehensive process that enables people to acquire, maintain, and expand skills, along with acquiring knowledge and abilities that enable them to contribute to and benefit from economic development, social development, and individual development.
The comprehensive approach (method) to human resources development seems to be the only solution to the problems facing Arab countries in their development efforts. This is equally true on both national and regional levels.
At the national level, it has previously become clear that due to the absence of such a comprehensive approach, serious bottlenecks have occurred and are still occurring in many important professions. This is despite the fact that in a country like Egypt, more than 60 vocational training centers have been established during the past decade, and a large number of management training programs have been provided for the middle and upper levels by various institutions such as the National Institute for Administrative Development and the Arab Management Association. A quick analysis of the programs offered by such centers and institutions shows that most of the time there is a conflict and significant duplication between them (between these programs) and that many of such institutions have lost contact with the actual situation in practice.
The inventory and framing of human resources development in a number of Gulf region countries (Bahrain - Kuwait - Oman - Qatar and the United Arab Emirates separately) confirms the fact that despite adequate services regarding future manpower needs, it has been difficult to decide which program to work with, at what level, and in what volume.
The result is (the spread of activities with a lack of coordination between them). The incentive system provided in some of these countries has encouraged their youth towards literary and professional studies, but due to self-imposed restrictions, many of these trainees have preferred government jobs with higher pay and guaranteed security.
At the regional level, the need for a comprehensive approach arises from the diversity of resources in individual countries. These countries are rich in capital and relatively poor in human resources, while others are rich in manpower and relatively poor in capital. On the other hand, the integration of Arab economies is another reason that requires the need for regional integration in the field of human resources development.
Significance of a Comprehensive Human Resources Development Policy:
A comprehensive human development policy goes beyond training and education programs that are concerned with meeting manpower needs (although that is considered an important element in any case) in the short term where such predictions can be made with reasonable accuracy. It focuses on the abilities and interests of the individual so that abilities can be identified and developed and interests stimulated and strengthened.
One of the first required steps should be identifying the interrelationships between the many factors of human resources development. For example, the relationship between the adequate employment of talented manpower through education or formal or informal training to the need for utilization and performance should be given more attention. Similarly, the relationship between the attitude towards work that should be taken into account (observed), professional transition, and the suitability of training for social and economic structures. From this, it should be taken into account (observed) and facilitate a greater relationship between the need for work - available work centers - the nature of work. Job performance and individual development at work; all these factors can be viewed collectively within the broader framework of economic and social conditions.
Awareness of the interrelationships of many factors related to human resources development will lead to the realization that subjective methods and means of work will no longer be sufficient to deal adequately with aspects of human resources development. It will clarify that any program of action with such complexity must be planned in an organized manner.
The absence of integrated planning based on the link between parts of human resources development is considered one of the most prominent shortcomings of current methods for manpower development for industry, as well as for other economic sectors.
Towards an Integrated Policy for Human Resources Development:
First - In any case, an integrated policy for human resources development should be based on the national development plan. In other words, it should be a policy directed towards the desire to meet the needs of industry and existing aspects. In areas like the Arab region, great attention has been given to major labor movements such as building cities and factories and searching for wage needs on one hand, and the mismatch between supply and demand for qualified workers on the other.
Second - One must get rid of the traditional distinction between education and training systems and between formal and informal systems, which are all in fact parts of one system to depict, on one hand, what is required of manpower in an adequate way to provide the economy with qualified manpower, and on the other hand, to meet the needs of individuals.
Third - Any measure for human resources development should be viewed within the framework that it is a continuous lifelong process. This is of great importance in the industrial sector where professional structures change due to rapid technological changes.
Fourth - Such a policy should be based on a manpower development plan which in turn is considered an integral part of the national development plan. Here, one can identify four steps in the manpower development planning process:
1 - Assessing future human resource needs in all professions and at all skill levels in various industries.
B - Identifying and evaluating the efficiency of existing facilities and programs to reach human resource goals in various industries.
C - Assessing the current state of available human resources to try to maximize the capacity of individuals:
Maximizing the capacity of individuals at all levels means that the education and training system must be a means to help people develop themselves, and to realize their potential for work and for a satisfying life. This means that services must exist to help people identify their own abilities, and refine their inclinations and interests to link these interests to the professional environment, job opportunities, and guide people to training and work that offers them the most suitable prospects for their future.
