Further to our circular No. 58350 dated 18 / 12 / 1967.
1) For the purpose of unifying the process of following up on income tax and national defense tax in one department, it has been decided to cancel
Paragraph (b) of the first item of the instructions for implementing the National Defense Tax Law No. 172 of the year
1967 issued in our circular referred to above and replacing it with the following: -
(b) Deductions in semi-official departments and non-governmental entities mentioned in item first of
this circular.
The mentioned departments, institutions, and entities shall deduct the percentages shown in Article One
of the National Defense Tax Law from the payrolls, wages, or other disbursement documents
upon payment, and these deductions shall be sent after the end of each month to the Directorate of General
Income Tax in Baghdad or to the income tax offices in other provinces. The receiving entity
must issue an accounting receipt (37 A) for the amount received and deposit the collected amounts into
the competent treasury according to independent receipt authorization notes categorized as final revenue for number 3 /
(Deductions from salaries and wages for national defense) from the general budget revenue schedule
for the fiscal year 1969.
2) These instructions shall be implemented as of 1 / 10 / 1969, and the entities covered by them must pay the amounts
deducted from their employees for the national defense tax account to the Directorate of General Income Tax
in Baghdad or the income tax offices in the competent provinces instead of the Central Treasury Directorate
and the provincial treasuries.

covered by the law as registered in our records and the amount of sums paid by each of them

2) These instructions shall be implemented as of 1/10/1969, and the entities covered by them must pay the amounts
deducted from their employees for the National Defense Tax account to the General Income Tax Directorate
in Baghdad or the income tax offices in the relevant provinces instead of the Central Treasury Directorate

1- Attached is a sample of the register used in the Central Treasury and provincial treasuries to monitor
the collection of deductions from salaries for the National Defense Tax account to be used
for the aforementioned purpose.
2- We have instructed, in the margin of this circular, the Central Treasury Directorate and provincial treasuries to provide you
with a list containing the names of companies, institutions, departments, schools, and non-governmental institutes
covered by the law as registered in their records, and the amount of sums paid by each of them
during the fiscal year 67, 68
and starting from April 1, 1969, until 30 / 9 / 1969 for the current year
to assist in following up on the collection of the due tax.