Attention should also be given to the motivation and endeavor of people to seek development opportunities. This motivation seems closely linked to the future of development, as training institutions may remain empty or be filled only as an obligation.
It follows that any coordinated approach must not only provide initial training for workers, but it must also give them the opportunity to increase their knowledge and for their promotion, meaning they can change their professions to match their ambitions and advance their future. In this regard, the importance of lifelong continuous education and training is emphasized and realized because it provides individuals with opportunities to raise their level and move from one profession to another whenever they feel it is appropriate for them.
Supporting Planning and Program Preparation:
The four steps that should be followed in the manpower development planning process should be constantly reviewed, not only in light of their internal efficiency but also in terms of their connection to surrounding conditions. Due to the limitations of the current formal education system and training system, which are unlikely to undergo fundamental modifications in the near future, new alternatives must be reached to ensure the provision of manpower and to complement the formal system. Utilizing informal training programs seems to be one of the solutions to the problem. As for in-factory training and on-the-job training, they are other alternatives.
The formation (formulation) and orientation of the educational system will also require establishing friendly links between all formal and informal programs. In many cases with national and informal educational systems, it also requires reviewing the overall wage structure and the bases on which wages were determined. This could be effective if accompanied by professional consultation or a guidance program to provide youth with information about job opportunities, career prospects, and educational and training possibilities, and to guide them to adapt their talents and ambition with available job opportunities and development requirements in their society.
D - In light of these assessments, develop a manpower development plan so that industrial development can be planned to make maximum use of these resources.
Therefore, the coordinated policy should include three main lines of action:
1 - Forming and directing the educational system.
B - Maximizing the capacity of individuals at all levels to the highest possible degree.
C - Supporting planning and program preparation.
Forming and Directing the Educational System:
Attention must be given to the increasing needs for trained manpower resulting from the expansion of industrial activities in the Arab region. This can be done based on forecasting quantitative and qualitative manpower needs. Demand will be linked to the need for retraining as a result of rapid technological change and the need for promotion (advancement) arising from the high level of required skills. However, this should be accompanied by caution; forecasting manpower methods, despite being used for a long time, is subject to criticism. Critics of manpower forecasts provide a number of arguments (reasons) that negate the validity of forecasts, many of which are numerous. They point to the large margin of errors that occurred and to the methods used in forecasting which are based on insufficient statistical information, and to rapid changes in technology and unrecorded labor productivity, and to the overall results obtained which do not reflect changes in the professional structure. This is not to diminish the importance of knowing what the future requires of manpower needs, but consultants in human resources development planning who use such technical methods should not rely solely on long and medium-term forecasts alone, and should imagine that alternative ways must be found (to reach them).
As a first step in forming and directing the training system, existing education and working facilities have been identified previously in this research. These steps should help in identifying alternative action programs. These can be successfully achieved if they include an effective information and coordination system with those responsible for implementing the manpower development program, such as manpower specialists - managers - educators - training specialists - organizations (organizations) for workers and employers, planners, and technicians (statisticians). This must be followed by an effective (influential) education system that provides feedback service for planners and those responsible for industrial development.
However, it should be emphasized that there is no single model applicable for international application that can determine how such planning should be managed. Alternatives could include strong central planning that directs and coordinates planning at levels, or mandatory planning, or planning at the level of unions. If taken together, they form a national plan. There is another approach (method) that can be used by both central planning and local planning. Each covers different areas of importance, but they are coordinated at the intermediate level. Whatever alternative is used, economic, social, and political conditions in individual countries should be taken into account. It should also include those concerned with manpower development, particularly labor and employer organizations (organizations).
Results:
This research has tried to clarify the importance of the human element as a necessary (essential, indispensable) element for the industrialization process. It also clarified the defects (weaknesses) in existing (current) educational systems and their inability to meet the needs of the developing economies of Arab countries. It aims as a possible solution for an integrated manpower development policy that can be applied at both national and regional levels alike.
The importance of regional cooperation has been emphasized. At this level, a greater effort should be made if industrialization programs appearing in Arab countries are to succeed.

Exchange of Landscapes

Contrary to the fame and status that Russian literature and music enjoy in cultural circles in Western Europe, the achievements made by Russian painters and their artistic skill, which is no less than the skill of their colleagues in other countries, it is surprising that ignorance of Russian painting in Western Europe is due to the lack or scarcity of opportunities to display paintings to the Western public. The first integrated exhibition of its kind for Russian paintings in Western Europe was dedicated to the Russian studio, and this exhibition was the beginning of a series of exchanges of art exhibitions between Britain and the Soviet Union. Another is the exhibition currently held at the Royal Academy of Arts, which was exchanged with the exhibition of the English painter (Turner).
The Russian exhibition was held in London from October 18 to November 30 under the title "Landscapes," then later moved to the city of Glasgow to be displayed in the city museum. It contains three icons from the seventeenth century, 69 natural paintings from the period 1800-1914, and 18 paintings by Western Bremen, who is also creative in this field, just like the same content for some major Western painters from the collection of Soviet Union museums.
The subject of nature was chosen in the "Turner" exhibition and the Russian exhibition, and the choice was successful, as long as the artist's spirit and brush remained capable of depicting the language of nature through its landscapes. We have often known how Russian writers approached the paths of nature and depicted them for us with their unique productions, and thus we found the Russian painter also creative in this field, just like some painters as they excelled in their literature. The mental link that connects Russian painting to its literature was amazing; the landscape paintings were not empty of social realism, transparent poeticism, or warm human snapshots, not to mention the internal movement full of things and air to blend with the external nature of the painting like Pushkin's poems, depicted in the form of forest paths or melting snow in early spring, on the smooth clarity of the waters of the Dnieper River, or churches breathing vibrantly in the courtyards of village huts, scenes that evoke nostalgia for the homeland in the Russian, as the Observer newspaper says in its comment on the exhibition.
An exhibition of this kind is the best collector of a personal message to every viewer, in which the painters tell us about their homes and what surrounds them, their feelings towards them, the style of their societies, and the secrets of their souls. In the first three icons, the visitor sees the background for the landscapes, and thus the exhibition begins with paintings by painters like "Levitan" in "Isolated Hermitage," "Vladimirov" in the painting "Homeland," "Petrozhin Village" by "Vasily Polenov," and "Nesterov" in "The Mountains," where they melt with folkloric authenticity and delicate poeticism.
The exhibition included paintings by Sisley and Pissarro, which are from the collection of Western painters. The exhibition designers wanted to show the mutual influence between them and Russian artists, but the influence was not very clear, and the Russian paintings remained belonging to the trend except in a few. They show the influence of Russian folklore and the proportion of Gogol, Tolstoy, and Dostoevsky. It is no wonder then that we stand before Levitan's painting "Fresh Wind," painted in 1895 with its white colors and vast spaces, carrying wonderful spiritual transcendence with a kind of feeling of loneliness, especially if we know that the painter "Levitan" was one of Chekhov's close friends.
It is clear after this the arrival of modern art, as policy moved the artist's brush to depict the intense movement that occurred in Russian society at that time. "Summer Noon," painted in 1917 by the brush of "Petrov-Vodkin," "Collective movement and organization on the farm," the modern woman deep in the field was breastfeeding her child with fatigue, red clothes, yellow produce, modern buildings planted in raw outer areas, full of electricity and rain factories... The inspiration was also affected by modern factories, and truth blended with art in the exhibition.
As for the "Turner" exhibition, which is moving to the Soviet Union, it will consist of some paintings moved from the "Tate Gallery" and 57 paintings from British acquisitions and will be displayed in Leningrad then move to the Pushkin Museum of Fine Arts in Moscow. Horizons newspaper previously wrote about the recent "Turner" exhibition in London as "Turner," the owner of the heavenly vision and noisy arenas, the setting sun disk, and the clashing sea waters of the fog, the only fishing. Visitors to both exhibitions, I imagine, whether in London or Moscow, do not need more than this wise language.

Putting an end to international looting of the cultural antiquities of Mesopotamia
What are the antiquities that Iraq recovered from the world's museums?
On the nineteenth of last month, the United Nations General Assembly adopted a resolution calling on all states to return all artistic works, including monuments, archaeological pieces, manuscripts, and documents, to their original countries. This resolution was passed by a majority of 69 votes with no opposition and 16 abstentions.
The General Assembly emphasized that the return of such works, which form part of the cultural heritage, without any expenses, would strengthen international cooperation as much as it constitutes a just moral reparation for damage incurred.
With this resolution, the United Nations has put an end to all international looting acts to which the heritage of ancient civilizations has been subjected, foremost among them Iraq, Egypt, and Greece. There is no doubt that this resolution is of great importance for Iraq, which was one of the first countries to take the initiative, especially after the national and socialist July 17 Revolution, to demand the return of our (stolen) antiquities, which remained under the slogan of science and excavation before the revolution in the world's museums in the East and West.

The Iraqi Jurists Association, Karbala branch, held its second conference yesterday morning under the slogan "The law is the support of the revolution in achieving socialist transformations with our new revolutionary realism."

Last Saturday in Beirut was the most horrific bloody day since the bloody events began in Lebanon about eight months ago. The number of victims who fell the day before yesterday is double those who fell on any other day during the past months.
Some reports mentioned that more than 200 people were killed and injured, and that most of the dead are victims of kidnapping operations. They are kidnapped, and their bodies are seen in the streets afterwards. Dozens of people were also killed when public institutions were attacked by reactionary forces, and mass shootings were carried out against the workers there. It seems that all of this is being done to escalate the situation, as many were killed simply because they left their homes for work, or simply because they did not leave their workplaces at the appropriate time!
The bloody events returned to the Lebanese arena after it appeared in "recent days" that the reactionary and isolationist forces had been forced to retreat under pressure from the national movement. It was clear in advance that such a retreat would only be temporary and that it would remain subject to developments in local, Arab, and international circumstances.
The reactionary forces have been active in achieving their goals during about eight months of killings, terrorism, and attempts to turn Lebanon into a major confrontation arena in the region. If at the top of these goals was the downsizing of the Palestinian resistance and the assassination of its role in the Arab arena, as well as the abortion of the national movement after it put forward radical reform demands, then what happened—and escaped the planners of the conspirators—is that the Palestinian resistance was able to strengthen its position and confirm its cohesion with the masses and their national movement, which was forced to move beyond its peaceful struggle method to carrying arms to repel the conspirators.

Newsreel Every Day
Filmmakers in their specialty, and this topic was the basis of our conversation during our meeting with him.

Our correct assessment of this depends on the technical cadres and equipment we have, the likes of which you find in other Arab countries.
We said to him:
Then there must be obstacles standing in the way of production.
He replied: I do not see that there is anything I can call a project in this haste. I focus on the aspect of continuing work. Let the continuity of work be a way to remove barriers. Before the Iraqi film, there is an Arab market in many countries and the Arab Gulf region. This is in addition to the audiences waiting for us eagerly. Also, our new life and our media landmarks impose on us to advance in the cinema industry instead of remaining backward in this field, given the reality of the great developments that have occurred in our country.
I call for the continuation of work
within the frameworks of cinema in both the public and private sectors. And that the old law, which treats cinema films as (entertainment venues) where a high tax is imposed that hinders the orientation towards production, be reconsidered. Everyone is waiting for the necessity of removing this barrier. The echo of this desire is embodied in the purposeful media plans undertaken by the Ministry of Information and the Cinema and Theater Establishment.
We left Sahib Haddad to continue his enthusiasm in completing the second issue of the Cinema Newsreel. And in arranging its scenes, which constitute the harvest of his tour with the camera throughout the country to film various landmarks of life, achievements, and manifestations of progress.

They know him as one of the competent Iraqi filmmakers in his equipment and his beautiful specialty (editing).
You find this opinion among many Arab filmmakers in Lebanon, Egypt, Syria, Jordan, and other Arab countries. Everyone was and still is dealing with him on the basis of this impression and according to that competence in editing that was manifested in prominent Arab films, among which we remember (The Deceived) by Tawfiq Saleh, (The Sparrow) by Youssef Chahine, (The Truck Driver) by a Yugoslav director, and (The Turning Point) by Ja'far Ali.
For more than five years, Sahib Haddad has remained in close contact with Iraqi cinema and the Cinema Directorate in Baghdad, enthusiastic about its projects, and undertaking most of the works sent to Baalbek Studio in Beirut and assigned to him. In this connection, he was like a work center performing his services to his country, Iraq, with diligence and perseverance.
Continuing this mission, Sahib Haddad was editing and preparing the Cinema Newsreel in Beirut, where no issue of it was shown without finding more than one filmed news item about Iraq in it.
Now, for a month, we have been seeing Sahib Haddad in Baghdad, working under a special agreement with the General Establishment for Cinema and Theater in supervising and preparing the Cinema Newsreel. This newsreel is considered one of the most important media projects of the Establishment, which we will see every day through visual display means in the future.

The Art of Anamorphosis...
Secrecy in Disclosure and Difficulty in Vision
"Anamorphosis" is a manipulation of the science of visuals. This is the name of the exhibition currently held at the National Museum of Arts in Amsterdam.
What is Anamorphosis? It is a piece of art that is difficult, even impossible, for the viewer to see what is in it unless viewed from an unusual angle or by using sharp pyramidal mirrors placed in the middle of the hall.
This art grew during the Renaissance, and the appearance of the first art pieces can be attributed to Leonardo da Vinci, and from him it took its way to the West. But it is believed that the Chinese were the first to know the technique of anamorphosis many centuries ago.
There is no need to say that artists use this secret artistic style to make secret paintings: paintings that may include figures ⟦distorted⟧ like them. The Amsterdam exhibition continues until the end of next January and then moves to Paris, and it is hoped that it will move to other countries after that.

When will it end?
Manipulating book prices:
An issue we wrote about here before "and we write today..
And we are still writing because we are still ⟦seeing⟧ facts, and what we hear from the audience of readers and intellectuals of complaints rising from some bookstore owners who deliberately, and with premeditation, resort to this manipulation, which represents in one of its simplest forms, a hideous exploitation of the reader.
The "ways" and "methods" of this manipulation have become clear and exposed, and they are not one... there are:
- Books that are not priced at all, which are a candidate for bookstore owners to manipulate as they wish.
- As for priced books... the important thing is more than one method in changing their real price. Either distorting the numbers with black ink, so that it deceives the viewer at first glance... or "erasing" the price... and fixing the new price (with a pen, or a special stamp) or by sticking a paper bearing an "adjusted price" over the basic price.
See... is this not considered a clear manipulation of prices in which the manipulator can be subject to economic laws, as is the case with manipulators of the prices of other goods?
And is the book anything but a "commodity," but a "cultural" one?
★ Why "Freud" in Arabic?!
Recently, there has been a clear interest from some publishing houses in translating what has not been translated of "Sigmund Freud's" writings and presenting them, in an integrated manner, to the Arab reader... Translations of his books have been published recently: The Future of an Illusion - The Age of Civilization - and there is more than one book of his waiting for the coming days to be published. But... the ⟦translators⟧ did not provide us with justifications for translating him... and for what purpose?

Nazik al-Malaika: Retreat or Not?!
In every interview given by the poet Nazik al-Malaika, we like to recognize that "persistent insistence," which is that she did not retreat from her "leap of new poetry"... despite the existence of what confirms this retreat even in the interview itself.
To further emphasize the reality of this "retreat," the following can be pointed out here:
- Her poems that she wrote in recent years, and the artistic and intellectual decline in them.
- Her strict prosodic position... to the extent that she made the prosody of new poetry a suffocating constraint.
- Finally, the opinions she wrote, or the "amendments" and "additions" she made to what was stated in her book "Issues of Contemporary Poetry." A simple and preliminary comparison between what the poet wrote in the introduction to her collection, "Shrapnel and Ashes"... and her recent writings clarifies with quality and dimensions this "retreat" in her.

Al-Huboob Club Wins Basra Junior Cycling Championship
The Iraqi Cycling Federation, Basra Branch, held an open race the day before yesterday for club teams and sports institutions in the governorate to select the contestants who will represent the Basra team in the National Junior Championship, which will start next Tuesday in Kirkuk Governorate, covering a distance of 220 kilometers.
Four teams representing Al-Mina, Al-Farouq, Al-Ittihad, and Al-Huboob clubs participated in the championship, which took place in two stages over a distance of 120 kilometers.
Contestant Aqeel Radi won first place, Karim Talib came in second, while Abdul Hussein Anwar took third place—all from the Al-Huboob Sports Club team. Sabah Badr from Al-Ittihad Club took fourth place, and his teammate Nidal Marzouq came in fifth.
It is noteworthy that the Republic Junior Championship last year was held in Basra Governorate.

Borussia Mönchengladbach recorded a major victory that strengthened its position at the top of the West German First Division Football League in its seventeenth round.
Mönchengladbach, playing away from home, was able to defeat Cologne by four goals to nil, giving it 26 points—four points more than its closest rival, Eintracht Braunschweig, which defeated Eintracht Frankfurt by two goals to nil.
Bayern Munich, the European club champion for the past two seasons, suffered another defeat against Hertha Berlin by two goals to one, causing it to drop to tenth place among 18 teams, while Berlin jumped to fourth place behind Kaiserslautern, which drew with Schalke with two goals each.

Supply and Transport Wins Over Emergency Police in Handball
The Supply and Transport team defeated the Emergency Police team by 21 goals to 17 in a handball match held between them yesterday as part of the Baghdad Second Division Championship.
The match, which took place at the Training Center stadium in Al-Mansour, was refereed by Hussein Alwan, Mohammed Mahdi Rushdi, and Nabil Taha.

Thus was the Egyptian statement that praised the reactionary forces and viewed them as equal to the national forces, then there was the meeting between Assad and Gemayel in Damascus, followed by new massacres, and slogans for imposing military rule emerged again to terrorize the national forces and the Palestinian resistance and force them to abandon their gains and make concessions that help create an atmosphere less attached to what the advocates of a peaceful solution want.
If our Arab people in Lebanon are now paying a heavy price in the blood of their sons on the altar of the multilateral conspiracy with common goals, then such blood cannot go to waste, nor can it remain within the scope of the planners' aims to turn it into "destructive results"; rather, it will inevitably be a curse upon those who shed it and those who stand behind them!

Several economic agreements have been re-
cently signed, resulting in the creation of a num-
ber of Arab projects and establishments of great
importance for the consolidation of Arab econo-
mic cooperation and fulfilment of the economic
integration plans which are closely connected
with all-round Arab economic development and
the elimination of the back-wardness of Arab ec-
onomy.
It is no secret that Iraq,
proceeding from the princ-
iples defined by the Politi-
cal Report of the Eight Re-
gional Conference of the
Arab Baath Socialist Party,
and the National Action
Charter of the Progressive
Patriotic and Nationalist
Front, in the field of Arab
economic integration and
the establishment of joint
Arab projects, has been
performing a growing role
in realising these aims. Su-
ffice it to mention the Ira-
qi-Egyptian economic agre-
ement, by which Iraq ext-
ended a loan of 35 million
dollars to Egypt, in additi-

dollars. Furthermore, Iraq
extended loans to a number

(O.A.P.E.C.) approved the

pany for Oil Investments
with a capital of 1,000 mi-
llion dollars, and the Arab

rvices, with a smaller cap-
ital. Thus, the number of
the joint Arab oil projects
established by the OAPEC
has reached four major on-

policy of the A.B.S.P. and

of exceptional importance,
since the two new compan-
ies, in addition to the two
previous ones, are should-
ering big responsibilities
in the implementation of
the new oil projects, both
inside each Arab country
separately and on the level
of the Arab oil-producing
countries and the financing
of the oil prospecting plans
in the non-producing Arab
countries, and other meas-
ures promoting the rise of
an integrated Arab oil in-
dustry. There is no doubt
that the restriction of the
oil operations to Arab co-
mpanies, especially in the
field of prospecting, extra-
ction, transport, tanker re-
pair, and otherwise, will
deal a major blow to the
foreign oil monopolies wh-
ich used to dominate these
operations in the past, as
part of their domination
over the Arab oil industry.
In other words, the Arab
countries have achieved
big steps in establishing
their sovereignty over th-
eir oil and trying to restri-
ct the influence of the co-
ncessionary monopolist co-
mpanies.

THE ARTIST WHO WANTS TO BE A SINDBAD
Mohammed Ghani was born in Karkh, Baghdad in 1929. His first attempts in art were in his childhood and in particular in the primary school. He was keen in drawing, but he could not know why. "May be my father's work which was the decoration of 'abbas' (cloaks) had inspired me. The dyes, colours and threads enchanted and attracted me to his work. Another reason might be my father's shop which was situated opposite the Muradiya Gate of the Kadhem's Shrine. I used to look at the decorated gate. I was impressed by the Arab motifs and attractive colours", he says.

Ghani has a number of projects underway, among which is the famous Baghdadi Masgoof which will be 6 metres long in bronze. He is commissioned to do a statue for Sindbad the Sailor. Folk subject-matters excite Ghani and in his opinion they are contemporary because they are living.
His subjects often express the life of the ordinary man, his likes and dislikes, and richness of the Iraqi heritage from the Assyrian to Islamic age. He would like to Sindbad the Sailor but he would have no time for sculpture.

Ghani exhibited some works in the Second Baghdad Group Exhibition, Staged in 1953, and in Avicena Festival Exhibition in 1953. Salim appointed him as his assistant and he taught students when Salim left for the United States to stage an exhibition. He stayed in Salim's studio to do some works. Then he assisted Faik Hassan in teaching.
In Florence he got in touch with the renaissance art, "I was dazzled by the works of Michael Angelo. I stood in awe before his David and his great expression of ideas through rocks".
He is nostalgic to his Roman days and climate. He worked hard for over seven years in a small studio. He joined other Iraqi artists who were then studying in Rome in staging an Iraqi exhibition. He was highly commended by the Italian critics, who wrote that his works were a continuation of the Mesopotamian sculpture. He was fully dedicated to his work. During his years in Rome he worked out church doors, murals, fountains and various statues. He emphasised that his days in Rome taught him to work harder and harder. "There I discovered that it was possible to make use of our Summerian, Babylonian and Islamic heritage. I learned that I should develop such old art and be on the alert not to imitate the European artist", Ghani said.

Mohammed Ghani studied at the Iraqi Fine Arts Institute where the late Jawad Salim was teaching. He says "Jawad Salim was a new world to me. I got familiar with the artist's works which were contained in the books of Salim's library to which I had free access". Salim opened my eyes to new things. I studied every work in detail. I began to realise that sculpture was not imitation. I was aware that to be original required hard efforts".
Ghani still remembers painfully the efforts made
In the admission test in Rome he did well and was admitted to the second year but he preferred to begin from the first year. He was the student of a famous Italian master whose works in sculpture stand in Rome. His initial difficulty in sculpture was how to carve figures as he was efficient in carving heads. His Italian master gave him a new outlook to the body. He was taught to treat the details of the body as an architecture unit and approach it as such.
"My master deeply admired the Mesopotamian heritage. He was particularly attracted by the Assyrian sculpture and the Assyrian
The Italians as great artists who are very proud of their classic art taught Ghani that as an Iraqi, he should uphold the artistic heritage of Iraq. After his return, he injected a new blood in the art movement in Iraq. He worked hard and exhibited quite a lot.
A major part of his works is in wood because he likes this media as being cleaner than rock or gypsum and easier to handle.
He was shocked by the death of his teacher and friend Jawad Salim.
"The fundamental idea of sculpture is the search for sculpture, pulling down the redundant, obtaining a better result and eventually reaching the ideal", he sums up his idea of sculpture. Before taking their final shape his ideas undergo various changes, involving additions and omissions. Like Malraux he holds that the brain has a library of its own which gives inspiration and information.

Iraq's cargo transportation

tons a year
Iraq's cargo transport capacity is to rise to 40 mil-
lion tons a year by the end of the next 5-year (1976-
1980) National Development Plan, an increase of more
than 31 million tons over the present level.

Worldwide denunciation of Zionist
air raids on Palestine refugee
camps in Lebanon continues
The barbaric Zionist air attacks on Palestine refugee camps and Leba-
nese villages continue to evoke vigorous condemnation and violent reac-
tions on both Arab and international levels.
The Palestine Rejection Front (PRF) has stated that the air attacks of the racist Zionist entity on Palestinian and Lebanese civilian targets were intended as a medium of mass extermination after the Palestine and Lebanese broad-masses proved their revolutionary ability to face up to the sinister schemings of the isolationist factions in Lebanon.
A statement issued by PRF yesterday, said the Zionist wanton air strikes constituted a slab on the face of all advocates of peaceful settlement as well as to all Arab officials who are raising the banner of the so-called realism and objectivity, euphemisms for extending recognition to the Zionist entity.
TUNISIAN PRESIDENT
Reacting to the Zionist air attacks, Tunisia stated that the Zionist Spasmodic acts of terror heralded the early return of the people of Palestine to their land of patrimony.
President al-Habib Bourguiba of Tunisia, in a message to the Palestine Liberation Organisation expressed utter disgust at the savage Zionist air attacks on the Palestine refugee camps, said that the whole conscience of the world levelled against such wantonness and called upon world public opinion to vigorously condemn such acts of terror. The Tunisian President said that once again, the racist Zionist entity was sending out war planes to shower death on Palestine refugee; men women and children.
VATICAN
In the Vatican, Pope Paul VI condemned the Zionist air strikes on Palestine refugee camps and said he was deeply grieved by those air strikes which took a heavy toll of innocent civilians.
ROME
In Rome, the Italian government also denounced the Zionist aggression as "an act which it is impossible to overlook because it heightened tensions in the region". Sources close to the Italian Foreign Ministry intimated that it was difficult to overlook the enormity of that aggression.
PARIS
In Paris, the French newspaper "Le Monde" expressed revulsion against the Zionist air raids on civilians in Lebanon. The newspaper said that the Zionist aggression clearly indicated that the Zionist Prime Minister and his War Minister were primarily concerned in calming down Zionist public opinion in occupied Palestine following the waves of desperation that swept the Zionists as a result of the successive diplomatic set-backs suffered by the Zionist entity.
WASHINGTON
In Washington, Senator George McGovern said that the Zionist air raids constituted a serious escalation of the situation in the Arab region.
BRITAIN
Britain, too, expressed sorrow at the savage Zionist air attacks on Palestine refugee camps and Lebanese villages.
PAKISTAN
In Islamabad, the government of Pakistan vehemently denounced the Zionist barbaric air attacks on defenceless civilians and expressed deep grief and concern over the sufferings of the Palestine refugee camps where death and devastation were wrought by the Zionist raiders.
A spokesman of the Pakistani Foreign Ministry, giving his country's reaction to the Zionist air attacks, said such acts of terror on the part of the Zionists could only make the Palestinians increase in determination to carry on with the struggle for recovering their lawful rights and their captured territories.
Meanwhile, according to a radio Karachi newscast, the government of Pakistan has warned the Zionists of the consequences of making any changes in the holy shrines in the occupied Arab territories. The Pakistani delegate to the United Nations, Riad Kuraishi, has been instructed to press Pakistan's demand for the full withdrawal of the Zionist forces from all occupied Arab territories. —INA

OAU MAY MEET OVER ANGOLA
Dar es Salaam, Thursday
William Eteki Mboumoua, the Secretary-General of the Organisation of African Unity (OAU), has announced in Kampala that 27 African states have declared their preparedness to participate in an extraordinary OAU meeting on the Angola question.
The meeting which was proposed by Somalia, is to be held at OAU Headquarters in Addis Ababa.
In New York, the open military intervention of the South African racist regime in Angola was denounced by the U.N. Special Committee against apartheid on Wednesday.
In a statement the Committee calls this "naked aggression" an attempt by the apartheid regime in Pretoria to extend and consolidate its policy, and an act seriously threatening security in the South of Africa.
All governments and organisations are being called upon to denounce this aggression and to introduce steps urging the Vorster racists and their mercenaries to immediately withdraw from Angolan territory.

Zionists to build another settlement in Ramallah district
Amman, Thursday.
The Zionist enemy is planning to build a new Zionist settlement in the area between Ain Yabrut village and al-Mira village in the district of Ramallah, according to reports reaching here from the occupied territories.
The same reports noted that the Zionist occupation authorities were also planning to set up another settlement between the two villages of Silwad and Ain Yabrut in the same area.
SOUPHANOUVONG: PRESIDENT OF PEOPLE'S DEMOCRATIC REPUBLIC OF LAOS
Vientiane, Thursday
The Chairman of the Central Committee of the Patriotic Front of Laos (Neo Lao Haksat) and Chairman of the National Political Coalition Council, Prince Souphanouvong, is the first President of the People's Democratic Republic of Laos. This was officially announced here on Thursday. Prince Souphanouvong simultaneously holds the Office of the Chairman of the newly-founded Supreme People's Council of the Republic.
The announcement, made over Radio Vientiane, also introduced the new government, Prime Minister is Kaysone Phomvihane who is also Deputy Chairman of the Central Committee of the Patriotic Front.
In Hanoi, the proclamation of the People's Democratic Republic of Laos is appreciated by Nhan Dan paper on Thursday. This step has completed the national democratic revolution and paves the war for the Laotian people led by the Revolutionary People's Party for the transition to socialism, the paper states.

ATH-THAWAR, in its editorial, commented on the latest Zionist aggression on Lebanon and the circumstances surrounding it.
Under the heading "The Policy of retreat and of Bargaining encourages the Zionist Enemy to Maintain Aggression", the newspaper said: "The toll in human lives taken by Tuesday Zionist air attacks on Palestine refugee camps in Lebanon amounted to more than 200 dead and wounded, This is in addition to the price which Arab matryrs have been paying with their blood for the capitulationist policy pursued by certain Arab regimes — a policy that boils down to making of its authors watchmen guarding the Zionist entity. It was by no means a mere coincidence that the Zionist air attacks on Palestine refugee camps and Lebanese villages came within 24 hours of the renewal by the Syrian regime of the UNDOF mandate for six more months. In fact, those air riads were associated with the renewal of that mandate."
Ath-Thawra said: "In the policy of retreat pursued by the Syrian regime, the enemy finds an impetus to carry on with aggression. As a matter of fact, the renewal of the mandate of the UNDOF provides not only a fresh impetus to the enemy but also a green light inviting the enemy to commit more acts of aggression while feeling secure above his "frontiers". The new Zionist air attacks are a part of the overall arrangements made for a capitulationist settlement under the umbrella of American imperialism. The arrangements in question seek to stifle militant voices in the Arab homeland and spread feelings of dejection among the Arab masses."
Ath-Thawra added: "The latest renewal of the UNDOF mandate provides sure evidence of the intention of the syrian regime to proceed along the road of concessions and capitulation. Before the ink with which the renewal document was written dried up, the Zionist enemy was announcing plans to build four more settlements on the occupied Syrian Heights. At the same time the US President sent a message to the Zionist Prime Minister renewing US assurances of sustained assistance to the Zionists entity."
Ath-Thawra continued: "The next six months will be used by the Syrian regime to heighten the tempo of the forward move along the road of capitulationist settlement and to persuade a Palestinian quarter to drift along the road of negotiations with the enemy. The 6-month period will also give the enemy a free hand to deal with the uprising of the Arab masses inside occupied Palestine and join in the plot currently woven up against Palestine presence in Lebanon. The renewal of the mandate has the effect of placing the Palestine resistance and the Lebanese national forces between the anvil of the Zionits enemy reaccured by the action of the Syrian regime and the hammer of the hireling Falangist Party and other reactionary isolationists forces in Lebanon. As reported yesterday, the chief of the Falangist Party is to visit Damascus these days for talks with the ceasefire regime."
Ath-Thawra said: "The Syrian regime which has turned down the national salvation programme declared by President Ahmed Hassan al-Bakr on July 17 is, in effect, refusing to convert the northern front into a fighting and endurance front. The broad Arab masses fully realise that the creation of a fighting northern front will be instrumental in upsetting the balance of power in the region in favour of the Arab nation and will also guarantee the Arab character of Lebanon and play a decisive role in the reunification of the Palestine resistance Movement."
Ath-Thawra proceeded to amplify these points for the rest of its editorial.
Saudi Crown prince concludes talks with Sadat
Cairo, Thursday
Crown Prince Fahd Ibn Abdel Aziz of Saudi Arabia today completed two days of talks with Egyptian President Anwar Sadat.
Prince Fahd, who is also Deputy Premier, leaves Egypt tomorrow (Friday) after a three-day visit.
Well-informed sources said the two leaders reviewed developments on the Arab area.
The leaders also reviewed the situation in Lebanon, the sources added.
US to veto any UN anti-Zionists resolution
Washington, Thursday.
The United States has assured the Zionist entity that it would veto any Security Council's resolution imposing sanctions on the Zionist entity for the recent criminal air raids on Palestine refugee camps in Lebanon.
This assurance was made by Joseph Sisco, US Under-Secretary of State, in the course of talks he conducted with the Zionist ambassador over the past couple of days.

alised engineering consultants to participate in
the studies, design, laying of technical specifica-
tions and overall supervision of construction —
for the Transport Training Centre — Baghdad.
2— Tender documents may be obtained aga-
inst payment of 10/— Iraq Dinars or equivalent

3 — Tender are to be submitted in English

4— A provisional deposit amounting to not
less than 2 percent of the total value of offer in

LABOUR SOCIAL SECURITY
Tender for the construction of Security Buil-
ding No. (3) at Baghdad.
FIRST: The Ministry of Labour, Establishm-
ent of Retirement and Labour Social Security, in-
vites all classified contractors who possess all con-
ditions, to participate and offer their tenders for
the construction of the above mentioned building
which consists of the following:
1— Pile Works.
2— Civil works.
3— Mechanical-Air conditioning & Lifts wo-
rks.
4— Sanitary works.
5— Electrical works.
SECOND: With effect from the date of pub-
lishing of this tender, contractor willing to parti-
cipate in the same may obtain one copy of each
of the specifications, drawings, and bill of quanti-
ties from the Establishment of Retirement and
Labour Social Security-Accounts Dept. in Bagh-
dad, against unrefundable payment of ID. 100/—.
THIRD: Tenders shall be accompanied by an
initial cash deposit of 4% of their value or by a
bank guarantee from an Iraqi bank liable at least
for six months.
FOURTH: Tenders shall be in sealed envelo-
pes marked on the name of contract and shall be
forwarded to the Accountant of the Establishment
of Retirement & Labour Social Scurity before two
o'clock of the 28-2-1976. Tenders forwarded
after this date shall not be accepted.
FIFTH: Tenders shall indicate contractor's
classification, similar works carried out by him,
his address, and accompanied by income tax pa-
yment certificate for this year.
SIXTH: Tenders not containing the above-
mentioned conditions shall be neglected.
SEVENTH: The Ministry of Labour & the Es-
tablishment of Retirement and Social Security are
not bound to accept the lowest or any other ten-
der.
EIGHTH: Contractor whose tender has been
accepted shall call on the above-mentioned Establi-
shment (Accounts Dept.) within the period of (15)
fifteen days at least, for signing the Contract, oth-
erwise the contract shall be forwarded to the suc-
ceeding Contractor.
